The bill also establishes a state Medicaid option to provide for medical assistance with respect to coordinated care provided through a health home (i.e., a designated provider or team of health-care professionals) for children with medically complex conditions. States must determine payment methodologies in accordance with specified requirements; payments also temporarily qualify for an enhanced federal matching rate. Further, drug manufacturers with Medicaid rebate agreements for covered outpatient drugs must disclose drug product information. Manufacturers are subject to civil penalties for knowingly misclassifying drugs. Manufacturers are also required to compensate for rebates that were initially underpaid as a result of misclassification (whether or not such misclassification was committed knowingly).

The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall cancel removal proceedings against certain aliens who entered the United States as minors and grant such aliens conditional permanent residence status for 10 years. DHS shall remove the conditional permanent resident status granted to such aliens, if the alien applies and meets certain requirements, such as completing certain programs at an educational institution or serving at least two years in the Uniformed Services and being discharged honorably. This bill also repeals a restriction that bars states from providing higher education benefits to undocumented aliens unless those benefits are available to all U.S. citizens. DHS or DOJ shall cancel removal proceedings against certain aliens who qualified for temporary protected status or Deferred Enforced Departure status on certain past dates (both statuses temporarily protect covered aliens from removal). For such aliens who apply, DHS shall grant permanent residence status. United States · United States Congress · 5 March 2019

Comprehensive Resources for Entrepreneurs in the Arts to Transform the Economy Act of 2019 or the CREATE Act of 2019 This bill expands financial assistance for, and establishes measures to support, the creative economy and art entrepreneurs. Specifically, the bill requires (1) the Small Business Administration to develop loan criteria, evaluation procedures, and technical assistance programs for small business concerns that are owned by artists and support the creative economy, (2) the Departments of Commerce and Agriculture to ensure that traditional economic development tools, such as business incubators and grant programs, support the arts industry and creative economy, and (3) the Federal Emergency Management Agency to ensure that expenses incurred by a self-employed worker to repair or replace needed tools because of a major disaster are eligible for disaster assistance. Further, the recipient of a national service program grant is authorized to carry out the program through an Artist Corps that identifies and meets unmet needs in communities through artistic activities. The bill also requires the Department of Housing and Urban Development to assist activities that support creative placemaking through community development mechanisms and partnerships between local governments and nonprofit cultural organizations. Commerce shall establish a demonstration program to promote creative and performing arts in the economic planning of local governments. Finally, the Department of Homeland Security must adjudicate petitions for nonimmigrant visas for aliens with extraordinary ability or achievement, and artists and entertainers, within 14 days after receiving them.
