Deputy Michael Colreavy asked the Minister for Communications, Energy and Natural Resources if he has any plans to introduce a communications charge and if so when he proposes to introduce such a charge; the level at which the charge will be levied initially; if the charge will be levied on the occupier, or the owner of the property; if all properties will be liable to pay such a charge; if there will be any avenue to appeal the levying of the charge; and if he will make a statement on the matter.
