Homes for Heroes Act of 2015 Amends the Department of Housing and Urban Development Act to establish in the Office of the Secretary of the Department of Housing and Urban Development (HUD) a Special Assistant for Veterans Affairs to: (1) ensure veterans fair access to HUD housing and homeless assistance programs, (2) coordinate all HUD programs and activities relating to veterans, and (3) serve as a HUD liaison with the Department of Veterans Affairs (VA). Terminates, at the same time as such establishment, the position of Special Assistant for Veterans Programs in the Office of the Deputy Assistant Secretary for Special Needs. Directs the Secretaries of HUD and VA to report annually to Congress with respect to veterans homelessness and housing assistance.

Comprehensive Homes for Heroes Act of 2015 Amends the Department of Housing and Urban Development Act to establish in the Department of Housing and Urban Development (HUD) a Special Assistant for Veterans Affairs to: (1) ensure veterans' access to HUD housing and homeless assistance programs, (2) coordinate all HUD programs and activities relating to veterans, and (3) serve as a HUD liaison with the Department of Veterans Affairs (VA). Directs the HUD Secretary to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for very low-income veterans' families (families with incomes not exceeding 50% of the area median income). Amends the United States Housing Act of 1937 to: (1) make housing rental vouchers available to all homeless veterans, regardless of medical condition; and (2) include veterans in public housing planning. Excludes veterans' benefits from income for purposes of HUD assisted housing rental determinations. Requires the Secretary to: (1) make grants to nonprofit entities for technical assistance in sponsoring HUD housing projects for veterans, and (2) report annually to specified congressional committees and the VA Secretary on HUD activities relating to veterans.

Respect for Peace Corps Volunteers Act Amends the Peace Corps Act to allow former volunteers or applicants for enrollment as a volunteer to use the seal, emblem, or name "Peace Corps" on death announcements, plaques, grave stones, or other grave markers.

Families of Fallen Servicemembers First Act This bill provides a permanent appropriation for the payment of death gratuities and related benefits to survivors of deceased members of the uniformed services during a period of lapsed appropriations. The bill provides the appropriations at the rate and under the conditions provided for the most recent fiscal year for which an Act making appropriations for the uniformed services has been enacted. The appropriations are provided during a period of lapsed appropriations, in which appropriations are unavailable due to the absence of the timely enactment of an Act or joint resolution providing appropriations or continuing appropriations for the death gratuity and related benefits.

Amends Rule XIV (Order and Priority of Business) of the Rules of the House of Representatives to require (on the first legislative day of each month) a reading of the names of members of the Armed Forces who died in the previous month as a result of combat. Prohibits the Speaker of the House from reading the name of any such member if any family member informs the Speaker that he or she does not wish to have the name of that individual read.

Respect for Marriage Act Amends the Defense of Marriage Act to repeal a provision that prohibited a state, territory, possession, or Indian tribe from being required to recognize any public act, record, or judicial proceeding of any other state, territory, possession, or tribe respecting a same sex marriage. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state. Removes the definition of "spouse" (currently, a person of the opposite sex who is a husband or a wife).

Pain-Capable Unborn Child Protection Act Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion except in conformity with this Act's requirements. Requires the physician to first determine the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater, except: (1) where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions; or (2) where the pregnancy is the result of rape, or the result of incest against a minor, if the rape has been reported at any time prior to the abortion to an appropriate law enforcement agency, or if the incest has been reported at any time prior to the abortion to an appropriate law enforcement agency or to a government agency legally authorized to act on reports of child abuse or neglect. Permits a physician to terminate a pregnancy under such an exception only in the manner that provides the best opportunity for the unborn child to survive, unless that manner would pose a greater risk than other available methods would pose of the death or substantial and irreversible physical impairment of a major bodily function, excluding psychological or emotional conditions, of the pregnant woman. Subjects individuals who violate this Act to a fine, imprisonment for not more than five years, or both. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act for violating or conspiring to violate this Act. Defines "abortion" to mean the use or prescription of any instrument, medicine, drug, or any other substance or device to intentionally kill an unborn child or to intentionally terminate a pregnancy with an intention other than: (1) after viability, to produce a live birth and preserve the life and health of the child; or (2) to remove a dead unborn child.

Guam World War II Loyalty Recognition Act Recognizes the suffering and the loyalty of the residents of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to establish a Fund for the payment of claims submitted by compensable Guam victims and survivors of compensable Guam decedents. Directs the Secretary to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches, or internment resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war (such payments to be made after payments have been made to surviving Guam residents). Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury and adjudicate claims and determine payment eligibility. Requires claims to be filed within one year after the Commission publishes notice of the filing period in the Federal Register and in the Guam media. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation.

Veterans Healthcare Improvement Act Requires the Comptroller General, for each of FY2016-FY2018, to: (1) review the budget requests for the Department of Veterans Affairs' Medical Services, Medical Support and Compliance, and Medical Facilities accounts contained in the President's budget request for that fiscal year; and (2) report review results to the congressional veterans, appropriations, and budget committees.

Requires the Department of the Interior to establish within the Empowering Insular Communities activity a team of technical, policy, and financial experts to: (1) develop an energy action plan addressing the energy needs of each of the insular areas (American Samoa, the Northern Mariana Islands, Puerto Rico, Guam, and the Virgin Islands) and Freely Associated States (Micronesia, the Marshall Islands, and Palau); and (2) assist each of the insular areas and Freely Associated States in implementing the plan. Requires the plan to include: (1) recommendations to reduce reliance and expenditures on fuel shipped to the insular areas and Freely Associated States from ports outside the United States, to develop and utilize domestic fuel energy sources, and to improve performance of energy infrastructure and overall energy efficiency; (2) a schedule for implementation of the recommendations and identification and prioritization of specific projects; (3) a financial and engineering plan for implementing and sustaining projects; and (4) benchmarks for measuring progress toward implementation. Requires Interior to approve the plan before it is implemented. Extends the federal immigration law transition period for the Northern Mariana Islands through December 31, 2019, including the annual reduction of nonimmigrant workers who may be admitted during such period.

Reaffirms U.S. support for the peaceful resolution of maritime territorial disputes in the South China Sea and the East China Sea. Reaffirms support for freedom of navigation and overflight and condemns coercive actions or the use of force to impede these freedoms in international maritime domains and airspace. Urges China to refrain from implementing the declared East China Sea Air Defense Identification Zone which is contrary to freedom of overflight in international airspace, and to refrain from taking similar provocative actions elsewhere in the Asia-Pacific region. Urges the Association of Southeast Asian Nations (ASEAN), U.S. allies and partners, and all claimants to fairly resolve these outstanding disputes, including through developing a Code of Conduct for the South China Sea. Supports continued U.S. operations to support freedom of navigation in international waters and air space in the South China Sea and the East China Sea. Encourages continued U.S. efforts to strengthen regional partnerships to build capacity for maritime domain awareness in support of freedom of navigation, maintenance of peace and stability, and respect for principles of international law.

National POW/MIA Remembrance Act of 2014 - Directs the Architect of the Capitol to: (1) enter into an agreement to obtain a chair featuring the logo of the National League of POW/MIA Families, and (2) place it on the Capitol grounds in a suitable permanent location within two years after enactment of this Act.

All Students Count Act of 2014 - Amends the Elementary and Secondary Education Act of 1965 to require information on the annual state report cards on student achievement at each proficiency level to be disaggregated by the same major racial groups as the decennial census of the population. (Currently, that information is to be disaggregated by race, but the racial groups are not specified.) Requires the proficiency information which is disaggregated by such racial groups and by ethnicity, gender, disability status, migrant status, and status as economically disadvantaged to be cross-tabulated across all of those subgroups by gender and by disability. Provides that such disaggregation and cross-tabulation shall not be required when the number of students in a subgroup is insufficient to yield statistically reliable information or the results would reveal personally identifiable information about an individual student.

Medicare Telehealth Parity Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act with regard to payment for telehealth services to include in the term "originating site" additional sites, including any federally qualified health center and any rural health clinic, at which the eligible telehealth individual is located at the time the service is furnished via a telecommunications system. Prohibits application of the originating site facility fee to the additional sites. Authorizes additional telehealth providers, including a certified diabetes educator or licensed respiratory therapist, audiologist, occupational therapist, physical therapist, or speech language pathologist. Extends Medicare coverage to remote patient management services for certain chronic health conditions. Directs the Comptroller General (GAO) to study the effectiveness of remote patient monitoring on decreasing hospital readmissions for specified chronic conditions, and the savings to the Medicare program associated with use of such monitoring. Authorizes home telehealth sites as additional originating sites. Directs GAO to study the effectiveness of using described telehealth services between therapy providers and patients, any associated savings, and the potential for greater use of telehealth services for other forms of therapy Authorizes the Secretary of Health and Human Services (HHS) to develop and implement payment methods to apply in the case of anyone who would be an eligible telehealth individual except that the telehealth services are furnished at a site other than an originating site.

Health Equity and Accountability Act of 2014 - Amends the Public Health Service Act and the Social Security Act to expand the collection and analysis of data in programs of the Department of Health and Human Services (HHS). Sets forth provisions to improve cultural competence in federal health care programs and services, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Requires the Secretary of HHS (Secretary) to engage in activities to improve health workforce diversity, including by: (1) establishing a working group and a technical clearinghouse; (2) awarding grants to academic institutions; (3) establishing a health and health care disparities education program; and (4) providing for scholarships, student loan repayment and loan forgiveness, and research fellowships. Health Empowerment Zone Act of 2014 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Requires the Secretary to engage in activities to improve the quality of and access to health care, including by expanding access to health care and health care insurance for immigrants, designating centers of excellence at public hospitals and other health systems serving minority patients, increasing Medicaid payments to territories and to Native Hawaiian health centers, and providing for border health grants. Sets forth programs to reduce health disparities affecting minorities and rural residents. Establishes an Office of Minority Health in the Department of Veterans Affairs (VA). Sets forth provisions to improve health for women and children, including by expanding access to federal programs for immigrant women and children, creating public awareness campaigns, engaging in activities to eliminate disparities in maternal health outcomes, and establishing programs to reduce teenage pregnancies, including contraception education and information programs, programs to support healthy adolescent development, maintaining a database of systematic reviews of maternity care, designating maternity care health professional shortage areas, and establishing a research center on optimal maternity outcomes. Directs the Secretary to develop a multisite gestational diabetes research project within the diabetes program of the Centers for Disease Control and Prevention (CDC). Requires pharmacies to provide in stock contraceptives to customers without delay. Expands Medicare coverage of marriage and family therapist services, mental health counselor services, and substance abuse counselor services. Lung Cancer Mortality Reduction Act of 2014 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2020. Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2014 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to take action to address prostate cancer, including by establishing the Interagency Prostate Cancer Coordination and Education Task Force. Viral Hepatitis and Liver Cancer Control and Prevention Act of 2014 - Requires the Secretary to implement programs to address hepatitis B and hepatitis C. Bone Marrow Failure Disease Research and Treatment Act of 2014 - Requires the Director of CDC to establish the National Acquired Bone Marrow Failure Disease Registry. Requires the Director of the Agency for Healthcare Research and Quality to develop guidelines to screen minority patient populations which have a higher than average risk for many chronic diseases and cancers. Expands Medicaid to cover a beneficiary's routine medical costs when they are in an approved clinical trial. Requires the Secretary to expand HIV/AIDS treatment and prevention activities, including: (1) identification of issues that impede disease status awareness and retention in appropriate care, (2) research into treatment adherence strategies, (3) grants to public health agencies and faith-based organizations, (4) the Minority HIV/AIDS Initiative, and (5) health workforce training for culturally competent care. Directs the Secretary to award grants for comprehensive sex education programs for adolescents. Eliminates a program that supports abstinence education. Permits community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection counseling and prevention education in federal correctional facilities. Stop AIDS in Prison Act - Requires the Bureau of Prisons to develop a comprehensive policy to provide HIV testing, treatment, and prevention for inmates. Requires the Secretary to conduct research and other activities with respect to diabetes in minority populations and the prevention of lung disease. Sleep and Circadian Rhythm Disorders Health Disparities Act - Requires the Director of the National Institutes of Health (NIH) to expand research addressing sleep health disparities. Requires the Director of CDC to expand activities regarding sleep disorders. Sets forth provisions regarding the use of health information technology to reduce health disparities, particularly in racial and ethnic minority communities. Prohibits discrimination in federal health care programs or research activities. Requires the Secretary to establish the Office of Health Disparities in the Office for Civil Rights and to establish civil rights compliance offices in each HHS agency that administers health programs. Directs the Secretary to establish a program at the National Center for Environmental Health on health impact assessment (the process of determining the potential effects of a policy, program, or project on health). Directs the Comptroller General (GAO) to study the type and scope of health care services provided to racial and ethnic minorities affected by the explosion of the Deepwater Horizon drilling unit on April 20, 2010.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to direct the Commissioner of Social Security, at the request of Guam or American Samoa, to enter into or modify an agreement extending the OASDI insurance system (including coverage, at territorial option, under SSA title XVIII [Medicare]) to services performed by employees of such territories.

Condemns: (1) the attack that occurred at the Sikh Temple of Wisconsin on August 5, 2012; and (2) intolerance, including religious and racial discrimination, and calls for continued vigilance against violence. Honors the memory of Suveg Singh Khattra, Satwant Singh Kaleka, Ranjit Singh, Sita Singh, Paramjit Kaur, and Prakash Singh, who died in the attack. Applauds the bravery of Lieutenant Brian Murphy and other first responders who prevented the gunman from taking more lives and treated wounded individuals.

Veterans Small Business Enhancement Act of 2014 - Amends the Small Business Act to require the interagency task force that is responsible for coordinating federal efforts to improve the business development and federal contracting opportunities available to small business concerns owned and controlled by veterans to coordinate administrative and regulatory activities and develop proposals to provide access to, and manage the distribution of, excess or surplus U.S. property to small business concerns owned and controlled by veterans, pursuant to a memorandum of understanding with the appropriate state agency.

EARLY Act Reauthorization of 2014 - Amends the Public Health Service Act to reauthorize through FY2019 the Young Women's Breast Health Education and Awareness Requires Learning Young Act of 2009, which supports: (1) campaigns to educate the public and health care professionals about young women's breast health, (2) research into prevention of breast cancer in young women, and (3) support for young women with breast cancer.

Hardrock Mining and Reclamation Act Of 2014 - Applies this Act to any mining claim, millsite claim, or tunnel site claim located under the general mining laws. Subjects to the requirements of this Act, except in specified circumstances, any unpatented mining claim or millsite claim located under the general mining laws before the enactment of this Act for which a plan of operation has not been approved or a notice filed before the date of enactment. Prohibits the issuance of a patent for any mining or millsite claims whose application was filed after September 30, 1994. Subjects production of locatable minerals to a royalty of 8% of the gross income from mining. Reduces that royalty to 4% in the case of federal land subject to an operations permit on the date of the enactment of this Act and produces valuable locatable minerals in commercial quantities on that date. Declares any royalty inapplicable to a person whose annual gross income from mineral production, including the income of all related parties, is less than $100,000. Prescribes a hardrock mining claim maintenance fee for each unpatented mining claim, mill, or tunnel site on federally owned lands, except for a claimant who, together with all related parties, held not more than 10 mining claims, mill sites, or tunnel sites (or any combination) on public lands, and performed required assessment work. Designates certain wilderness study areas, areas of critical environmental concern, and related areas as not open to location of mining claims. Permits a state or local government or Indian tribe to petition the Secretary of the Interior for withdrawal of specific federal land from operation of the general mining laws in order to protect specific values. Directs the Secretary to ensure that mineral activities on federal land subject to a claim are carefully controlled to prevent undue degradation of public lands and resources. Prescribes requirements for the exploration permit process and for operations permits, including financial assurances. Requires restoration of lands to a condition capable of supporting prior uses or other beneficial uses. Establishes the Hardrock Minerals Fund, composed of the Hardrock Reclamation Account and the Hardrock Community Impact Assistance Account. Requires each operator of a hardrock mining operation to pay the Secretary, for deposit in the Fund, a displaced material reclamation fee of 7 cents per ton of displaced material. Authorizes use of amounts in the Hardrock Reclamation Account for the reclamation and restoration of land and water resources adversely affected by past hardrock mineral activities and related activities. Amends the National Materials and Minerals Policy, Research and Development Act of 1980 to direct the Secretary of Agriculture to initiate prompt actions to improve the availability and analysis of mineral data in public land use decision-making with respect to National Forest System lands. Restricts to the United States Court of Appeals for the District of Columbia judicial review of any final action constituting rulemaking to implement this Act. Amends the Energy Policy Act of 1992 to reflect the provisions of this Act regarding oil shale claims. Repeals the Building Stone Act and the Saline Placer Act. Good Samaritan Cleanup of Abandoned Hardrock Mines Act of 2014 - Encourages remediation of inactive and abandoned mine sites by Good Samaritans (defined as individuals or entities who had no role in the creation of the historic mine residue or any resulting environmental pollution and are not legally responsible for the remediation of the historic mine residue). Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to authorize a permitting authority with an approved Good Samaritan program to issue Good Samaritan discharge permits. Prescribes permit requirements. Shields from liability under such Act Good Samaritans who comply with a discharge permit approved under this Act.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Protecting American Jobs and Exports Act - Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States through FY2021. Extends through FY2021 and gradually increases (with a specified exception) the Bank's aggregate outstanding loan, guarantee, and insurance authority. Extends through FY2021 Bank authority to provide financing for the export of nonlethal defense articles or services whose primary end use will be for civilian purposes.

Emerging Business Encouragement Act of 2014 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA), for each industry category for which the Administrator established a size standard, to establish procedures, by rule, for designating a small business in that industry category as an emerging business enterprise (EBE). Requires the procedures to include specified criteria and a process for appealing the Administrator's decisions on designations. Requires the designation to expire when the small business is no longer in compliance with the criteria, except that: in the case of an EBE which existed as a business entity before its EBE designation, the designation shall not expire until five years after it was made; and if the EBE exceeds the required size limitation its designation shall expire only if the size is 50% or more of the maximum size of a small business within that industry category. Directs the Administrator to establish criteria for designation of an EBE, including: a maximum number of employees determined according to a certain formula, an age of not more than five years, and a specified salary limitation for any individual who owns any part of the small business or who is in a management position. Requires the head of each federal agency to establish goals for participation by the designated EBEs in at least 5% of all contracts, including prime contracts and subcontracts, for each fiscal year. Authorizes the Administrator to make a loan to a designated EBE under the SBA Express Loan Program, but only in accordance with specified terms. Requires the Administrator, by rule, to establish a process for initial self-certification of EBEs for purposes of participation in federal contracts and eligibility for the Express Loans.

National Guard and Reserve Equal Access to Legal Services Act - Expands eligibility for legal assistance provided by the Armed Forces special victims' counsel for eligible members and dependents who are victims of sex-related offenses to include a member of a reserve component who is a victim of an alleged sex-offense committed by a member of the Armed Forces during: (1) a period in which the individual served on active duty, full-time National Guard duty, or inactive-duty training; or (2) any period, regardless of the duty status of the individual, if the circumstances of the alleged sex-related offense have a nexus to the military service of the individual based on the membership in the Armed Forces of either the victim or the member who allegedly committed such offense.

Toxic Exposure Research and Military Family Support Act of 2014 - Directs the Secretary of Veterans Affairs to: select a medical center in the Department of Veterans Affairs (VA) to serve as the national center (Center) for the diagnosis, treatment, and research of health conditions of descendants (i.e., a biological child, grandchild, or great-grandchild) of individuals exposed to toxic substances while serving as members of the Armed Forces that are related to that exposure; establish an advisory board to advise the center, to determine which health conditions result from exposure to toxic substances, and to study and evaluate cases of exposure of current and former members of the Armed Forces to toxic substances; and establish an Office of Extramural Research to conduct research on wounds, illnesses, injuries, and other conditions suffered by active members of the Armed Forces resulting from exposure to toxic substances and to assist the Advisory Board in considering claims of exposure to toxic substances. Requires the Center, in coordination with the National Birth Defect Registry, to track and research the genetic link between individuals who are exposed to Agent Orange and the medical conditions of their children. Extends eligibility for medical care and caregiver assistance to descendants of a veteran who was exposed to toxic substances while serving as a member of the Armed Forces if: (1) the descendant has a health condition resulting from exposure to toxic substances and is homebound due to such condition, and (2) the veteran has or had the same health condition. Authorizes the Secretary of Defense (DOD) to declassify documents (other than documents that would materially and immediately threaten national security) related to any known incident in which not less than 100 members of the Armed Forces were exposed to a toxic substance that resulted in at least one case of disability. Directs the VA Secretary, the Secretary of Health and Human Services (HHS), and the DOD Secretary to jointly conduct a national outreach and education campaign directed at members of the Armed Forces, veterans, and their family members to communicate information on incidents of exposure to toxic substances, health conditions resulting form such exposure, and the potential long-term effects of such exposure.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

Atomic Veterans Service Medal Act - Directs the Secretary of Defense (DOD) to: (1) design and produce a military service medal, to be known as the Atomic Veterans Service Medal, to honor retired and former members of the Armed Forces who participated in a radiation-risk activity while serving on active duty; and (2) issue the Medal to such veterans or their next-of-kin.

Reducing Barriers for Veterans Education Act of 2014 - Makes an individual who is eligible for educational assistance under the Post-9/11 Educational Assistance program eligible for assistance with the fees for applying to institutions of higher education (IHEs). Sets the amount of such assistance payable to an individual at the lesser of: (1) the total application fees charged to the individual by the IHEs, or (2) $750.

Veterans TRICARE Choice Act - Allows an individual who is eligible to participate in the TRICARE program (a Department of Defense [DOD] managed health care program) to: (1) elect to be ineligible to enroll in such program, (2) make tax deductible contributions to a health savings account during the period such individual elects to be ineligible for TRICARE coverage, and (3) enroll in the TRICARE program at a later date during a special enrollment period.

U.S. Air Forces Escape and Evasion Society Recognition Act of 2014 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a gold medal to the U.S. Air Forces Escape and Evasion Society, in recognition of the ceaseless efforts of American aircrew members to escape captivity and evade capture and the resistance organizations and nationals who assisted them.

Military Opportunities for Mothers Act or the MOM Act - Requires military personnel who give birth to a child to be given 42 days of convalescent leave for use in connection with that birth. Allows military personnel up to 42 additional days of leave in connection with the birth of such child upon the expiration of the convalescent leave, but: makes them ineligible for basic pay for any day on which such additional leave is used, although they are to be considered to be on active duty for all other purposes; and their commanding officer may recall them from such leave when necessary to maintain unit readiness.

Supports the ideals of World Malaria Day, including the target of ending malaria deaths by 2015. Recognizes the importance of reducing malaria to improve child and maternal health, especially in sub-Saharan Africa. Commends the progress made toward reducing global malaria prevalence and deaths, particularly through the efforts of the President's Malaria Initiative and the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Supports public-private partnerships to develop more effective and affordable tools for malaria diagnosis, treatment, and vaccination. Recognizes the goals to combat malaria in the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008. Supports continued U.S. leadership in bilateral, multilateral, and private sector efforts to combat malaria and to work with developing countries to create long-term strategies to increase ownership over malaria programs. Encourages members of the international community to sustain and scale up their support for efforts to combat malaria.

Traveling Exotic Animal Protection Act - Amends the Animal Welfare Act to prohibit an exhibitor from allowing for the participation of an exotic or wild animal (including a non-human primate) in an animal act if, during the 15-day period preceding such participation, such animal was traveling in a mobile housing facility, unless the use of such animal is: (1) in an exhibition at a non-mobile, permanent institution or facility; (2) a part of an outreach program for educational or conservation purposes by an accredited zoo or aquarium and such animal is not kept in a mobile housing facility for more than 12 hours a day; (3) by a university, college, laboratory, or other research facility registered with the Secretary of Agriculture (USDA); (4) in film, television, or advertising if such use does not involve a live public exhibition; or (5) in a rodeo. Subjects a traveling circus or exhibitor that fails to comply with this Act to specified penalties.

DoD Suicide Tracking Act of 2014 - Requires the the Secretary of Defense (DOD) to prescribe, and the Secretaries of the military departments and the Chief of the National Guard Bureau and the adjutants general to implement, a policy for the development of a standard method for collecting, reporting, and assessing suicide data and suicide-attempt data involving members of the National Guard and Reserves. Requires the DOD Secretary to direct the Secretary of each military department to develop and implement a program to track, retain, and analyze information regarding suicides involving dependents of members of the regular and reserve components of the Armed Forces.

Dignified Interment of Our Veterans Act of 2014 - Requires the Secretary of Veterans Affairs (VA) to conduct a study on matters relating to the identification, claiming, and interring of unclaimed remains of veterans, including: (1) estimating the number of unclaimed remains; (2) assessing the effectiveness of VA procedures for claiming and interring unclaimed remains of veterans; (3) assessing state and local laws that affect the ability of the Secretary to identify, claim, and inter such remains; and (4) recommending appropriate legislative or administrative action. .
