The purpose of the bill is to change the currently valid regulation, according to which citizens of foreign countries can also own weapons in Estonia, provided that there is no doubt that they could threaten the safety or security of the Republic of Estonia. The amendment stipulates that only those foreigners who are citizens of the European Union or NATO member states, who have an Estonian residence permit or who live in Estonia based on the right of residence, may acquire, own and occupy a weapon listed in § 29 subsection 1 of the Weapons Act, if they have been granted a weapon permit in Estonia on the grounds and in the manner prescribed in the Weapons Act.
