Government Shutdown Prevention Act of 2025

Government Shutdown Prevention Act of 2025 This bill provides continuing appropriations to prevent a government shutdown if an appropriations bill for a fiscal year has not been enacted before the fiscal year begins and continuing appropriations are not in effect. For an initial 90-day period, the bill provides continuing appropriations at 94% of the rate for the preceding year to continue programs, projects, and activities for which funds were provided in the preceding fiscal year. The bill reduces the continuing appropriations by 1% after the first 90-day period and by an additional 1% for each subsequent 90-day period until the applicable appropriations legislation is enacted.

Pay Our Coast Guard Act

Pay Our Coast Guard Act This bill provides continuing appropriations to the Coast Guard for pay and benefits when there is a Coast Guard-specific funding lapse. Under the bill, a  Coast Guard-specific funding lapse occurs when (1) a bill providing appropriations for the Coast Guard for a fiscal year has not been enacted before the beginning of that fiscal year, and no joint resolution providing continuing appropriations for the Coast Guard is in effect; and (2) a bill providing appropriations for the Department of Defense (DOD) for the fiscal year has been enacted before the beginning of the fiscal year, or a joint resolution providing continuing appropriation for DOD is in effect.  If a Coast Guard-specific funding lapse occurs, the bill provides appropriations to the Coast Guard for pay and allowances for military members of the Coast Guard who perform active service or inactive-duty training; pay and benefits for certain civilian employees and contract employees; the payment of a death gratuity; payments for travel related to funerals, the dignified transfer of remains, and unit memorial services; and the temporary continuation of the basic allowance for housing for dependents of members of the Coast Guard dying on active duty. The bill generally provides the appropriations to the Coast Guard until the earlier of (1) the enactment of specified Coast Guard appropriations legislation, or (2) the termination of the availability of appropriations for DOD.

Rescissions Act of 2025 This bill rescinds $9.4 billion in unobligated funds that were provided to the Department of State, the U.S. Agency for International Development (USAID), various independent and related agencies, and the Corporation for Public Broadcasting.  The rescissions were proposed by the President under procedures included in the Congressional Budget and Impoundment Control Act of 1974. Under current law, the President may propose rescissions to Congress using specified procedures, and the rescissions must be enacted into law to take effect.  Specifically, the bill rescinds funds that were provided to the State Department or the President for Contributions to International Organizations; Contributions for International Peacekeeping Activities; Global Health Programs; Migration and Refugee Assistance; the Complex Crises Fund; the Democracy Fund; the Economic Support Fund; Contributions to the Clean Technology Fund; International Organization and Programs; Development Assistance; Assistance for Europe, Eurasia, and Central Asia; International Disaster Assistance; and Transition Initiatives. The bill also rescinds funds that were provided for  USAID Operating Expenses, the Inter-American Foundation, the U.S. African Development Foundation, the U.S. Institute of Peace, and the Corporation for Public Broadcasting.

Military Construction and Veterans Affairs, Agriculture, and Legislative Branch Appropriations Act, 2026

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026 This bill provides FY2026 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. The bill also provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program; the Base Closure Account; Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities; the Family Housing Improvement Fund; and the Military Unaccompanied Housing Improvement Fund. Within the VA budget, the bill provides appropriations for the Veterans Benefits Administration, the Veterans Health Administration, the National Cemetery Administration, and Departmental Administration. Shutdown Fairness Act

Shutdown Fairness Act This bill provides appropriations to pay federal employees who work during a government shutdown. Specifically, the bill provides appropriations for federal agencies to provide pay and allowances to excepted employees who are required to work during any period in which interim or full-year appropriations are not in effect for a fiscal year (i.e., a government shutdown).  Under current law, excepted employees are required to work during a government shutdown and are not paid until the government shutdown is over. This bill provides appropriations to pay excepted employees during a government shutdown. The bill also specifies that the term excepted employee includes certain contractors who support federal employees during a government shutdown.  A federal agency may not use the funds provided by this bill during any period in which continuing appropriations are in effect for the purpose of paying excepted employees of the agency.

Pay Our Military Act of 2025

Pay Our Military Act of 2025 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2027. 

Keep SNAP Funded Act of 2025

Keep SNAP Funded Act of 2025 This bill provides appropriations for the Department of Agriculture (USDA) to provide uninterrupted benefits under the Supplemental Nutrition Assistance Program (SNAP) during any period in which legislation has not been enacted to provide continuing or full-year FY2026 appropriations to USDA.  The bill also provides appropriations for retroactive payments for SNAP benefits that were missed on or after September 30, 2025, and before this bill is enacted.  The appropriations provided by this bill are available until legislation is enacted to provide FY2026 appropriations for USDA (including continuing appropriations). 

Fund Farm Programs Act of 2025

Fund Farm Programs Act of 2025 This bill provides appropriations for the Department of Agriculture (USDA) to continue providing services for farmers through the Farm Service Agency (FSA) during any period in which legislation has not been enacted to provide continuing or full-year FY2026 appropriations to USDA.  Specifically, the bill provides appropriations to continue (1) uninterrupted services for farmers through the FSA; and (2) operations of FSA programs and offices, including with respect to farm loans. The bill also provides appropriations for the costs of FSA services that were not provided to farmers on or after September 30, 2025, and before this bill is enacted due to a lapse in appropriations.  The appropriations provided by this bill are available until legislation is enacted to provide FY2026 appropriations for USDA (including continuing appropriations).

Pay the People Act This bill provides appropriations to pay federal employees during a government shutdown due to a lapse in appropriations. Specifically, the bill provides appropriations for federal agencies to provide standard rates of pay, allowances, pay differentials, benefits, and other payments to agency employees (including contractors and members of the Armed Forces on active duty) during any period in which interim continuing appropriations or full-year appropriations are not in effect for a fiscal year (i.e., a government shutdown). A federal agency may not use the funds provided by this bill during any period in which continuing appropriations are in effect for the purpose of paying employees of the agency. The bill must take effect as if it had been enacted on September 30, 2025.

The bill provides the appropriations for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides the appropriations to the USCP for salaries, overtime pay, hazardous duty pay, recruitment and retention bonuses, and employee benefits for (1) members of the USCP who are excepted employees (i.e., required to work) or are performing emergency work during the shutdown, and (2) civilian employees who are providing support to the members. The bill also provides appropriations for payments to USCP contractors who are providing support to the members of the USCP who are working during the shutdown.  The appropriations provided by this bill may not be used during any period in which continuing appropriations are in effect for these purposes.  The appropriations are available until the earlier of (1) the enactment into law of legislation to provide FY2026 appropriations for the USCP or the legislative branch (including continuing appropriations), or (2) September 30, 2026. The bill must take effect as if it had been enacted on October 1, 2025.

Keep SNAP and WIC Funded Act of 2025

Keep SNAP and WIC Funded Act of 2025 This bill provides FY2026 appropriations for the Department of Agriculture (USDA) to continue operating the Supplemental Nutrition Assistance Program (SNAP); the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); and a related block grant program if there is a lapse in FY2026 appropriations for USDA. Specifically, the bill provides appropriations to USDA for any period in which legislation to provide FY2026 interim continuing appropriations or full-year appropriations for USDA has not been enacted. If such a lapse in appropriations occurs, the bill provides the appropriations that are necessary to continue providing uninterrupted SNAP benefits, providing consolidated block grants to Puerto Rico and American Samoa for nutrition assistance programs, and carrying out WIC without interruption. In addition, the bill provides appropriations to pay any benefits under these programs that were missed on or after September 30, 2025, and before this bill is enacted. The appropriations for these purposes are available until the earlier of (1) the enactment into law of legislation to provide FY2026 appropriations for USDA (including continuing appropriations), or (2) September 30, 2026.  The bill also requires USDA to use the funds provided by this bill to reimburse state agencies for costs that were incurred to carry out these programs during a lapse in appropriations, to the extent that the programs were carried out in accordance with federal law (including regulations) during the lapse. 

Armed Forces Pay Act of 2025

Armed Forces Pay Act of 2025 This bill provides continuing appropriations to pay members of the Armed Forces and civilian employees of the Department of Defense (DOD) and intelligence agencies during any period in which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service or inactive-duty training during the period; and (2) civilian employees of DOD, the Coast Guard, the Office of the Director of National Intelligence, and the Central Intelligence Agency. The appropriations provided by the bill are available until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) September 30, 2026.  The bill also specifies that the funds provided by this bill for intelligence or intelligence-related activities are deemed to be specifically authorized by the Congress during FY2026 until the enactment of the Intelligence Authorization Act for Fiscal Year 2026.

Pay Our Capitol Police Act

Pay Our Capitol Police Act This bill provides FY2026 continuing appropriations for the U.S. Capitol Police (USCP) to pay and provide benefits for employees who are working during the government shutdown that began on October 1, 2025, due to a lapse in appropriations.  Specifically, the bill provides the appropriations to the USCP for the pay, allowances, pay differentials, benefits, and other payments otherwise payable on a regular basis to all USCP officers and employees for work performed during the shutdown. The bill also provides appropriations for payments to USCP contractors who are providing support to USCP officers and employees who are working during the shutdown. The appropriations are available until the earlier of (1) the enactment into law of legislation to provide FY2026 appropriations for the USCP or the legislative branch (including continuing appropriations), or (2) September 30, 2026. Keep Head Start Funded Act of 2025

Keep Head Start Funded Act of 2025 This bill provides FY2026 continuing appropriations to carry out Head Start programs without interruption during any period in which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). The Head Start programs provide comprehensive early childhood education and development services to low-income children. The programs seek to promote school readiness through the provision of educational, health, nutritional, social, and other services.  This bill provides FY2026 appropriations to continue projects and activities under the programs that were funded in FY2025. The appropriations are available until the earliest of the enactment into law of legislation that provides appropriations (including continuing appropriations) for Head Start, the enactment into law of legislation that provides regular or continuing appropriations for the Department of Health and Human Services without an appropriation for Head Start, or September 30, 2026. This bill must take effect as if it had been enacted on September 30, 2025.

Truman Scholarship Foundation, the Merit Systems Protection Board, the Morris K. Udall and Stewart L. Udall Foundation, the National Archives and Records Administration, the National Credit Union Administration, the Office of Government Ethics, the Office of Personnel Management, the Office of Special Counsel, the Privacy and Civil Liberties Oversight Board, the Public Buildings Reform Board, the Securities and Exchange Commission, the Selective Service System, the Small Business Administration, the U.S. Postal Service, and the U.S. Tax Court. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Department of Homeland Security Appropriations Act, 2026 This bill provides appropriations to the Department of Homeland Security (DHS) for the remainder of FY2026. It also ends the partial DHS shutdown that began on February 14, 2026, because the continuing resolution (CR) that was funding DHS expired and a regular FY2026 DHS appropriations bill had not been enacted.  Specifically, the bill provides appropriations to DHS for Departmental Management, Intelligence, Situational Awareness, and Oversight, including the Office of the Secretary and Executive Management; the Management Directorate; Intelligence, Analysis, and Situational Awareness; and the Office of Inspector General. In addition, the bill provides appropriations for Security, Enforcement, and Investigations, including U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Transportation Security Administration, the U.S. Coast Guard, and the U.S. Secret Service. The bill provides appropriations for Protection, Preparedness, Response, and Recovery, including the Cybersecurity and Infrastructure Security Agency, and the Federal Emergency Management Agency (FEMA). The bill provides appropriations for Research, Development, Training, and Services, including U.S. Citizenship and Immigration Services, the Federal Law Enforcement Training Centers, and the Science and Technology Directorate. The bill also authorizes back pay, in accordance with current law, for federal employees who were affected by the partial DHS shutdown. Finally, the bill ratifies and approves certain obligations that were incurred during the partial DHS shutdown, including obligations incurred to maintain the essential level of activity to protect life and property and bring about an orderly termination of government functions.

American Cures Act

American Cures Act This bill permanently funds several federal agencies and programs that perform biomedical research. The bill provides specified funding for the National Institutes of Health, the Centers for Disease Control and Prevention, the Department of Defense health program, and the Department of Veterans Affairs medical and prosthetics research program. The bill exempts the funding from sequestration, which is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals. It also exempts the budgetary effects of the funding from the Statutory Pay-As-You-Go (PAYGO) Act of 2010 and the Senate PAYGO rule.
