Summary
Muudatusega nähakse ette, et asustusüksuse lähedal asuva riigimetsa metsamajandamise tööde planeerimisse tuleb kaasata kohalik kogukond, kas üldplaneeringu või muu avatud menetluse kaudu. Riigimetsa majandaja peab sellise metsa majandamiskava kooskõlastama KOViga, kes omakorda kuulab ära kohaliku kogukonna. Üldplaneeringutes määratud asustusüksuse lähedal olevad kogukonnale olulistel metsaaladel peab riigimetsa majandaja tööde planeerimisel kaasama kohalikke. Senine metsamajandaja kohustus on liiga laialt tõlgendatav. Edaspidi toimub kõrgendatud avaliku huvidega alade määramist puudutav suhtlus peamiselt kogukonna ja kohaliku omavalitsuse vahel, varem toimus see Riigimetsa Majandamise Keskusega. Muudatus puudutab üksnes riigimetsa ja selle majandajaid. Eelnõu alusel piirangute kehtestamine võib viia võrreldes tänasega puidukasutusest välja ca 117 000 tihumeetrit metsa aastas, mis jätab maksutuluna riigikassasse arvestuslikult laekumata summaks kuni 11 miljonit eurot aastas.
