Consumer Price Index for Elderly Consumers Act of 2009 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPIEC) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to use such new CPIEC in the computation of cost-of-living increases for Social Security and Medicare benefits, replacing the CPI for All Urban Consumers (U.S. city average).

Water Advanced Technologies for Efficient Resource Use Act of 2009 - Establishes within the Environmental Protection Agency (EPA) a WaterSense program to identify and promote water efficient products, buildings and landscapes, and services to reduce water use, conserve energy, and preserve water resources. Sets forth the duties of the EPA Administrator for promoting, publicizing, and administering the WaterSense program. Requires federal agencies to purchase WaterSense products or services or a Federal Energy Management Program designated product through their procurement process. Establishes a program to provide financial incentives for consumer purchase and installation of residential water efficient products and services.

Mourns the loss of life and expresses condolences to the families of those killed and injured in the earthquake that struck the Abruzzo region of Italy. Applauds the response of Italian rescue workers. Recognizes the deep ties between the United States and Italy and expresses continued solidarity with the people of Italy during this time of crisis. Supports President Obama's offer of U.S. assistance to Italy in response to this event. Expresses gratitude to the people of the United States who have supported those humanitarian aid agencies working to assist the people of Italy in this time of need.

Native Hawaiian Government Reorganization Act of 2009 - Establishes the U.S. Office for Native Hawaiian Relations within the Office of the Secretary of the Interior. Establishes the Native Hawaiian Interagency Coordinating Group. Recognizes the right of the Native Hawaiian people to reorganize the single Native Hawaiian governing entity to provide for their common welfare and to adopt appropriate organic governing documents. Establishes a Commission to: (1) prepare and maintain a roll of the adult members of the Native Hawaiian community who elect to participate in such reorganization; and (2) certify that the adult members of the Native Hawaiian community proposed for inclusion on the roll meet the definition of Native Hawaiian. Outlines the process for the reorganization, which includes forming a Native Hawaiian Interim Governing Council. Reaffirms the special political and legal relationship between the United States and the Native Hawaiian governing entity upon certification required by the Secretary regarding the organic governing documents and the election of the entity's officers. Extends federal recognition to the governing entity as the representative governing body of the Native Hawaiian people. Authorizes the United States, upon the reaffirmation of such political and legal relationship, together with the state of Hawaii, to enter into negotiations with the governing entity to lead to an agreement addressing specified matters, including the transfer of lands, natural resources, and other assets, and the protection of existing rights related to such lands or resources.

Expresses the sense of the House of Representatives that: (1) the United States recommits to fighting discrimination, xenophobia, and human and civil rights abuses in both domestic and foreign policy; (2) the United States reaffirms its commitment to the Universal Declaration of Human Rights; (3) the Senate should give its advice and consent to the ratification of specified covenants and conventions of the United Nations and the International Labor Organization; and (4) the United States should fully support the Inter-American human rights system.

Eliminating Disparities in Breast Cancer Treatment Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a breast cancer treatment quality performance system to: (1) assess and disclose publicly, through the use of quality measures, the quality of care provided for the treatment of breast cancer by specified health care providers; and (2) base payment to such providers for such treatment on their performance with respect to such measures. Requires reduced payments to providers that either do not submit data in accordance with the reporting process in the system, or furnish low quality care for treatment of breast cancer.

Surviving Spouses' Benefit Improvement Act of 2009 - Increases the monthly rates of veterans' dependency and indemnity compensation payable to surviving spouses through the Department of Veterans Affairs (VA). Prohibits benefits under any other law (other than duplication of benefits) from being reduced or offset because the surviving spouse is eligible for dependency and indemnity compensation.

New Frontier Congressional Gold Medal Act - Authorizes the President to present gold medals, on behalf of Congress, to: (1) the astronauts of the Apollo 11 mission to the surface of the moon, Neil A. Armstrong (the first human to walk on the moon), Edwin E. "Buzz" Aldrin Jr. (pilot of the lunar module Eagle and second person to walk on the moon), and Michael Collins (pilot of their command module Columbia) in recognition of the first lunar landing, on July 20, 1969; and (2) John Herschel Glenn, the first American to orbit the Earth, on February 20, 1962.

Agent Orange Equity Act of 2009 - Includes as part of the Republic of Vietnam, for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam, such Republic's inland waterways, ports, and harbors, waters offshore, and airspace above. Includes as veterans eligible for such presumption those who: (1) served on Johnston Island during the period beginning on April 1, 1972, and ending on September 30, 1977; or (2) received the Vietnam Service Medal or the Vietnam Campaign Medal.

Safe Schools Improvement Act of 2009 - Amends the Safe and Drug-Free Schools and Communities Act to require: (1) states to use grants for safe and drug-free schools to collect and report information on the incidence of bullying and harassment; and (2) local educational agencies (LEAs) and schools to use subgrants to prevent and respond to incidents of bullying and harassment. Requires such LEAs or schools to: (1) notify parents and students annually of conduct prohibited in their school discipline policies, that now must include bullying and harassment; and (2) establish grievance procedures for students and parents to register complaints regarding such conduct. Includes bullying and harassment within the Act's definition of violence.

Health Empowerment Zone Act of 2009 - Authorizes the Secretary of Health and Human Services (HHS), at the request of a broad-based community partnership, to designate a community that experiences disproportionate disparities in health status and health care as a health empowerment zone. Requires federal officials to give priority in awarding competitive grants to grants used in or benefiting a health empowerment zone. Directs the Secretary to provide: (1) technical assistance (or grants) to entities seeking to form a community partnership or obtain a health empowerment zone designation for a community; and (2) grants to community partnerships for implementation of the strategic plan for a health empowerment zone.

Climate Change Safeguards for Natural Resources Conservation Act - Requires the President to establish: (1) a national Natural Resources Climate Change Adaptation Strategy to protect, restore, and conserve natural resources to enable them to become more resilient, adapt to, and withstand the impacts of climate change and ocean acidification and to identity opportunities to mitigate those impacts; and (2) a Natural Resources Climate Change Adaptation Panel to serve as a forum for interagency consultation on and the coordination of the development and implementation of such Strategy. Requires each agency represented on the Panel to complete and revise every five years an adaptation plan implementing such Strategy. Directs the Chair of the Council of Environmental Quality to: (1) chair the Panel; (2) advise the President on the Strategy and agency adaptation plans; and (3) coordinate agency natural resources actions in response to climate change and ocean acidification. Requires the Secretaries of Commerce and the Interior to: (1) establish a coordinated process for developing and providing science and information needed to assess and address the impacts of climate change and ocean acidification on natural resources; (2) undertake a climate change and ocean acidification impact survey; and (3) establish a Science Advisory Board to advise the Secretaries on state-of-the-art science regarding the impacts of climate change and ocean acidification on natural resources and on scientific strategies and mechanisms for protecting, restoring, and conserving natural resources. Requires the Secretary of the Interior to: (1) establish the National Climate Change and Wildlife Science Center within the U.S. Geological Survey (USGS); (2) establish a National Fish and Wildlife Habitat and Corridors Information Program; and (3) develop a Habitat and Corridors Information System. Establishes in the Treasury the Natural Resources Climate Change Adaptation Account. Requires each state, to be eligible for funding from such Account, to prepare and update every five years a natural resources adaptation plan to address the potential impacts of climate change and ocean acidification on its natural resources and coastal areas. Provides for the allocation of such Account funds for specified state and federal natural resources adaptation activities.

Grassroots Rural Water Systems Act - Calls for the Environmental Protection Agency (EPA) to prioritize the type of technical assistance that small communities find is the most beneficial. Amends the Safe Drinking Water Act to authorize: (1) increased appropriations to the Administrator of EPA for FY2010-FY2015 for technical assistance to enable small public water systems to comply with national primary drinking water regulations; and (2) the Administrator to provide technical assistance to organizations providing on-site technical assistance, circuit-rider technical assistance programs, on-site and regional training, assistance with implementing source water protection plans, and assistance with implementation monitoring plans, rules, regulations, and water security enhancements and to give preference to nonprofit organizations determined to be qualified, effective, and to have the majority of support from small community water systems in the states.

Recognizes the special legal and political relationship the Indian tribes have with the United States and the solemn covenant with the land we share. Commends and honors the Native Peoples for the thousands of years that they have stewarded and protected this land. Recognizes that there have been years of official depredations, ill-conceived policies, and the breaking of covenants by the U.S. government regarding Indian tribes. Apologizes on behalf of the people of the United States to all Native Peoples for the many instances of violence, maltreatment, and neglect inflicted on them by U.S. citizens. Expresses the regret of the United States for the ramifications of former wrongs and its commitment to build on the positive relationships of the past and present to move toward reconciliation. Urges the President to acknowledge the wrongs of the United States against Indian tribes in U.S. history. Commends the state governments that have begun reconciliation efforts with recognized Indian tribes located in their boundaries, and encourages all state governments to do the same. Prohibits anything in this Joint Resolution from authorizing or supporting any claim against the United States or serving as a settlement of any claim against the United States.

Routine HIV Screening Coverage Act of 2009 - Amends the Public Health Service Act, the Employee Retirement Income Security Act (ERISA), and the Internal Revenue Code to require a group health plan to provide coverage for routine HIV screening under terms and conditions no less favorable than for other routine screenings. Prohibits such a plan from taking specified actions to avoid the requirements of this Act. Applies such requirements to health insurance coverage offered in the individual market and coverage offered under the Federal Employees Health Benefits Program (FEHBP).

Federal Price Gouging Prevention Act - Makes it unlawful, during a period proclaimed by the President as an energy emergency, to sell gasoline or any other petroleum distillate at a price that: (1) is unconscionably excessive; or (2) indicates the seller is taking unfair advantage of the circumstances of an emergency to increase prices unreasonably. Authorizes the President to issue an energy emergency proclamation of up to 30 days, with renewals allowed, and to cite the geographic area, gasoline or other petroleum distillate, and time period covered. Authorizes a proclamation to include a period of up to one week preceding a reasonably foreseeable emergency. Exempts from this Act a sale of gasoline or other petroleum distillate transaction on a futures market. Empowers the Federal Trade Commission (FTC) and state attorneys general to enforce this Act. Prescribes civil and criminal penalties for violations, but limits the criminal penalty to criminal actions brought by the Department of Justice (DOJ). Allows a state to bring a civil action to enforce this Act or to impose civil penalties. Requires deposit of fines and penalties collected under this Act in a separate Consumer Relief Trust Fund in the Treasury to provide assistance under the Low Income Home Energy Assistance (LIHEAP) Program. Declares that nothing in this Act preempts state law.

Childhood Cancer Survivorship Research and Quality of Life Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to expand and intensify the CDC's cancer control programs, including programs for conducting surveillance activities or supporting state comprehensive cancer control programs. Requires the Director of the National Cancer Institute to coordinate the activities of the National Institutes of Health (NIH) with respect to cancer survivorship, including child cancer survivorship. Requires the Director of NIH, acting through the Director of the Institute, to make grants for research relating to: (1) childhood cancer survivors within minority populations; and (2) health disparities in cancer survivorship outcomes within minority or other medically underserved populations. Requires the Director of NIH to conduct or support research to evaluate systems of follow-up care for childhood cancer survivors. Directs the Secretary to make grants to establish or improve training programs for health care professionals to: (1) improve the quality of immediate and long-term follow-up care for survivors of childhood cancers and their families; and (2) ensure that such care is linguistically and culturally competent. Requires the Director of NIH to make grants to establish pilot programs to develop, study, or evaluate model systems for monitoring and caring for childhood cancer survivors. Requires the Secretary to make grants to: (1) establish and operate a clinic for comprehensive long-term follow-up services for childhood cancer survivors; and (2) improve physical and psychosocial care for childhood cancer survivors.

Lung Cancer Mortality Reduction Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (the HHS Secretary) to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2015. Includes within such program: (1) a strategic review and prioritization of research grants; (2) an expansion of research programs, such as on predispositions to lung cancer; and (3) the expedited development of computer assisted diagnostic, surgical, treatment, and drug testing innovations. Amends the Federal Food, Drug, and Cosmetic Act to apply provisions related to drugs for rare diseases or conditions to: (1) chemoprevention drugs for precancerous conditions of the lungs; (2) drugs for targeted therapeutic treatment of lung cancer; and (3) drugs to curtail or prevent nicotine addiction. Requires the HHS Secretary to establish an early disease research and management program targeted at the high incidence and mortality rates of lung cancer among minority and low income populations. Requires the Secretary of Defense (DOD) and the Secretary of Veterans Affairs (VA) to coordinate with the HHS Secretary in: (1) the development of the Lung Cancer Mortality Reduction Program; (2) the implementation of an early detection and disease management research program for military personnel and veterans whose smoking history and exposure to carcinogens during active duty service has increased their risk for lung cancer; and (3) the implementation of coordinated care programs for military personnel and veterans diagnosed with lung cancer. Requires the HHS Secretary to convene a Lung Cancer Advisory Board to monitor the programs established under this Act.

United States Public Service Academy Act of 2009 - Establishes in the Department of State a U.S. Public Service Academy for the instruction in and preparation for public service of selected individuals. Sets forth provisions relating to: (1) key personnel positions; (2) faculty and departments; (3) student nominations, qualifications, and admission requirements; (4) curriculum standards; and (5) off-campus learning program requirements. Requires each Academy student to sign an agreement for not less than five years of public service following graduation. Imposes cost repayment requirements for students who fail to graduate or to complete such public service. Sets forth provisions concerning: (1) public service assignments; and (2) graduate education and the additional service commitment. Establishes a Board of Visitors to oversee and inquire into the efficiency and effectiveness of Academy operations. Directs the President to determine the Academy's location by establishing an advisory commission and through specified procedures. Authorizes the President to acquire land and construct the Academy. Requires each Academy student's education to be fully subsidized by the Academy (or by an international student's home country).

Star-Spangled Banner Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner . Requires a coin design emblematic of the War of 1812, and in particular of, the Battle for Baltimore that formed the basis for the Star-Spangled Banner. Limits the period for coin issuance to calendar year 2012. Imposes a surcharge of $35 per coin for the $5 coins and $10 per coin for the $1 coins, which shall be distributed to the Maryland War of 1812 Bicentennial Commission for the purpose of supporting bicentennial activities, educational outreach activities, and preservation and improvement activities pertaining to the sites and structures relating to the War of 1812.

Clean Coastal Environment and Public Health Act of 2009 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the Environmental Protection Agency (EPA) to specify in performance criteria for monitoring and assessing coastal recreation waters adjacent to beaches or similar points of interest (waters) available methods for monitoring protocols that are most likely to detect pathogenic contamination. Requires coastal recreation water quality monitoring and notification programs to include monitoring consistent with such criteria, public notification, source tracking, sanitary surveys, and prevention efforts to address identified sources of contamination by pathogens and pathogen indicators in such waters that are used by the public. Authorizes appropriations: (1) for grants to states and local governments for developing and implementing monitoring and notification programs for FY2007-FY2013; and (2) to implement the Beaches Environmental Assessment and Coastal Health Act of 2000 through FY2013. Revises requirements applicable to state recipients of monitoring and notification program grants, including to require such recipients to identify: (1) the use of a rapid testing method to detect levels of pathogens or pathogen indicators that are harmful to human health; (2) measures for communicating any exceeding of applicable water quality standards for pathogens and pathogen indicators to specified officials within two hours of the receipt of the results of a water sample; (3) measures to ensure that closures or advisories are made within two hours after the receipt of a water quality sample that exceeds such standards; and (4) measures that inform the public of identified sources of pathogenic contamination. . Requires the EPA to: (1) prepare an annual assessment of the compliance of state and local governments with program requirements; (2) commence a study of the formula for the distribution of program grants; (3) update within 12 months after this Act's enactment and biennially thereafter (currently, periodically) the list indicating which coastal recreation waters adjacent to beaches used by the public are, and which of such waters are not, subject to a monitoring and notification program; and (4) study and report to Congress on the long-term impact of climate change on pollution of coastal recreation waters.

National Park Educational Partnership Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish the National Park Ranger School Partnerships program authorizing the Secretary of Education to award competitive, three-year grants to schools and local educational agencies (LEAs) to enter into partnerships with the National Park Service (NPS) to provide kindergarten through grade 12 (K-12) students with educational programs and K-12 teachers with professional development emphasizing science, the environment, natural resources, mathematics, civics, and history. Makes education service agencies eligible for grants to carry out such educational programs and professional development activities. Deems schools and LEAs to be eligible for such a grant only if they: (1) have, are capable of, or will develop certain connections to the NPS; (2) have been identified as needing improvement under title I of the ESEA; and (3) serve a significant percentage of low-income students. Permits: (1) the NPS to participate in the Mathematics and Science Partnerships program that provides training to teachers of such subjects under title II of the ESEA; and (2) educational service agencies, including federal agencies that serve as educational service providers, to partner with LEAs under such title's Teaching American History Grant Program.

Pathways Advancing Career Training Act - Authorizes the Secretary of Labor to make formula matching grants to states with approved plans for programs that provide preparatory and supportive services, information on career and technical education, training, pre-apprenticeship assistance, and related services, including tuition assistance, to: (1) single parents and displaced homemakers; and (2) individuals pursuing nontraditional training and employment in fields where individuals from one gender compose less than 25% of workers. Requires the Secretary, through the award of competitive grants, contracts, or cooperative agreements with an independent institution of higher education, public or private nonprofit organization, or state agency, to conduct at least one multi-site evaluation of such programs. Requires eligible state agencies to administer such programs, make competitive subgrants to eligible entities, and identify certain core indicators of performance.

Honouliuli Internment Camp Special Resources Study Act of 2009 - Directs the Secretary of the Interior to conduct a special resource study of the national significance, suitability, and feasibility of including the Honouliuli Gulch and associated sites within Hawaii in the National Park System. Requires such study to evaluate the Honouliuli Gulch, associated sites on Oahu, and other islands in Hawaii respecting: (1) their significance as a component of World War II; (2) their significance as related to the forcible internment of Japanese Americans, European Americans, and other individuals; and (3) historic resources at those sites.

Post-Deployment Health Assessment Act of 2009 - Directs the Secretary of Defense to issue guidance for the provision of an in-person mental health screening for each member of the Armed Forces deployed in connection with a contingency operation, in order to identify post-traumatic stress disorder (PTSD), suicidal tendencies, and other behavioral health issues for which additional care and treatment may be necessary. Excludes from such screenings members not subjected or exposed to combat stress during their deployment. Requires the Secretary to share screening results with the Secretary of Veterans Affairs in order to ensure continuity of mental health care and treatment for such members during their transition from health care and treatment provided by the Department of Defense (DOD) to health care and treatment provided by the Department of Veterans Affairs (VA).

Community College Technology Access Act - Directs the Secretary of Education to award grants to community colleges for the maintenance, administration, and improvement of computer labs to enhance student and public access to information technology training. Allows grantees to use grant funds to expand or build a computer lab facility if they ask and receive the Secretary's authorization to do so. Requires grantees to keep their computer labs open to the public for specified minimum periods and to offer the public free computer-related training while open.
