Spending Aviation Fees for Equipment, Guaranteeing Upgraded and Advanced Risk Detection and Safety Act of 2026 or the SAFEGUARDS Act of 2026 This bill allocates additional funding for the Transportation Security Administration (TSA) for aviation security, including checked baggage explosives detection equipment and security checkpoint technology. As background, TSA collects passenger civil aviation security service fees (often referred to as the 9/11 security fee or passenger security fee) on air carrier passengers originating at airports in the United States. In general, these fees are deposited into the Department of the Treasury general fund and applied towards debt reduction. A portion of these fees are allocated to TSA for aviation security. The bill requires that the first $500 million collected in each fiscal year from passenger security fees be deposited into the Aviation Security Capital Fund. This is an increase from the currently required $250 million. This fund provides for the costs associated with acquiring and installing in-line baggage screening systems (i.e., systems that use a conveyor belt infrastructure to automatically screen, sort, and track baggage) to accommodate checked baggage explosives detection equipment and for certain other airport security improvements. The bill also requires that the next $250 million collected in each fiscal year from passenger security fees be deposited into a new Aviation Security Checkpoint Technology Fund for the costs associated with acquiring, installing, and sustaining aviation security checkpoint technology.

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

Defending American Property Abroad Act of 2026 This bill authorizes the President to prohibit the entry of a vessel into the United States if the vessel has transited any U.S. port, harbor, or marine terminal that has been nationalized or expropriated (e.g., seized) by a Western Hemisphere country that has a free trade agreement with the United States.  Under the bill, the President may prohibit the entry and operation of a vessel if it has called at any port, harbor, or marine terminal that was owned, held, or controlled by a U.S. entity or individual, but has been nationalized or expropriated by the government of a country that is located in the Western Hemisphere and has a free trade agreement in effect with the United States. The prohibition ends when the President determines that (1) the applicable country has restored ownership of the property that had been nationalized or expropriated, (2) the applicable country has provided mutually acceptable compensation for the nationalized or expropriated property, (3) the conditions for the prohibition are no longer satisfied, or (4) the dispute has been otherwise resolved to the satisfaction of the President.  The bill permits certain foreign vessels that are otherwise prohibited from entering the United States under this bill or current law to enter if the vessel is experiencing an emergency (involving the vessel or an individual on the vessel) and in certain instances where access to a covered facility was granted by a U.S. property owner.

Stop Insider Trading Act This bill generally prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks. Specifically, Members of Congress and the spouses and dependent children of Members of Congress may not purchase covered investments. Between 7 and 14 days before a Member or a covered spouse or dependent sells a covered investment, the relevant Member must file public notice of the intent to sell with the Clerk of the House of Representatives or the Secretary of the Senate, as appropriate. The Clerk or Secretary must publish this notice online. If the individual decides not to sell the covered investment, the notice must be withdrawn. Under the bill, a covered investment is a security issued by a publicly traded company or a comparable economic interest. Some investments are exempt, including interest in a widely held investment fund and certain investments held in a trust. Violations of these provisions are subject to a fee and, in the case of a purchase, a requirement to sell the covered investment. The fee must equal (1) the greater of $2,000 or 10% of the transaction value, and (2) any net gain realized from the transaction during a specified period. The fee may not be paid using campaign donations or Members’ official allowances. Certain transactions by covered spouses and dependents are exempt, including transactions made on behalf of another person or made as part of compensation from the individual’s employer.

$2.50 for America’s 250th Act This bill requires the minting of $2.50 coins to commemorate the 250th anniversary, or the semiquincentennial, of the signing of the Declaration of Independence. Specifically, the Department of the Treasury must mint and issue a $2.50 circulating coin upon determining that such minting is technically feasible, economically feasible, and not cost prohibitive. The design of such a coin during the first five years of its issuance must be as described by the bill, however, subsequent designs may be selected by Treasury to celebrate the founding of the United States. Treasury may also mint and issue $2.50 numismatic coins (i.e., collectible coins) in silver, clad, and other alloys, including gold.

Pay Our Troops Act of 2026 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. Poarch Band of Creek Indians Parity Act This bill applies the Indian Reorganization Act (IRA) to the Poarch Band of Creek Indians. Additionally, the bill reaffirms previous decisions by the Department of the Interior to take land into trust for the tribe under the IRA. A 2009 Supreme Court case,  Carcieri v. Salazar, decided that Interior could not take land into trust for a specified tribe because that tribe had not been under federal jurisdiction when the IRA was enacted in 1934. This bill (1) affirms the applicability of the IRA to the Poarch Band of Creek Indians, thereby deeming the tribe to be under federal jurisdiction as of June 18, 1934, for purposes of the IRA; and (2) reaffirms prior decisions by Interior to take land into trust for the benefit of the tribe.

Tren de Aragua Border Security Threat Assessment Act This bill requires the Department of Homeland Security (DHS) to submit a border threat assessment and strategic plan regarding Tren de Aragua and other transnational criminal organizations. (Tren de Aragua is a gang that originated in Venezuela.) The threat assessment must include current and potential criminal threats from Tren de Aragua and a description of its origins, strategic aims, funding sources, and U.S. growth and presence. DHS must submit a strategic plan not later than one year after submission of the threat assessment. The plan must include, for example, a consideration of the threat assessment and mitigation efforts regarding Tren de Aragua and other transnational criminal organizations and efforts to disseminate information between DHS and other departments, agencies, and law enforcement entities with missions associated with the border.
