Summary
Eelnõu eesmärk on muuta eluasemelaenude refinantseerimine lihtsamaks, kiiremaks ja odavamaks ning suurendada konkurentsi laenuturul. Selleks muudetakse asjaõigusseadust ja selle rakendamise seadust nii, et eluasemelaenu üleviimisel ühest pangast teise ei ole enam vaja notariaalset tõestamist, kui laenusaaja ja tagatisvara jäävad samaks ning tingimused ei muutu kliendile ebasoodsamaks. Vajalikud kokkulepped saab edaspidi sõlmida digitaalselt. Muudatus on seotud valitsuse eesmärgiga vähendada bürokraatiat ja laenukulusid ning tuleneb ka koalitsioonileppest, mille kohaselt tuleb suurendada konkurentsi eluasemelaenuturul. Lihtsam refinantseerimine motiveerib panku pakkuma paremaid tingimusi, et kliente enda juurde meelitada ning annab inimestele rohkem võimalusi valida soodsam laen. Laenuvõtjate jaoks tähendab muudatus eelkõige rahalist ja ajalist kokkuhoidu. Notaritasu kaob ning väheneb vajadus erinevate osapoolte ajagraafikute sobitamiseks. Samas jääb alles kinnistusraamatu toiming ja sellega seotud riigilõiv.
