The bill transposes two EU insurance directives into Estonian law (transposition deadline January 29, 2027). The aim is to establish a framework for early intervention and resolution of insurers' financial difficulties and to modernize insurance regulation in order to strengthen financial stability, protect policyholders and make regulation more proportionate and future-proof.
