Eelnõuga tehakse valitsusele ettepanek viia läbi senise keeleõppe süsteemi süvaanalüüs ja auditeerimine, et selgitada välja põhjused, miks keeleõpe pole siiani oodatud tulemusi andnud. Samuti tehakse ettepanek parandada otsustavalt mitterahuldavat olukorda eesti keele õpetamise valdkonnas kasutades selleks vajalikke meetmeid.
