Summary

The amendments to the bill give the state better opportunities to prevent mass immigration in an emergency situation, when foreigners illegally cross the Estonian state border and make unjustified requests for international protection. According to the amendment, the Police and Border Guard Board (PPA) may refuse to accept the application for international protection of an alien who has illegally arrived in the country in an emergency situation, and may not issue a departure order or an entry ban decision send back without doing. You may enter Estonia from the external border only through an open border point. The law also gives the PPA the right to determine the locations where a foreigner can submit applications for international protection. The draft also makes the involvement of the Defense Forces and the Defense League more flexible in the protection of public and constitutional order, in the event that the PPA's resources are not sufficient.
