Eelnõu koosneb kolmest paragrahvist. Esimeses sätestatakse kütuste aktsiisimäärade muudatused ja teises sätestatakse käibemaksumäärade muutused ning laiendatakse käibemaksu soodusmäära kütustele. Kolmandas paragrahvis sätestatakse seaduse jõustumise tähtpäev.
