Trafficking Survivors Relief Act of 2024 This bill establishes a process to vacate convictions and expunge arrest records for certain criminal offenses committed by victims of human trafficking that directly result from or relate to having been a trafficking victim. It defines the offenses eligible to be vacated or expunged and sets forth procedures for filing a motion. The Government Accountability Office must assess the impact of this process, including the number of human trafficking survivors who file motions to vacate convictions or expunge records. The bill permits certain grants for legal representation to be used to seek post-conviction relief. Finally, the bill creates a rebuttable presumption that a defendant committed certain offenses under duress if the defendant establishes that he or she was a victim of human trafficking at the time of the offense.

Woman's Right To Know Act This bill requires health care providers to perform an ultrasound and obtain certain informed consent before performing an abortion procedure. Specifically, before performing an abortion, providers must first perform an ultrasound and share the results with the woman, and also present the woman with an authorization form at least 24 hours before performing the abortion procedure. The form must (1) include specified information concerning gestational age, associated developmental characteristics, and medical risks; (2) include a statement that an ultrasound has been performed and the results were shared with the woman; (3) disclose penalties that providers may face for failing to comply with the bill's requirements; and (4) include an affirmation that the individual signing the form understands the information. Child Welfare Provider Inclusion Act of 2023 This bill generally prohibits the federal government, states, tribal nations, or localities from discriminating or taking adverse action against a child welfare provider that declines to provide services due to the provider's sincerely held religious beliefs or moral convictions. However, government entities may still take adverse action against a provider that declines to provide adoption or foster care services based on race, color, or national origin. The Department of Health and Human Services must withhold a portion of federal funding for family services and child welfare activities from a government entity that discriminates against a child welfare provider in violation of this bill. Child welfare providers may also sue the government entity for such discrimination. A prevailing provider may recover reasonable attorney's fees and costs. Furthermore, government entities that accept certain federal funding for family services and child welfare activities must waive sovereign immunity as a defense to lawsuits brought under this bill. (In many cases, sovereign immunity shields states, territories, tribal nations, and some localities against private suits.)

This bill requires the Department of Agriculture (USDA) to provide a notice and comment period prior to making certain substantive changes to the Supplemental Nutrition Assistance Program (SNAP) quality control system, with exceptions. As background, the SNAP quality control system measures how accurately SNAP state agencies determine a household’s eligibility and benefit amount and determines overpayments of benefits and underpayments. State agencies must conduct quality control reviews of their SNAP caseloads and report these findings to the USDA Food and Nutrition Service. The bill requires USDA to provide a notice and public comment period of at least 60 days prior to finalizing any new or updated guidance that proposes substantive changes for conducting quality control reviews. This applies to any proposed guidance reasonably expected to require state agencies to make changes to systems, procedures, or staffing pertaining to quality control reviews or that impact verification requirements for SNAP recipients. In the case of an urgent and immediate need, USDA may issue interim final guidance simultaneously with the notice and comment requirements.

Poarch Band of Creek Indians Lands Act This bill applies the Indian Reorganization Act (IRA) to the Poarch Band of Creek Indians. Additionally, the bill reaffirms previous decisions by the Department of the Interior to take land into trust for the tribe under the IRA. A 2009 Supreme Court case, Carcieri v. Salazar, decided that Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the IRA was enacted in 1934. This bill (1) affirms the applicability of the IRA to the Poarch Band of Creek Indians, thereby deeming the tribe to be under federal jurisdiction as of June 18, 1934, for purposes of the IRA; and (2) reaffirms prior decisions by Interior to take land into trust for the benefit of the tribe.
