Innovative Feed Enhancement and Economic Development Act of 2025 or the Innovative FEED Act of 2025 This bill provides for the regulation of zootechnical animal food substances as food additives. The bill defines zootechnical animal food substance as a substance that is added to the food or drinking water of animals and that affects only the animal's gastrointestinal tract, with the intended purpose of affecting the byproducts of the animal's digestion, reducing foodborne pathogens, or altering the animal's gastrointestinal biome. The definition does not include substances that are used to treat or prevent diseases in animals, hormones, or active ingredients of animal drugs. Labels for zootechnical animal food substances must include a disclaimer that the substance may not be used to treat or prevent diseases in animals.

Protecting Access to Ground Ambulance Medical Services Act of 2025 This bill extends the specialized rate increase for Medicare payment of ground ambulance services in rural areas for an additional three years (until January 1, 2028).

This resolution expresses the sense of Congress that Congress and the Administration must work together to pursue effective food and agricultural trade policies that include specified components. Among others, these components include (1) a renewed commitment to secure market access and maintain global competitiveness for the U.S. food and agriculture industries; and (2) consideration of comprehensive trade agreements, enforcement of existing trade agreements, and elimination of certain nontariff trade barriers.

Lowering Egg Prices Act of 2025 This bill permits unrefrigerated surplus eggs originally intended for hatching to be repurposed for use in pasteurized liquid egg products intended for consumption. Under current regulations, most eggs intended for consumption must be refrigerated within 36 hours of being laid. The bill would exempt from this requirement surplus broiler hatching eggs (eggs originally intended to be hatched and raised for meat) that are repurposed for sale to an egg breaker (a facility that sells liquid egg to food manufacturers). (Broiler hatching eggs are generally held at a warmer temperature than other eggs in order to facilitate incubation. Because these eggs are not refrigerated, current regulations prohibit the sale of any surplus broiler hatching eggs to egg breakers for use in liquid egg products. Liquid egg products distributed for consumption are separately required under current law to be pasteurized, or treated to destroy bacteria.) The bill also requires the Food and Drug Administration to revise the refrigeration requirement to permit surplus broiler hatching eggs held at temperatures suitable for hatching chicks to be sold to egg breakers for processing as liquid egg products.

Preserving Patient Access to Home Infusion Act This bill specifically includes pharmacy services and home infusion drugs that are administered without a pump as part of covered home infusion therapy under Medicare. The bill also allows nurses and physician assistants to establish and review the plan of care for home infusion therapy, and it specifies that payment may be made regardless of whether a practitioner is physically present in the home at the time the drug is administered.

Maintaining and Enhancing Hydroelectricity and River Restoration Act This bill establishes a new investment tax credit in the amount of 30% of the basis of any hydropower improvement property. The bill defines hydropower improvement property as property that adds or improves fish passage at a qualified dam; maintains or improves the quality of the water retained or released by a qualified dam; promotes downstream sediment transport and habitat maintenance; upgrades, repairs, or reconstructs a qualified dam to meet safety and security standards; improves public uses of, and access to, public waterways impacted by a qualified dam; removes an obsolete river obstruction; or places into service an approved remote dam. Further, written approval for hydropower improvement property must be obtained from the Federal Energy Regulatory Commission or state or local officials prior to January 1, 2032. The bill also allows an election to claim the investment tax credit for qualified progress expenses for some types of hydropower improvement property in advance of such property being placed into service. Any investment tax credit amount claimed for qualified progress expenses reduces the amount of the investment tax credit that may be claimed once the hydropower improvement property is placed into service. The bill authorizes certain entities, including tax-exempt and governmental entities, to treat the investment tax credit for hydropower improvement property as a payment of tax and receive a refund of any overpayment (also known as elective pay). Finally, the investment tax credit for hydropower improvement property may be transferred (i.e., sold).

Fair and Open Competition Act of 2025 or the FOCA Act of 2025 This bill requires that federal contracts for construction projects neither require nor prohibit a bidder, offeror, contractor, or subcontractor from entering into agreements with one or more labor organizations with respect to such projects or related projects. Under the bill, the controlling documents for federal construction contracts (such as bid specifications and project agreements) may not require or prohibit a bidder, offeror, contractor, or subcontractor from entering into or adhering to such labor agreements. Additionally, the controlling documents may not discriminate against or give preference to a bidder, offeror, contractor, or subcontractor who signs or refuses to sign such a labor agreement. These requirements also apply to any (1) construction manager acting on behalf of the federal government with respect to such contract, (2) recipient of a federal grant or financial assistance for construction projects or construction manager acting on the recipient's behalf, and (3) party to a federal cooperative agreement for construction projects or construction managers acting on the party's behalf. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.

Protecting the Right to Keep and Bear Arms Act of 2025 This bill prohibits (1) the President or the Department of Health and Human Services from declaring emergencies or disasters for the purpose of imposing gun control; and (2) a federal officer or employee, or person operating under color of federal law or receiving federal funds, from banning the possession, manufacture, sale, or transfer of weapons to which the Second Amendment of the Constitution applies, ammunition, or firearm accessories while acting in support of relief from a major disaster or emergency.

This resolution supports preserving the stepped-up basis of certain inherited assets (such as land, equipment, or buildings), opposes any efforts to impose new taxes on family farms or small businesses, and recognizes the importance of generational transfers of farm and family-owned businesses. As background, the basis for federal tax purposes of certain inherited assets is reset (or stepped up) from the original cost basis to the fair market value of the asset on the date of the previous owner’s death. Thus, any gain or loss on the subsequent sale of an inherited asset generally is calculated based on the asset’s stepped-up basis (and not the original cost basis).

Anti-CBDC Surveillance State Act This bill prohibits a Federal Reserve bank from offering products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency (i.e., a digital dollar). Further, the Board of Governors of the Federal Reserve System is prohibited from using a central bank digital currency to implement monetary policy or from testing, studying, creating, or implementing a central bank digital currency, with exceptions as provided by the bill.

Foreign Agricultural Restrictions to Maintain Local Agriculture and National Defense Act of 2025 or the FARMLAND Act of 2025 This bill expands federal authority and oversight over foreign investments in the U.S. agricultural industry. The bill expands the authority of the Committee on Foreign Investment in the United States (CFIUS) to include the review of land transactions (involving foreign entities) that exceed $5 million or 320 acres of land over the preceding three years. This applies to land that is primarily used for agriculture, the extraction of energy sources, or the extraction of critical precursor materials for biological technology industries, information technology components, or national defense technologies. Further, the bill adds the Secretary of Agriculture and the Commissioner of Food and Drugs to CFIUS membership. As background, CFIUS is an interagency committee that oversees the national security risks of certain foreign direct investment in the U.S. economy, including by reviewing certain real estate transactions. Further, the bill expands enforcement of the Agricultural Foreign Investment Disclosure Act (AFIDA). The Department of Agriculture (USDA) must appoint a Chief of Operations of Investigative Actions to (1) monitor AFIDA compliance, and (2) conduct investigations on efforts to steal agricultural knowledge and technology and to disrupt the U.S. agricultural base. The bill prohibits foreign persons who own or operate land from participating in Farm Service Agency programs and establishes penalties for violators. The bill also requires USDA and the Department of Homeland Security to jointly develop a database of agricultural land owned by foreign persons.

Designation of English as the Official Language of the United States Act of 2025 This bill establishes English as the official language of the United States. The bill specifies that the official functions of government in the United States, including in each state and the District of Columbia, shall be conducted in English. Exceptions to this requirement include (1) actions or documents to protect the public health or safety, (2) actions or documents that protect the rights of victims of crimes or criminal defendants, and (3) requirements under the Individuals with Disabilities Education Act. The bill also establishes a framework for implementation and enforcement, including by testing English language ability as part of the naturalization process.

Second Chances for Rural Hospitals Act This bill allows additional hospitals to qualify as rural emergency hospitals (REHs) under Medicare. In 2020, Congress established REHs as a new Medicare provider designation for hospitals in rural areas providing emergency department services, observation care, and other outpatient medical and health services for which the annual per patient average length of stay does not exceed 24 hours. These hospitals must have been open as of December 27, 2020, in order to qualify for the new REH designation. The bill allows hospitals that were open between January 1, 2014, and December 26, 2020, to also qualify for the REH designation, and it provides for a specific payment structure for these hospitals. The bill's changes take effect beginning in 2027.

Federal Firearms Licensee Protection Act of 2025 This bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

Amplifying Processing of Livestock in the United States Act or the A–PLUS Act This bill directs the Department of Agriculture (USDA) to revise its regulations to allow certain packers to hold an ownership interest in, finance, or participate in the management or operation of a market agency selling livestock on a commission basis. The bill applies to packers that have a cumulative slaughter capacity of (1) less than 2,000 animals per day or 700,000 animals per year with respect to cattle or sheep, and (2) less than 10,000 animals per day or 3 million animals per year with respect to hogs. In addition, USDA must revise its regulations to include a disclosure requirement for a market agency that has an ownership interest in, finances, or participates in the management or operation of a packer. Specifically, the market agency must disclose the existence of such ownership interest, financial relationship, or participation.

Maintaining Investments in New Innovation Act This bill requires drug products with genetically targeted technology to have had market approval for at least 11 years in order to qualify for the Medicare Drug Price Negotiation Program. (The program requires the Centers for Medicare & Medicaid Services to negotiate the prices of certain prescription drugs under Medicare beginning in 2026. Among other requirements, drugs must have had market approval for at least 7 years (for drug products) or 11 years (for biologics) to qualify for negotiation.)

Rebuild America’s Health Care Schools Act of 2025 This bill allows hospitals to receive reimbursement under Medicare for certain costs associated with training nursing and allied health students in settings other than the hospital itself. Currently, hospitals may receive reimbursement under Medicare for the reasonable costs associated with training nursing and allied health students if certain conditions are met; the criteria vary depending on whether the students are enrolled in an educational program that is operated by the hospital or another entity. If the students are part of a program that is operated by another entity, the training must occur at the hospital itself or in areas immediately surrounding the hospital in order to qualify for reimbursement (among other requirements). The bill allows hospitals to receive reimbursement for these costs if the training is conducted at an entity that is related to the hospital (i.e., common ownership or control). The bill requires the Centers for Medicare & Medicaid Services (CMS) to update regulations to reflect these changes. Additionally, the CMS may not recoup or reduce payments to hospitals with respect to costs that are allowed under the bill and must refund any such recoupments or reductions that occurred during the six-year period prior to the bill's enactment.

Undertaking Negotiations on Investment and Trade for Economic Dynamism Act or the UNITED Act This bill grants certain authorities to the President for entering into a comprehensive trade agreement between the United States and the United Kingdom (UK). Specifically, the bill directs the President to seek to initiate negotiations with the UK regarding tariff and nontariff barriers affecting any industry, product, or service sector. The bill authorizes the President to enter into a comprehensive trade agreement with the UK, with such authority expiring on March 1, 2029. Further, the President may proclaim a modification or continuance of any existing duty or a continuance of existing excise or duty-free treatment to carry out an agreement, with certain limitations. The bill also requires the President to consult with and notify Congress regarding the intention of the President to enter into an agreement or make a proclamation.

Promoting Access to Diabetic Shoes Act This bill allows a nurse practitioner or physician assistant to fulfill documentation requirements for coverage, under Medicare, of special shoes for diabetic individuals. Under current law, such requirements may be satisfied only by a physician.

Protecting American Agriculture from Foreign Adversaries Act of 2025 This bill makes changes to the Committee on Foreign Investment in the United States (CFIUS), including by requiring CFIUS to determine whether a national security review is necessary for reportable agricultural land transactions that are referred by the Department of Agriculture (USDA). (CFIUS oversees the national security risks of certain foreign investment in the United States. CFIUS has the authority to review covered transactions, which include mergers, acquisitions, and takeovers that could result in foreign control of a U.S. business; certain investments in businesses involved in critical technologies, critical infrastructure, or sensitive personal data; and certain real estate transactions.) Specifically, the bill directs CFIUS to, after receiving notification from USDA, determine (1) whether a reportable agricultural land transaction is a covered transaction, and (2) whether CFIUS should initiate a national security review or take another action with respect to the transaction. Reportable agricultural land transaction means a transaction (1) that USDA has reason to believe is a covered transaction; (2) that involves the acquisition of an interest in agricultural land by a foreign person of China, North Korea, Russia, or Iran; and (3) with respect to which a foreign person is required to submit a report to USDA regarding their agricultural land transactions. The bill also expands the membership of CFIUS to include the Secretary of Agriculture for covered transactions that involve agricultural land, agricultural biotechnology, or the agriculture industry (e.g., agricultural transportation, storage, and processing).

Prevent Interruptions in Physical Therapy Act of 2025 This bill allows a physical therapist to receive payment under Medicare for services provided to the physical therapist's patients by another physical therapist through a qualifying temporary arrangement, regardless of the geographic area or population served. Currently, physical therapists may only receive payment with respect to such arrangements for services provided in medically underserved, rural, or health professional shortage areas.

Protect America’s Innovation and Economic Security from CCP Act This bill reestablishes an initiative in the National Security Division of the Department of Justice (DOJ) to combat espionage, theft of intellectual property and trade secrets, and threats to critical infrastructure posed by the Chinese government. A similar initiative was launched in 2018 and discontinued in 2022. Specifically, this bill establishes the CCP (Chinese Communist Party) Initiative and sets forth its objectives, including to curb spying by the Chinese Communist Party on U.S. intellectual property and academic institutions; develop an enforcement strategy for technology transfers by nontraditional collectors (e.g., researchers in labs or at universities) to Chinese individuals and entities or their agents contrary to U.S. interests; and address China-related risks arising from foreign investments in U.S. businesses and real estate. The bill further specifies that the CCP Initiative must prioritize the identification and prosecution of trade secret theft, hacking, and economic espionage; the protection of critical infrastructure in the United States; and the identification of intellectual property theft from U.S. businesses. Under the bill, the CCP Initiative terminates six years after enactment.

This bill lengthens the amount of time for which drug products must have market approval in order for the products to qualify for negotiation under the Medicare Drug Price Negotiation Program. The Medicare Drug Price Negotiation Program requires the Centers for Medicare & Medicaid Services to negotiate the prices of certain prescription drugs under Medicare beginning in 2026. Among other requirements, drugs must have had market approval for at least 7 years (for drug products) or 11 years (for biologics) to qualify for negotiation. The bill modifies these provisions so as to require drug products to also have had at least 11 years of market approval in order to qualify for negotiation. The bill's changes apply retroactively.

Enhanced Iran Sanctions Act of 2025 This bill imposes sanctions on certain foreign persons (individuals and entities) that are involved in Iran's petroleum sector as well as certain associated persons. The bill also requires or authorizes actions to facilitate the enforcement of sanctions on Iran. Specifically, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person that, after the bill's enactment, knowingly engages in any transaction related to the processing, export, or sale of oil, condensates, gas, liquefied natural gas, or other petrochemical products in whole or in part from Iran. The President must also impose sanctions on certain foreign persons associated with a sanctioned individual or entity. For example, the President must sanction the subsidiaries and corporate officers of a sanctioned business. The bill provides certain exceptions to these sanctions, including specifying that sanctions do not apply to the importation of goods or to conducting or facilitating transactions for humanitarian assistance. The Department of State must establish an interagency working group that shall seek to establish a multilateral contact group to coordinate international efforts to enforce sanctions on Iran. The bill expands the State Department rewards program to authorize a reward payment to any individual who furnishes information leading to the identification of a person (1) subject to sanctions under this bill, or (2) that has attempted or is attempting to evade sanctions under this bill.

Eliminate Lavish Incentives To Electric Vehicles Act or the ELITE Vehicles Act This bill eliminates federal tax credits for the purchase of certain clean vehicles (generally electric vehicles and plug-in hybrid vehicles) and electric vehicle recharging stations. Specifically, the bill repeals the federal tax credits for the purchase of a qualified used clean vehicle (tax credit of up to $4,000 for the purchase of a previously-owned clean vehicle before 2033), the purchase of a qualified new clean vehicle (tax credit of up to $7,500 for the purchase of a new clean vehicle before 2033), the purchase of a qualified commercial clean vehicle (business tax credit of up to $40,000 for the purchase of a commercial clean vehicle before 2033), and alternative fuel vehicle refueling property used to recharge electric vehicles (tax credit of up to $1,000 for individuals or up to $100,000 for businesses for the installation of property before 2033 that is used to recharge electric vehicles).

Protecting America’s Seniors’ Access to Care Act This bill prohibits administration, implementation, or enforcement of the rule titled Medicare and Medicaid Programs; Minimum Staffing Standards for Long-Term Care Facilities and Medicaid Institutional Payment Transparency Reporting , which was issued by the Centers for Medicare & Medicaid Services on May 10, 2024. Specifically, the bill prohibits administration, implementation, or enforcement of provisions that, among other changes, (1) establish minimum staffing standards for nurses in Medicare and Medicaid long-term care facilities, including requiring a nurse to be onsite 24/7 and requiring a minimum of 3.48 total nurse staffing hours per resident per day; and (2) require state Medicaid programs to report on payments to direct care workers and support staff of nursing facilities and intermediate care facilities for individuals with intellectual disabilities.

Improving Care and Access to Nurses Act or the I CAN Act This bill allows other health care providers besides physicians (e.g., nurses) to provide certain services under Medicare and Medicaid. Among other changes, the bill (1) allows a nurse practitioner or physician assistant to fulfill documentation requirements for Medicare coverage of special shoes for diabetic individuals; (2) expedites the ability of physician assistants, nurse practitioners, and clinical nurse specialists to supervise Medicare cardiac, intensive cardiac, and pulmonary rehabilitation programs; and (3) allows nurse practitioners to certify the need for inpatient hospital services under Medicare and Medicaid.

More Homes on the Market Act This bill increases the amount of gain from the sale of a principal residence that an individual may exclude from gross income (for federal tax purposes). Under the bill, an individual may exclude from gross income gain from the sale of a principal residence of up to $500,000 (currently $250,000), and taxpayers who are married and file a joint federal income tax return may exclude up to $1 million (currently $500.000). The bill also requires these amounts to be adjusted annually for inflation.
