Välismaalaste seaduse muutmise seadus

Eelnõu näeb ette erandi tegemist püsivalt Eestisse elama asumiseks antava tähtajalise elamisloa andmise eesmärgi ja tingimuste kohta. Erand näeb ette anda tähtajaline elamisluba püsivalt Eestisse elama asumiseks välismaalasele, kes on vaimulik, munk või nunn, keda kutsub Eestisse usuline ühendus ning see kutse on kooskõlastatud Siseministeeriumiga. Usulisel ühendusel on vastavalt eelnõule kutsuja kohustused. Kooskõlastatult Siseministeeriumiga Eestisse kutsutud vaimulike, munkade ja nunnade puhul ei rakendata seaduses sätestatud piisava legaalse sissetuleku nõuet.

The Act on Amending the Constitution of the Republic of Estonia to Enable People's Initiative

The bill envisages creating an opportunity for citizens to initiate a bill regardless of the initiatives of political parties represented in the Riigikogu. At least 25,000 voting Estonian citizens and citizens of the European Union and persons who are not citizens of Estonia or another European Union member state, but who live in Estonia on the basis of a long-term resident's residence permit and the right of permanent residence and who are at least 16 years old, have the right to initiate the law by popular initiative.
