Summary
Eelnõu eesmärk on rakendada Eesti õiguses ELi-i isikuandmete kaitse üldmäärust ja õiguskaitseasutusi puudutavat direktiivi. Isikuandmete kaitse üldpõhimõtted ei muutu. Eelnõus kajastuvad seaduses isikuandmete töötlemise põhimõtted, järelevalve ja vastutuse sätted. Isikuandmete kasutamist reguleerib põhiosas otsekohalduv üldmäärus. Üldmäärusega on liikmesriigile jäetud võimalus täpsustada riigisiseselt isikuandmete kasutamise erijuhtumeid. Eelnõuga kehtestatakse ühtne õigusraamistik uurimisasutustes, prokuratuuris, vanglates jm isikuandmete kaitsmise kohta. Seadusega muutub isikuandmete kaitse tõhusamaks. Paraneb inimeste võimalus kontrollida, kuidas ja kelle poolt tema isikuandmeid töödeldakse ja kellele edastatakse.
