Summary
Eelnõu näeb ette parandada lastega perede toimetulekut ja toetada sündimust ning tagada lasterikaste perede toetuse seos palga- ja elukalliduse tõusuga. Eritähelepanu on ühe vanemaga peredel ja lasterikastel peredel ehk peretüüpidel, kus on keskmisest suurem vaesusrisk või kus laste kasvatamisega kaasnevad perele suuremad kulud. Eelnõu kohaselt suureneb alates 1. jaanuarist 2023. a esimese ja teise lapse toetus 80 euroni kuus (praegu 60 eurot), üksikvanema lapse toetus suureneb 80 euroni kuus (praegu 19.18 eurot). Samuti suureneb lasterikka pere toetus 3–6 lapse puhul 600 euroni kuus (praegu 300 eurot) ning 7 ja enama lapse puhul 800 euroni kuus (praegu 400 eurot). Alates 1. jaanuarist 2023. a rakendatakse lasterikka pere toetuse maksmist ja sujuvat lõppemist kuni pere noorima lapse 24-aastaseks saamiseni. Muudatuse kohaselt järgmisel aastal 19-aastaste noorte puhul lasterikka pere toetuse maksmist enam ei lõpetata, vaid seda jätkatakse kuni noore 24-aastaseks saamiseni. Seega siseneb alates 2023.aastast igal aastal skeemi uus vanusgrupp noori. Samuti rakendub noore 24-aastaseks saamisel siis ka toetuse etapiviisiline vähenemine (ehk kolmest lapsest vanima 24-aastaseks saamisel toetuse summa 1/3 võrra väheneb, kolmest lapsest keskmise 24-aastaseks saamisel väheneb toetuse summa veel 1/3 võrra ja viimase lapse 24-aastaseks saamisel toetuse maksmine lõpeb). Alates 1. maist 2024. a indekseeritakse lasterikka pere toetus pensioniindeksiga. Lisaks kavandatakse eelnõuga muudatust perekonnaseaduses sätestatud elatise arvutamise regulatsioonis, mille kohaselt ei võeta edaspidi miinimumelatise arvutamisel arvesse lasterikka pere toetust. Muudatuse eesmärk on tagada, et lasterikka pere toetuse suurenemine ei vähendaks lapse ülalpidamiseks väljamõistetud elatise suurust. Muudatus aitab kaasa lasterikaste perede heaolu tagamisele, toetades sellega eelnõu üldist eesmärki.
