Rédiger ainsi cet article : « Après l’article L. 563‑3 du code de l'environnement, il est inséré un article L. 563‑3‑1 ainsi rédigé : « « Art. L. 563‑3‑1. – Les collectivités territoriales ou leurs groupements peuvent élaborer un programme d’actions de prévention des inondations qui répond à un cahier des charges fixé par l’État. « « Elles soumettent ce programme d’actions à l’État en vue de sa labellisation. Les délais d’instruction maximaux par l’État, après réception d’un dossier complet, sont fixés par arrêté du ministre chargé de la prévention des risques naturels et technologiques. » »
