Hospital Inpatient Services Modernization Act This bill extends the Acute Hospital Care at Home Program under Medicare and requires an additional study regarding the program. The program allows hospitals to treat certain patients from emergency departments or inpatient hospital beds at home. Specifically, the bill extends the program through FY2030 and requires the Centers for Medicare & Medicaid Services to conduct a study of the program with respect to several metrics, including the quality of care, incurred costs, types of services, and demographics of patients under the program compared to inpatient settings.

Improving Access to Medicare Coverage Act of 2025 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility (SNF) services. (Generally, individuals must have been an inpatient at a hospital for at least three days in order to qualify for SNF services. An individual's time spent under observation at a hospital for purposes of determining whether the individual should be admitted does not count towards this requirement.)

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

US-Japan-ROK Trilateral Cooperation Act This bill requires the Department of State to seek to enter negotiations with the governments of Japan and South Korea with the goal of establishing regular trilateral meetings (referred to as the  US-Japan-ROK Inter-Parliamentary Dialogue ) to facilitate closer cooperation on shared interests and values. The bill sets forth membership requirements for a group representing the United States in such meetings. The group must be composed of not more than eight Members of Congress appointed by congressional leaders to serve for a term of two years. The bill also sets forth guidance and requirements for meeting frequency and location, group leadership, gifts and donations, expenditures, and reports.

Ensuring Community Access to Pharmacist Services Act This bill provides for permanent coverage under Medicare of certain pharmacist services. Specifically, the bill provides for permanent coverage of testing and treatment services provided by pharmacists relating to (1) COVID-19, influenza, respiratory syncytial virus (RSV), and streptococcal pharyngitis (strep throat); and (2) other public health needs in relation to a declared public health emergency. (Similar authorities were temporarily granted during the COVID-19 public health emergency.) Such services must be provided in accordance with the applicable state laws governing pharmacists' scope of practice.

RPM Access Act

Rural Patient Monitoring Access Act or the RPM Access Act This bill conditions Medicare payment for remote patient monitoring services on certain requirements. Specifically, the bill conditions payment on (1) the ability of certain health care practitioners to be available in real time to respond to any detected anomalies; (2) the use of a system that can transmit relevant data in a format that is compatible with electronic health records, as needed; and (3) the reporting of such data, as required by the Centers for Medicare & Medicaid Services (CMS), to evaluate any cost savings as a result of such services. The bill also establishes a floor for certain payment calculations with respect to such services. The CMS must report on cost savings realized and expenses incurred from the use of such services over a four-year period.

Homebuyers Privacy Protection Act This bill limits the circumstances in which credit reporting agencies may provide consumer credit reports to third parties in connection with residential mortgage transactions.  Specifically, the bill prohibits a credit reporting agency from providing a consumer's credit report to a third party in connection with a residential mortgage transaction unless the transaction consists of a firm offer of credit or insurance and (1) the third party provides documentation certifying that it has the consumer's consent; or (2) the third party has originated a mortgage on behalf of the consumer, is a current mortgage loan servicer to the consumer, or has a current specified banking relationship with the consumer. These provisions take effect 180 days after the bill's enactment.

Supplemental Oxygen Access Reform Act of 2025 or the SOAR Act of 2025 This bill establishes certain requirements with respect to the payment and provision of supplemental oxygen and related services under Medicare. For example, the bill provides for separate payments, indexed to inflation, of oxygen and related equipment, supplies, and services under Medicare (rather than under the competitive acquisition program). It also specifically covers services that are provided by respiratory therapists under Medicare and provides for an additional payment adjustment for these services. Additionally, the bill (1) requires the Centers for Medicare & Medicaid Services to develop an electronic template for providers to use when prescribing oxygen and related equipment, supplies, and services; and (2) establishes certain rights for beneficiaries receiving these items and services, such as the right to choose their suppliers and to receive clear communications and be informed about the services provided.

Comprehensive Alternative Response for Emergencies Act of 2025 or the CARE Act of 2025 This bill requires the Center for Medicare and Medicaid Innovation (CMMI) to test a five-year model that provides for Medicare payment for ground ambulance services that do not result in the transport of the patient.  Under the model, Medicare payment may be furnished for ground ambulance services when an ambulance is dispatched in response to an emergency medical call but the ambulance does not end up transporting the patient. Payment rates under the model must generally align with the payment rates that apply when there is an actual transport.  The Government Accountability Office must report on the general access of Medicare beneficiaries to emergency medical services, including the impact of the model on beneficiary access and outcomes.

Sanctioning Russia Act of 2025   This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government.   If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Ensuring Access to Specialty care Everywhere Act of 2025 or the EASE Act of 2025 This bill requires the Center for Medicare and Medicaid Innovation (CMMI) to test a model that uses a network of providers to remotely furnish specialty health care to Medicare, Medicaid, and Children's Health Insurance Program (CHIP) beneficiaries in rural areas. To conduct the model, the CMMI must select at least one provider network that is a nonprofit entity and that consists of at least 50 federally qualified health centers, rural health clinics, critical access hospitals, or rural emergency hospitals. At least half of the providers in the network must be located in rural areas. Providers must use digital methods (e.g., telehealth technology) to provide specialty care and must coordinate with beneficiaries' primary care providers.

This bill establishes the Commission on National Agricultural Statistics Service (NASS) Modernization to study and provide recommendations on modernizing and streamlining data collection at NASS. As background, NASS conducts the Census of Agriculture and provides official statistics on agricultural production and other farm sector indicators. The 11-member commission must include 4 specified members from the Department of Agriculture, 1 member from the Bureau of Labor Statistics, and 6 members appointed by the House and Senate Agriculture Committees. At the request of the commission chair, federal agencies must provide the commission information related to the study. The commission must submit a report to the President and Congress on the results of the study within two years of the bill's enactment. The report must include (1) an inventory of surveys conducted by NASS and their frequency; and (2) recommendations for administrative, regulatory, and legislative changes.

LEOSA Reform Act of 2025 This bill broadens the authority for certain law enforcement officers to carry concealed firearms across state lines. Specifically, the bill allows qualified active and retired law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones; in national parks; on state, local, or private property that is open to the public; and in certain federal facilities that are open to the public. Further, the bill permits states to reduce the frequency with which retired law enforcement officers must meet certain qualification standards.
