Making Access To Cleanup Happen Act of 2025 or the MATCH Act of 2025 This bill modifies the Department of Agriculture's (USDA's) Emergency Watershed Protection (EWP) program to allow sponsors (i.e., states, local governments, and Indian tribes) to undertake certain emergency watershed protection measures prior to entering into a project agreement with USDA and count the costs as part of the sponsor's share of the project cost once an agreement with USDA is in place. As background, USDA's EWP Program offers assistance to sponsors to carry out projects that help safeguard people and property from floods, drought, fires, windstorms, and other natural disasters that impair a watershed. This bill requires USDA to identify a list of emergency watershed protection measures that a sponsor may incur costs for prior to entering into a project agreement with USDA under the EWP Program. USDA must develop a procedure, to be implemented at the state level, through which these entities may request additional emergency watershed protection measures. The cost of undertaking these additional measures may be incurred by a sponsor prior to entering into an agreement with USDA. Further, USDA must consider pre-agreement costs incurred by a sponsor for undertaking the emergency watershed protection measures as meeting part of a sponsor's contribution towards the project costs.

North Rim Restoration Act This bill allows the National Park Service (NPS) to expedite the approval of contracts to restore forests, structures, and assets within areas of the Grand Canyon National Park impacted by the Dragon Bravo Fire in Arizona. Specifically, the bill authorizes the NPS to use emergency acquisition flexibilities without a presidential emergency or disaster declaration to contract for the following services in such impacted areas: managing or restoring forests, rebuilding structures affected by the fire, improving grounds and structures, conducting recovery efforts, or other specified activities. This authority expires on the date that is the earlier of the following: (1) seven years after the date of this bill's enactment, or (2) the date on which projects and recovery efforts within such area are completed. The NPS may request Congress extend such authority for 12 months if a new wildfire ignites within such area and impacts recovery efforts related to the Dragon Bravo Fire. The bill also authorizes the NPS to enter into noncompetitive procurement contracts for rebuilding, rehabilitating, replacing, or operating assets, such as lodging or utilities, to support the recovery and reopening of the Grand Canyon National Park North Rim. This authority is conditioned upon the NPS making certain determinations regarding the North Rim concessioner and it terminates seven years after this bill's enactment.

Geothermal Ombudsman for National Deployment and Optimal Reviews Act This bill establishes a geothermal ombudsman and task force to oversee geothermal project permitting and authorizations on federal land. The Department of the Interior must appoint a geothermal ombudsman from within the Bureau of Land Management (BLM). The ombudsman must act as a liaison among different parts of BLM, provide dispute resolution services between BLM and geothermal project applicants, and facilitate permit processing in different BLM field offices regarding geothermal projects on federal land. The ombudsman must also lead the Geothermal Permitting Task Force established by this bill. The task force must support the ombudsman’s duties. Through the task force, the ombudsman may reassign employees from other Interior bureaus or offices to assist in the completion of geothermal authorizations. The ombudsman may pay a retention allowance to reassigned employees.

NSF AI Education Act of 2025 This bill establishes, or authorizes the National Science Foundation (NSF) to establish, various scholarship, fellowship, and grant programs to promote education and professional development related to artificial intelligence (AI). The bill authorizes NSF to award scholarships and fellowships to college students focusing their studies on AI. NSF may also support AI-related professional development fellowships for (1) students and faculty, (2) K-12 teachers and school professionals, and (3) industry professionals seeking short-term appointments to teach AI. NSF must also establish up to eight centers of AI excellence at community colleges or area career and technical education schools. Designated centers must develop best practices for AI research and education, integrating AI into the classroom, and facilitating partnerships with the private sector, among other topics. This program must be administered in coordination with the Department of Commerce Regional Technology and Innovation Hubs program. NSF may make merit-based grants to eligible entities, including institutions of higher education and nonprofit organizations, for research on AI teaching models, integration of AI in the classroom, and AI’s impact on educational outcomes for students through grade 12. Awards must be used to (1) prepare K-12 teachers to integrate AI into their classrooms; and (2) research, test, and implement AI-related instructional materials, teaching models, and professional development for teachers. Finally, NSF may establish a pilot program through which regional cohorts will provide AI-related peer support, mentoring, and research experiences to K-12 teachers and school leaders.

Ensuring Patient Access to Critical Breakthrough Products Act This bill provides for Medicare coverage of medical devices that are approved under the Food and Drug Administration (FDA) Breakthrough Devices Program. (Under the program, manufacturers work with the FDA to expedite the review and approval of certain medical devices that provide for more effective treatment or diagnosis of life-threatening or irreversibly debilitating human diseases or conditions.) The bill allows designated medical breakthrough devices to be temporarily covered under Medicare during a four-year transitional period. Manufacturers must apply to the Centers for Medicare & Medicaid Services (CMS) to receive this designation. Qualifying devices must (1) have received priority review from the FDA, (2) received premarket approval (if applicable) based on clinical data that includes data from Medicare beneficiaries, (3) already generally qualify for Medicare coverage, and (4) not present an undue risk of harm that outweighs potential clinical benefits for Medicare beneficiaries. The CMS must approve or deny applications within six months of receipt and must provide an explanation in the case of a denial. In addition, the CMS must make permanent coverage decisions before the end of the transitional period upon a timely request to do so, as specified. The bill provides funds through FY2030 for the CMS to implement the bill.

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill exempts from federal inspection requirements animals and meats that are slaughtered and prepared at custom animal slaughter facilities for distribution within the state. Under current law, a custom slaughter exemption applies if the meat is slaughtered exclusively for personal, household, guest, or employee uses. Specifically, the bill expands the federal inspection exemption to include the slaughter of animals or the preparation of carcasses, meat, and meat food products that are slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, meat, and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

Countering Threats and Attacks on Our Judges Act This bill allows funds awarded by the State Justice Institute to be used to establish, implement, and operate a judicial threat and intelligence resource center. The State Justice Institute is a private, nonprofit corporation established by federal law to support and improve the administration of justice in state courts.

Mitigation Action and Watermen Support Act of 2026 or the MAWS Act of 2026 This bill requires the National Oceanic and Atmospheric Administration (NOAA) to establish a pilot program to facilitate the purchase of blue catfish caught within the Chesapeake Bay Watershed. (Blue catfish are considered an invasive species in the Chesapeake Bay.) Under the program, NOAA must enter into cooperative agreements with manufacturers or processors of pet food, animal feed, or aquaculture feed for the purchase of blue catfish from watermen and seafood processors. NOAA must determine the minimum price per pound after considering market factors; feedback from watermen, seafood processors, and participants in the program; and differentiation of price points for fillet and byproduct. The bill also requires NOAA to enter into a memorandum of understanding with nonfederal partners to develop abundance estimates of blue catfish in the Chesapeake Bay Watershed. NOAA must make the first abundance estimate publicly available before beginning the pilot program.

Semiquincentennial Tourism and Access to Recreation Sites Act or the STARS Act This bill directs the Department of the Interior and the Forest Service to designate September 17, 2026, as an entrance-fee free date in honor of the 250th anniversary of the United States of America. On that date, Interior must waive (1) the entrance fees for all visitors of National Park Service sites; and (2) the standard amenity recreation fees for all visitors to each site managed by the Bureau of Land Management, the U.S. Fish and Wildlife Service, or the Bureau of Reclamation. The Forest Service must waive the standard amenity recreation fees on that date for all visitors to sites it manages.

Ensuring Community Access to Pharmacist Services Act This bill provides for permanent coverage under Medicare of certain pharmacist services. Specifically, the bill provides for permanent coverage of testing and treatment services provided by pharmacists relating to (1) COVID-19, influenza, respiratory syncytial virus (RSV), and streptococcal pharyngitis (strep throat); and (2) other public health needs in relation to a declared public health emergency. (Similar authorities were temporarily granted during the COVID-19 public health emergency.) Such services must be provided in accordance with the applicable state laws governing pharmacists' scope of practice.

Shivwits Band of Paiutes Jurisdictional Clarity Act This bill confers legal jurisdiction to the State of Utah over certain civil cases involving the Shivwits Band of Paiutes. It also allows the tribe to lease its land held in trust. The tribe is located in southwestern Utah. Specifically, the bill confers jurisdiction to the State of Utah over any civil cause of action (1) to which the Shivwits Band of Paiutes is a party, and (2) that arises on or within Indian lands. Under the bill, Indian lands are lands of the tribe that are (1) held in trust for the benefit of the tribe, or (2) subject to restrictions by the United States against alienation (i.e., sale or transfer). Additionally, the bill specifies that any cause of action arising from any contract or agreement (including a lease) to which the tribe is party or that affects or arises on these Indian lands shall be deemed a civil cause of action. Therefore, this bill allows the tribe and third parties to resolve contract disputes in state court. The bill also authorizes the tribe to lease its land held in trust for a term of up to 99 years.

University of Utah Research Park Act This bill confirms the use by the University of Utah of approximately 593 acres of specified nonfederal land in Salt Lake City, Utah, as a university research park and for related university purposes (including development of student housing and a transit hub) as a valid public purpose.

Moab UMTRA Project Transition Act of 2025 This bill allows the Department of Energy (DOE) to convey the Moab site to Grand County, Utah, at no cost when it finishes cleaning up uranium mill tailings (i.e., radioactive waste) at the site. (The Moab site is a uranium milling site located approximately three miles northwest of Moab, Utah.) DOE must retain certain water rights that are necessary to carry out its responsibilities, such as maintaining access to wells and the associated surface footprint of the wells if the remediation of groundwater is ongoing at the time of the conveyance. The conveyance of the site must include a provision that prohibits Grand County from reconveying to a private entity or nonprofit organization any portion of the land conveyed to the county.

Religious Workforce Protection Act This bill allows the Department of Homeland Security (DHS) to extend the nonimmigrant visa status of certain religious workers. Under current law, if specified conditions are met, nonimmigrant religious workers may receive a visa for a period not to exceed five years. The bill allows DHS to grant an extension until the individual’s application for adjustment of status to permanent resident or an immigrant visa has been processed and a decision has been made. To be eligible for the extension, the individual must be (1) the beneficiary of a certain type of immigrant petition, and (2) eligible for such immigrant status absent the application of certain numerical limitations. Such individuals who have pending adjustment of status applications are also granted certain job flexibilities, such as the ability to change employers. Individuals who have previously departed the U.S. due to the expiration of their visa are exempt from the one-year foreign residence requirement to renew their visa.

Sanctioning Russia Act of 2025 This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government. If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Dairy Nutrition Incentive Program Act of 2025 This bill directs the Department of Agriculture (USDA) to establish a dairy nutrition incentive program to develop and test methods to increase the purchase and consumption of dairy under the Supplemental Nutrition Assistance Program (SNAP). Specifically, the program must provide an incentive to SNAP benefit recipients for the purchase of naturally nutrient-rich dairy, which the bill defines to include fluid milk, yogurt, and cheese made from cow's milk. To carry out the program, USDA must enter into cooperative agreements with, or provide competitive grants to, state or local governments and nonprofit organizations for projects. The bill provides funding for the program for each fiscal year. USDA must provide for an independent evaluation of each project that measures, to the maximum extent practicable, the effect of incentives on purchases of naturally nutrient-rich dairy by SNAP recipients. Projects currently carried out by the USDA Healthy Fluid Milk Incentives (HFMI) program must be transitioned to the new dairy nutrition incentive program; the bill repeals the HFMI program one year after USDA certifies that the transition is complete.

John W. Walsh Alpha-1 Home Infusion Act of 2025 This bill provides for Medicare coverage of treatment for alpha-1 antitrypsin (AAT) deficiency (a protein deficiency that raises the risk of lung and other diseases). Specifically, the bill provides for coverage of at-home augmentation therapy for beneficiaries with emphysema as a result of severe hereditary AAT deficiency. Treatment must be provided through qualified home infusion therapy suppliers; beneficiaries must be under the care of a physician, nurse practitioner, or physician assistant.

Law-Enforcement Innovate to De-Escalate Act This bill removes less-than-lethal projectile devices (e.g., certain TASERs) from regulation under the Gun Control Act. The term less-than-lethal projectile device means a device that (1) is not designed or intended to expel (and may not be readily converted to discharge) commonly used ammunition or projectiles exceeding a velocity of 500 feet per second; (2) is designed and intended to be used in a manner not likely to cause death or serious bodily injury; and (3) does not accept (and cannot be readily modified to accept) an ammunition feeding device. The bill also requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to determine whether a device satisfies the definition of a less-than-lethal projectile device within 90 days of a request.

Fair and Open Competition Act of 2025 or the FOCA Act of 2025 This bill requires that federal contracts for construction projects neither require nor prohibit a bidder, offeror, contractor, or subcontractor from entering into agreements with one or more labor organizations with respect to such projects or related projects. Under the bill, the controlling documents for federal construction contracts (such as bid specifications and project agreements) may not require or prohibit a bidder, offeror, contractor, or subcontractor from entering into or adhering to such labor agreements. Additionally, the controlling documents may not discriminate against or give preference to a bidder, offeror, contractor, or subcontractor who signs or refuses to sign such a labor agreement. These requirements also apply to any (1) construction manager acting on behalf of the federal government with respect to such contract, (2) recipient of a federal grant or financial assistance for construction projects or construction manager acting on the recipient's behalf, and (3) party to a federal cooperative agreement for construction projects or construction managers acting on the party's behalf. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.

25th Anniversary of 9/11 Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins to commemorate the 25th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial and Museum at the World Trade Center. The sale of all coins issued under this bill must include a surcharge to be paid to the National September 11 Memorial and Museum at the World Trade Center to support operations and maintenance. However, if the issuance of this commemorative coin exceeds certain annual limits, no surcharge may be included.
