Expresses support for: (1) the goals and ideals of National Celiac Awareness Month, and (2) working toward an eventual cure for celiac disease through increased research and treatment. Recognizes: (1) that awareness of celiac disease will have a significant positive impact on the quality of life of people with that disease, and (2) the importance of improving diagnosis rates through increased education about the disease.

Annual National Classified School Employee of the Year Award Act - Directs the Secretary of Education to award National Classified School Employee of the Year Awards to classified public school employees within certain occupational specialties who provide exemplary service to students in pre-kindergarten through higher education. Requires the Secretary to choose an awardee each year, out of nominations received from each state, from one of the following occupational specialties: (1) paraprofessional services, (2) clerical and administrative services, (3) transportation services, (4) food and nutrition services, (5) custodial and maintenance services, (6) security services, (7) health and student services, (8) technical services, and (9) skilled trades.

Open Fuel Standard Act of 2011 - Requires each fleet of a manufacturer of passenger automobiles (including light-duty motor vehicles) to comprise at least: (1) 50% qualified vehicles in model year 2014, (2) 80% qualified vehicles in model year 2016, and (3) 95% qualified vehicles in model year 2017 and each subsequent year. Defines "qualified vehicle" as: (1) a vehicle that operates solely on natural gas, hydrogen, or biodiesel; (2) a flexible fuel vehicle capable of operating on gasoline, E85, and M85; (3) a plug-in electric drive vehicle; or (4) a vehicle propelled solely by fuel cell or by something other than an internal combustion engine. Authorizes a manufacturer to request an exemption from such requirement from the Secretary of Transportation (DOT).

Sikes Act Amendments Act of 2011 - Amends the Sikes Act (conservation programs on military installations and facilities) to include under such Act's coverage state-owned facilities used for National Guard training. Authorizes the Secretary of a military department to develop and implement an integrated natural resources management plan for a state-owned National Guard installation.

Safe Schools Improvement Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 to require states, on an ongoing basis, to: (1) collect and report certain information on bullying and harassment by youth in their elementary and secondary schools and communities; (2) conduct, and report the results of, a needs assessment for bullying and harassment prevention programs; and (3) provide technical assistance to local educational agencies (LEAs) and schools in their efforts to thwart bullying and harassment. Requires LEAs to: (1) include clear prohibitions against bullying and harassment within their discipline policies; (2) establish and monitor performance indicators for incidents of bullying and harassment; and (3) establish grievance procedures students, parents, and educators can use to redress such conduct. Directs LEAs to notify parents, students, and educators annually on: (1) the bullying and harassment prohibited by their discipline policies, (2) the numbers and nature of bullying and harassment incidents for each of their schools, and (3) grievance procedures for redressing such conduct. Requires: (1) the Secretary of Education to conduct, and report on, an independent biennial evaluation of programs to combat bullying and harassment in elementary and secondary schools; and (2) the Commissioner for Education Statistics to collect data, that are subject to independent review, to determine the incidence and prevalence of bullying and harassment in elementary and secondary schools in this country.

Traditional Cigar Manufacturing and Small Business Jobs Preservation Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to exempt traditional large and premium cigars from regulation by the Food and Drug Administration (FDA) and from user fees assessed on tobacco products by the FDA.

Strengthen and Unite Communities with Civics Education and English Development Act of 2011 - Amends the Adult Education and Family Literacy Act (the Act) to allow state leadership activities grants to be used to provide technical assistance to faith and community-based organizations desiring grants under the Act. Directs the National Institute for Literacy to: (1) disseminate information regarding integrated English literacy, U.S. history, and civics education programs; and (2) study the effectiveness of distance learning or self-study programs for English language learners. Makes integrated English literacy, U.S. history, and civics education programs eligible for assistance under the Secretary of Education's national leadership activities program. Requires the Secretary to award grants to states for integrated English literacy, U.S. history, and civics education programs, with each state's grant amount tied to the size and growth of their recent immigrant population. Amends the Act and the Elementary and Secondary Education Act of 1965 to replace references to individuals of limited English proficiency with references to English language learners. Requires the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education and literacy, or include adult education if a center for adult literacy has already been established. Establishes the Presidential Award for Business Leadership in Promoting United States Citizenship to be awarded to companies and other organizations that make extraordinary efforts in assisting their employees and members to learn English and increase their understanding of U.S. history and civics. Renames the Office of Citizenship within U.S. Citizenship and Immigration Services of the Department of Homeland Security the Office of Citizenship and Immigrant Integration (the Office). Includes among its functions furthering the integration of immigrants into this country. Permits the Office to accept donations in support of its activities. Authorizes the Chief of the Office to provide grants to states to: (1) form State New American Councils to develop and implement comprehensive immigrant introduction plans and disseminate information pertaining to effective English acquisition and civics education programs; and (2) award subgrants, through such Councils, to local governments to assist them in integrating immigrants into communities pursuant to such plans. Establishes a New Citizens Award program authorizing the President to present a medal to up to 10 new citizens per year who make an outstanding contribution to this country.

Marine Corps Aviation Centennial Commemorative Coin Act - Directs the Secretary of the Treasury, during the one-year period beginning on January 1, 2015, to mint and issue up to 100,000 $10 coins emblematic of the warrior ethos of the U.S. Marine Corps. Requires all coin sales to include a $35 surcharge, and all surcharges received to be paid promptly to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Violence Against Women Health Initiative Act of 2011 - Amends the Public Health Service Act to reauthorize and revise a program to award grants to strengthen the response of state, tribal, territorial, or local health care systems to domestic violence, dating violence, sexual assault, and stalking, including by: (1) placing the program in the Office of Women's Health; (2) making victim services programs eligible for grants; (3) extending the grant period from two years to 36 months; and (4) including as a mandatory strategy under the grant that health information technology be used to improve documentation, identification, assessment, treatment, and follow-up care. Reauthorizes and revises a program to provide training to health care professionals on domestic violence, dating violence, sexual assault and stalking, including by: (1) placing the program in the Office of Women's Health; (2) including public health staff and allied health professionals in such program; (3) expanding the types of entities eligible for grants; (4) expanding the use of the grants to include developing training for psychology and social work students or providers; and (5) eliminating the matching requirement. Amends the Violence Against Women Act of 1994 to reauthorize and revise a research program on effective interventions in health care settings that prevent domestic violence, dating violence, and sexual assault and that prevent the health effects of such violence and improve the safety and health of individuals who are currently being victimized, including by requiring research on: (1) effective health care interventions to domestic and sexual violence and sexual coercion; (2) factors that increase resiliency for children exposed to dating violence, sexual assault, or stalking or individuals who have lifetime exposure to violence and abuse; and (3) effective interventions within community health centers and adolescent health settings.

Prevent the Reckless, Irresponsible, Needless Typography (PRINT) Act of 2011 - Revises requirements for printing the Congressional Record, specifying that it be made electronically available promptly as it is issued in daily form. Prohibits the Government Printing Office (GPO) from printing more than the minimum number of copies of the Record necessary for archival purposes. Requires the Public Printer to: (1) determine that minimum number of copies, and (2) ensure the most cost-effective printing of it. Requires GPO to make the Record publicly available on GPO's Web site in a format which enables it to be downloaded and printed by users. Repeals: (1) the authority of the Librarian of Congress to furnish a copy of the daily and bound Record to the Undersecretary of State for External Affairs of Canada in exchange for a copy of the Parliamentary Hansard, and (2) the Public Printer's requirement to honor the requisition. Repeals the authority of the Public Printer, under the direction of the Joint Committee, to sell: (1) subscriptions to the daily Record; and (2) current, individual numbers and bound sets of it.

Federal Law Enforcement Recruitment and Retention Act of 2011 - Directs the Attorney General and the Secretary of Homeland Security to: (1) establish a program within the Department of Justice (DOJ) and the Department of Homeland Security (DHS), respectively, to recruit individuals for authorized federal law enforcement and security positions in states that have experienced a high rate of homicides and other violent crimes; and (2) designate a federal coordinator of such program. Requires each coordinator to: (1) consult with the chief executive of, and with law enforcement agencies in, such states to determine how additional federal personnel can help; and (2) coordinate program implementation.

Medicare Access to Rehabilitation Services Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to repeal the cap on outpatient physical therapy, speech-language pathology, and occupational therapy services of the type furnished by a physician or as an incident to physicians' services.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. Revises the exception to the prohibition for a wage rate differential based on any other factor other than sex. Limits such factors to bona fide factors, such as education, training, or experience. States that the bona fide factor defense shall apply only if the employer demonstrates that such factor: (1) is not based upon or derived from a sex-based differential in compensation, (2) is job-related with respect to the position in question, and (3) is consistent with business necessity. Makes such defense inapplicable where the employee demonstrates that: (1) an alternative employment practice exists that would serve the same business purpose without producing such differential, and (2) the employer has refused to adopt such alternative practice. Revises the prohibition against employer retaliation for employee complaints. Prohibits retaliation for inquiring about, discussing, or disclosing the wages of the employee or another employee in response to a complaint or charge, or in furtherance of a sex discrimination investigation, proceeding, hearing, or action, or an investigation conducted by the employer. Makes employers who violate sex discrimination prohibitions liable in a civil action for either compensatory or (except for the federal government) punitive damages. States that any action brought to enforce the prohibition against sex discrimination may be maintained as a class action in which individuals may be joined as party plaintiffs without their written consent. Authorizes the Secretary of Labor (Secretary) to seek additional compensatory or punitive damages in a sex discrimination action. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretary and the Secretary of Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to conduct studies and provide information to employers, labor organizations, and the general public regarding the means available to eliminate pay disparities between men and women. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Amends the Civil Rights Act of 1964 to require the EEOC to collect from employers pay information data regarding the sex, race, and national origin of employees for use in the enforcement of federal laws prohibiting pay discrimination. Directs: (1) the Commissioner of Labor Statistics to continue to collect data on woman workers in the Current Employment Statistics survey, (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity, and (3) the Secretary to make accurate information on compensation discrimination readily available to the public. Directs the Secretary and the Commissioner [ sic ] of the EEOC jointly to develop technical assistance material to assist small businesses to comply with the requirements of this Act.

Consumer Privacy Protection Act of 2011 - Requires any entity that collects, sells, discloses for consideration, or uses personally identifiable information of more than 5,000 consumers during any consecutive 12-month period to: (1) provide consumers notice (meeting specified requirements) before using personally identifiable information for purposes unrelated to the transaction for which it was collected or upon a material change of the entity's privacy policy; and (2) establish a privacy policy (meeting specified requirements) with respect to the collection, sale, disclosure for consideration, dissemination, use, and security of consumers' personally identifiable information. Authorizes the Federal Trade Commission (FTC) to facilitate the development of harmonized, universal wording or logo-based graphics to convey the contents of privacy policy statements. Requires each such entity to: (1) provide a consumer with the opportunity to prevent for up to five years the sale or disclosure for consideration, to any covered entity that is not an information-sharing affiliate of the entity, of the consumer's personally identifiable information that may be used for a purpose other than a transaction with such consumer; (2) give notice of any additional opportunities to limit such entity's practices with respect to collection or use of personally identifiable information; and (3) implement an information security policy that is applicable to the information security practices and treatment of personally identifiable information maintained by such entity and that is designed to prevent the unauthorized disclosure or release of such information. Sets forth provisions concerning compliance with, approval of, and requirements of a self-regulatory program that provides protections for consumers and their personally identifiable information that are equal to or greater than protections provided under this Act.

Great Ape Protection and Cost Savings Act of 2011 - Prohibits: (1) conducting invasive research on great apes; (2) possessing, maintaining, or housing a great ape for the purpose of conducting invasive research; (3) using federal funds to conduct such research on a great ape or to support an entity conducting or facilitating invasive research on a great ape either within or outside of the United States; (4) knowingly breeding a great ape for the purpose of conducting or facilitating such research; (5) transporting, moving, delivering receiving, leasing, renting, donating, purchasing, selling, or borrowing a great ape in interstate or foreign commerce for conducting or facilitating such research; and (6) transferring federal ownership of a great ape to a non-federal entity unless the entity is a suitable sanctuary. Defines "great ape" as any chimpanzee, bonobo, gorilla, orangutan, or gibbon. Defines "invasive research" as research that may cause death, injury, pain, distress, fear, or trauma to great apes, including drug testing or exposure to a substance or isolation, social deprivation, or other experimental manipulations that may be detrimental to the ape's health or psychological well-being. Requires the Secretary of Health and Human Services (HHS) to effectuate the permanent retirement of all great apes that are owned by the federal government and that are being maintained in any facility for the purpose of breeding for, holding for, or conducting invasive research. Sets forth civil penalties for violations of this Act. Establishes in the Treasury the Great Ape Sanctuary System Fund to be administered by the Secretary for construction, renovation, and operation of the sanctuary system for surplus chimpanzees.

Radiation Exposure Compensation Act Amendments of 2011 - Amends the Radiation Exposure Compensation Act to extend the Radiation Exposure Compensation Trust Fund until 19 years after enactment of this Act. Prescribes additional periods of required presence in an affected area during atmospheric nuclear testing for individuals filing leukemia or specified disease claims. Increases the amount of compensation an individual filing a claim may receive to $150,000. Expands "affected area" to include Colorado, Idaho, Montana, and New Mexico, as well as any county in Arizona, Nevada, or Utah. Extends to December 31, 1990, the period during which an individual employed at any time in a uranium mine or uranium mill is made eligible to receive compensation for a disease claim due to radiation exposure. Makes a core driller eligible to receive compensation upon filing of a disease claim. Makes miners, core drillers, and ore transporters who suffer renal cancer or any other chronic renal disease, including nephritis and kidney tubal tissue injury, eligible for compensation due to exposure to radiation while on the job. Requires the Attorney General to accept written affidavits meeting specified requirements regarding employment history, physical presence in an affected area, or participation at a nuclear testing site in determining the eligibility of claimants. Extends until 19 years after enactment of this Act the statute of limitations for the filing of such claims. Increases from 2% to 10% of the payment received by a claimant the maximum amount of attorneys fees that can be charged for the filing of an initial claim. Directs the Secretary of Health and Human Services (HHS), through the National Institute of Environmental Health Services, to establish a program of grants to institutions of higher education to study the epidemiological impacts of uranium mining and milling among non-occupationally exposed individuals, including family members of uranium miners and millers. Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to include as a member of the Special Exposure Cohort entitled to compensation with respect to chronic beryllium disease under the Energy Employees Occupational Illness Compensation Program any Department of Energy (DOE) employee or contractor who contracted cancer after beginning employment between January 1, 1942, and December 31, 1990, in a uranium mine or mill located in Colorado, New Mexico, Arizona, Wyoming, South Dakota, Washington, Utah, Idaho, North Dakota, Oregon, Texas, or any other state the Attorney General includes.

Authorizes the admission of an alien as an immigrant to the Commonwealth of the Northern Mariana Islands (Commonwealth) who is admissible to the United States, resided in the Commonwealth on November 28, 2009, and continues to so reside on the date of enactment of this Act, if such alien: (1) was born in the Commonwealth between January 1, 1974, and January 9, 1978; (2) was, on May 8, 2008, a Commonwealth permanent resident; (3) is the spouse or child of an alien described in clause 1 or clause 2 above; or (4) was on May 8, 2008, and continues to be, an immediate relative of a U.S. citizen (not withstanding the citizen's age). Prohibits, unless otherwise authorized, such alien from traveling to, or residing in, any part of the United States other than the Commonwealth. Authorizes such an alien (other than an immediate relative) to apply for an immigrant visa or to adjust his or her status to that of an alien lawfully admitted for permanent residence on or after January 1, 2015, and before January 1, 2016. Reduces the number of diversity immigrants for each such immigrant visa or permanent resident status granted.

Honor Our Fallen Heroes Act - Appropriates amounts to the Secretary of Defense (DOD) and the Secretary of Homeland Security (DHS) during a funding gap impacting the Armed Forces to allow for the timely payment of death gratuities under specified code provisions addressing death benefits for deceased military personnel. Defines "funding gap" as any period during FY2011 for which interim or full-year appropriations (other than as provided by this Act) for the personnel accounts of the Armed Forces for that fiscal year have not been enacted.

Expresses support for: (1) the designation of Mental Health Month; and (2) the finding of the President's Commission on Mental Health that recovery from mental illness is a real possibility and steps can be taken to improve the lives of those living with mental illnesses, which will benefit American families, communities, schools, and workplaces. Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

Southeast Alaska Native Land Entitlement Finalization and Jobs Protection Act - Authorizes Sealaska, the regional Alaska Native Corporation for southeast Alaska, subject to certain conditions and restrictions, to select and receive conveyance of its remaining land entitlement under the Alaska Native Claims Settlement Act (ANCSA) from federal land in southeast Alaska that is outside the areas for selection delineated by the ANCSA. Includes in these lands certain sites: (1) identified on specified maps as having traditional and recreational use value; and (2) identified by Sealaska as having sacred, cultural, traditional, or historic significance. Prohibits Sealaska from selecting: (1) sacred, cultural, traditional, or historic sites that are within the National Park System; or (2) land from the mapped sites, other than trade and migration route land, that lies within a conservation system unit, federally designated wilderness area, or certain land use designation areas. Authorizes the Director of the National Park Service to enter into a cooperative management agreement with Sealaska, other Village Corporations and Urban Corporations, and federally recognized Indian tribes with cultural and historical ties to Glacier Bay National Park to recognize and perpetuate National Park Service values, including those associated with the Tlingit homeland and culture, wilderness, and ecological preservation.

Lung Cancer Mortality Reduction Act of 2011 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to implement a comprehensive program to achieve a 50% reduction in the mortality rate of lung cancer by 2020. Requires the program to include initiatives throughout HHS, including: (1) a strategic review and prioritization by the National Cancer Institute of research grants; (2) the establishment by the Food and Drug Administration (FDA) of quality standards and guidelines for facilities that conduct computed tomography screening for lung cancer; and (3) the provision of funds to the Centers for Disease Control and Prevention (CDC) to establish a Lung Cancer Early Detection Program that provides low-income, uninsured, and underserved populations that are at high risk for lung cancer access to early detection services. Requires the Secretary of Defense (DOD) and the Secretary of Veterans Affairs (VA) to coordinate with the Secretary of HHS in implementing this Act and implementing coordinated care programs for military personnel and veterans diagnosed with lung cancer. Requires the Secretary of HHS to establish: (1) the Lung Cancer Computed Tomography Screening and Treatment Demonstration Project; and (2) the Lung Cancer Advisory Board to monitor the programs established under this Act.

Puerto Rico Medicare Part B Equity Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act with respect to the enrollment of residents of Puerto Rico under part B (Supplementary Medical Insurance) to: (1) extend to three years the initial enrollment period; and (2) limit the Medicare part B late enrollment penalty. Directs the Administrator of Social Security to implement a plan to: (1) better inform individuals residing in Puerto Rico who are potential beneficiaries under Medicare part B about their eligibility to enroll and of the consequences of late enrollment; and (2) facilitate the enrollment of those desiring to so enroll.

United States Postal Service Pension Obligation Recalculation and Restoration Act of 2011 - Prescribes the "average pay" and the appropriate percentage thereof to be used in determining annuities for civilian employment with the United States Postal Service (USPS) for purposes of provisions relating to future benefits attributable to such employment in order to calculate the amount of any USPS surplus or supplemental liability under the Civil Service Retirement System. Requires the Office of Personnel Management (OPM): (1) within six months after enactment of this Act, to determine (or, if applicable, redetermine) the amount of such surplus or liability as of the close of the most recently ending fiscal year using the methodology required under this Act; and (2) if the result is a surplus, to transfer the surplus amount to the Postal Service Retiree Health Benefits Fund within 15 days after the determination of a surplus. Provides for an alternate determination of an USPS surplus or supplemental liability for FY2016-FY2020. Requires transfer of certain surplus postal retirement contributions in FY2011 to the Postal Service Retiree Health Benefits Fund or the Employees' Compensation Fund under the Federal Employees' Compensation Act (FECA). Expresses the intent of Congress that this Act shall apply to allocations of past, present, and future benefit liabilities between the USPS and the Treasury.

Recognizes Salem, Massachusetts, the site of the first muster of a militia regiment in 1637 in what became the United States, as the Birthplace of the National Guard of the United States.

Social Security Fairness Act of 2011 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal the government pension offset requirement applicable to and reducing husband's and wife's insurance benefits, widow's and widower's insurance benefits, and divorced mother's and divorced father's insurance benefits with respect to federal, state, or local government employees who receive a government pension and did not pay Social Security taxes during their years of government service, and so did not earn entitlement to Social Security benefits for those years. Repeals also the windfall elimination requirement with respect to computation of an individual's primary insurance amount under which OASDI retirement or disability benefits are reduced if the individual receives a federal, state, or local government pension, did not pay Social Security taxes during the years of government service, and so did not earn entitlement to Social Security benefits for those years.

Reserve Retirement Deployment Credit Correction Act - Removes the requirement that days of active duty or active service used to reduce the minimum age at which a member of the reserves may retire for non-regular (reserve) service must occur in the same fiscal year.

World War II Merchant Mariner Service Act - Directs the Secretary of Homeland Security (DHS) to consider certain methods for verifying that an individual performed honorable service as a member of the merchant marine during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such methods to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, or other official employment records. Requires the Secretary to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for the merchant marine or discharge therefrom, when determining whether to recognize service allegedly performed during such period.

Calls on Egypt to: (1) bring about the safe return of U.S. citizens Noor and Ramsay Bower to their father, Colin Bower, in the United States; and (2) stop using its security forces in aiding the continued unlawful retention of Noor and Ramsay Bower. Urges Egypt and all other nations to join and fully participate in the Hague Convention on the Civil Aspects of International Child Abduction and to establish procedures to address the tragedy of child abductions. Expresses the sense of the House of Representatives that the United States should: (1) urge other nations like Egypt to become parties to the Hague Convention on the Civil Aspects of International Child Abduction, (2) take measures to ensure that Hague Convention partners and countries that are not Convention partners return abducted children to the United States, and (3) pursue criminal extradition of abducting parents where resolution of the abduction is not otherwise obtainable.

National Women's History Museum Act of 2011 - Directs the Administrator of General Services (GSA) to convey, by quitclaim deed, to the National Women's History Museum, Inc. (the Museum) specified property in the District of Columbia, on terms which the Administrator deems appropriate. Requires the purchase price for the property to be: (1) its market value based on its highest and best use, as determined by an independent appraisal; and (2) paid into the Federal Buildings Fund. Requires the property to be dedicated for use as a site for a national women's history museum for a 99-year period. Provides for the reversion of the property to the United States without any obligation for repayment of any amount of the purchase price if: (1) it is not used as a site for a national women's history museum during the 99-year period, and (2) the Museum has not commenced construction of a museum facility on such property in a 5-year period other than for reasons beyond the Museum's control.

Native Hawaiian Government Reorganization Act of 2011 - Establishes the U.S. Office for Native Hawaiian Relations within the Office of the Secretary of the Interior. Establishes the Native Hawaiian Interagency Coordinating Group. Recognizes the right of the qualified Native Hawaiian constituents to reorganize the single Native Hawaiian governing entity to provide for their common welfare and to adopt appropriate organic governing documents. Establishes a Commission to: (1) prepare and maintain a roll of such constituents, and (2) certify that individuals on the roll meet the definition of qualified Native Hawaiian. Outlines the process for the reorganization, which includes forming a Native Hawaiian Interim Governing Council. Reaffirms the special political and legal relationship between the United States and the Native Hawaiian people upon the Secretary's approval of the organic governing documents and the installation of officers elected to the Native Hawaiian governing entity. Extends federal recognition to the governing entity as the representative sovereign governing body of the Native Hawaiian people. Authorizes the United States, upon the reaffirmation of such political and legal relationship, together with the state of Hawaii, to enter into negotiations with the governing entity for an agreement addressing matters that include: (1) land, natural resource, and asset transfers; (2) governing powers and responsibilities; and (3) grievances. Prohibits Native Hawaiians or their governing entity from conducting gaming activities as a matter of claimed inherent authority or under the authority of federal law.

Supports the goals and ideals of National Tsunami Awareness Week. Encourages the staff of the National Oceanic and Atmospheric Administration (NOAA), especially the National Weather Service, the Pacific Tsunami Warning Center, the West Coast/Alaska Tsunami Warning Center, and other appropriate federal agencies, to continue their work in educating people in the United States about tsunami preparedness. Endorses the efforts of the National Tsunami Hazard Mitigation Program to assess tsunami threats, prepare community response, issue timely warnings, and mitigate damage.

Access to Professional Health Insurance Advisors Act of 2011 - Amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative cost calculations for purposes of calculating the medical-loss ratio of a health insurance plan. Defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under the laws of the particular state to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance. Requires the Secretary of Health and Human Services (HHS), when a state requests an adjustment of a medical-loss ratio, to defer to the state's findings and determinations as to whether enforcing the required medical-loss ratio may destabilize the individual or small group markets for health insurance.

Marine Debris Act Reauthorization Amendments of 2011 - Reauthorizes appropriations through FY2016 for, and revises provisions of, the Marine Debris Research, Prevention, and Reduction Act. Replaces provisions establishing within the National Oceanic and Atmospheric Administration (NOAA) the Marine Debris Prevention and Removal Program with provisions establishing the Marine Debris Program. Revises provisions governing such Program, including by requiring the Administrator of NOAA to: (1) investigate, identify sources of, assess, reduce, remove, and prevent the occurrence of marine debris and to address and prevent adverse impacts of such debris on the marine environment, navigation safety, and the economy; (2) address land-based sources of marine debris, develop fishing gear modifications or alternatives to conventional fishing gear posing a threat to the marine environment, and develop effective nonregulatory measures and incentives to cooperatively reduce the volume of lost and discarded fishing gear and to aid in its recovery; (3) undertake national and regional coordination to assist states, Indian tribes, and regional organizations to address marine debris issues that are particular to their areas; (4) develop tools and products to improve efforts to address marine debris and make them available to researchers, the marine debris community, and the general public; and (5) lead the development and implementation of a strategy to promote international action to reduce the incidence of marine debris. Requires the Administrator to host a Global Marine Debris Coordination Conference in 2015 and at least every four years thereafter. Defines "marine debris" to mean any man-made object that: (1) intentionally or unintentionally, is discarded, disposed of, or abandoned; and (2) enters the coastal or marine environment directly from a vessel, a facility, or shore or indirectly, by being carried via a river, stream, or storm drain or by other means.

Stop Trading on Congressional Knowledge Act - Amends the Securities Exchange Act of 1934 and the Commodity Exchange Act to direct both the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to prohibit purchase or sale of either securities, security-based swaps, or commodities for future delivery or swap by a person in possession of material nonpublic information regarding pending or prospective legislative action if the information was obtained: (1) knowingly from a Member or employee of Congress, (2) by reason of being a Member or employee of Congress, or (3) from other federal employees and derived from their federal employment. Amends the Code of Official Conduct of the Rules of the House of Representatives to prohibit any Member, officer, or employee of the House from disclosing material nonpublic information relating to any pending or prospective legislative action relating to any publicly-traded company or to any commodity if such person has reason to believe that the information will be used to buy or sell the securities of that publicly traded company or that commodity for future delivery based on such information. Directs both the Committee on Agriculture and the Committee on Financial Services of the House of Representatives to hold hearings on the implementation by the CFTC and the SEC of such financial transaction prohibitions. Amends the Ethics in Government Act of 1978 to require formal disclosure of certain securities and commodities futures transactions to either the Clerk of the House of Representatives or the Secretary of the Senate. Amends the Lobbying Disclosure Act of 1995 to subject to its registration, reporting, and disclosure requirements, as well as requirements for identification of clients and covered legislative and executive officials, all political intelligence activities, contacts, firms, and consultants. Requires the Comptroller General to include political intelligence activities, contacts, firms, and consultants in its annual compliance audits and reports.

Fairness for the U.S. Territories Under STELA Act - Amends the Satellite Television Extension and Localism Act of 2010 (STELA) to include the U.S. territories of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands as separate designated market areas for the purposes of specified statutory copyright licensing provisions related to low power television stations. Subjects to such licensing requirements certain secondary transmissions of a performance or display of a work embodied in a primary transmission of a television broadcast station if the secondary transmission is of the primary transmission of a television broadcast station that: (1) qualifies as a specialty station pursuant to Federal Communications Commission (FCC) rules and regulations in effect on June 24, 1981; and (2) is licensed as a low power television station located in such territories, to a subscriber residing within the same territory as the station originating the transmission.

Holocaust Rail Justice Act - Grants U.S. district courts original jurisdiction over any civil action for damages for personal injury or death that: (1) arose from the deportation of persons to Nazi concentration camps between January 1, 1942, and December 31, 1944; and (2) is brought by or on behalf of such person against a railroad that owned or operated the trains on which the persons were deported and that was organized as a separate legal entity. Declares that: (1) no law limiting the jurisdiction of the U.S. courts shall preclude any such action; and (2) no such action shall be barred because a statute of limitations has expired. Makes this Act applicable to any action pending on or commenced after January 1, 2002. Directs the Secretary of State to report to Congress on the extent to which the public has access to records, including archived information, with respect to the deportation of such persons to Nazi concentration camps on such trains.

Suzanne Gonzales Suicide Prevention Act of 2011 - Amends the federal criminal code to prohibit the use of any facility of interstate or foreign commerce to teach a person how to commit suicide, or to provide such person with material support or resources in committing suicide, knowing such person is likely to use such assistance to commit suicide. Imposes a fine and/or prison term of not more than five years for violations. Increases the prison term to any number of years or life if a violation results in a death.

Respect for Rights of Conscience Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to permit a health plan to decline coverage of specific items and services that are contrary to the religious beliefs of the sponsor, issuer, or other entity offering the plan or the purchaser or beneficiary (in the case of individual coverage) without penalty. Declares that such plans are still considered to: (1) be providing the essential health benefits package or preventive health services, (2) be a qualified health plan, and (3) have fulfilled other requirements under PPACA. Declares that nothing in PPACA shall be construed to authorize a health plan to require a provider to provide, participate in, or refer for a specific item or service contrary to the provider's religious beliefs or moral convictions. Prohibits a health plan from being considered to have failed to provide timely or other access to items or services or to fulfill any other requirement under PPACA because it has respected the rights of conscience of such a provider. Prohibits an American Health Benefit Exchange (a state health insurance exchange) or other official or entity acting in a governmental capacity in the course of implementing PPACA from discriminating against a health plan, plan sponsor, health care provider, or other person because of an unwillingness to provide coverage of, participate in, or refer for, specific items or services. Creates a private cause of action for the protection of individual rights created under this Act. Authorizes any person or entity to assert a violation of this Act as a claim or defense in a judicial proceeding. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints of discrimination based on this Act. Makes this Act effective as if it were included in PPACA.

Rota Cultural and Natural Resources Study Act - Directs the Secretary of the Interior to study the suitability and feasibility of designating prehistoric, historic, and limestone forest sites on the island of Rota, Commonwealth of the Northern Mariana Islands, as a unit of the National Park System and to consider management alternatives for Rota.
