Presidential elections and transitional justice in the Gambia

That this House welcomes the orderly conduct of Presidential elections in the Gambia, the first in decades not to feature the participation of former long-term President Yahya Jammeh whose rule was marked by serious human rights violations including state-backed execution squads; notes the incumbent Adama Barrow won another term as President with the backing of a faction from Jammeh’s party, the Alliance for Patriotic Reorientation and Construction, and despite having initially promised in 2016 to serve only as a transitional leader; urges President Barrow to undertake comprehensive democratic reform, and as soon as possible make public the report of the Truth, Reconciliation and Reparations Commission, which took harrowing testimony from victims of Jammeh’s brutal regime, and implement its recommendations; calls on the Government to provide continued tangible support towards the Gambia’s democratic transition and inclusive development; and further call on the Government to encourage President Barrow’s administration to adopt a renewed focus on transitional justice, with the criminal prosecution of Jammeh and his main accomplices and satisfactory redress offered to those targeted by Jammeh’s former regime.

12 Months 12 Acts of Kindness project

GAMBIA

That this House is alarmed by the post-election situation in the Gambia and the refusal of former President Yahya Jammeh to respect the democratic will of the people; notes that former President Jammeh initially indicated acceptance of the election's outcome before changing his position and questioning the validity of the vote; further notes the UN security council has called for the former President to respect the outcome of the election; is deeply concerned that the Gambian security forces have seized the offices of the Electoral Commission and considers this to be dangerous to democracy; is aware that leaders in neighbouring countries have urged all sides to recognise the result; welcomes the fact that the winner of the election Adama Barrow is using peaceful means to urge former President Jammeh to step down after losing the election; recognises the concerns and campaigning efforts of Gambians across the UK, especially in Glasgow; and calls on all sides to respect the democratic decision of the Gambian people.

ELECTORAL FRAUD IN HAITI

That this House notes with concern reports of grave irregularities and massive acts of fraud in the elections in Haiti regarding counting and tabulation of votes; rejects any attempts to influence the electoral results through corruption or force; condemns violence against the tens of thousands of people, including human rights organisations, religious leaders and ordinary citizens who have been demonstrating peacefully against what they are calling an electoral coup d'état; and urges the Government to offer every support to ensure that reports of fraud, violence and intimidation are fully investigated so that the people of Haiti have a legitimate and fairly elected government of their choice.
