Summary
Eelnõu näeb ette vabastada koduomanikud omavalitsustele kuuluvate kõnniteede koristamise kohustusest ja tagada seeläbi ka omavalitsustele kuuluvate kõnniteede õigeaegne ja parema kvaliteediga koristamine. Seletuskirjas viidatakse asjaolule, et praegu kehtiva ehitusseadustiku paragrahvi 97 lõike 6 kohaselt on teega külgneva maatüki omanik kohustatud linnas, alevis ja alevikus korraldama sõidutee ja tema kinnisasja vahel asuva kõnnitee koristuse, sealhulgas lume ja libeduse tõrje tasemel, mis võimaldab kõnniteel ohutult liigelda.
