Summary
Eelnõu näeb ette ajakohastada rahvaraamatukogude ja Eesti Rahvusraamatukogu roll, ülesanded ja juhtimine ning luua ühtne raamatukogude andmekogu. Eesmärk on üle-eestiline kasutajakeskne ja kättesaadav raamatukoguteenus. Eelnõu kohaselt käsitletakse rahvaraamatukogusid lisaks kultuuriasutustele ka haridusasutustena, mille ülesannete hulka kuuluvad muu hulgas lugemisharjumuse kujundamine, avalike e-teenuste kasutamise juhendamine ning kogukonnaelus osalemise toetamine. Samuti muudetakse raamatukoguvõrk paindlikumaks, arvestades kohalikke olusid, nagu elanike arv ja asustustihedus, ning antakse omavalitsustele suurem roll võrgustiku kujundamisel ja juhtimisel. Eelnõuga uuendatakse valdkonna juhtimist ja riigi haldusülesannete korraldust, andes senisest rohkem ülesandeid Eesti Rahvusraamatukogule, sealhulgas arendustoetuste menetlemise. Samuti kehtestatakse ühtne raamatukogude andmekogu, millega liitumine muutub rahvaraamatukogudele kohustuslikuks ja tasuta ning millega saavad liituda ka teised Eesti raamatukogud. Seadus on kavandatud jõustuma 1. jaanuaril 2027, andmekogu ja väljaannete hankimist puudutavad sätted 1. juulil 2027.
