Saracini Aviation Safety Act of 2015 Directs the Administrator of the Federal Aviation Administration to issue an order to require: (1) the installation of secondary barriers, other than the cockpit door, to prevent access to the flight deck of each covered aircraft; (2) such barriers on the aircraft with a cockpit door to remain locked while the aircraft is in flight and the cockpit door separating the flight deck and the passenger area is open; and (3) such barriers on the aircraft without a cockpit door to remain locked as determined by the pilot in command. Defines "covered aircraft" to mean a commercial aircraft: (1) equipped with more than 75 passenger seats, and (2) with a maximum gross takeoff weight of more than 75,000 pounds.

Genetically Engineered Food Right-to-Know Act This bill amends the Federal Food, Drug, and Cosmetic Act to prohibit the sale of food that has been genetically engineered or contains genetically engineered ingredients, unless that information is clearly disclosed. This prohibition does not apply to: (1) food served in restaurants, (2) medical food, (3) packaged food that is less than 0.9% genetically engineered material, and (4) food that qualifies as genetically engineered solely because it is produced using a genetically engineered vaccine or because it includes the use of a genetically engineered processing aid (including yeast) or enzyme. Labeling or advertising foods containing genetically engineered material as “natural,” or using similar words, is prohibited. A food recipient is not subject to penalties for misbranding of genetically engineered food or ingredients if the recipient has a guaranty that is signed by the person from whom they received the food (including seeds) and the guaranty states that the food is not genetically engineered or does not contain a genetically engineered ingredient. Food is deemed to have been produced without the knowing or intentional use of genetic engineering if: (1) the food is certified as organic; or (2) an independent organization determines the food has not been knowingly or intentionally genetically engineered or commingled with genetically engineered food, with that determination being based on testing that is consistent with international standards and not reliant on processed foods with no detectable DNA. An agricultural producer is not subject to penalties for misbranding of genetically engineered food or ingredients if a violation occurs because food unintentionally becomes contaminated with genetically engineered material and the contamination is not due to the producer’s negligence.

This bill authorizes the Secretary of Defense, in coordination with the Secretary of State, to provide assistance (including training, equipment, lethal weapons of a defensive nature, logistics support, supplies, and services) to the military and national security forces of Ukraine through September 30, 2017, to help Ukraine: (1) secure its sovereign territory against foreign aggressors, (2) protect the Ukrainian people from attacks posed by Russian-backed separatists, and (3) promote the conditions for a negotiated settlement to end the conflict.

Expresses the sense of the House of Representatives that: the Pacific Maritime Association and the International Longshore and Warehouse Union should swiftly conclude their contract negotiations with the assistance of a federal mediator; and if they do not reach a settlement and a shutdown occurs, the President should use all tools at his disposal to end the dispute, including authority under the Labor-Management Relations Act, 1947 (Taft-Hartley Act), to intervene in the matter to protect the U.S. economy.

Veterans TRICARE Choice Act Allows an individual who is eligible to participate in the TRICARE program (a Department of Defense [DOD] managed health care program) to: (1) elect to be ineligible to enroll in such program, (2) make tax deductible contributions to a health savings account during the period such individual elects to be ineligible for TRICARE coverage, and (3) enroll in the TRICARE program at a later date during a special enrollment period. Requires DOD to: (1) submit to the Internal Revenue Service information on each TRICARE-eligible individual who makes such election for purposes of determining such individual's eligibility for a health savings account; and (2) report to Congress, annually, on elections by TRICARE-eligible individuals under this Act.

Department of Homeland Security Appropriations Act, 2015 Provides FY2015 appropriations to the Department of Homeland Security (DHS). Provides appropriations for Departmental Management and Operations for the Office of the Secretary and Executive Management, the Office of the Under Secretary for Management, the Office of the Chief Financial Officer, the Office of the Chief Information Officer, Analysis and Operations, and the Office of Inspector General. Provides appropriations for Security, Enforcement, and Investigations for U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Transportation Security Administration, the Coast Guard, and the U.S. Secret Service. Provides appropriations for Protection, Preparedness, Response, and Recovery for the National Protection and Programs Directorate, the Office of Health Affairs, and the Federal Emergency Management Agency. Provides appropriations for Research, Development, Training, and Services for U.S. Citizen and Immigration Services, the Federal Law Enforcement Training Center, Science and Technology, and the Domestic Nuclear Detection Office. Sets forth permissible, restricted, and prohibited uses for funds provided by this Act. Rescinds specified amounts previously appropriated to DHS.

Student Non-Discrimination Act of 2015 Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Compact-Impact Reimbursement Act of 2015 Amends the Compact of Free Association Act of 1985 to authorize and appropriate FY2015 funds to the Secretary of the Interior for: (1) grants to any local government of the United States that demonstrates financial strain due to demands on public services by significant immigration from the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau; and (2) aid in defraying costs incurred as a result of increased demands placed on health, educational, social, or public safety services, or infrastructure related to such services due to the residence of qualified nonimmigrants. Directs the Secretary to provide for periodic enumerations of qualified nonimmigrants in the states and territories of the United States. Defines "qualified nonimmigrant" as a person admitted to the United States pursuant to: (1) section 141 of the Compact of Free Association set forth in title II, or (2) section 141 of the Compact of Free Association between the United States and the government of Palau.

GI Bill STEM Extension Act of 2015 Authorizes the Secretary of Veterans Affairs to pay up to nine months of additional Post-9/11 Educational Assistance to a veteran who has used all of the Post-9/11 Educational Assistance to which he or she was entitled and who: (1) is enrolled in a postsecondary education program that requires more than the standard 128 semester (or 192 quarter) credit hours for completion in a specified science, technology, engineering, or mathematics (STEM) field; or (2) has earned a postsecondary degree in one of those fields and is enrolled in a teaching certification program.

Illegal, Unreported, and Unregulated Fishing Enforcement Act of 2015 This bill amends the High Seas Driftnet Fishing Moratorium Protection Act to direct the National Oceanic and Atmospheric Administration (NOAA) and the Coast Guard to enforce specified laws to address illegal, unreported, or unregulated (IUU) fishing, including through vessel forfeiture and civil and criminal penalties. NOAA may: (1) help other nations combat IUU fishing and achieve sustainable fisheries; (2) disclose information to government agencies, international fisheries management organizations, and foreign governments to enforce or assist in enforcing fisheries policies; and (3) publish a list of vessels and vessel owners engaged in IUU fishing and take action against listed vessels and owners. This bill subjects a nation to sanctions only if NOAA certifies that the nation is not addressing IUU fishing or activities resulting in bycatch of a protected living marine resource. Currently, such nations are subject to denial of port privileges and other sanctions unless NOAA has certified that they are addressing such activities. This bill amends the Magnuson-Stevens Fishery Conservation and Management Act to expand enforcement authority to include violations of a treaty or binding conservation measure. Antigua Convention Implementing Act of 2015 This bill amends the Tuna Conventions Act of 1950 to implement the Convention for the Strengthening of the Inter-American Tropical Tuna Commission Established by the 1949 Convention Between the United States of America and the Republic of Costa Rica, also known as the Antigua Convention. The Eastern Pacific Tuna Licensing Act of 1984 is repealed. Port State Measures Agreement Act of 2015 This bill implements the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing signed by the United States November 22, 2009.

Veterans Access to Speedy Review Act Requires the Board of Veterans' Appeals, for purposes of scheduling a veteran's appeal hearing at the earliest possible date, to determine whether to provide such hearing: (1) at its principal location or at another Department of Veterans Affairs facility or other federal facility, and (2) through the use of videoconferencing or by an appellant's personal appearance. Requires the Board to notify the appellant of such decisions. Allows the appellant to request a different location or type of hearing. Requires the Board to grant such request and ensure that the hearing is scheduled at the earliest possible date.

Fallen Heroes Flag Act of 2015 Allows the Representative of the immediate family of a deceased fire fighter, law enforcement officer, member of a rescue squad or ambulance crew, or public safety officer who died in the line of duty to provide the family, at their request, with a Capitol-flown flag, together with a certificate, signed by the Speaker of the House of Representatives and the Representative providing the flag, which contains an expression of sympathy for the family.

All Students Count Act of 2015 Amends the Elementary and Secondary Education Act of 1965 to require information on the annual state report cards on student achievement at each proficiency level to be disaggregated by the same major racial groups as the decennial census of the population. (Currently, that information is to be disaggregated by race, but the racial groups are not specified.) Requires the proficiency information which is disaggregated by such racial groups and by ethnicity, gender, disability status, migrant status, and status as economically disadvantaged to be cross-tabulated across all of those subgroups by gender and by disability. Provides that such disaggregation and cross-tabulation shall not be required when the number of students in a subgroup is insufficient to yield statistically reliable information or the results would reveal personally identifiable information about an individual student.

Puerto Rico Statehood Admission Process Act Authorizes the State Elections Commission of Puerto Rico to provide for a vote on Puerto Rico's admission into the Union as a state within one year of this Act's enactment. Requires the governor of Puerto Rico to transmit the results of such vote to the President, the Speaker of the House of Representatives, and the President Pro Tempore of the Senate within 10 days after the certification of the vote by the Commission. Directs the President, if a majority of the votes cast are for Puerto Rico's admission as a state: (1) within 30 calendar days of receipt of the certified results, to issue a proclamation to begin the transition process that will culminate in Puerto Rico's admission as a state effective January 1, 2021; and (2) within 90 calendar days of such receipt, to appoint a Commission on the Equal Application of Federal Law to Puerto Rico, which shall survey U.S. laws and submit recommendations to Congress by July 1, 2018, as to how laws that do not apply, or that apply differently, to the territory should be amended or repealed to treat Puerto Rico equally. Requires Puerto Rico to carry out necessary actions by January 1, 2020, to enable it to hold elections for federal office in November 2020, including the election to the 117th Congress of two U.S. Senators and the number of Representatives to which it would have been entitled for the 116th Congress if it had been a state during such Congress. Provides for a temporary increase in the membership of the House of Representatives initially and a permanent increase effective with the taking effect of the first reapportionment occurring after the regular decennial census conducted for 2020. Requires the President, following a transition process, to issue a proclamation declaring that Puerto Rico is admitted to the Union on an equal footing with the other states, effective January 1, 2021. Sets forth provisions regarding the continuity of government and the continuity of laws of Puerto Rico.

Equal Treatment of Public Servants Act of 2015 Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to replace the current windfall elimination provision (WEP) (that reduces the Social Security benefits of workers who also have pension benefits from employment not covered by Social Security) for individuals who: (1) become eligible for old-age insurance benefits after 2016 or would attain age 62 after 2016 and become eligible for disability insurance benefits after 2016, (2) subsequently become entitled to such benefits, and (3) have earnings derived from noncovered service performed after 1977. Establishes a new formula for the treatment of noncovered earnings in determining Social Security benefits. Prescribes a second formula to modify the WEP for current beneficiaries. Directs the Commissioner of Social Security to recover overpayments from certain individuals.

Breast Density and Mammography Reporting Act of 2015 Amends the Public Health Service Act to require mammography facilities to include up-to-date information about breast density in both the written report of the results of a mammography examination provided to a patient's physician and the summary of that written report given to the patient. Requires the summary to convey: (1) the effect of breast density in masking the presence of breast cancer on a mammogram, and (2) that individuals with dense breasts should talk with their physicians about any questions or concerns regarding the summary and whether they would benefit from additional tests. Requires the Department of Health and Human Services to expand and intensify research on breast density, the cost-effectiveness and feasibility of supplemental imaging relating to breast density, and best practices concerning mammograms and supplemental screening for those with dense breasts.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to the Freedom Riders in recognition of their contribution to civil rights, which inspired a movement to equality in interstate travel. Requires such medal to be given to the Smithsonian Institution to be available for display and research. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at locations associated with the Freedom Riders.

Freedom to Travel to Cuba Act of 2015 This bill states that: the President may not prohibit or otherwise regulate travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions incident to such travel, including banking transactions; any regulation in effect on the date of enactment of this Act prohibiting or otherwise regulating such travel or transactions incident to such travel shall cease to have any force or effective; but the prohibitions and requirements of this Act shall not apply if the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.

U.S. Air Forces Escape and Evasion Society Recognition Act of 2015 Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a gold medal to the U.S. Air Forces Escape and Evasion Society, in recognition of the ceaseless efforts of American aircrew members to escape captivity and evade capture and the resistance organizations and nationals who assisted them.

American Entrepreneurship and Investment Act of 2015 Amends the Immigration and Nationality Act to make the EB-5 immigrant investor program permanent. Increases the targeted employment area set-aside. Directs the Secretary of Homeland Security to defer to state targeted employment area designations. Directs the Secretary to: (1) establish a preapproval procedure for commercial enterprises that allows a regional center to apply for preapproval of a new commercial enterprise before an alien files a petition for classification by reason of investment in such enterprise; and (2) defer to certain prior favorable EB-5 determinations except in the case of fraud, material change, or legal deficiency. Prohibits a person who has been found liable for specified criminal or civil activities from serving as an owner, director, or officer of a regional center. Requires EB-5 petitions to be adjudicated within 180 days unless additional information is required. Provides that the child of an alien investor whose conditional permanent resident status is terminated shall continue to be considered a child of the alien investor for purposes of a subsequent immigrant petition by the alien investor if the child remains unmarried and the alien investor's subsequent petition is filed within one year after termination of status. Provides for a consolidated petition by an alien investor and his or her spouse and children. Exempts spouses and children of EB-5 immigrants from EB-5 admissions limits. Authorizes concurrent filing of EB-5 petitions and applications for status adjustment to conditional lawful permanent resident. Eliminates the per-country limit for employment-based immigrants and increases the per-country limit for family-based immigrants. Amends the Chinese Student Protection Act of 1992 to eliminate the requirement that the annual Chinese immigrant visas be reduced by a specified amount to offset status adjustments under that Act. Subjects EB-5 petitions to the Foreign Corrupt Practices Act.

Supports Macedonia's aspirations to join the North Atlantic Treaty Organization (NATO). Recognizes the cooperation between Vermont and Macedonia and the joint military partnership between the Vermont National Guard and the Army of Macedonia. Recognizes the significant benefits of closer economic and political ties between NATO members and Macedonia. Appreciates Macedonia's efforts in advancing peace, democracy, and stability. Calls on the Administration, the Department of State, and European allies to work with Greece and NATO allies to ensure that bilateral disputes do not impede Macedonia's NATO accession. Urges NATO members to formally extend an invitation to Macedonia to join NATO at one of the next meetings of the North Atlantic Council or NATO Summit in Poland in 2016.

Honoring Our WWII Merchant Mariners Act of 2015 Establishes in the Treasury the Merchant Mariner Equity Compensation Fund from which the Secretary of Veterans Affairs is to make one payment of $25,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Requires such individuals to: (1) apply for such benefit within one year after the enactment of this Act, and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. Requires the Secretary to include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

Federal Employees Paid Parental Leave Act of 2015 Allows federal employees to substitute any available paid leave for any leave without pay available for either the: (1) birth of a child, or (2) placement of a child with the employee for either adoption or foster care. Makes available (subject to specified requirements) for any of the 12 weeks of leave an employee is entitled to for such purposes: (1) six administrative weeks of paid parental leave in connection with the birth or placement involved, and (2) any accumulated annual or sick leave. Authorizes the Director of the Office of Personnel Management to promulgate regulations to increase the amount of paid parental leave available to such an employee to a total of 12 administrative workweeks, based on the consideration of: (1) the benefits to the federal government, including enhanced recruitment and employee retention; (2) the cost to the government; (3) trends in the private sector and in state and local governments; (4) the federal government's role as a model employer; and (5) the impact of increased paid parental leave on lower-income and economically disadvantaged employees and their children. Amends the Congressional Accountability Act of 1995 and the Family and Medical Leave Act of 1993 to allow the same substitution for covered congressional employees, Government Accountability Office (GAO) employees, and Library of Congress employees. Counts certain service by an employee of the executive branch, Congress, GAO, or the Library of Congress while on active duty as a member of the National Guard or Reserves as service for that branch or agency for purposes of determining such employee's eligibility to take or substitute leave as provided under this Act.

Filipino Veterans Family Reunification Act of 2015 Amends the Immigration and Nationality Act to exempt from worldwide or numerical limitations on immigrant visas the sons and daughters of Filipino World War II veterans who were naturalized under the Immigration Act of 1990 or other specified federal law.

STEM Opportunities Act of 2015 Directs the Office of Science and Technology Policy (OSTP) to provide federal science agencies with guidance on establishing specified policies to accommodate the needs of caregiver researchers who receive their research awards. Requires each federal science agency to annually collect and submit to the National Science Foundation (NSF) institution-level data on demographics, primary field, award type, review rating (as practicable), budget request, funding outcome, and awarded budget for all applications for merit-reviewed research and development grants to institutions of higher education (IHEs) and federal laboratories. Requires NSF to publish a statistical summary of that data. Directs OSTP, in collaboration with NSF, to identify and disseminate to federal science agencies information and best practices useful in educating program officers and members of standing peer review committees at federal science agencies about: (1) research on implicit gender, race, or ethnic bias; and (2) methods to minimize the effect of such bias in federal research grant reviews. Requires federal science agencies to maintain or develop and implement policies and practices to minimize the effects of implicit bias in federal research grant reviews. Directs NSF, within three years of this Act's enactment and at least every five years thereafter, to conduct a survey to collect institution-level data on the demographics of science, technology, engineering, and mathematics (STEM) faculty, by broad fields of STEM, at different types of IHEs. Requires NSF to publish a statistical summary of that data. Requires NSF to develop written guidance for IHEs on the best practices for: (1) conducting periodic campus culture surveys of STEM departments; and (2) educating STEM faculty and administrators about implicit bias in recruiting, evaluating, and promoting STEM students and faculty. Directs NSF to broadly disseminate that guidance to IHEs that receive federal research funding. Directs OSTP to develop written guidance for federal laboratories to develop and implement practices and policies to: (1) conduct periodic laboratory-wide culture surveys of research personnel at all levels; and (2) educate STEM research personnel about implicit bias in recruiting, evaluating, and promoting researchers at federal laboratories. Requires federal science agencies to maintain or develop and implement such policies for their laboratories. Directs NSF to recommend a uniform policy for federal science agencies to carry out workshops to educate STEM department chairs at IHEs, senior managers at federal laboratories, and other federally funded researchers about methods of minimizing the effects of implicit bias in the career advancement of academic and federal STEM researchers. Requires NSF to award research grants and conduct dissemination activities consistent with this Act's goal of ensuring that federal science agencies and IHE research grant recipients are fully engaging their talent pool. Directs NSF to award competitive grants to IHEs to develop innovative reform efforts designed to increase the recruitment, retention, and advancement of individuals from underrepresented minority groups in academic STEM careers. Requires NSF to award competitive grants to IHEs to implement or expand research-based reforms in undergraduate STEM education to recruit and retain minority students who are underrepresented in STEM fields, with a priority focus on the natural science and engineering fields. Requires each grant to include an education research component so that reform efforts can be evaluated and, if shown to be effective, replicated to improve the participation of minority students in STEM fields at other schools.

Student Loan Interest Deduction Act of 2015 Amends the Internal Revenue Code to: (1) increase the maximum tax deduction for interest paid on any qualified education loan to $5,000 ($10,000 for married couples filing a joint tax return), and (2) repeal the limitation on such deduction based upon modified adjusted gross income.

This bill directs the Speaker of the House and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to the Foot Soldiers who participated in Bloody Sunday, Turnaround Tuesday, or the final Selma to Montgomery Voting Rights March during March of 1965, which served as a catalyst for the Voting Rights Act of 1965. The medals struck pursuant to this Act are national medals.

Reducing Barriers for Veterans Education Act of 2015 Makes an individual who is eligible for educational assistance under the Post-9/11 Educational Assistance program eligible for assistance with the fees for applying to institutions of higher education (IHEs). Sets the amount of such assistance payable to an individual at the lesser of: (1) the total application fees charged to the individual by the IHEs, or (2) $750.

Putting Our Veterans Back to Work Act of 2015 Amends the: (1) VOW to Hire Heroes Act of 2011 to extend through 2018 the veterans retraining assistance program, and (2) Wounded Warrior Act to extend through 2018 the authority of the Secretary of Veterans Affairs (VA) (Secretary) to provide the same rehabilitation and vocational benefits to members of the Armed Forces with severe injuries or illnesses as are provided to veterans. Extends through: (1) March 31, 2018, additional VA rehabilitation programs for certain disabled veterans who have completed a VA rehabilitation program and have exhausted their rights to state unemployment benefits; and (2) FY2019 the collaborative veterans' training, mentoring, and placement program. Directs the Secretary to develop a single, unified federal web-based employment portal for veterans to access information on federal programs and activities concerning veterans employment, unemployment benefits, and training. Directs the: (1) Secretary of Homeland Security to award grants to hire veterans as firefighters, and (2) Attorney General (AG) to award grants to hire veterans as law enforcement officers. Requires the head of each executive and defense agency to consider favorably, as an evaluation factor in federal solicitations for contracts and task or delivery orders valued at or above $25 million, the employment by a prospective contractor of veterans constituting at least 5% of the contractor's workforce. Allows a veteran on whose behalf a complaint of a violation of employment or reemployment rights under the Uniformed Services Employment and Reemployment Rights Act (USERRA) is made by the AG to intervene in such action, and to obtain appropriate relief. Requires the AG, within 60 days after receiving a referral of an unsuccessful attempt to resolve a complaint relating to a state or private employer, to notify the person on whose behalf the complaint is submitted of either the decision to commence such an action or of when such decision is expected to be made. Requires, in the latter case, such decision to be made within an additional 30 days. Requires the AG to commence such an action when there is reasonable cause to believe that a state or private employer is engaged in a pattern or practice of resistance to the full enjoyment of such rights and benefits, and that the pattern or practice denies the full exercise of such rights and benefits. Authorizes the suspension, termination, or debarment of federal contractors for repeated failures or refusals to comply with USERRA protections. Provides the Special Counsel with subpoena power to require the attendance and testimony of, and production of documents from, federal employees, to be enforced through the Merit Systems Protection Board. Authorizes the AG, in employment or reemployment rights investigations, to issue and serve a civil investigative demand for the production of documentary material.

Permits a member of the Armed Forces who is involuntarily separated from active duty or the Selected Reserve and who has a service-connected disability (and the member's dependents) to use commissary and exchange stores on the same basis as a member entitled to retired or retainer pay. Directs the Secretary of Defense to ensure that such authority is fully implemented within 90 days after the enactment of this Act.

Wounded Warrior Employment Improvement Act Directs the Department of Veterans Affairs (VA) to develop and publish an action plan for improving the training and rehabilitation services and assistance provided by the VA for veterans with service-connected disabilities. Requires such plan to include: a comprehensive analysis of, and recommendations and a proposed implementation plan for remedying, workload management challenges at VA regional offices, including steps to reduce counselor case loads of veterans participating in a rehabilitation program; a comprehensive analysis of the reasons for the disproportionately low percentage of veterans with service-connected disabilities who served in the Armed Forces after September 11, 2001, who opt to participate in a VA rehabilitation program relative to the percentage of such veterans who use their entitlement to VA educational assistance; recommendations and a proposed implementation plan for encouraging more veterans with service-connected disabilities who served in the Armed Forces after September 11, 2001, to participate in VA rehabilitation programs; and a national staff training program for vocational rehabilitation counselors, that includes the provision of training to assist counselors in understanding the very profound disorientation experienced by warriors because of their injury, training to assist counselors in working in partnership with veterans on individual rehabilitation plans, and training on post-traumatic stress disorder and other mental health conditions and on moderate to severe traumatic brain injury that is designed to improve the ability of such counselors to assist veterans with such conditions.

Wounded Veterans Recreation Act Amends the Federal Lands Recreation Enhancement Act to require the National Parks and Federal Recreational Lands Pass, which is made available for the lifetime of the passholder without charge to any U.S. citizen or person domiciled in the United States who has been medically determined to be permanently disabled, to be made available to any veteran with a service-connected disability.

First Rhode Island Regiment Congressional Gold Medal Act Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the First Rhode Island Regiment, collectively, in recognition of their service during the Revolutionary War. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medal at a price sufficient to cover the costs of such medals.

National Purple Heart Hall of Honor Commemorative Coin Act Directs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. Limits the minting of such coins to the one-year period beginning on January 1, 2017. Prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to help finance the construction of a new building and renovation of existing National Purple Heart Hall of Honor facilities.

Disabled Veterans Tax Termination Act Amends federal military retired pay provisions to: (1) permit veterans with a service-connected disability of less than 50% to concurrently receive both retired pay and disability compensation; (2) eliminate provisions requiring a phase-in between January 1, 2004, and December 31, 2013, of concurrent receipt of retired pay and disability compensation; (3) eliminate a phase-in of concurrent receipt of retired pay and disability compensation for disabled veterans determined to be individually unemployable; and (4) require a limited reduction in retired pay for qualified disability retirees with less than 20 years of retirement-creditable service.

Filipino Veterans Promise Act Directs the Secretary of Defense to establish a process for determining whether individuals who served in the organized military forces of the Government of the Commonwealth of the Philippines or in the Philippine Scouts while in the service of the U.S. Armed Forces during World War II and who are not included in the Missouri List are eligible for certain benefits relating to their U.S. service.

Retired Pay Restoration Act Expresses the sense of Congress that military retired pay should not be reduced because a military retiree is also eligible for veterans' disability compensation awarded for a service-connected disability. Allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (under current law, only a disability rated at 50% or more). Repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Makes eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay those individuals who were retired or separated from military service due to a service-connected disability.

Multinational Species Conservation Funds Reauthorization Act of 2015 This bill reauthorizes the African Elephant Conservation Act, the Rhinoceros and Tiger Conservation Act of 1994, the Asian Elephant Conservation Act of 1997, the Great Ape Conservation Fund, and the Marine Turtle Conservation Fund through FY2020. This bill amends the Great Ape Conservation Act of 2000 to authorize Department of the Interior to award a multi-year grant to carry out a project that is an effective, long-term conservation strategy for great apes (chimpanzees, gorillas, bonobos, orangutans, or gibbons) and their habitats. Interior is required to convene a panel of experts to identify the greatest needs and priorities for the conservation of great apes within a year of this Act's enactment and every five years thereafter. Current law authorizes Interior to convene a panel to consider the greatest conservation needs every two years. The panel is required to consider relevant great ape conservation plans or strategies. This bill amends the Marine Turtle Conservation Act of 2004 to make a wildlife management authority of a U.S. territory eligible for financial assistance for marine turtle conservation.

New Columbia Admission Act Sets forth procedures for admission into the United States of the state of New Columbia. Requires the Mayor of the District of Columbia to: (1) submit to the eligible voters propositions for statehood and adoption of a State Constitution, and (2) issue a proclamation for the first elections to Congress of two Senators and one Representative of New Columbia. Requires the President, upon adoption of such propositions and certification of such elections, to issue a proclamation announcing the results and admitting New Columbia into the Union. Provides for conversion of District government offices to state offices. Provides that New Columbia shall consist of all territory of the District as of the enactment of this Act, excluding land within specified metes and bounds that shall remain the District of Columbia and that shall include the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building, and certain military property. Prohibits New Columbia from imposing taxes on federal property except as provided by Congress. Maintains the applicability to New Columbia of current District laws and continues pending judicial proceedings. Maintains: (1) the District of Columbia as the seat of the federal government, and (2) the federal government's authority over military lands and specified other property. Requires each state that is the last place an individual resided before residing in the District of Columbia to permit such individual to vote in federal elections by absentee ballot. Sets forth a rule for expedited consideration of a joint resolution proposing an amendment to the Constitution to repeal the 23rd amendment (which provides for the appointment of electors for President and Vice President for the District).

Federal Adjustment of Income Rates Act or the FAIR Act Increases the rates of basic pay for federal employees under the statutory pay systems (relating to the General Schedule, the U.S. Foreign Service, and the Veterans Health Administration) for calendar year 2016, and for prevailing rate employees for FY2016, by 3.8%.
