Summary
Eelnõuga laiendatakse Kaitseväe olemasolevaid õigusi isikute tausta kontrollimisel, et veenduda nende sobivuses teenida või töötada Kaitseväes või teha koostööd Kaitseväega. Eelnõu kohaselt saab Kaitsevägi taustakontrolliks vajaliku teabe hankimiseks teha toiminguid registrikontrollist laiemas ulatuses ja kasutada konspiratsioonivõtteid, et tagada teabe kogumise varjatus. Samuti nähakse Kaitseväele kaitseväeluure teostamisel uue ülesandena ette koguda ja töödelda teavet Kaitseväe julgeolekuala kaitseks. Eelnõuga antakse Kaitseväele teabe kogumise ja töötlemise õigus, et tagada julgeolekuala kaitse ning ennetada võimalikku ohtu. Nimetatud muudatused on vajalikud selleks, et Kaitsevägi oleks võimeline julgeolekuala otseselt mõjutavate intsidentide korral ise ohtu õigel ajal tuvastama ja sellele reageerima.
