Law on the Amendment of the Law on the Implementation of the Defense Service Act and the Police and Border Guard Act

The bill amends the Law on the Implementation of the Law on Defense Forces Service and the Law on Police and Border Guards, the current version of which affects defense forces who retired before 01.04.2013 and police officers who retired before 01.01.2010, as well as by then the principles of legal certainty and legitimate expectations of former military personnel who have acquired the right to a pension. The purpose of the changes proposed in the bill is for officials who have fulfilled their duty to the state ensuring uniform and equal treatment in pension schemes so that it is also consistent with the principle of legitimate expectation. The current situation is unfair and, according to the authors of the bill, also unconstitutional, because among all the persons receiving a reduced pension in Estonia today, only before 01.04.2013. military personnel who have completed their service are the only ones whose pension base level before switching from the recalculation system to indexation is in effect left due to the economic crisis, the reduced salary level.

Eelnõu on mõeldud vastukaaluna kooseluseadusele, mille Riigikogu XII koosseis võttis vastu 9. oktoobril 2014 ning selle järjele ehk kooseluseaduse rakendamise seaduse eelnõule. Eelnõu on mõeldud neid täielikult asendama. Paarkond on käesoleva seaduse tähenduses kaks täiskasvanud samast soost inimest, kes on omavahel sõlminud paarkonna lepingu vastavalt seaduse tingimustele. Paarkonnana käsitletakse ka selliseid samast soost inimeste paare, kes on mõnes teises riigis, kus tuntakse samasooliste abielu institutsiooni, sõlminud sellise abielu, või kus praktiseeritakse Eesti paarkonna lepingule sarnaste lepingute sõlmimist, sõlminud omavahel taolise lepingu.

According to the draft, the task of the problem committee is to analyze the current state of drug addiction and HIV prevention development plans and corresponding national strategies, including analysis of the planning and use of financial resources. The task of the problem commission is to propose solutions to radically reduce the number of drug deaths and the spread of HIV, to put an end to drug crime and to ensure effective addiction treatment.
