That this House thanks local authorities for their leadership during the covid-19 pandemic and for the ongoing contribution of their essential workforces to communities; notes National Audit Office figures showing central Government funding for local authorities in England has been cut by 52.3 percent overall in real terms between 2010-11 and 2020-21; believes the Government should address in full the financial challenges arising from this decade of underinvestment, while tackling the enhanced financial pressures local authorities face because of extra costs, increased referrals, loss of income and cash-flow challenges associated with covid-19; further believes Ministers must take responsibility for the financial stability of local government and its ability to plan, sustain and improve community and essential frontline services such as adult and child social care, and support for older people, looked-after children, care leavers, people with disabilities or special educational needs, survivors of domestic violence and low-income families in crisis; notes recent Local Government Association analysis that social care-providing authorities are spending more than 60 percent of their outgoings on these essential care services; considers locally-led initiatives to urgently improve equality, sustainability and resilience, such as providing genuinely affordable, energy efficient homes, supporting socially necessary bus services, and transforming waste collection, should be funded nationally; considers there is an urgent need to address the pressures on local authorities now; and therefore calls on the Government to immediately provide local councils with the money to protect and restore spending on community and frontline services to sustainable levels and reset local economies.

That this House notes this Government could be responsible for five of the remaining 11 years the Intergovernmental Panel on Climate Change has warned are left to halve global emissions and limit warming to 1.5C; further notes that the Committee on Climate Change report in July 2019 revealed the Government had delivered just one of 25 critical policies needed to get on track to meet previous, less stringent, emissions targets than net zero by 2050, and that the UK's climate credibility rested on decisive Government action over thesubsequent 18 months; considers therefore that this Parliament will be regarded as the Climate Parliament and must seize this opportunity to ensure adequate action is taken to avoid the worst impacts of climate breakdown; welcomes the fact that the UK will host the UN climate summit COP26 in December 2020; considers success at this summit means recognising the moral imperative of doing everything possible to keep temperature rise to 1.5C, and the vast human cost to people around the world, including the UK, from extreme weather, food insecurity, sea level rise, and other events exacerbated by the climate crisis; urges the Government therefore to make addressing the climate emergency the central priority for domestic policy-making across all departments and on the global stage; and calls on the Government to enact a comprehensive Green New Deal, including the release of necessary funding to allow local authorities to lead, to rapidly decarbonise the entire UK economy while creating a fair and just society.

That this House warmly welcomes the Government's commitment, set out in the new employment strategy for disabled people, Improving Lives: the Future of Work, Health and Disability, to see one million more disabled people in work over the next 10 years; shares the Government's belief that the world of work should be open to all who want and have the capacity to work; notes with deep concern that the disability employment gap has remained static at 30 percentage points for more than a decade, and that too many disabled people continue to face barriers to entering, staying and progressing in employment, unable to fulfil their potential and participate fully in the UK economy; deeply regrets the comment of the Chancellor of the Exchequer when giving oral evidence to the Treasury Committee on 6 December 2017, that it is almost certainly the case that, by increasing participation in the workforce, including far higher levels of participation by marginal groups and very high levels of engagement in the workforce, for example, by disabled people, which is something everyone should be extremely proud of, the Government may have had an impact on the overall productivity measurement; fears the adverse impact that this factually inaccurate and deeply harmful comment will have on disabled people's chances of entering and staying in work; and calls on the Chancellor to clarify or retract his comment.

That this House notes that on 11 January 2012 it will be a decade since the first detainees were incarcerated at Guantnamo Bay naval base; believes that Guantnamo detainees should either be charged and prosecuted in fair trials or released to countries that will respect their human rights, including the USA if that is the only available option; further believes that US military commissions, which do not meet international fair trial standards, should be abandoned, as should any pursuit of the death penalty; considers that victims of human rights violations must be provided genuine access to effective remedy; calls for former or current US officials responsible for human rights violations to be held to account and brought to justice, including in respect of crimes under international law such as torture and enforced disappearance; further calls on the USA to recognise the applicability of, and fully respect, international human rights law when conducting counter-terrorism operations, and at detention facilities in Guantnamo, Bagram in Afghanistan and elsewhere; and urges the Government publicly to insist that President Obama address the detentions at Guantnamo Bay as a human rights issue that requires urgent attention.

That this House is alarmed at the 25 per cent. cut to the Forestry Commission announced in the Comprehensive Spending Review; opposes plans to sell off parts of the Public Forest Estate in England which could result in 30 million trees being cut down and job losses in England and Scotland; notes that the Forestry Commission in England manages 258,000 hectares of public forest, employing 856 people; further notes that the Commission manages the highest number of sites of special scientific interest, with 99 per cent. of these in favourable or recovering condition; regards forests as a priceless carbon storage resource and essential to the Government's efforts to achieve climate change mitigation targets; is concerned that education courses and public health programmes would be inhibited by the sale of public forests; acknowledges that public rights of way are lost under private ownership of former Forestry Commission land; further notes that at 9 per cent. the level of forestation in England is one of the lowest in Europe and that 69 per cent. of forest is already privately-owned; further notes that hits on the Forestry Commission Trades Union's website increased by 560 per cent. to 80,000 per month after this cut was announced; and calls on the Government to bring forward proposals to amend the Public Bodies Bill [Lords] to remove this threat to forests.
