Summary

The purpose of the changes is to direct the focus of the work of foreign missions to their core functions and to make the provision of consular services more efficient. For this purpose, the provision of consular services in foreign embassies, to which there are alternatives in the form of e-services or direct contact, will be discontinued. These are, for example, the issuing of a driver's license and official confirmations, or the use of which has been very infrequent, such as translation services and the initiation of inheritance proceedings. Will be lost the special profession requirement of a consular officer, which until now required a higher legal education and allowed to perform notarial acts. The reason for the change is the lack of need, as notarial acts can be performed via a video bridge, and due to the rotation of special-called officials, it has not been possible to ensure their presence in all foreign missions. In exceptional cases, it is possible to perform certification procedures for Estonian citizens, for example, if the person's health does not allow movement or the person is in prison. In addition, state fees for consular services will be brought into line with actual costs. Fees for issuing documents in foreign missions will be increased, taking into account the significant increase in workplace costs since 2017. A higher fee will also be established for those whose residence according to the population register is in Estonia, but who use the service in a foreign mission. A fee of EUR 20 is established for services provided outside the premises of the foreign mission, which still falls short of actual costs.
