Calls for the release of all religious prisoners in Iran and for U.S. officials to speak out publicly about the deteriorating conditions for freedom of thought, conscience, and religion or belief in Iran. Calls on the United Nations Human Rights Council to monitor and demand compliance with the recommendations of the representatives of those special mechanisms that have already visited Iran. Supports: (1) the continued designation of Iran as a "country of particular concern" under the International Religious Freedom Act of 1998; (2) funding to promote democracy and human rights in Iran; (3) the commission of an independent review of Voice of America Persian and Radio Farda; and (4) the establishment of a diplomatic envoy to Iran. Calls on the government of Iran to: (1) release all prisoners held because of their religious or political beliefs; and (2) respect the human rights of all its citizens.

Expresses support for the goals and ideals of National HIV/AIDS Testing Day. Encourages: (1) state and local governments to recognize such day, publicize its importance, encourage individuals to undergo counseling and testing for HIV and other sexually transmitted infections, and establish and maintain effective linkages to care and treatment services for individuals testing positive; (2) use of rapid test kits approved by the Food and Drug Administration (FDA) as a fast and efficient method of HIV testing; (3) media organizations to carry messages in support of the Day; and (4) the President to emphasize the importance of addressing the HIV/AIDS epidemic among all Americans, especially among minority communities. Expresses support for the development of a national AIDS strategy with clear goals and objectives to reduce new HIV infections, especially among minorities.

Recognizes that respect for human rights is a fundamental value and that the bilateral relationship between the United States and Egypt should be a platform for promoting the rule of law and fundamental freedoms. Calls on the Egyptian government to: (1) respect human rights, minority rights, and freedoms of religion and expression; and (2) release Ayman Nour and all political activists. Welcomes Egypt's efforts to secure the border with Gaza and fight smuggling. Urges the President and the Secretary of State to put human rights and religious freedom developments in Egypt very high on the U.S. government's agenda during meetings with Egyptian officials.

Nonnative Wildlife Invasion Prevention Act - Requires the Secretary of the Interior to promulgate regulations establishing a process for assessing the risk of all nonnative wildlife species proposed for importation into the United States, other than those included in a list of approved species issued under this Act. Sets forth factors that must be considered at minimum, including the identity of the organism to the species level, the geographic source, and the likelihood of spread and harm to groups of species or habitats. Provides procedures for issuance and expansion of the approved-for-importation list. Establishes prohibitions on: (1) importation of nonnative species or viable eggs; (2) permit violation; and (3) knowing possession, purchase, sale, barter, release, or breeding (including of prohibited species previously imported legally). Allows the imposition of fees to recover the costs of assessing risks of nonnative wildlife species. Establishes a Nonnative Wildlife Invasion Prevention Fund into which such fees will be deposited.

Praises the efforts by those countries in Central and Eastern Europe that have enacted legislation for the restitution of, or compensation for, private and communal religious property confiscated during the Nazi and Communist eras. Urges the countries in Central and Eastern Europe that have not already done so to return confiscated properties to their rightful owners or, where restitution is not possible, pay equitable compensation. Calls on the governments of Poland and of Lithuania to enact legislation so that persons (or their heirs) whose property was confiscated during the Nazi or Communist eras are able to obtain restitution of, or compensation for, such property. Calls on the Secretary of State to report to Congress every six months, regarding implementation of this resolution.

Veteran-Owned Small Business Protection and Clarification Act of 2008 - Requires that, if the Secretary of Veterans Affairs enters into a contract or other arrangement, on or after June 1, 2007, to acquire goods or services (or both), the Secretary shall include in such contract or arrangement a requirement that the contractee comply with Department of Veterans Affairs (VA) contracting goals and preferences with respect to small businesses owned and controlled by veterans and service-disabled veterans. Directs the Secretary to modify current contracts and arrangements to comply with requirements of this Act.

Cure and Understanding through Research for Alzheimer's Act of 2008 or La Cura Act of 2008 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to ensure sufficient resources for activities relating to Alzheimer's disease and Hispanic communities, including by: (1) increasing efforts in epidemiological work in Hispanic subgroups; (2) allocating resources to the National Institute on Aging Alzheimer's disease research centers and other academic centers involved in such research to increase participation of Hispanics and other underrepresented ethnic groups in research and clinical trials in sufficient numbers to draw valid conclusions; and (3) conducting social, behavioral, and health services research to understand the underlying reasons why Hispanic individuals delay diagnosis and underutilize services, to identify culturally and linguistically appropriate approaches to address such delays and underutilization, and to identify approaches for providing, and improving the quality of, culturally competent care. Requires the Director to expand and intensify NIH efforts to educate communities about the importance of research relating to Alzheimer's disease and to respond effectively to cultural concerns about participation in such research. Authorizes appropriations for a program of grants to states to carry out demonstration programs related to Alzheimer's disease. Requires the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), to conduct an aggressive, evidence-based education and outreach program to promote public awareness and risk reduction with respect to Alzheimer's disease, particularly to Hispanic populations.

Expresses the sense of the House of Representatives that: (1) history should be regarded as a means for understanding the past and more effectively facing the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Roosevelt Scholars Act of 2008 - Establishes the Theodore Roosevelt Scholarship Foundation as an independent establishment in the executive branch. Directs the Foundation to award scholarships in an annual nationwide competition to individuals (to be known as "Roosevelt Scholars") who are: (1) enrolled in or seeking admission to accredited full-time graduate studies that prepare such individuals for occupations that are critical to the missions of federal agencies; and (2) nominated by persons that have direct knowledge of their academic or work experience. Sets the maximum scholarship amount at $60,000 for each of up to five academic years, covering tuition, room and board, books, and fees. Requires Roosevelt Scholars to: (1) agree to serve in the federal government for a period of years equal to the number of academic years during which they received their scholarship; (2) complete a federal internship related to their studies while earning their degree; (3) participate in certain extracurricular activities designed to assist their pursuit of federal careers and development of leadership qualities; and (4) serve as sources of information regarding federal employment opportunities. Establishes the Theodore Roosevelt Memorial Scholarship Trust Fund consisting of appropriations and gifts for such scholarships. Sets forth additional duties of the Foundation, including the creation of an online directory of all federal scholarship opportunities available to individuals pursuing federal employment and an online directory of current occupations critical to the missions of federal agencies.

Condemns all forms of sexual violence, including rape, in the Democratic Republic of the Congo. Calls on the government of the Democratic Republic of the Congo to address the large-scale sexual violence in the Democratic Republic of the Congo. Urges an increased U.S. and donor country effort to provide greater assistance for police and military human rights training in the Democratic Republic of the Congo. Calls on the Secretary of State to: (1) appoint a special envoy to the Democratic Republic of the Congo to sustain U.S. engagement in a peace process and stabilization programs; and (2) encourage the Congolese government to refer individuals or armed groups found guilty of rape and sexual violence consistent in magnitude to crimes against humanity to an international criminal court system. Encourages: (1) the international community to ensure greater coordination in its response to sexual violence and to provide further humanitarian assistance in the eastern Democratic Republic of the Congo; (2) full implementation of U.N. Security Council Resolution 1325 and related law and policy on the protection of women and girls; and (3) U.S. companies in the Democratic Republic of the Congo to exert oversight concerning where their products are coming from and who is benefiting from the trade. Reaffirms support for constitutional government, the rule of law, human rights, and democratic processes in the Democratic Republic of the Congo.

Declares that preventing Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with proscribed Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President initiate an international effort to increase economic, political, and diplomatic pressure on Iran to suspend its nuclear enrichment activities. Urges the President to lead a regional diplomatic effort to support the legitimate governments in the region against Iranian destabilization efforts.

Enhancing Science, Technology, Engineering, and Mathematics Education Act of 2008 - Requires the President to establish, in the Office of Science and Technology Policy, a Committee on Science, Technology, Engineering, and Mathematics Education (STEM education) within the National Science and Technology Council. Establishes an Office of Science, Technology, Engineering, and Mathematics Education in the Department of Education, to be administered by an Assistant Secretary. Requires the Assistant Secretary to conduct an annual evaluation of the STEM education programs administered by the department. Requires the Secretary of Education to award a grant to establish a voluntary State Consortium on STEM Education and a grant to the National Science Digital Library to establish a National STEM Education Research Repository.

Directs the Attorney General to award grants to U.S. entities that assist elementary and secondary school administrators, faculty, and staff and law enforcement officials in implementing Internet crime prevention education. Defines "Internet crime prevention education" as programs that help parents, educators, and law enforcement officials to educate children and communities to recognize and prevent potentially criminal activity on the Internet, telephone, and other electronic means.

Home Retention and Economic Stabilization Act of 2008 - Amends the Truth in Lending Act to establish the right of an eligible deferred-foreclosure consumer, defendable in court, to defer initiation of a foreclosure or related action, including a foreclosure sale, brought by any creditor, servicer, or holder of an eligible deferred-foreclosure mortgage, during a specified deferment period. Declares invalid any foreclosure action or proceeding regarding a deferred-foreclosure mortgage if the creditor or servicer fails to notify the consumer: (1) at least 30 days before instituting the action or proceeding; and (2) at least once during each subsequent 30-day period until the foreclosure becomes final. Prescribes procedures governing: (1) initiating foreclosure deferment; (2) payment notices during the deferment period; and (3) the manner of consumer payment during the deferment period. Amortizes over the life of the mortgage the difference between the amount of monthly payment due under the eligible deferred-foreclosure mortgage and the deferment payment amount. Prohibits a creditor or servicer from imposing any late fee or other fee or charge during the deferment period. Requires the creditor or servicer to provide the consumer with separate, written notification, distinct from all other correspondence, regarding: (1) any interest rate increase with respect to a sub-prime mortgage; (2) any minimum monthly payment increase with respect to a negative amortization mortgage; (3) clear and conspicuous disclosure of the good faith estimate of the monthly payment applicable after the adjustment or reset date; and (4) a list of alternatives available to consumers prior to the date of adjustment or increase. Authorizes appropriations for the Neighborhood Reinvestment Corporation to implement foreclosure mitigation activities.

National Guard and Reserve Mental Health Access Act of 2008 - Requires the Secretary of Defense to: (1) provide for the implementation of the Yellow Ribbon Reintegration Program for members of the National Guard and reserves and their families required by section 582 of the National Defense Authorization Act for Fiscal Year 2008 by not later than 180 days after the date of the enactment of this Act; and (2) report to the congressional defense committees on that Program's implementation. Directs the Secretary to carry out a joint psychological health program to: (1) increase access to and the provision of psychological health care and related services for members of the National Guard following their deployment, and their families; (2) improve coordination among DOD components in the provision of such care during members' transition from active duty to civilian life; and (3) coordinate and oversee DOD efforts to assist members of the National Guard with mental illness and members with traumatic brain injury post-deployment. Requires the Chief of the National Guard Bureau to establish the National Guard Psychological Health Council. Directs the Secretaries of Defense and Veterans Affairs to jointly carry out: (1) one or more pilot programs on the provision of mental health services to members of the National Guard and reserves, both before and after deployment, through telemental health technologies; and (2) an outreach program intended to reduce the stigma, among members of the National Guard and reserves returning from deployment, and their families, associated with seeking and obtaining mental health services. Requires the Secretary, as part of the Yellow Ribbon Reintegration Program, to assign community outreach coordinators to assist members of the National Guard and reserves returning from deployment.

Green Schools Act - Directs the Administrator of the Environmental Protection Agency (EPA) to establish a program awarding matching grants to local educational agencies for green school construction and improvement projects that create healthy learning environments while saving natural resources and money. Amends the Internal Revenue Code to extend, through 2012, the Qualified Zone Academy Bond program (which provides tax credits to the holders of such bonds, which in turn finance low or no interest loans for the improvement of public schools serving low-income areas). Requires public school rehabilitation, repair, or equipment financed through such bonds to serve the green goals of creating healthy learning environments while saving natural resources and money.

Declares that the United States, through the International Whaling Commission, should: (1) use all appropriate measures to end commercial whaling, including scientific, special permit, coastal, and community-based whaling; (2) oppose any initiative that would result in any new, Commission-sanctioned coastal or community-based whaling, even if it is portrayed as noncommercial, including commercial whaling by coastal communities that does not qualify as aboriginal subsistence whaling; and (3) seek to strengthen conservation and management measures.

Amends the Immigration and Nationality Act to allow a surviving spouse of a U.S. citizen who was married for less than two years at the time of the citizen's death who proves by a preponderance of the evidence that the marriage was entered into in good faith and not for the purpose of obtaining an immigration benefit to self-petition (within the required two years) for continued immediate relative status. Extends the petition filing deadline for two years after the date of the enactment of this Act for an alien spouse who failed to file within the required two-year period but would be considered by reason of this Act to remain an immediate relative.

Amends provisions authorizing educational loan repayment in exchange for service as a health professional in the Selected Reserved of an armed force and determined to be needed critically in order to meet identified wartime combat medical skill shortages to limit payment amounts to $60,000 (currently, $20,000) per year of service. Eliminates provisions limiting the total amount that may be repaid on behalf of any person to $50,000.

Authorizes the Secretary of a military department, and the Secretary of Defense for a Defense Agency, when engaged or proposing to engage in military testing, operations, training, or another military readiness activity or military construction that may or will result in an adverse impact to one or more species protected (or pending protection) under any applicable provision of law, or habitat for such species, to make payments to a conservation banking program or "in-lieu-fee" mitigation sponsor approved in accordance with the Federal Guidance for the Establishment, Use and Operation of Mitigation Banks, the Guidance for the Establishment, Use, and Operation of Conservation Banks or any successor or related administrative guidance or regulation. Allows such payments to a conservation banking program or "in-lieu-fee" mitigation sponsor for military construction to be treated as eligible costs of the construction project.

Authorizes the Secretary of Transportation, acting through the Administrator of the Maritime Administration, to establish a Port of Guam Improvement Enterprise Program for the planning, design, and construction of projects for the Port of Guam to improve port facilities, relieve congestion, increase port security, and provide greater access to port facilities. Expands intermodal surface freight transfer facility project eligibility for federal loans, loan guarantees, and lines of credit to include an intermodal or marine facility project under the Program. Establishes the Port of Guam Improvement Enterprise Fund.

Creates, for veterans who were subjected to certain chemical or biological warfare testing involving Project 112 conducted through Deseret Test Center (including the Shipboard Hazard and Defense Project, also known as Project SHAD), a presumption that a disease was incurred in or aggravated by service, notwithstanding that there is no record of evidence of the disease during the period of service, if the disease warrants presumtion of service connection by reason of increased exposure to a biological, chemical, or other toxic agent.

Safe and Complete Streets Act of 2008 - Requires each state to have in effect within two years a law, or each state department of transportation or metropolitan planning organization an explicit policy statement, that requires all federally-funded transportation projects to accommodate the safety and convenience of all users in accordance with certain complete streets principles. Defines "complete streets principles" as federal, state, local, or regional level transportation laws, policies, or principles which ensure that the safety and convenience of all users of a transportation system, including pedestrians, bicyclists, and transit users as well as children, older people, motorists, and those with disabilities, are accommodated in all phases of project planning and development. Allows such law or policy to make exemptions from such principles only if: (1) affected roadways prohibit specified users by law from using them, the cost of a compliance project would be excessively disproportionate to the need, or the population and employment densities or level of transit service around a roadway is low enough that there is no need to implement such principles; and (2) all project-specific exemptions are properly approved. Requires states to ensure that every agency responsible for a project within an approved transportation improvement program reviews and certifies that the project incorporates complete streets principles. Requires the U.S. Access Board to issue final standards for accessibility of new construction and alterations of pedestrian facilities for public rights-of-way.
