American Memorial Park Tinian Annex Act - Directs the Secretary of the Interior to develop an annex in Tinian, Commonwealth of the Northern Mariana Islands, as an extension of the American Memorial Park on the island of Saipan. Requires the annex to be used to interpret the important aspects of the North Field Tinian by highlighting the historic events related to the Mariana Islands Campaign during World War II and to serve as a curatorial storage of artifacts of World War II.

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2011, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on October 1, 2011, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve and Retired Reserve.

Dorothy I. Height and Whitney M. Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services (HHS) to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment for, and retention, research, and reinvestment in, the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, translating social work research to practice, and social work safety; and (2) state-level social work licensure policies and reciprocity agreements for providing services across state lines. Requires such study to assess the professional capacity of the social work workforce to serve and respond successfully to the increasing biopsychosocial needs of individuals, groups, and communities in certain areas, including aging and child welfare. Terminates the Commission 30 days after it submits such report within 18 months of its first meeting. Authorizes the Secretary to award: (1) workplace improvement grants to eligible entities and individuals to address workplace concerns for the social work profession, including caseloads, compensation, social work safety, supervision, and working conditions; and (2) research grants, education and training grants, and community-based programs of excellence grants. Directs the Secretary to: (1) contract with a national social work entity to serve as a coordinating center and clearinghouse for information on activities funded under the grants, and (2) develop a multi-media outreach campaign and issue public service announcements that advertise and promote the social work profession.

Full-Service Community Schools Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to: (1) consortia composed of one or more local educational agencies (LEAs) and one or more community-based, nonprofit, or other public or private entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support the development of full-service community school programs. Requires such schools to: (1) participate in community-based efforts to coordinate and integrate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide access to such services to students, families, and the community. Gives local grant priority to consortia that: (1) will serve at least one full-service community school eligible for a schoolwide program under the Act, or include an LEA serving only small or rural schools; and (2) will be connected to a consortium comprising a broad representation of stakeholders or one that has a history of effectiveness. Establishes a Full-Service Community Schools Advisory Committee.

Tsunami Forecasting and Warning Improvement Act of 2011 - Amends the Tsunami Warning and Education Act to direct the Administrator of the National Oceanic and Atmospheric Administration (NOAA), through the National Weather Service, to establish or maintain a Caribbean Tsunami Warning Center in Puerto Rico.

Transitioning With an Improved Credential Program Act or TWIC Program Act - Declares that a valid Transportation Worker Identification Credential (TWIC) issued before enactment of this Act to a person requiring unescorted access to secure areas of vessels, facilities, and Outer Continental Shelf facilities shall not expire before the earlier of: (1) the deadline for full implementation of a final rule issued by the Secretary of Homeland Security (DHS) for electronic readers designed to work with TWICs as an access control and security measure; or (2) December 31, 2014. Declares that this Act shall not be construed to affect the Secretary's authority to revoke a TWIC because: (1) a TWIC holder is not qualified to hold it; or (2) the credential is lost, damaged, or stolen.

Expresses deepest condolences to the victims' families. Applauds the commitments of support and humanitarian efforts by the international community, relief agencies, and private citizens. Reaffirms the longstanding friendship between the United States and Japan. Pledges full support and solidarity with the people of Japan and all others affected by this tragedy as they struggle to rebuild their lives. Urges the U.S. government to continue to provide assistance to Japan and damaged U.S. communities during their recovery and reconstruction efforts.

Federal Firefighters Fairness Act of 2011- Provides that: (1) specified diseases, including heart disease, lung disease, tuberculosis, hepatitis, human immunodeficiency virus, and specified cancers, of federal employees in fire protection activities shall be presumed to be proximately caused by such employment if the employee is diagnosed with the disease within 10 years of the last active date of employment in fire protection activities; (2) the disability or death of such an employee due to such a disease shall be presumed to result from personal injury sustained while in the performance of duty; and (3) such presumptions may be rebutted by a preponderance of the evidence. Defines an "employee in fire protection activities" as a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker, who: (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishment of fires or response to emergency situations where life, property, or the environment is at risk; and (4) performs such activities as a primary responsibility of his or her job. Directs the National Institute of Occupational Safety and Health in the Centers for Disease Control and Prevention (CDC) to examine the implementation of this Act and appropriate scientific and medical data related to the health risks associated with firefighting and to report to Congress on: (1) an analysis of the injury claims made under this Act; (2) an analysis of the available research related to the health risks associated with firefighting; and (3) recommendations for any administrative or legislative actions necessary to ensure that those diseases most associated with firefighting are included in the presumption created by this Act.

Fitness Integrated with Teaching Kids Act or FIT Kids Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to require annual state and local educational agency report cards to include specified information on school health and physical education programs. Includes the promotion of healthy, active lifestyles by students within ESEA grant programs that support school counseling, smaller learning communities, community learning centers, and parental involvement in their childrens' education. Revises the professional development program for teachers and principals to include training for physical and health education teachers, and training on improving students' health habits and participation in physical activities. Directs the Secretary of Education to contract with the National Academy of Sciences (NAS) for a study that: (1) assesses the effect health and physical education have on students' ability to learn; and (2) makes recommendations for improving, and measuring improvements to, their health and physical education in schools.

Honor the Written Intent of our Soldier Heroes Act or Honor the WISH Act - Includes, as a person authorized to direct disposition of the remains of a member of the Armed Forces who dies while on active duty, the person identified by the decedent on the record of emergency data maintained by the Secretary of the military department concerned as the Person Authorized to Direct Disposition, regardless of the relationship of the designee to the decedent.

Medicaid Coverage for Citizens of Freely Associated States Act of 2011 - Amends the Personal Responsibility and Work Opportunity Act of 1996 to permit coverage under title XIX (Medicaid) of the Social Security Act for citizens of the Freely Associated States lawfully residing in the United States under the Compacts of Free Association between the United States Government and the Governments of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Permits Medicaid coverage also to lawful residents, in accordance with such Compacts, but only at the option of the governor, of Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, or American Samoa. Exempts such citizens from the five-year limited eligibility of qualified aliens for federal means-tested public benefits with respect to Medicaid benefits.

Buffalo Soldiers in the National Parks Study Act - Directs the Secretary of the Interior to study alternatives for the commemoration and interpretation of the role of the Buffalo Soldiers (African-American troops who, in the late 19th century and early 20th century, came to be known as the Buffalo Soldiers) in the early years of the National Parks, which shall include an evaluation of the suitability and feasibility of establishing a national historic trail commemorating the route traveled by the Buffalo Soldiers from their post in the Presidio in San Francisco to the Sequoia and Yosemite National Parks and to any other National Parks where they may have served.

Honors as a veteran any person entitled to retired pay for nonregular (reserve) service or, but for age, would be so entitled. Provides that such person shall not be entitled to any benefit by reason of such recognition.

Student Non-Discrimination Act of 2011 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Authorizes space-available travel on military aircraft, on the same basis as active-duty members, for members of the reserves. Authorizes such travel, on the same basis as members entitled to retired pay, for: (1) a former member of the reserves who is entitled to retired pay but for attaining the required age (generally, 60); and (2) unremarried surviving spouses of such members or former members. Authorizes such travel for dependents of such members or former members, if accompanying the member.

Amends the Energy Policy Act of 2005 to: (1) require the Administrator of the Environmental Protection Agency (EPA) to allocate to each qualified state an amount equal to 1/56 (currently 1/53) of the funds made available for that fiscal year for distribution to states under the grant and loan program for diesel emission reductions; (2) revoke the requirement that Guam, the United States Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands shall collectively receive an allocation equal to 1/53 of the funds made available for states under such program; and (3) authorize funds that are not claimed by a grantee or loan recipient under such program to be reallocated to such territories.

Directs the Secretary of Defense (DOD) to ensure that whenever the official flags of all 50 states are displayed by the Armed Forces, such display shall include the flags of the District of Columbia, Commonwealth of Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, and Commonwealth of the Northern Mariana Islands.

Preservation of Antibiotics for Medical Treatment Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to require the Secretary of Health and Human Services (HHS) to deny an application for a new animal drug that is a critical antimicrobial animal drug unless the applicant demonstrates that there is a reasonably certainty of no harm to human health due to the development of antimicrobial resistance attributable to the nontherapeutic use of the drug. Defines "critical antimicrobial animal drug" as a drug intended for use in food-producing animals that contains specified antibiotics or other drugs used in humans to treat or prevent disease or infection caused by microorganisms. Requires the Secretary to withdraw approval of a nontherapeutic use of such drugs in food-producing animals two years after the date of enactment of this Act unless certain safety requirements are met. Directs specified congressional committees to hold hearings on the implementation of such a withdrawal of approval.

Embedded Mental Health Providers for Reserves Act of 2011 - Directs the Secretary of the military department concerned to provide to each reserve member performing inactive-duty training during scheduled unit training assemblies access to mental health assessments with a licensed mental health professional, who shall be available for referrals during duty hours at the principal duty location of the member's unit. Requires all mental health services provided to be subject to and comply with applicable federal privacy and security rules. Requires each reserve member participating in annual training or individual duty training to have access, during such participation, to specified behavioral health support programs, including: (1) suicide prevention and post-suicide response, and (2) psychological health programs.

Veterans Pensions Protection Act of 2011 - Excludes from annual income, for purposes of eligibility for pensions for veterans and their surviving spouses and children, reimbursements resulting from: (1) any accident; (2) any theft or loss; (3) any casualty loss; (4) medical expenses resulting from any such accident, theft, or loss; and (5) pain and suffering (including insurance settlement payments and general damages awarded by a court) related to such accident, theft, or loss.

Fallen Heroes Flag Act of 2011 - Allows the Representative of the immediate family of a deceased fire fighter, law enforcement officer, emergency technician, or other rescue worker who died in the line of duty to provide the family, at their request, with a Capitol-flown flag, together with a certificate, signed by the Speaker of the House of Representatives and the Representative providing the flag, which contains an expression of sympathy for the family.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the U.S. Marshals Service National Museum for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of one-third of the remainder each to the National Center for Missing and Exploited Children, the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial, and to the Federal Law Enforcement Officers Association Foundation. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Teaching Geography is Fundamental Act - Amends the Higher Education Act of 1965 to establish a geography education grant program under title II (Teacher Quality Enhancement). Authorizes the Secretary of Education to award a grant to a national nonprofit educational organization or consortium, with 75% to be used for matching subgrants to institutions of higher education associated with state geographic alliances, nonprofit educational organizations, or state or local educational agencies. Requires program participants to use their grants and subgrants to enhance the geographic literacy of students in kindergarten through grade 12 by supporting specified activities, including: (1) educational research; (2) teacher training; (3) the development of effective teaching tools and learning materials; (4) the application of rigorous academic standards and assessment techniques; (5) comparative studies of world cultures, economies, and environments; and (6) the exchange of information regarding the state of geographic literacy and strategies for its improvement.

Teacher Exchange Act of 2011 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to authorize states to use their grant under part A (Teacher and Principal Training and Recruiting Fund) of title II of the ESEA to carry out a teacher exchange sending highly qualified teachers with at least three years of teaching experience to another state in a different region for a school year. Requires: (1) at least one of the states involved in an exchange to serve a high-need local educational agency (LEA), or (2) the states to be exchanging teachers in subjects that have a high need for qualified teachers. Requires states to maintain the employment terms of teachers participating in the exchange, cover their expenses, and provide them with training. Requires the teachers to return to their state following their participation in the exchange. Authorizes LEAs to use their subgrant under part A of title II of the ESEA to carry out a teacher exchange (regardless of whether or not their states are participating in the exchange) sending highly qualified teachers with at least three years of teaching experience to another LEA in a different region for a school year. Requires: (1) at least one of the LEAs involved in an exchange to be a high-need LEA, or (2) the LEAs to be exchanging teachers in subjects that have a high need for qualified teachers. Requires LEAs to maintain the employment terms of teachers participating in the exchange, cover their expenses, and provide them with training. Requires the teachers to return to their LEA following their participation in the exchange.

Supreme Court Transparency and Disclosure Act of 2011 - Applies to Supreme Court justices the same code of conduct that applies to U.S. circuit and district judges. Directs the U.S. Judicial Conference to establish procedures under which complaints alleging that a justice violated such code of conduct may be filed with and investigated by the Conference. Requires a justice to publicly disclose the reasons for: (1) disqualifying himself or herself, under specified provisions of the federal judicial code, from any case in which his or her impartiality might reasonably be questioned; or (2) denying a party's motion for such disqualification. Directs the Conference to establish a process in which other justices or federal judges decide whether a justice should be disqualified when a party who is denied such a motion seeks further review.

Veteran Employment Transition Act of 2011- Amends the Internal Revenue Code to revise the definition of "qualified veteran" for purposes of the work opportunity tax credit to mean recently discharged veterans and any veteran receiving specified benefits. Defines "recently discharged veteran" to mean: (1) any individual who has served on active duty (other than active duty for training) in the Armed Forces for more than 180 consecutive days, (2) any individual who has been discharged or released from active duty for a service-connected disability, and (3) any member of the National Guard who has served for more than 180 consecutive days in active duty, full-time National Guard duty, or duty in state status. Defines "veteran receiving specified benefits" as any veteran who is certified as being a member of a family receiving assistance under a supplemental nutrition assistance program and is entitled to compensation for a service-connected disability. Requires the Department of Defense (DOD) and the National Guard to inform military personnel who are discharged or released from active duty of the work opportunity tax credit and provide them with documentation relating to eligibility for and use of such credit.

Amends the Internal Revenue Code with respect to the charitable tax deduction for contributions of qualified vehicles (i.e., highway motor vehicles, boats, or airplanes) to: (1) set forth revised acknowledgment requirements for vehicles valued at $2,500 or less and vehicles valued at more than $2,500; and (2) revise the penalty for submitting a fraudulent acknowledgment.

Condemns the government of Iran for its state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Calls on the government of Iran to release seven specified imprisoned Baha'i leaders and all other prisoners held on account of their religion, including: Mrs. Fariba Kamalabadi, Mr. Jamaloddin Khanjani, Mr. Afif Naeimi, Mr. Saeid Rezaie, Mr. Behrouz Tavakkoli, Mrs. Mahvash Sabet, Mr. Vahid Tizfahm, Ms. Raha Sabet, and Mr. Navid Khanjani. Calls on the President and Secretary of State, in cooperation with the international community, to condemn Iran's continued violation of human rights and demand the release of prisoners held on account of their religion, including the above-named individuals. Urges the President and Secretary to utilize all available measures, such as those available under the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 and Executive Order 13553, to sanction Iranian government officials and other individuals directly responsible for human rights violations in Iran, including against the Baha'i community.

Amends title XVIII (Medicare) of the Social Security Act to treat as a physician, for Medicare purposes, a clinical psychologist acting within the scope of a psychologist's license (or other state law authorization), but only with respect to the furnishing of clinical psychologists services which the psychologist is legally authorized to perform by the state.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Medicare VA Reimbursement Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS), in cooperation with the Secretary of Veterans Affairs (VA), to establish a Medicare VA reimbursement program under which the HHS Secretary shall reimburse the VA Secretary, from the Medicare trust funds, for any item or service: (1) furnished to a Medicare-eligible veteran by a VA medical facility for the treatment of a non-service-connected condition; and (2) covered by Medicare or determined to be medically necessary by the VA Secretary. Requires the HHS Secretary to enter a memorandum of understanding with the VA Secretary concerning administration of the program. Specifies required conditions in the memorandum. Directs the Comptroller General to report to Congress on the program every three years. Declares the sense of Congress that the amount of funds appropriated to the VA for medical care in any fiscal year should not be reduced as a result of the implementation of the Medicare VA reimbursement program.

Agent Orange Equity Act of 2011 - Includes as part of the Republic of Vietnam, for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam, such Republic's inland waterways, ports, harbors, waters offshore, and airspace. Includes as veterans eligible for such presumption those who: (1) served on Johnston Island during the period beginning on April 1, 1972, and ending on September 30, 1977; or (2) received the Vietnam Service Medal or the Vietnam Campaign Medal.

Directs the Secretary of Veterans Affairs (VA) to ensure that the Women Veterans Bill of Rights is displayed prominently in each VA facility and distributed widely to such veterans. Enumerates health care rights to be included in the Bill of Rights, including the right to: (1) coordinated, comprehensive, primary women's health care at every VA medical facility; (2) treatment by clinicians with specific training and experience in women's health issues; and (3) gender equity in access to and the provision of clinical health care services.

Fair Access to Credit Scores Act of 2011 - Amends the Fair Credit Reporting Act to require consumer reporting agencies to disclose any information in the consumer's file concerning credit scores or other related risk scores or predictors when the consumer requests a free annual disclosure (credit report). Requires all consumer reporting agencies to maintain information in the consumer's file concerning such scores or predictors for at least one year from the date on which such information is placed in the file. Directs the Comptroller General to study bankruptcy risk scores used by consumer reporting agencies, including an analysis of: (1) the factors used to determine such scores; (2) how bankruptcy risk scores impact the ability of consumers to receive loans; and (3) actions that consumers can take to improve such scores.

Directs each Secretary of the military department concerned to: (1) establish procedures to implement flexible spending arrangements (FSAs) for military health care and dependent care for active-duty military personnel on a pre-tax basis; and (2) consider life events of members of the Armed Forces that are unique to them, including changes relating to permanent changes of duty station and deployments to overseas contingency operations. Directs the Secretary of Defense (DOD) to submit to Congress recommendations on the advisability of authorizing FSAs for members of the Selected Reserve.

Recognizes the historical significance of February 19, 1942, the date Executive Order 9066 was signed by President Roosevelt, restricting the freedom of Japanese Americans, German Americans, and Italian Americans, and legal resident aliens through required identification cards, travel restrictions, seizure of personal property, and internment. Supports the goals of the Japanese American, German American, and Italian American communities in recognizing a National Day of Remembrance to increase public awareness of these events.
