That this House condemns the abhorrent actions of the six men who beat and raped a young woman in Kenya leaving her injured and wheelchair-bound; further condemns the behaviour of the Kenyan police who did not punish these criminals and dismissed these atrocious actions as assault, allowing them to return to the woman's family home to taunt their victim; calls for justice to be brought against the rapists and the police in Busia; acknowledges the problem of an epidemic of rape across central Africa and particularly Kenya; further calls for Kenya's General Inspector of Police to take appropriate action against the policemen responsible and to ensure justice is brought; and further acknowledges the legal support being given to the young woman by Kenya's Coalition on Violence Against Women and its work in raising awareness of the issue.

That this House is deeply concerned by the continued detention and mistreatment of Vietnamese citizens Doan Huy Chuong, Do Thi Minh Hanh, and Nguyen Hoang Quoc Hung who have recently been sentenced to between seven and nine years' imprisonment on national security charges for helping to organise workers at a shoe factory in Vietnam; notes with concern that very serious concerns have been raised regarding the conduct of their trials including that the Vietnamese government prevented the three from having the benefit of legal counsel during their trial; deplores the continued hard labour which they face; expresses the firm belief that their continued imprisonment violates their right to freedom of expression and association as protected by the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social, and Cultural Rights, and the Universal Declaration of Human Rights; and calls on the Government to take all possible measures to press for the immediate and unconditional release ofDoan Huy Chuong, Do Thi Minh Hanh, and Nguyen Hoang Quoc Hung.

That this House notes with concern the Government's announcement that the Independent Living Fund will be permanently closed to new applicants and completely phased out by the end of this Parliament; further notes that this will affect around 21,000 current recipients as well as those who would have applied to the fund in the future; acknowledges the fantastic assistance that the Independent Living Fund has provided severely disabled people to live independently; and calls on the Government to reconsider its decision, which will affect thousands of severely disabled people and will in the long term lead to greater financial costs as more people are placed in long term care.

That this House notes with concern the impact which scallop dredging is having on the marine environment; further notes that this practice has only started in recent decades and effectively scrapes the seabed to retrieve scallops but in the process damages other species and marine life; further notes the charted decline of the number of marine species living in the seas and is troubled that excessive scallop dredging is contributing further to this worrying trend; and calls on the Government and devolved administrations to take steps to regulate scallop dredging as a matter of urgency to protect the marine eco system and ensure that the United Kingdom can continue to support a diverse range of marine wildlife off its coasts.
