That this House warmly welcomes the decision of the Criminal Cases Review Commission to refer the case of Oliver Campbell to the Court of Appeal to review his 1991 conviction for murder; thanks the current Chair of the CCRC, Helen Pitcher, for agreeing to look at the case once again thoroughly, independently and objectively; congratulates the former Member of Parliament for Ipswich, Sandy Martin, for raising the matter in a Westminster Hall debate and for outlining the many and various deeply worrying concerns about the safety of the conviction; pays tribute to Oliver Campbell’s long standing lawyers, Glyn Maddocks KC Hon and Michael Birnbaum KC who have worked tirelessly over the last 23 years conducting thousands of hours of work pro bono; and hopes that justice for Oliver Campbell can be achieved.

That this House notes with concern the issue of air pollution and its ensuing effects on health and wellbeing; recognises the 2018 guidance on air pollution by Public Health England that cites poor air quality as the largest environmental risk to public health in the UK; acknowledges that every human being has an inalienable right to breathe clean and safe air; urges the Government to consider making reference to this in any future legislative proposal; further recognises that policy to improve air quality requires evidence and records of public and private entities that contribute to air pollution in local authorities; further urges the Government to make provision for local authorities to take an air pollution audit of public and private entities in their area; and calls on the Secretary of State for Environment, Food and Rural Affairs to report annually to Parliament on these audit reports.

That this House welcomes the role of Parliamentary Works Sponsor Body; recognises its status as determined by the Parliamentary Buildings (Restoration and Renewal) Act 2019; further recognises the huge scale of the restoration of the parliamentary estate; notes the immense disruption that this will mean for transport, commerce and movement across Westminster and the wider capital; further recognises the potential of the River Thames in mitigating the disruption that the restoration to the estate will cause across London’s roads; urges the Parliamentary Works Sponsor Body to include both a river option for transferring materials as a requirement and an environmental impact assessment in the tendering process; and calls on the Government to consider broader and more sustainable use of the River Thames in terms of commerce, transport and construction and the greater use of the River Thames to improve air quality and lower congestion across the capital.

That this House welcomes the internationally recognised Safe System approach adopted by Highways England for the strategic road network; notes that a clear long-term goal for no-one to be harmed on this network has been set, supported by an objective for a 40 per cent reduction in those killed and seriously injured by 2020; further notes that the Safe System also informs the leading countries in road safety in Europe and further afield in Australia, New Zealand and North America and provides a focus for more effective shared delivery of road safety results across many sectors, levels of government, business and the community and in aligned with many other societal goals; and calls on the Government to extend the adoption and promotion of this approach in road safety strategy to all roads and traffic.

That this House notes the proven link between alcohol ingested during pregnancy and a wide range of health defects affecting the child upon birth, including brain damage, heart, kidney and liver damage and developmental problems; commends the work of groups such as the FASD Trust and FAS Aware in raising awareness of Foetal Alcohol Syndrome; further notes that there is no clear evidence that points to a minimum safe amount of alcohol to consume during pregnancy; and calls for a holistic public health strategy focused on early intervention and encouraging no alcohol during pregnancy.

That this House notes with deep regret and sadness the recent death of Tony Stock, the victim of one of the most outrageous miscarriages of justice of modern times; congratulates the Criminal Cases Review Commission for referring Tony's conviction for the robbery of a Tesco supermarket in Leeds in 1970 to the Court of Appeal for an historic second time; regrets that the Court of Appeal has on four separate occasions failed properly to engage with the overwhelming body of evidence establishing Tony's innocence and quash his conviction to enable him to clear his name before his death; and encourages his solicitor, Glyn Maddocks, and other long time supporters to continue to work to achieve posthumous justice for Tony and his family.

That this House welcomes the Commencement Order made on 16th November that will bring into force some of the key remaining leasehold provisions of the Commonhold and Leasehold Reform Act 2002, requiring landlords to send out written reminders with dates for ground rents before they are able to impose any penalties for late payment and preventing landlords from insisting that leaseholders use a specific insurance company to insure the property; and hopes that this legislation, which comes into force on 28th February 2005, will prevent companies such as Estates and Management Ltd., with a complicated ownership structure including companies registered in the Bahamas and the British Virgin Islands controlled at the top by the Tchenguiz Family Trust, from exploiting elderly and vulnerable householders.
