Civil Rights Restoration Act of 1985 - Amends the Education Amendments of 1972, the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and the Civil Rights Act of 1964 to provide a definition of the phrase "program or activity." Defines such term as all of the operations of: (1) a department or agency of a State or of a local government; (2) the entity of such State or local government that distributes Federal assistance and each such department or agency to which the assistance is extended; (3) a university or a system of higher education; (4) a local educational agency or other school system; (5) a corporation, partnership, or other private organization; or (6) any other entity consistent with the coverage provided above.

Preborn Children's Civil Rights Act of 1985 - Prohibits Federal involvement in the performance of abortions, except that Federal funds may be used for medical procedures required to prevent the death of the mother or the preborn child. Includes the following activities within the scope of this provision: (1) use of appropriated funds to counsel or encourage an abortion; (2) use of appropriated funds to reimburse or refer for abortions; (3) use of funds for research with respect to abortion; or (4) contracting for insurance which pays or reimburses for abortion. Prohibits any institution receiving Federal funds from discriminating against any employee, applicant, or student because of such person's opposition to abortion. Prohibits the granting of attorney fees in a civil action involving a law, ordinance, or regulation prohibiting abortion. Provides for Supreme Court review with regard to a law, ordinance, or regulation prohibiting abortion which a lower Federal court declares unconstitutional.

Amends the Federal criminal code to provide a mandatory life sentence for any person who kidnaps an individual under the age of 18. Imposes the death penalty in any case where such a victim dies as the result of the kidnapping.

Amends title XVIII (Medicare) of the Social Security Act to include as "medical and other health services" ambulette service furnished to a wheelchair-bound individual where the use of other methods of transportation is contraindicated by the individual's condition.

Repeals the requirement added by the Tax Reform Act of 1984 relating to the maintenance of contemporaneous records with respect to: (1) business travel expenses, including automobile expenses; (2) business entertainment expenses; and (3) expenses for gifts.

National Agricultural Soil Protection Act of 1985 - Directs the Secretary of Agriculture to enter into long-term contracts with producers to convert highly erodible land from crop use to soil conservation use (including haying, grazing, and wild living resource conservation). Provides producers with: (1) cash or in kind payments of between 50 and 80 percent of conservation conversion costs, limited to an annual maximum per-acre amount equal to the county's average per-acre land value; and (2) five to ten percent bonuses for conservation conversions in specially designated areas. Permits advance and installment payments. Directs the Secretary to: (1) provide technical assistance; and (2) ensure that the amount of converted acreage in any county shall not cause adverse economic effects in such county. Makes any producer who breaches such a contract ineligible for other price support benefits for three years. Redesignates the existing position of Under Secretary of Agriculture for International Affairs and Commodity Programs as the Assistant Secretary of Agriculture for International Affairs. Places the Foreign Agricultural Service and the Office of International Cooperation and Development under the direct supervision of such Assistant Secretary. Redesignates the existing position of Assistant Secretary of Agriculture for Natural Resources and Environment as the Under Secretary of Agriculture for Commodity Programs, Natural Resources, and Extension. Places the Agricultural Stabilization and Conservation Service, the Soil Conservation Service, the Forest Service, and the Extension Service under the direct supervision of such Under Secretary. Makes conforming amendments to the Agricultural Trade Act of 1978 and other Federal laws.

Alzheimer's Disease and Related Disorders Treatment Act of 1985 - Directs the Secretary of Health and Human Services to designate 20 centers for the treatment of Alzheimer's disease and related disorders. Requires such centers to: (1) provide a central facility for diagnosis, evaluation, and counseling; (2) develop standards of treatment and methods of delivering cost-effective services; (3) train professionals and nonprofessionals in diagnosing and treating such disorders; and (4) develop a comprehensive acute and long-term treatment program. Authorizes FY 1986 through 1990 appropriations. Directs the Secretary to make $1,000,000 available to each center for each of at least five years for teaching, training, research, and staffing. Permits eligible persons to elect to receive benefits as provided for by this Act rather than under titles XVIII (Medicare), XIX (Medicaid), or XX (Grants to States for Service) of the Social Security Act, or under the Older Americans Act of 1965.

Commission to Study the Electoral College Act - Establishes the Electoral College Commission to analyze the merits and failings of the electoral college system and examine alternatives. Requires the Commission to make a final report to the President and the Congress not later than two years after enactment of this Act. Terminates the Commission 30 days after submission of such report. Authorizes appropriations.

National Observance Advisory Act - Establishes the President's Advisory Commission on National Observances to establish criteria for recommending to the President that a proposed national observance be approved or disapproved.

Davis-Bacon Reform Act of 1985 - Amends the Davis-Bacon Act to increase from $2,000 to $1,000,000 the threshold dollar amount subjecting certain contracts to such Act and requiring them to specify the minimum wages to be paid to laborers and mechanics. Directs the Secretary of Labor to establish as the prevailing wage for a class of laborers or mechanics the entire range of wages being paid to a corresponding class of such workers in the particular urban or rural subdivision of the State in which the work is to be performed. Excludes from the computation of wages the basic hourly rates of pay for workers on local Federal projects. Establishes a separate classification for helpers of laborers or mechanics. Amends the Copeland Anti-Kickback Act to require certain contractors or subcontractors to furnish compliance statements concerning weekly wages at the beginning and conclusion of the period covered by the contract, instead of every week as the wages are paid.

Civil Liberties Act of 1985 - Title I: Recognition of Injustice and an Apology on Behalf of the Nation - States that the Congress recognizes that a grave injustice was done to both citizens and resident aliens of Japanese ancestry by the evacuation, relocation, and internment of civilians during World War II. Title II: United States Citizens of Japanese Ancestry and Resident Japanese Aliens - Requests the President to offer pardons of those convicted of violating laws during the internment period whose violation was based on a refusal to accept racially discriminatory treatment. Provides that Federal departments and agencies that review applications for restitution of positions, status, or entitlement lost during the internment period shall review such applications giving full consideration to the findings of the Commission on Wartime Relocation and Internment of Civilians. Establishes within the Treasury a Civil Liberties Public Education Fund. Authorizes appropriations for the Fund. Requires the Attorney General to pay $20,000 from the Fund to each surviving internee. Establishes a Board of Directors which shall be responsible for making disbursement from the Fund. Provides that disbursement from the Fund shall be used to: (1) sponsor research and public educational activities dealing with the internment; (2) fund studies of similar civil liberties abuses; (3) prepare and distribute hearings and findings of the Commission; and (4) promote the general welfare of the ethnic Japanese community in the United States. Title III: Aleutian and Pribilof Islands Restitution - Aleutian and Pribilof Islands Restitution Act - Establishes within the Treasury the Aleutian and Pribilof Islands Restitution Fund. Directs the Administrator of the Fund (the Aleutian/Pribilof Islands Association) to make restitution for certain Aleut losses sustained in World War II. Requires the Administrator to establish a trust of $5,000,000 and to distribute the interest of such trust for: (1) the benefit of the elderly, disabled, or seriously ill; (2) students in need of scholarship assistance; (3) preservation of Aleut cultural heritage and historical records; (4) the improvement of community centers of affected Aleut villages; and (5) other purposes to improve Aleut life. Authorizes the Administrator to rebuild and restore churches and church property damaged or destroyed in Aleut villages during World War II. Requires the Secretary of the Treasury to make payments of $12,000 from the fund to each eligible Aleut for any uncompensated personal property loss. Authorizes the Secretary of the Army to implement a program for the removal and disposal of live ammunition, obsolete buildings, abandoned machinery, and other hazardous debris remaining in populated areas of the lower Alaska Peninsula and the Aleutian Islands. Authorizes the Secretary of the Interior to convey to the Aleut Corporation all right, title, and interest of the United States in Attu Island, Alaska. Authorizes appropriations. Title IV: Miscellaneous Provisions - Provides that all documents, personal testimony, and other material collected by the Commission on Wartime Relocation and Internment of Civilians shall be deposited in the National Archives of the United States.

In-Flight Medical Emergencies Act - Directs the Administrator of the Federal Aviation Administration to issue final rules requiring passenger-carrying aircraft to carry medical supplies and equipment for the treatment of in-flight emergencies. Provides relief from State or Federal civil liability for any licensed medical personnel or air carrier employee who renders emergency medical aid on an airplane or who continues such aid until arrival at a medical facility. Extends such relief to an airplane's crew and owner or operator for providing on-board emergency medical supplies. Makes such relief from liability inapplicable if the actions were done recklessly or with gross negligence.

Sex Discrimination in the United States Code Reform Act of 1985 - Title I: Armed Forces, Soldiers' Home, Coast Guard, Lighthouse Service, and Merchant Marine - Amends Federal laws dealing with the Army, the Navy, the Air Force, and the Coast Guard to eliminate gender-based distinctions. Title II: Elimination of Gender-Based Distinctions Under the Social Security Act and the Railroad Retirement Act - Eliminates gender-based distinctions in the social security and railroad retirement programs. Title III: Amendments to United States Code - Amends the Immigration and Nationality Act, the Walsh-Healey Act, the Child Nutrition Act of 1966, the Federal criminal code and other Acts (dealing with Indian affairs, transportation, public lands, Saint Elizabeths Hospital, contract law, the U.S. Coast Guard, the National Oceanic and Atmospheric Administration, longshoremen and harbor workers, conservation programs, internee benefits, and the spouses of former presidents, among other subjects) to eliminate gender-based distinctions. Title IV: Effective Date - Sets forth the effective date for the provisions of this Act.

Milk Producers Prompt Payment Act of 1985 - Provides that all milk purchased from a U.S. producer by a handler in a cash sale, and all inventories and proceeds and related products, shall be held by the handler in trust for the producer until the producer receives full payment. Exempts handlers whose total annual milk purchases do not exceed $500,000. Requires a handler to pay the full cash price to the producer within one day of receiving the milk, unless agreed otherwise. Grants producers a cause of action in U.S. district courts for handler trust or payment violations.

Constitutional Amendment - Allows the President an item veto of appropriations bills. Requires the President, in signing such a bill, to designate the provisions disapproved and return the bill to the House in which it originated. Subjects such bills to the same proceedings as other bills disapproved by the President.

Constitutional Amendment - Requires the Congress, prior to each fiscal year, to adopt a statement of receipts and outlays for that year in which total outlays are not greater than total receipts. Permits the Congress in such statement to provide for a specific excess of outlays over receipts by a three-fifths vote directed solely to that subject. Requires the President and the Congress to ensure that actual outlays do not exceed the outlays set forth in such statement. Prohibits total receipts for any fiscal year set forth in such statement from increasing by a rate greater than the rate of increase in national income in the last calendar year ending before such fiscal year, unless the Congress passes by a three-fifths vote a bill directed solely to approving specific additional receipts and such bill has become law. Requires the President, prior to each fiscal year, to transmit to the Congress a proposed statement of receipts and outlays for that year consistent with the provisions of this article. Permits the Congress to waive the provisions of this Act with respect to any fiscal year in which a declaration of war is in effect. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing and total outlays shall include all outlays of the United States except those for repayment of debt principal.

Establishes the Joint Committee on Intelligence. Declares that such committee has exclusive legislative jurisdiction with respect to any intelligence activity of the Federal Government and authorizations for appropriations for specified agencies and intelligence-related activities. Directs the joint committee to classify its information and records and to establish guidelines for their maintenance, use, and availability. Sets forth procedures for the disclosure of such information. Directs the joint committee to establish and carry out rules and procedures necessary to prevent the unauthorized disclosure of information. Makes conforming amendments to the Rules of the House of Representatives, including abolishing the Permanent Select Committee on Intelligence, and the National Security Act of 1947.

Establishes in the House of Representatives the Congressional Child Care Center for the use of children of Members, officers, and employees of the House. States that the Committee on House Administration shall operate the Center. Directs the Chairman of such Committee to appoint a nonpartisan advisory board to make recommendations on management and operation of the Center, and to conduct semiannual reviews of such Center. Requires that operating expenses be recovered through child care fees. Establishes a revolving fund within the House contingent fund for the purpose of operating the Center.

Establishes in the House of Representatives the Select Committee on Hunger to conduct a continuing comprehensive study of the problems of hunger and malnutrition. Requires an annual report from such committee, including a summary of its activities.
