Pregnant Women Support Act - Authorizes the Secretary of Health and Human Services to make grants to increase public awareness of resources available to pregnant women to carry their pregnancy to term and new parents. Amends the Public Health Service Act to allow the Secretary to make grants for the purchase of ultrasound equipment for examinations of pregnant women. Prohibits a health insurance issuer offering individual coverage from imposing a preexisting condition exclusion or a waiting period or otherwise discriminating against a woman on the basis that she is pregnant. Provides for continuation coverage for newborns. Amends title XXI (State Children's Health Insurance Program) (CHIP, formerly known as SCHIP) of the Social Security Act to allow states to extend health care coverage to an unborn child. Requires health facilities that perform abortions to obtain informed consent from a pregnant woman seeking an abortion. Directs the Secretary to provide for: (1) higher education pregnant and parenting student services offices; and (2) programs to work with pregnant or parenting teens to complete high school. Authorizes grants for services to pregnant women who are victims of domestic violence, dating violence, or stalking. Requires states to require a pregnancy determination for homicide victims. Requires the Secretary to provide for supportive services for pregnant women, mothers, and children. Amends the Internal Revenue Code to increase and make refundable the tax credit for adoption expenses. Authorizes appropriations to carry out the special supplemental nutrition program for women, infants, and children (WIC program). Amends the Food Stamp Act of 1977 to increase the eligibility threshold for food stamps. Authorizes appropriations to carry out the Child Care and Development Block Grant Act of 1990. Authorizes grants to provide to eligible mothers education on the health needs of their infants through visits to their homes by registered nurses. Authorizes grants for collecting and reporting abortion surveillance data.

Pacific Salmon Stronghold Conservation Act of 2009 - Establishes the Salmon Stronghold Partnership as a cooperative, incentive-based, public-private partnership working across political boundaries and land ownerships to identify and conserve salmon strongholds. Requires that its board include representatives of Alaska, California, Idaho, Oregon, and Washington state, as well as representatives from specified entities. Requires the Assistant Administrator for the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration (NOAA) to carry out specific information and assessment functions associated with salmon strongholds. Establishes a salmon stronghold watershed grants and technical assistance program. Authorizes the sharing of status and trends data, innovative conservation strategies, conservation planning methodologies, and other information with North Pacific countries, including Canada, Japan, Russia, and South Korea, and appropriate international entities to promote salmon conservation and habitat. Prohibits acquiring private property without the owner's consent.

No Child Left Inside Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to require states, as a prerequisite to receiving implementation grants, to develop environmental literacy plans, approved by the Secretary of Education, for pre-kindergarten through grade 12 that include environmental education standards and teacher training. Directs the Secretary to award Environmental Education Professional Development Grants to states and, through them, competitive subgrants to partnerships that include an LEA and, permissibly, institutions of higher education (IHE), other educational entities, or federal, state, regional, or local natural resource or environmental agencies, for activities involving, among other things, teacher training and the development of more rigorous environmental education curricula that advance the teaching of interdisciplinary courses. Authorizes the Secretary to award competitive matching grants to partnerships that include an LEA and, permissibly, IHEs, other educational entities, federal, state, regional, or local natural resource or environmental agencies, or park and recreation departments, for activities to improve and support environmental education that include: (1) advancing content and achievement standards; (2) developing or disseminating innovations or model programs; and (3) research.

Expresses support for the goals and ideals of National Dog Bite Prevention Week for the protection of United States Postal Service (USPS) employees and the public. Urges: (1) municipalities to work with USPS to implement effective dog bite injury prevention programs; and (2) communities to address preventing USPS employees from receiving dog bite injuries and protecting them from canine aggression and to enact model programs and legislation addressing the factors contributing to a dog's tendency to bite USPS employees.

Expresses support for the goals and ideals of National Sexual Assault Awareness and Prevention Month. Calls for recognition of: (1) national and community organizations and private sector supporters for their work in promoting awareness about sexual assault, providing information and treatment to its survivors, and increasing the number of successful prosecutions of its perpetrators; and (2) public safety, law enforcement, and health professionals for their hard work and innovative strategies to increase the percentage of sexual assault cases that result in the prosecution and incarceration of the offenders. Urges national and community organizations, private businesses, colleges and universities, and the media to promote, through such Month, awareness of sexual violence and strategies to decrease the incidence of sexual assault.

Eliminating Disparities in Diabetes Prevention Access and Care Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to provide for: (1) ongoing research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities and the National Diabetes Education Program, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Requires the Director to make grants for a pipeline from high school to professional school that will increase minority representation in diabetes-focused health fields. Directs the Diabetes Mellitus Interagency Coordinating Committee to assess federal activities and programs related to diabetes in minority populations. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct research on diabetes in minority populations; (2) direct the Division of Diabetes Translation to educate the public on the causes and effects of diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to educate health professionals on the causes and effects of diabetes in minority populations. Sets forth additional requirements for the Secretary related to: (1) factors that may influence health promotion, diabetes management, and prevention; (2) data collection on diabetes treatment, care, prevention, and services to the American Indian population; (3) increased participation of minority populations in clinical trials; and (4) specialized care for children with diabetes.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single gold medal in honor of the Women Airforce Service Pilots (WASP) collectively, in honor of their pioneering military service and exemplary record, which forged revolutionary reform in the U.S. Armed Forces. Expresses the sense of Congress that the Smithsonian Institution shall make the medal available for display elsewhere, particularly at other locations associated with the WASP.

Microfinance Capacity-Building Act of 2009 - Amends the Foreign Assistance Act of 1961 to direct the United States Agency for International Development (USAID) to provide grants to eligible private non-profit microfinance institution networks that provide direct financial services (including credit, savings, insurance, remittances and cash transfers) to the poor and very poor in developing countries, particularly in sub-Saharan African countries.

First-Time Homebuyer Credit Extension Act of 2009 - Amends the Internal Revenue Code to: (1) extend the first-time homebuyer tax credit and the waiver of recapture requirements for such credit through 2010; and (2) expand the election to treat a purchase of a principal residence as made in a prior taxable year for purposes of such credit.

Military LEEDs Act of 2009 - Requires the Secretary of Defense, for each military construction or housing project authorized after FY2009, to incorporate the design criteria promulgated in the Leadership in Energy and Environmental Design Green Building Rating System, as developed by the United States Green Building Council, to achieve not less than the silver standard. Directs the Secretary of the military department concerned, in designing any new facilities, to consider the use of sustainable construction materials. Requires military construction renewable energy goals to include specific goals to increase the use of renewable energy sources on all military installations in the United States and overseas.

Home Healthcare Nurse Promotion Act of 2009 - Amends the Public Health Service Act to: (1) define "visiting nurse association" for purposes of the Act; (2) authorize the Secretary of Health and Human Services to make grants to visiting nurse associations to provide training in home health care to nurses who are hired to provide such care and have no recent nursing work experience in home health care; (3) direct the Secretary to establish a pilot program to make grants to accredited schools of nursing to develop and implement curricula on home health care and report to Congress on such pilot program; and (4) extend the nursing workforce development loan repayment and scholarship program to nurses who work for a visiting nurse association.

Coastal State Climate Change Planning Act - Amends the Coastal Zone Management Act of 1972 to establish a coastal climate change adaptation planning and response program to provide assistance to coastal states to voluntarily develop coastal climate change adaptation plans and to provide financial and technical assistance and training to enable coastal states to implement those plans through coastal states' enforceable policies. Authorizes, subject to the availability of appropriations, grants to coastal states for developing the plans and grants for implementation.

Crime Victim Restitution and Court Fee Intercept Act - Amends the Internal Revenue Code to direct the Secretary of the Treasury, upon receiving notice from a state judicial agency that a named person owes a past-due, legally enforceable state judicial debt, to pay such debt from any tax refund due to such person. Defines "state judicial debt" to include court costs, fees, fines, assessments, restitution to victims of crime, and other monies resulting from a judgment or sentence rendered by any court or tribunal of competent jurisdiction handling criminal or traffic cases in the state.

Amends the Immigration and Nationality Act to allow a surviving spouse of a U.S. citizen who was married for less than two years at the time of the citizen's death who proves by a preponderance of the evidence that the marriage was entered into in good faith and not for the purpose of obtaining an immigration benefit to self-petition (within the required two years) for continued immediate relative status. (Applies such provision to applications and petitions pending on or after the date of enactment of this Act.) Extends the petition filing deadline for two years after the date of the enactment of this Act if: (1) the alien's U.S. citizen spouse died before the date of the enactment of this Act; (2) the alien and the citizen spouse were married for less than two years at the time of the citizen spouse's death; and (3) the alien has not remarried.

Chief Technology Officer Act of 2009 - Establishes in the Executive Office of the President an Office of the Federal Chief Technology Officer (FCTO). Includes among the functions of the FCTO to: (1) analyze and advise the President and agency officials regarding the government's information technology infrastructures, strategy, and use; (2) ensure the security and privacy of the federal information technology infrastructure and networks; (3) promote technological innovation in the federal government; (4) establish public-private sector partnership initiatives; and (5) lead specified interagency efforts, including a planning process to ensure the use of best-in-class technologies, the sharing of best practices, and improvement in the use of technology in support of government requirements. Requires the Office to serve as a source of analysis and advice for the President and agency heads regarding major government policies, plans, and programs associated with information technology. Requires the FCTO to: (1) be a member of the Domestic Policy Council; and (2) publish an annual report on programs to promote technological innovations, recommendations for policies to encourage the generation of such innovations, and information on the Office's activities and accomplishments.

Child Health Care Crisis Relief Act of 2009 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to establish programs related to mental health services for children and adolescents, to include: (1) entering into contracts with qualified individuals to pay educational loans in exchange for providing mental health services to children and adolescents; (2) awarding scholarships to students who agree to work as child and adolescent mental health service professionals after graduation or completion of residency or fellowship; (3) awarding competitive grants to higher education institutions to establish or expand internship or other field placement programs for students receiving specialized training or clinical experience in child and adolescent mental health; (4) awarding grants to state-licensed mental heath organizations to pay for programs for preservice or in-service training of paraprofessional child and adolescent mental health workers; and (5) awarding grants to higher education institutions to establish or expand graduate child and adolescent mental health programs. Amends title XVIII (Medicare) of the Social Security Act to adjust the graduate medical education program to: (1) exclude a reasonable number of residents or fellows in child and adolescent psychiatry when calculating the maximum number of residents in the field of allopathic or osteopathic medicine for which the hospital may be paid; and (2) extend the period of board eligibility for residents and fellows in child and adolescent psychiatry. Directs the Administrator to study and report to Congress on the distribution of, and need for, child mental health service professionals and on a comparison of such distribution and need on a state-by-state basis.

Amends the Safe Drinking Water Act to increase (from .33 to .5) the percentage of the aggregate amount made available for state drinking water treatment revolving loan funds in a fiscal year that shall be allotted to American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the Virgin Islands.

Recognizes the 144-year anniversary of the explosion of the steamboat ship SS Sultana on the Mississippi River on April 27, 1865. Honors the memory of the Union soldiers and other passengers who lost their lives in the disaster. Regrets the lack of military and civilian oversight that led to the explosion and tremendous loss of life. Rededicates the honoring of all of our veterans and military families with the highest level of support in quality resources, equipment, and services.

Expresses the sense of the House of Representatives that: (1) National Drowning Prevention and Water Safety Month is an opportunity to educate people on the prevention of drowning and near drowning; (2) people should be encouraged to be aware of the hazards associated with children near swimming and water recreational facilities, use appropriate prevention strategies, and be prepared with the skills to save a child's life; (3) it is important to incorporate layers of protection, including adult supervision and the use of drain entrapment prevention and enclosures; and (4) awareness of, and volunteer involvement in, National Drowning Prevention and Water Safety Month should be promoted.

Affirms Congress's commitment to: (1) support women who are particularly vulnerable to prepare for and adapt to climate change impacts; and (2) empower women in the planning and implementation of climate change strategies. Encourages the President to: (1) consider the impacts on women while developing climate change policies and programs; and (2) ensure that those policies and programs support women globally to prepare for and adapt to climate change.

Comprehensive Cancer Care Improvement Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of comprehensive cancer care planning services. Directs the Secretary of Health and Human Services (HHS) to conduct a two-year demonstration project for Medicare payment for comprehensive cancer care symptom management services furnished by an eligible entity in accordance with a described plan. Directs the Secretary to make grants to eligible entities for establishing a new, or expanding an existing, palliative care and symptom management program for cancer patients. Directs the Secretary to make grants to eligible entities to improve the quality of graduate and postgraduate training of physicians, nurses, and other health care providers, as well as continuing professional education, in palliative care and symptom management for such patients. Requires the Director of the National Institutes of Health (NIH) to establish a program of grants for research on palliative care, symptom management, communication skills, and other end-of-life topics for such patients.

Ovarian Cancer Biomarker Research Act of 2009 - Amends the Public Health Service Act to require the Director of the National Cancer Institute to enter into cooperative agreements with, or make grants to, public or nonprofit entities to establish and operate Ovarian Cancer Biomarker Centers of Excellence to conduct research on biomarkers for use in risk stratification for, and the early detection and screening of, ovarian cancer, focusing on translational research of such biomarkers. Permits federal funds to be used for research on: (1) the development and characterization of new biomarkers and the refinement of existing biomarkers; (2) the clinical and laboratory validation of such biomarkers; (3) the development and implementation of clinical and epidemiological research on the utilization of such biomarkers; (4) the development and implementation of repositories for new tissue, urine, serum, and other biological specimens; and (5) genetics, proteomics, and pathways of ovarian cancer as they relate to the discovery and development of biomarkers. Requires the Director to: (1) make available for research banked serum and tissue specimens from clinical research regarding ovarian cancer that was funded by the Department of Health and Human Services (HHS); and (2) establish an Ovarian Cancer Biomarker Clinical Trial Committee to assist in designing and implementing national clinical trials to determine the utility of using such biomarkers. Requires a national data center to be established in, and supported by, the Institute to conduct statistical analyses of trial data and to store such analyses and data, which shall be used to establish clinical guidelines to provide the medical community with information regarding the use of validated biomarkers.

Retrofit for Energy and Environmental Performance (REEP) Program Act - Requires: (1) the Administrator of the Environmental Protection Agency (EPA) to develop and implement standards for a national energy and environmental building retrofit policy for single-family and multifamily residences; (2) the Secretary of Energy (DOE) to develop and implement standards for a national energy and environmental building retrofit policy for commercial buildings; and (3) the program to implement such policies to be known as the Retrofit for Energy and Environmental Performance (REEP) program. Requires the REEP program to: (1) facilitate the retrofitting of existing buildings to achieve maximum cost-effective energy efficiency improvements and significant improvements in water use and other environmental attributes; and (2) provide financial assistance to states, to be administered through the State Energy Program, for management and accomplishment of the program's objectives at the individual building level. Authorizes states and local agencies to offer free or low-cost building audits, incentives, technical assistance, training, incentive financing, and other forms of assistance to individual building owners. Requires the Administrator and the Secretary to assist states and local agencies in establishing revolving loan funds or other forms of financial assistance. Sets forth: (1) REEP program elements; and (2) requirements for states to follow in order to receive program funding. Requires the Secretary and the Administrator to support the implementation, through state REEP programs, of alternative means of creating incentives for, or reducing financial barriers to, improved energy and environmental performance in buildings. Authorizes states and local REEP programs to make per-building direct expenditures for retrofit improvements, or the equivalent in indirect financial support, for specified residential program awards, commercial program awards, and awards for historic buildings. Authorizes appropriated funding provided to a state energy program that is not specifically required to be expended for a different federally designated purpose to be used to support a REEP program.
