ENDING COLD HOMES

United Kingdom · UK Parliament · 17 December 2014

That this House welcomes the Ending Cold Homes: Affordable Warmth Manifesto launched by the End Fuel Poverty Coalition, an alliance of over 50 poverty, environmental and consumer groups, trade unions and other civil society organisations; supports the Manifesto's core aim of ending the misery of fuel poverty in the UK; further supports the six key pledges set out in the Manifesto: to improve the energy efficiency standards of all low income homes to Energy Performance Certificate (EPC) Band C by 2025, to make energy efficiency a national infrastructure priority, to implement a cross-departmental fuel poverty strategy, to use trusted agencies and organisations, such as local authorities, to improve homes and encourage health and social workers to refer people for home improvements, to require fuel companies to provide a better deal for low income households, with rebates on fuel bills to all low income consumers and to ensure employment and income policies provide a sufficient income to pay fuel bills and maintain a good standard of living; and therefore urges current and future governments to support the Affordable Warmth Manifesto and take immediate action on fuel poverty to improve the quality of millions of people's lives across the UK.

FUTURE OF UK TRAIN MANUFACTURING

United Kingdom · UK Parliament · 18 December 2013

That this House notes that Bombardier in Derby is the UK's last train manufacturing facility; understands that if Bombardier does not win the Crossrail contract then the plant will close and end train manufacturing in the nation that gave the railways to the world; is deeply concerned that the closure of the Bombardier plant would have a devastating impact on the region and supply chain with the loss of existing train manufacturing skills, scores of apprenticeships and at least 10,000 jobs; further notes that the Crossrail contract is co-sponsored by the Mayor of London and Department for Transport; and urges both the Mayor and the Government to do all they can to ensure the survival of UK train manufacturing.

FUTURE FUNDING OF CROSSRAIL

United Kingdom · UK Parliament · 19 December 2011

That this House notes with alarm reports that the Secretary of State for Transport has refused to grant Transport for London's request to raise its debt ceilings in order to directly purchase Crossrail rolling stock; further notes that the alternative procurement model for the 1 billion Crossrail project is based upon the bundling-train manufacture and financing together, which is the same model that fatally stacked the odds against Bombardier for Thameslink rolling stock contract; observes that this was at the expense of 12,000 jobs in the UK; further notes the Treasury Select Committee's estimate that this funding model increases the cost to the taxpayer of procurement by 70 per cent.; believes that this distorts the procurement process in favour of larger companies that can borrow higher amounts of private capital; recognises the mortal threat to the UK rail manufacturing industry from the Crossrail contract being awarded to a bidder that would build those trains overseas; and calls on the Government to allow the cheaper public sector bid to be submitted as part of the invitation to tender for the Crossrail project.
