Launch Communications Act This bill requires the Federal Communications Commission (FCC) to facilitate access to specified broadband spectrum frequencies for commercial space launches and reentries. Under current law, commercial missions launching from the United States to space must use government-owned spectrum to communicate with the rockets during launch, and private companies must apply to the FCC to receive special temporary authority to use such spectrum. On June 28, 2021, the FCC issued a final rule adopting a nonfederal secondary allocation of the 2200-2290 megahertz frequencies of the electromagnetic spectrum for use during commercial space launches and reentries. The bill requires the FCC to adopt service rules for access to additional frequencies for commercial space launches and reentries and complete associated rulemaking activities (e.g., those that set technical specifications and eligibility requirements) to implement the allocation of the frequencies. The FCC must also streamline the process for access authorizations, providing for (1) authorizations to access specified frequencies for multiple commercial space launches and reentries from one or more launch or reentry sites, (2) authorizations for multiple uses of such frequencies for a commercial space launch or reentry, (3) automation of the FCC's review process for access applications, and (4) increased coordination between the FCC and the National Telecommunications and Information Administration to speed the review of such applications.

This joint resolution provides that the Equal Rights Amendment, which prohibits discrimination on the basis of sex, was ratified by three-fourths of the states and is therefore a valid constitutional amendment, regardless of any time limit that was in the original proposal. The Equal Rights Amendment was originally proposed to the states in 1972. The original proposal included a deadline for ratification of March 22, 1979; Congress subsequently extended the deadline to June 30, 1982. Although the requisite 38 states have ratified the amendment, three of these states did so after the deadlines, and five states subsequently rescinded their ratifications. The status of the amendment has been the subject of litigation.

Building America's Health Care Workforce Act This bill extends certain flexibilities relating to training and competency requirements for nurse aides in Medicare skilled nursing facilities (SNFs) and Medicaid nursing facilities (NFs). Generally, SNFs and NFs may not hire nurse aides for longer than four months unless they meet certain training and certification requirements. The Centers for Medicare & Medicaid Services waived some of these requirements during the COVID-19 emergency period so as to allow facilities to maintain adequate staffing levels; the blanket waiver ended in June 2022, though individual facilities, states, and counties may continue to apply for waivers during the emergency period. The bill extends these flexibilities for at least two years after the bill's enactment and specifies that (1) any time worked by a nurse aide during the emergency period counts toward the 75 hours required for initial training, and (2) a competency evaluation may be conducted at the SNF or NF where the nurse aide is employed if the state does not offer such an evaluation at least once a week.
