Après l’article L. 822‑1‑2 du code de l’éducation, il est inséré un article L. 822‑1‑3 ainsi rédigé : « Art. L. 822‑1‑3. – L’accès à l’offre de restauration à 1 euro mentionnée à l’article L. 822‑1‑2 est réservé : « – aux étudiants possédant la nationalité française ; « – aux étudiants d’un État membre de l’Union européenne, ou d’un État partie à l’accord sur l’Espace économique européen ; « – aux étudiants d’un État avec lequel un accord ou une convention en matière d’accueil des étudiants est en vigueur. « Un décret en Conseil d’État fixe la liste des pays concernés et les modalités d’application du présent article. »
