Directs the Secretary of Veterans Affairs (VA), when examining a veteran's attributable income for purposes of determining whether a veteran is unable to defray the necessary expenses of hospital, nursing home, and domiciliary care, to treat as a dependent child of such veteran any unmarried person who: (1) is placed in the legal custody of the veteran for at least 12 consecutive months; (2) either has not attained age 21, has not attained age 23 and is enrolled in a full-time course of study at an institution of higher learning, or is incapable of self-support due to mental or physical incapacity; (3) is dependent on the veteran for over one-half of the person's support; and (4) resides with the veteran, unless separated to receive institutional care.

Great Ape Conservation Reauthorization Amendments Act of 2010 - Amends the Great Ape Conservation Act of 2000 to authorize the Secretary of the Interior to award a multiyear grant to an eligible person to implement a great ape conservation project that the person demonstrates is an effective, long-term conservation strategy for great apes and their habitats. Requires the Secretary to convene a panel of experts to identify the greatest needs and priorities for the conservation of great apes within a year of this Act's enactment and every five years thereafter (current law authorizes the Secretary to convene a panel to consider the greatest conservation needs every two years). Requires the panel to consider relevant great ape conservation plans or strategies, including: (1) applicable strategies or plans developed or initiated by the Secretary; (2) the Global Strategy for the Survival of Great Apes and their Habitat, or subsequent reports, developed by the United Nations Environment Programme Great Apes Survival Partnership; (3) regional or species-specific action plans developed by the International Union for the Conservation of Nature Primate Specialist Group; (4) relevant conservation strategies, plans, or initiatives developed by the Species Survival Network Primate Working Group; and (5) other applicable strategies, plans, or scientific research and findings related to the conservation needs and priorities of great apes. Authorizes the Secretary to pay expenses of convening and facilitating meetings of the panel. Authorizes appropriations for the Great Ape Conservation Fund for FY2011-FY2015.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory cattle in interstate and foreign commerce be immediately and humanely euthanized when such cattle become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory cattle by a covered entity, including a requirement that nonambulatory cattle be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory cattle (while not limiting the Secretary's ability to test nonambulatory cattle for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory cattle while such cattle is conscious, and ensure that such cattle remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory cattle, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned."

School Principal Recruitment and Training Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award renewable five-year matching grants to local educational agencies (LEAs) and certain educational or nonprofit entities that partner with LEAs to recruit, support, and train principals for service in high-need schools. Requires grantees to: (1) recruit, select, and provide training to individuals who are or aspire to be principals in high-need schools, agree to serve for at least four years in such schools, and work to ensure that student academic achievement in their schools improves substantially within three to six years; (2) provide aspiring principals with a pre-service residency for at least one year that focuses on instructional leadership and organizational management and is followed by ongoing training for at least two years after their residency ends and school leadership begins; and (3) deliver high-quality, differentiated, school-level support services that meet the specific needs of high-need schools led by individuals that are receiving or have received training pursuant to this Act. Directs the Secretary to award a grant to one or more research groups to develop a high-quality evaluation and information clearinghouse system to facilitate the sharing of best practices and inform: (1) the recruitment, selection, and training of principals for high-need schools; (2) the development of principal effectiveness standards; and (3) the development of system-wide supports and policies that foster school and principal actions identified as most often differentiating the most dramatically improved schools from others.

Securing Patriots Access to Convenient and Economic Air Travel Act of 2009 or SPACE-A Travel Act of 2009 - Requires transportation on Department of Defense (DOD) aircraft, on a space-available basis and on the same basis as a spouse of a retired member of the Armed Forces, for: (1) the unremarried surviving spouse of a retired member; (2) the unremarried surviving spouse of a former member who is entitled to dependency and indemnity compensation; and (3) any dependents accompanied by such surviving spouses.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. Requires the Secretary to ensure that such grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009, the Comprehensive Immigration Reform ASAP Act of 2009, or the CIR ASAP Act of 2009 - Directs the Secretary of Homeland Security (DHS) (Secretary) to: (1) develop and submit to Congress a National Strategy for Border Security; (2) increase the number of Customs and Border Protection officers, agriculture specialists, and border security support personnel, and enhance related equipment, assets, and technology; (3) develop a comprehensive land and maritime border surveillance plan, including aerial and integrated surveillance demonstration programs; (4) issue a rule for electronic device searches and related agent training; (5) improve coordination efforts to combat human smuggling; (6) establish a Border Communities Liaison Office in every Border Patrol sector at the southern and northern borders; (7) carry out a ports of entry technology demonstration program; and (8) establish a Southern Border Security Task Force. Authorizes appropriations for border security improvements at U.S. ports of entry. Authorizes border relief grants for tribal, state, or local law enforcement and related agencies in proximity to the border or in a designated High Intensity Drug Trafficking Area. Provides reimbursement for state and county prosecutors in border states for prosecuting federally initiated and referred drug cases. Suspends the Operation Streamline program pending an evaluation of its viability. Expands resources for Project Gunrunner and for Operation Armas Cruzadas along the U.S.-Mexico border. Establishes the United States-Mexico Border Enforcement Commission. Prohibits the U.S. Armed Forces, including the National Guard, from assisting in non-emergency federal, state, local, and civilian law enforcement of immigration laws. Directs the Secretaries of DHS, Interior, Agriculture, Defense, and Commerce to develop: (1) a land border protection strategy; and (2) a borderlands environmental monitoring plan. Provides for: (1) enhanced border cooperation with Mexico; and (2) expansion of Customs-Trade Partnership Against Terrorism programs. Sets forth detention conditions. Directs the Secretary to appoint an Immigration Detention Commission. Sets forth provisions regarding: (1) immigration enforcement protections; (2) unlawful detentions; (3) protections for vulnerable populations; (4) apprehension procedures for families and family detention; (5) welfare requirements for children separated from detained or removed parents; (6) unaccompanied alien children; and (7) female detainees. Provides a stay of removal and work authorization for detained alien workers who are witnesses or necessary for workplace prosecution claims. Eliminates, with specified exceptions, DHS authority to enter into agreements with state and local law enforcement agencies to perform immigration law enforcement functions. Establishes in DHS an Immigration and Customs Enforcement Ombudsman. Eliminates the one-year asylun filing requirement. Provides for federal court review of DHS orders of removal currently exempt from such review. Establishes an alien employment verification system which requires employers to comply with: (1) document verification requirements; and (2) a phased-in electronic employment verification system. Sets forth backlog reduction provisions respecting family-sponsored and employment-based immigrant levels. Revises the definition of "immediate relative" to: (1) include the spouse and child of a lawful permanent resident; and (2) permit a qualifying widow/widower and the child or parent of a U.S. citizen or lawful permanent resident to maintain such status while filing for permanent resident status. Increases: (1) per-country limits for family-sponsored and employment-based immigrants; and (2) specified family-unity exceptions to unlawful presence-based inadmissibility. Prohibits the removal from the United States of an individual who: (1) fled his or her homeland while under the age of 12 years old; and (2) was later admitted to the United States as a refugee, parolee, or asylee. Exempts the sons and daughters of certain naturalized Filipino World War II veterans from worldwide or numerical immigrant visa limits. Makes a minor child of an alien fiancee/fiance or of an alien spouse of a U.S. citizen eligible for derivative K-visa status under specified circumstances. Redefines "child" to include a stepchild under 21 years old. Amends the Haitian Refugee Immigration Fairness Act of 1998 to: (1) require determinations with respect to children to be made using the age and status of an individual on October 21, 1998; and (2) permit an application based upon child status to be filed by a parent or guardian if the child is present in the United States on such filing date. Permits new status adjustment applications to be filed for a limited time period. Reduces the required support level for immigrant sponsorship. Establishes the Prevent Unauthorized Migration Visa (PUM Visa) program which shall provide for: (1) 100,000 PUM conditional permanent resident visas annually, for three years, to persons from countries (transitional visa admission states) which represent at least 5% of the total unauthorized migration population to the United States for the past five years; and (2) a process to adjust to permanent resident status. Exempts specified categories of U.S.-educated aliens from employment-based immigration limits. Permits a nonimmigrant alien whose employer has petitioned for an employment-based green card for such alien to file an application for adjustment of status regardless of whether an immigrant visa is immediately available. (Requires visa availability before such application may be approved.) Return of Talent Act - Establishes the Return of Talent Program to permit an eligible alien (and certain family members) to return to the alien's country of citizenship for up to two years in order to contribute to such country's postconflict or natural disaster reconstruction activities. (During such absence the alien and family members shall be considered to be continuously present and residing in the United States for naturalization purposes.) Establishes a conditional nonimmigrant status for qualifying aliens and their dependents who are illegally present or out of status in the United States and who register and meet the requirements for such status. Authorizes: (1) adjustment from conditional to permanent resident status at the earlier of six years after enactment of this Act or 30 days after specified immigrant visas become available (with exceptions to such time frame for certain students, military personnel, and employed individuals); and (2) naturalization three years after permanent resident status adjustment. Agricultural Job Opportunities, Benefits, and Security Act of 2009 or the AgJOBS Act of 2009 - Confers "blue card status" upon an alien who: (1) during the 24-month period ending on December 31, 2008, has performed specified lengths of, or earned a specified amount from, agricultural employment in the United States; (2) applied for such status during the 18-month application period; (3) is otherwise admissible to the United States; and (4) has not been convicted of specified felonies or misdemeanors. Limits the number of blue cards that may be issued during the five-year period beginning on the date of the enactment of this Act. Provides for adjustment of blue card status to permanent resident status based upon completed periods of agricultural employment. Revises H-2A visa (agricultural labor or temporary or seasonal services) provisions. Replaces the existing labor certification requirement with a labor attestation requirement containing: (1) a description of the nature and location of the job; (2) the job's expected beginning and ending dates; (3) the number of jobs; and (4) specified labor assurances respecting job opportunities covered by collective bargaining agreements and non-covered job opportunities. Establishes: (1) the Commission on Immigration and Labor Markets; and (2) the Security and Prosperity Account in the Treasury. Requires each State Workforce Agency (SWA) to establish an Internet-based American Worker Recruit and Match program. Requires employers and foreign labor contractors to provide workers recruited abroad with specified employment-related information. Amends H-1B visa (specialty occupation) employer application requirements to: (1) revise wage determination requirements; (2) require Internet posting and description of employment positions; (3) lengthen U.S. worker displacement protection; (4) apply certain requirements to all H-1B employers rather than only to H-1B dependent employers; (5) prohibit employer advertising that makes a position available only to, or gives priority to, H-1B nonimmigrants; and (6) limit the number of H-1B and L-1 visa (intracompany transfer) employees that an employer of 50 or more workers in the United States may hire. Authorizes the Department of Labor (DOL) to: (1) investigate applications for fraud; and (2) conduct H-1B compliance audits. Prohibits an employer from hiring an L-1 nonimmigrant for more than one year who will: (1) serve in a capacity involving specialized knowledge; and (2) be stationed primarily at the worksite of another employer. Specifies L-1: (1) employer petition requirements for employment at a new office; (2) wage rates and working conditions; and (3) employer penalties. Authorizes: (1) DOL to enforce federal labor laws with respect to employers of H-2B nonagricultural temporary workers; and (2) a private right of action against such employers. Specifies employer actions to recruit U.S. workers prior to filing for H-2B admissions. Sets forth H-2B and U.S. worker protections. Amends EB-5 visa (alien investor) provisions to: (1) increase EB-5 eligibility; (2) make the regional center program permanent; (3) establish $2,500 regional center designation and premium processing fees; (4) permit concurrent filing for EB-5 petitions and status adjustment applications; (5) establish in the Treasury the Immigrant Entrepreneur Regional Center Account; and (6) increase employment creation-related visas. Revises provisions regarding: (1) immigration service fees; (2) the naturalization age-based English language proficiency exemption; and (3) citizenship application background checks. Establishes the New Americans Initiative grants program to to assist lawful permanent resident aliens to become citizens. Authorizes grants for: (1) public education and community training regarding the provisions of this Act; (2) community-based organizations to assist naturalization applicants (initial entry, adjustment, and citizenship assistance grants); and (3) states to form New American Councils. Provides for the naturalization of certain graduates of U.S. high schools who are under 25 years of age on the date of application for naturalization. Establishes: (1) a tax credit and a deduction for certification expenses for teachers of English language learners; and (2) a tax credit for employer-provided adult English literacy and basic education programs. Makes funds available for oath of allegiance ceremonies.

Amends the Demonstration Cities and Metropolitan Development Act of 1966 to expand access to Department of Defense (DOD) homeowners assistance for qualified members of the Armed Forces permanently reassigned during a designated mortgage crisis to allow the Secretary of Defense greater flexibility regarding the dates of the availability of such assistance. Directs the Secretary, in exercising such authority, to consult with the Secretaries of Housing and Urban Development (HUD) and the Treasury regarding the condition of housing markets in the area of a base or installation.

Post-9/11 GI Educational Fairness Act of 2009 -Amends the veterans' post-9/11 educational assistance program to remove the requirement that a program of education must be offered by an institution of higher learning in ordered to be approved. States that the purpose of this Act is to allow activities such as apprenticeship or other on-job training, entrepreneurship training, correspondence training, and flight training. Authorizes the Secretary of Veterans Affairs (VA) to approve for such program the pursuit of flight training if: (1) such training is generally accepted as necessary for the attainment of a vocational objective in aviation; (2) the individual possesses a valid private pilot certificate and meets medical requirements necessary for a commercial pilot certificate; and (3) the flight school course meets Federal Aviation Administration (FAA) standards.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Recognizes the 15th anniversary of the historic establishment of the Community Development Financial Institutions Fund. Acknowledges that the purpose of the Community Development Financial Institutions Fund is to promote economic revitalization in underserved rural, urban, and Native American communities. Reaffirms the importance of agency investments in, and assistance to, financial institutions which conduct economic and community development. Asserts the relevance of the Community Development Financial Institutions Fund as an indispensable agency engaged in the business of promoting both job creation and retention, as well as economic growth.

Amends federal provisions concerning the provision of educational assistance for veterans and members of the reserves to allow an individual eligible for such assistance to be paid on an accelerated basis if: (1) the individual is enrolled in an approved program of education; (2) the Secretary of Veterans Affairs (VA) or of the military department concerned (in case of a reserve member) has not paid the established charges to the institution of higher learning within seven days after the academic quarter, semester, or term begins; and (3) failure to pay the established charges is through no fault of the individual. Requires: (1) the institution to certify the amount of established charges; (2) payment of the accelerated amount within 14 days after receipt of such certification; and (3) individuals to be charged against their educational assistance entitlement for any accelerated payments received.

Transitional Federal Medical Assistance Percentage Act - Amends the American Recovery and Reinvestment Act of 2009 to extend the increase in the federal medical assistance percentage (FMAP) under title XIX (Medicaid) of the Social Security Act. Extends the entire recession adjustment period from December 31, 2010, through June 30, 2011. Provides for adjusted FMAP percentage rates during a transitional assistance period from July 1, 2011, through December 31, 2013. Prescribes formulae for determining the adjusted FMAP through FY2012 and subsequent fiscal year quarters.

Regrets the killing of unarmed civilians and expresses deepest condolences to the families of the 57 victims who were slain in Maguindanao in the worst politically motivated violence in recent Philippine history. Calls for: (1) an independent investigation and prosecution of those responsible; (2) an end to extrajudicial killings and election-related violence; and (3) freedom of press and safety for the investigating reporters. Urges the Department of State, the Department of Justice (DOJ), and other U.S. government agencies to review their assistance programs to the government of the Philippines and to offer any technical assistance that Philippine authorities may request. Reaffirms the U.S. commitment to work with Philippine authorities to combat corruption, terrorism, and security threats.

Authorizes the Peace Corps Commemorative Foundation to establish a commemorative work on federal land in the District of Columbia to commemorate the formation of the Peace Corps and to honor the ideals upon which it was founded. Prohibits the use of federal funds to pay any expense to establish the commemorative work.

Community College Emergency Stabilization Fund Act - Directs the Secretary of Education to provide temporary emergency funding to states for use in awarding competitive grants to community colleges to assist them in maintaining, or hiring additional, staff. Allots such funding to states pursuant to a formula that takes into account each state's share of increased unemployment over the past 12 months and the extent to which its unemployment rate exceeds the national average. Directs the Secretary to award competitive grants to career and technical colleges to assist them in maintaining, or hiring additional, staff. Requires the states and the Secretary, when determining the amount of a grant to be awarded to a community college or career and technical college pursuant to this Act, to consider: (1) its student enrollment; (2) the increase in its enrollment over the preceding academic year; and (3) the most recent monthly unemployment rate in its locality. Requires the Comptroller General to conduct an evaluation this Act's grant programs and report its results to Congress.

Expresses condolences and gratitude to the families of those members of the National Guard who have lost their lives through their dedication and commitment to the freedom and security of the United States while serving in the National Guard. Honors and supports the compassionate, courageous, and dedicated members of the National Guard who serve a critical role in protecting the United States and its citizens' freedoms and treasured liberties.

Recognizes the 21st anniversary of observing World AIDS Day. Expresses support for: (1) the goals and ideals of such Day; (2) continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States and for the President's Emergency Plan for AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; (3) the development of a national AIDS strategy to reduce new HIV infections, especially among vulnerable communities; (4) the goals of providing universal access to comprehensive HIV/AIDS prevention, treatment, care, and support programs and protecting human rights for all people, including vulnerable and marginalized populations; and (5) efforts to address the factors that make populations vulnerable to HIV/AIDS by decreasing poverty and hunger, expanding educational opportunities for children, and empowering women.

Subcontractor Fairness Act of 2009 - Amends the Federal Property and Administrative Services Act of 1949 to require any offeror responding to an executive agency's solicitation for competitive proposals for the procurement of property or services in an amount greater than $550,000 or for construction in an amount greater than $1 million to enter into an agreement that provides that each subcontract to be awarded in the performance of the contract. shall: (1) become a valid subcontract if the offeror is awarded the prime contract; and (2) include the identity of the subcontractor, the scope of work to be performed under the subcontract, and the dollar amount of the subcontract. Requires a copy of each subcontracting agreement to be included in any competitive proposal submitted. Establishes the same requirements for defense contracts.

FVPSA Reauthorization Act of 2009 - Revises requirements for and reauthorizes the Family Violence Prevention and Services Act at increased levels for FY2010-FY2014. Directs the Secretary of Health and Human Services (HHS) to establish grant programs for: (1) specialized services for abused parents and their children; (2) domestic violence prevention enhancement and leadership through alliances; and (3) enhancement of culturally competent services for adult and youth victims of domestic violence from racial and ethnic minority groups.

Diabetes Prevention Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish a national diabetes prevention program targeted at persons at high risk for diabetes. Authorizes the Secretary to award grants to recognized eligible entities to: (1) support community-based diabetes prevention program model sites that work with the health care delivery system to identify such high risk persons and to refer them to, or provide them with, cost-effective group-based lifestyle intervention programs; and (2) evaluate methods for ensuring the scalability of recognized community-based diabetes prevention program sites nationally, the health and economic benefits of a national diabetes prevention program for high risk persons in certain age groups, emerging approaches to identify and engage persons at high risk in health care and community-based programs, novel strategies for linking community-based program delivery with existing clinical services, and the costs and cost effectiveness of clinic-community linkages. Directs the Secretary to develop and implement: (1) a program under which the Secretary recognizes, annually, eligible entities that deliver community-based diabetes prevention programs; (2) a curriculum development and training program for diabetes prevention master and lifestyle intervention instructors; (3) community outreach programs to identify community and provider groups to participate in the national diabetes prevention program and coordinate quality assurance programs at the local level in partnership with community-based organizations; and (4) a national partner outreach program to identify and work with national partners to identify workers in the community to complete instructor training and to facilitate the recognition of eligible entities to deliver community-based diabetes prevention programs. Requires the Secretary to: (1) provide quality assurance for each community-based diabetes prevention program model site funded under this Act and for other recognized community-based diabetes prevention programs; and (2) award grants to eligible entities to conduct diabetes prevention research. Authorizes the Secretary to conduct or support studies to manage, reduce, and prevent type-2 diabetes in at-risk populations.

Alzheimer's Treatment and Caregiver Support Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to expand treatment services for patients with Alzheimer's disease and training and support services for families and caregivers of such patients.

Veterans Appeals Improvement and Modernization Act of 2009 - Provides that if a veteran claimant submits evidence in support of a case for which a substantive appeal has been filed to the Board of Veterans' Appeals, such evidence shall be submitted directly to the Board and not to a regional office of the Department of Veterans Affairs (VA), unless the claimant requests that the evidence first be reviewed by the regional office. Empowers the Court of Appeals for Veterans Claims to affirm, modify, reverse, remand, or vacate and remand a decision of the Board after deciding all relevant assignments of error raised on appeal. Provides that whenever the Court reverses a decision on the merits of a particular claim and orders an award of benefits, the Court need not decide any additional assignments of error relating to that claim. Establishes the Veterans Judicial Review Commission to evaluate and make specific decisions to improve the administrative and judicial appellate review processes of veterans' and survivors' benefits determinations.

Expresses the sense of the House of Representatives that: (1) aviators who were shot down over or otherwise forced to land in hostile territory yet evaded enemy capture, or were captured but subsequently escaped to return to their units and resume their service to the United States, should be recognized for their extraordinary service; and (2) the Secretaries of the military departments should consider these aviators for appropriate recognition within their branch of the Armed Forces.

Expresses the sense of the House of Representatives that: (1) all public health departments, hospitals, and other health care providers should adhere to guidelines issued from the Centers for Disease Control and Prevention (CDC) regarding the H1N1 influenza virus; (2) the five target groups (pregnant women, people who live with or provide care for infants younger than six months, health care and emergency medical services personnel, people six months through 24 years of age, and people 25 years through 64 years of age who have certain medical conditions that put them at higher risk for influenza-related complications) should be encouraged to seek the vaccine and be the first priority for government responses; (3) the federal government should work closely with states, localities, and hospitals to ensure the vaccine is distributed quickly and efficiently; and (4) the federal government should study their response to the pandemic and work to improve the system and processes to enhance its response to future pandemics.

Expresses support for: (1) the goals and ideals of National Diabetes Month; and (2) decreasing the prevalence of diabetes, developing better treatments, and working toward an eventual cure for type I and type II diabetes through increased research, treatment, and prevention. Recognizes the importance of early detection of diabetes and awareness of the symptoms of diabetes and risk factors for type II diabetes.

Secure Federal File Sharing Act - Requires the Director of the Office of Management and Budget (OMB) to issue guidance to: (1) prohibit the download, installation, or use by government employees and contractors of open-network peer-to-peer file sharing software on all federal computers, computer systems, and networks, unless approved in accordance with procedures under this Act; and (2) address the download, installation, or use by government employees and contractors of such software on home or personal computers as it relates to telework and remotely accessing federal computers, computer systems, and networks. Requires the Director to develop a procedure for receiving requests from heads or chief information officers of agencies for approval for use by government employees and contractors of specific open-network peer-to-peer file sharing software programs that are: (1) necessary for day-to-day business operations, for use in the course of a law enforcement investigation, or to perform official agency business; or (2) instrumental in completing a particular task or project that directly supports the agency's overall mission. Requires the Director to direct agencies to: (1) establish or update personal use policies to be consistent with the guidance issued under this Act; (2) require contracts to require contractor compliance with that guidance; (3) update their information technology security or ethics training policies to ensure that all employees are aware of the requirements of that guidance and the consequences of engaging in prohibited conduct; and (4) ensure that proper security controls are in place to prevent, detect, and remove file sharing software that is prohibited.

Rural Veterans Reimbursement Act - Directs the Secretary of Veterans Affairs to use the travel allowance or reimbursement rate in effect for federal employees traveling on official business in reimbursing a veteran for travel in connection with treatment for a service-connected disability or a scheduled compensation and pension examination when such travel is either more than 150 miles from the veteran's residence or requires lodging and subsistence because of inclement weather (as determined by the Secretary).

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a single Congressional gold medal in honor of the steward and messman branches of the Navy, Marine Corps, and Coast Guard that served during World War II in recognition of their personal sacrifice and service to their country. Requires, after presentation, that the medal be given to the Smithsonian Institution. Authorizes the Secretary of the Treasury strike and sell duplicates in bronze of the gold medal, depositing receipts in the United States Mint Public Enterprise Fund.

Veterans to Work Pilot Program Act of 2009 - Directs the Secretary of Defense (DOD) to establish the Veterans to Work pilot program to determine: (1) the maximum extent to which apprentices may be employed on designated military construction projects; (2) the maximum extent to which such apprentices are veterans; and (3) the feasibility of expanding the employment of apprentices to military construction projects other than those designated. Requires the Secretary, for each of FY2011-FY2015, to designate for the pilot program at least 20 military construction projects, taking into account specified considerations. Requires each contractor or subcontractor on a designated project to assure that it participates in a qualified apprenticeship or other training program for each craft or trade classification of worker that it intends to employ on the construction project.

Benefit Rating Acceleration for Veteran Entitlements Act of 2009 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Rural Veterans Services Outreach and Training Act - Directs the Secretary of Veterans Affairs (VA) to carry out a program to make competitive grants to provide financial assistance to state departments of veterans affairs for the training of rural county veteran service officers in order to improve outreach and assistance to veterans, as well as their spouses, children, and parents, who may be eligible to receive veterans' or veterans-related benefits and who are residing in rural counties. Limits each grant to $2 million. Requires grants to be made on an annual basis.
