Increasing Access to Quality Cardiac Rehabilitation Care Act of 2025 This bill expands coverage of cardiac, intensive cardiac, and pulmonary rehabilitation programs under Medicare. Specifically, the bill allows physician assistants, nurse practitioners, and clinical nurse specialists to administer these programs in their offices, prepare and sign treatment plans, and prescribe exercise.

Debt Solution and Accountability Act This bill requires the Department of the Treasury to submit to Congress a debt report and a statement of intent on (1) any date on which the debt subject to limit reaches 99.5% of the federal debt limit, and (2) the date that is one month before the expiration of a suspension of the debt limit. The debt report must include the historical levels of the debt, current amount and composition of the debt, and future projections of the debt; the drivers and composition of future debt; and how the United States will meet debt obligations. The statement of intent must include a detailed explanation of proposals of the President to reduce or slow the growth of the debt, the impact of increasing the debt limit and of leaving the debt limit unchanged, and projections of the fiscal health and sustainability of major direct-spending entitlement programs (including Social Security, Medicare, and Medicaid). Within 180 days after the effective date of an increase in or suspension of the debt limit, Treasury must submit to Congress a detailed report on the progress of implementing the President's proposals to reduce or slow the growth of the debt. Treasury must make the information required by this bill available to the public on its website. Upon request, Treasury must submit to Congress specified financial and economic data relevant to determining the amount of the public debt.

Essential Caregivers Act of 2025 This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods. Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

AGOA Extension Act This bill extends through December 31, 2028, trade preferences that provide duty-free access to the U.S. market for most exports from eligible countries in sub-Saharan Africa (SSA). The bill also extends through December 31, 2031, customs user fees and merchandise processing fees. Specifically, the bill extends through 2028 the duty-free treatment of the products of beneficiary SSA countries under the Trade Act of 1974 (specifically, the Generalized System of Preferences) and the African Growth and Opportunity Act (AGOA). (Currently, there are 32 countries eligible for AGOA.) Additionally, the extended period applies to the following provisions of AGOA: (1) the duty-free treatment of certain apparel articles from beneficiary SSA countries; and (2) the third-country fabric provision, which allows limited amounts of apparel articles from lesser developed beneficiary SSA countries to qualify for duty-free treatment, even if the yarns and fabrics used in their production are imported from non-AGOA countries (e.g., apparel assembled in Kenya with Chinese fabrics). The bill also provides for the refund of duties (i.e., liquidation or reliquidation of entries) on articles from eligible SSA countries that entered into the United States after September 30, 2025, and before the date of this bill's enactment. A refund request must be filed with U.S. Customs and Border Protection (CBP) and must contain sufficient information for CBP to locate the entry or, if the entry cannot be located, reconstruct the entry. CBP must refund any duties previously paid with respect to the entry within 90 days.

Haiti Economic Lift Program Extension Act This bill extends through December 31, 2028, the special duty-free rules for various apparel products imported from Haiti, including the duty-free treatment provided for a limited amount (referred to as tariff preference levels) of certain apparel products assembled in and imported from Haiti. The bill directs the President to proclaim such modifications to the Harmonized Tariff Schedule of the United States (HTS) that may be necessary to restore preferential treatment to articles that became ineligible for such treatment due to prior revisions to the HTS. The bill also provides for the refund of duties (i.e., liquidation or reliquidation of entries) on covered articles from Haiti that entered into the United States on or after September 30, 2025, and before the date of this bill's enactment. A request for liquidation or reliquidation must be filed with U.S. Customs and Border Protection (CBP), and the request must contain sufficient information for CBP to locate the entry or, if the entry cannot be located, reconstruct the entry. CBP must refund any duties previously paid with respect to the entry within 90 days.

Aviation Funding Solvency Act This bill provides continuing appropriations to the Federal Aviation Administration (FAA) if (1) an appropriations bill for the FAA has not been enacted before a fiscal year begins, or (2) a law making continuing appropriations for the FAA is not in effect. Specifically, the bill provides appropriations from the Aviation Insurance Revolving Fund at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The FAA may use the balance of the fund, minus $1 billion. If the FAA determines that the amounts from the fund are insufficient to continue all programs, projects, or activities, then the FAA must prioritize compensation payments for employees of the Air Traffic Organization (e.g., air traffic controllers). The bill provides the appropriations until the date on which either (1) specified appropriations legislation for the fiscal year becomes law, or (2) a bill making continuing appropriations becomes law. Finally, the bill permanently extends the FAA Non-premium War Risk Insurance Program. This program provides aviation insurance without a premium to eligible air carriers at the request of the Department of Defense or another federal agency, provided that the agency agrees to indemnify the FAA from all losses covered under the insurance. Eligible air carriers include those whose operations are under a federal contract and are necessary for national security or to carry out U.S. foreign policy.

USS Frank E. Evans Act This bill requires the Department of Defense to authorize inclusion on the Vietnam Veterans Memorial Wall in the District of Columbia of the names of the 74 crew members of the USS Frank E. Evans killed on June 3, 1969.

Stamp Out Veterans Medical Debt Act This bill requires the U.S. Postal Service to issue and sell a Veterans Medical Debt Relief Stamp to help pay medical debt incurred by veterans for hospital care, medicals services, and extended care services furnished by the Department of Veterans Affairs, including through the Veterans Community Care Program.

Firearm Access During Shutdowns Act This bill requires various federal agencies to continue certain operations, functions, and services related to firearms during a government shutdown. The bill applies to the Federal Bureau of Investigation's National Instant Criminal Background Check System, including the processing of background checks in support of the operations of the Directorate of Enforcement Programs and Services of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF); the ATF's Directorate of Enforcement Programs and Services; the activities of the Department of Commerce's Bureau of Industry and Security relating to firearms and firearm-related products, including activities related to processing of applications for export licenses; and the activities of the Department of State's Directorate of Defense Trade Controls relating to firearms and firearm-related products, including activities related to processing of applications for export licenses. Under the bill, (1) these operations, functions, and services are deemed to relate to an emergency involving the safety of human life or the protection of property; and (2) employees carrying out the operations, functions, and services are deemed to be excepted employees. (Under an exception in the Antideficiency Act, an employee whose duties involve the safety of human life or the protection of property may be required to work during a government shutdown. Employees who are required to work during a government shutdown because they fall under this or other exceptions are known as excepted employees.)

Fair and Accountable IRS Reviews Act This bill provides that an Internal Revenue Service (IRS) employee’s immediate supervisor for purposes of approving certain federal tax penalties is the person to whom such employee reports. The bill also provides that an immediate supervisor’s approval of certain federal tax penalties must be obtained (in writing) before any written communication related to such penalties is sent to the taxpayer. As background, current law requires that the initial determination by an IRS employee to assess certain federal tax penalties be approved (in writing) by such employee’s immediate supervisor (or a designated higher-level official). Under IRS regulations, an immediate supervisor is any individual with responsibility to review another individual’s proposed federal tax penalties (without such proposal being subject to an intermediary’s approval). The IRS regulations also establish requirements for when such approval must be obtained based on whether the federal tax penalty is subject to pre-assessment review or raised in Tax Court proceedings.

Digital Evaluation for Tax Enforcement and Compliance Tracking Act of 2025 or the DETECT Act of 2025 This bill directs the Government Accountability Office to submit a report to Congress within 180 days from the date of enactment on the potential of artificial intelligence to assist the Internal Revenue Service in detecting tax fraud.

This bill expands the authority of U.S. Customs and Border Protection (CBP) to provide information to certain persons (e.g., trademark or copyright owners) regarding suspected violations of intellectual property rights in trade. Under current law, if CBP suspects that merchandise is being imported in violation of certain trademark and copyright laws, it may request assistance from specified persons when determining whether the merchandise is imported in violation of these laws. To permit the party to conduct examination and testing, CBP must provide them with specified information that appears on the merchandise and its packaging and labels. This bill (1) expands the definition of person to allow CBP to request assistance from any other appropriate party with an interest in the imported merchandise, and (2) expands the scope of information that CBP is authorized to share with others to include information on and images of packing materials and containers. The bill allows CBP to request this assistance if it has a reasonable suspicion (currently, suspects) that the merchandise being imported is in violation of certain trademark and copyright laws. Additionally, CBP may provide a person with nonpublic information about the imported merchandise that was generated by an online marketplace or similar market platform, express consignment operator, freight forwarder, or any other entity that plays a role in the sale, importation, or facilitation of the merchandise into the United States and has been provided to, shared with, or obtained by CBP. CBP must provide the person with notification of the transmitted information.

Enhancing Necessary Federal Offenses Regarding Child Exploitation Act or the ENFORCE Act This bill broadens the scope of prohibited conduct and increases criminal penalties for child pornography offenses involving the production or distribution of an adapted or modified depiction of an identifiable minor. The bill also expands federal enforcement of criminal offenses involving the possession, receipt, distribution, or production of obscene visual representations of the sexual abuse of children.

ACO Assignment Improvement Act of 2025 This bill establishes additional requirements for assigning Medicare fee-for-service beneficiaries to accountable care organizations (ACOs) under the Medicare shared savings program. Under current law, the program enables ACOs to receive payments for savings stemming from care coordination and management. The bill requires the basis for assignment to reflect beneficiaries' utilization of not only primary care services provided by ACO physicians, but also those provided by other ACO practitioners—specifically, physician assistants, nurse practitioners, and clinical nurse specialists.
