Summary
Eelnõu muudatustega nähakse ette peatada ingliskeelestumise Eesti avalik-õiguslikes ülikoolides ja riigi rakenduskõrgkoolides. Esimesel astmel õppijate puhul jääb võõrkeelte osakaal samaks, teisel ja kolmandal õppeastmel tuleb aga võõrkeeles õppijate osakaalu järk-järgult vähendada. Eelnõus on selleks seatud erinevad üleminekuajad. Eelnõuga soovitakse parandada vähemalt osaliselt õppekvaliteeti ning ülikoolide lõpetanute vastavust Eesti tööturu nõudmistele. Eelnõu muudatused ei takista välismaa tippõppejõudude kasutamist Eesti ülikoolides, kuna keeleseaduse kohaselt loetakse haridus omandatuks eesti keeles, kui vähemalt 60 protsenti õppetööst toimub eesti keeles.
