Joint Guam Projects Oversight Act - Establishes the Guam Defense Policy Review Initiative Account to carry out transactions in connection with the realignment and relocation of military personnel on Guam. Expresses the sense of Congress with respect to: (1) the use of special purpose entities for military housing related to such realignment and relocation; and (2) federal assistance to Guam for infrastructure development and other needs in connection with the realignment and relocation. Requires a report from the: (1) Comptroller General concerning interagency requirements related to such realignment and relocation; and (2) Department of Defense (DOD) Inspector General addressing potential waste and fraud associated with the realignment of military forces on Guam. Outlines energy and environmental design requirements related to such realignment and relocation. Makes the Commonwealth of the Northern Mariana Islands eligible for DOD military base reuse studies and community planning assistance. Requires the Secretary of Defense to: (1) develop and support programs for training the local workforce on Guam for employment opportunities arising from realignment and relocation; and (2) enter into a cooperative agreement for establishing a Procurement Technical Assistance Center on Guam. Requires construction contractors operating for DOD in connection with military personnel realignment or relocation on Guam to follow certain procedures to demonstrate compliance with Guam tax, employment, and licensing laws.

Silver Alert Grant Program Act of 2008 - Authorizes the Attorney General to award grants to states to implement or improve a Silver Alert system. Defines "Silver Alert system" to mean a state-administered notification system to help locate missing individuals with Alzheimer's disease and other dementia-related illnesses. Requires the Attorney General to report to Congress on Silver Alert systems, including: (1) a list of states that have established such systems; (2) information on each state's system; (3) actions states have taken to protect the privacy and dignity of the individuals for whom Silver Alerts are issued; and (4) ways that states have facilitated and improved communication about missing individuals between families, caregivers, law enforcement officials, and other authorities.

Veterans Disability Benefits Claims Modernization Act of 2008 - Revises or adds provisions relating to the disability compensation system of the Department of Veterans Affairs (VA) to: (1) require a study on adjusting the schedule for rating veterans' disabilities; (2) establish the Advisory Committee on Disability Compensation; (3) require a study on the employee work credit system of the VA's Veterans Benefits Administration (VBA); (4) require a study on the VBA's work management system; (5) require the certification and training of VBA employees responsible for processing claims; (6) require an annual independent assessment of the VBA's quality assurance program; (7) provide for the expedited VBA treatment of fully developed claims and a checklist for individuals submitting incomplete claims; (8) require a study of the VBA's need to employ additional medical professionals to act as a medical reference for employees handling claims; (9) provide for the assignment of partial disability ratings to certain veterans; (10) require a review and revision of VBA use of information technology; and (11) allow a claim beneficiary to be substituted as a claimant in the case of the death of a veteran claimant while a claim is awaiting adjudication or appeal. Requires the Chief Judge of the U.S.Court of Appeals for Veterans Claims to report annually to the congressional veterans' committees on the Court's workload. Revises provisions concerning the jurisdiction and finality of decisions of the Court.

Eliminating Disparities in Breast Cancer Treatment Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a breast cancer treatment quality performance system to: (1) assess and disclose publicly, through the use of quality measures, the quality of care provided for the treatment of breast cancer by specified health care providers; and (2) base payment to such providers for such treatment on their performance with respect to such measures. Requires reduced payments to providers that either do not submit data in accordance with the reporting process in the system, or furnish low quality care for treatment of breast cancer.

Providing Responsible Oversight and Testing of Equipment for Combat Troops Act of 2008 or the PROTECT Act of 2008 - Removes provisions requiring the Director of Operational Test and Evaluation in the Department of Defense (DOD) to provide guidance to and consult with the Secretary of Defense, the Under Secretary of Defense for Acquisition, Technology, and Logistics, and the Secretaries of the military departments with respect to operational test and evaluation or survivability testing (or both) in the DOD of force protection equipment (including nonlethal weapons). Adds items of (or key components of) personal equipment designed to provide some degree of protection to the user in combat to provisions requiring survivability and lethality testing before full-scale production.

Caleb Martin-Travis Dodson Wounded Warrior Retention Act - Authorizes a member of the Armed Forces who would normally be retired, placed on the temporary disability retired list, or separated as the result of a combat-related disability to elect to instead be retained on active service in an active status, as long as the member: (1) remains medically able to perform noncombat-related military occupational specialties or duties; and (2) is not disqualified from performing such specialties or duties because of performance, mandatory retirement for age, or other reasons. Subjects members placed in such status to periodic physical examinations, as provided to members placed on the temporary disability retired list. Authorizes the Secretary of Defense to permit, on a case-by-case basis, the reenlistment or appointment in such status of a member who, during the period beginning on September 1, 2001, and ending on the date of enactment of this Act, was retired or separated as the result of a combat-related disability. Requires a report from the Secretary to Congress on the number and types of noncombat-related military occupational specialties in the Armed Forces and Department of Defense (DOD) civilian employee positions that would be available for such members.

Separating Servicemember Handbook Development Act - Amends the National Defense Authorization Act for Fiscal Year 2008 to direct the Secretary of Defense to develop and maintain, in a handbook and on a publically-available Internet website, a comprehensive description of the compensation and other benefits to which an Armed Forces member, and the family of the member, would be entitled on separation or retirement resulting from a serious injury or illness. Requires that the handbook be provided to each member as soon as practicable following an injury or illness for which the member may retire or separate.

Health Promotion Funding Integrated Research, Synthesis, and Training Act or the Health Promotion FIRST Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop a plan for health promotion that includes coordinating the health promotion activities of the Department of Health and Human Services (HHS) and addressing how best to: (1) develop the basic and applied science of health promotion; (2) synthesize and disseminate health promotion research; (3) support the health promotion community; and (4) modify or develop resources, policies, structure, and legislation to integrate health promotion into all health professions and sectors of society. Requires the Director of the National Institutes of Health (NIH), acting through the Office of Behavioral and Social Sciences Research, to: (1) develop a plan on how best to develop the science of health promotion through NIH agencies; and (2) conduct or support early research programs and research training regarding health promotion. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop a plan to establish a research agenda regarding health promotion for CDC. Requires the Director of the National Center for Chronic Disease Prevention and Health Promotion to award grants to develop Health Promotion Research Centers. Requires the Director of CDC to: (1) make an effort to attract grant applications from groups experienced in providing programs; (2) fund research to develop the applied science of health promotion for specified settings; and (3) develop a research agenda for workplace health promotion. Requires the Secretary to modify the application process for grants, cooperative agreements, and contracts awarded under this Act to attract the most qualified individuals and organizations, rather than those most experienced with the application process.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Pathways Advancing Career Training Act - Authorizes the Secretary of Labor to make formula matching grants to states with approved plans for programs that provide preparatory and supportive services, information on career and technical education, training, pre-apprenticeship assistance, and related services, including tuition assistance, to: (1) single parents and displaced homemakers; and (2) individuals pursuing nontraditional training and employment in fields where individuals from one gender compose less than 25% of workers. Requires the Secretary, through the award of competitive grants, contracts, or cooperative agreements with an independent institution of higher education, public or private nonprofit organization, or state agency, to conduct at least one multi-site evaluation of such programs. Requires eligible state agencies to administer such programs, make competitive subgrants to eligible entities, and identify certain core indicators of performance.

Pedestrian Safety Enhancement Act of 2008 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Shark Conservation Act of 2008 - Amends the High Seas Driftnet Fishing Moratorium Protection Act to direct the Secretary of Commerce to list a nation in the biennial report on international compliance if the nation's fishing vessels are or have been engaged in fishing activities that target or incidentally catch sharks and the nation has not adopted a shark conservation program that is comparable, taking into account different conditions, to that of the United States, including measures to prohibit removal any of the fins of a shark (including the tail) and discarding the carcass of the shark at sea. Amends the Magnuson-Stevens Fishery Conservation and Management Act to make it a prohibited act to have a shark fin (including the tail) aboard a vessel (currently, aboard a fishing vessel) without the corresponding carcass. Removes provisions creating a rebuttable presumption that any shark fins on board a fishing vessel were in violation if the total weight of shark fins exceeds 5% of the total weight of shark carcasses on board.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

United States Army Commemorative Coin Act of 2008 - Instructs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half dollar clad coins as numismatic items emblematic of the traditions, history, and heritage of the U.S. Army, and its role in American society from the Colonial period to today. Requires the design for such coins to contain motifs that honor specifically the American soldier of both today and yesterday, in wartime and in peace, consistent with the traditions and heritage of the U.S. Army, the mission and goals of the National Museum of the U.S. Army, and the missions and goals of the Army Historical Foundation. Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Recognizes: (1) National Public Health Week; (2) the efforts of public health professionals, first responders, states, municipalities, and local communities to incorporate measures to adapt health care systems to address impacts of climate change; and (3) the role of adaptation in preventing impacts of climate change on vulnerable communities, the improvement of health status and equity through efforts to address climate change, and the need to include health policy in the development of climate responses. Encourages: (1) further research, interdisciplinary partnership, and collaboration to understand and monitor the health impacts of climate change, for preparedness activities, and for improvement of health care infrastructure; and (2) every American to learn about the impact of climate change on health.

Clean Energy Partnership with India Act of 2008 - Establishes in the legislative branch the Congressional Commission on Renewable Power Technology Commerce with India to: (1) study methods for improvement and promotion of bilateral renewable energy cooperation between the United States and India; and (2) recommend to Congress and the President methods and strategies to develop joint energy policy between the United States and India for reliable energy throughout India using renewable, environmentally-friendly means of production. Requires the Secretary of State to report to Congress on: (1) the extent to which energy is reliably available in India and what portion of it is produced through renewable means; (2) estimated investment, export, and job creation potential if U.S. industry plays a central role in the production and distribution of renewable energy in India; (3) estimated economic benefits and poverty reduction that would result if India's energy needs were met through renewable energy; (4) the estimated level of greenhouse gasses that India would produce in the coming years if it did not pursue renewable means of energy production; and (5) recommendations for the federal government and the private sector regarding technical assistance with the investment, production, and distribution of renewable energy in India. Directs the President to seek to establish a permanent joint renewable energy council between the United States and India to advise the President of the United States and the Prime Minister of India on promotion of environmentally sustainable economic growth in India and the United States through public policy regarding investment, production, and distribution of renewable energy in India.

Veterans Education Improvement Act of 2008 - Amends the Montgomery GI Bill educational assistance program for veterans to: (1) increase the rates of basic educational assistance and the time limit for entitlement to and use of such assistance; (2) provide a stipend for individuals using such assistance to pursue a program of education at an institution of higher learning; (3) extend the period for the collection of a fee for the use of such assistance; (4) authorize the use of such assistance for business courses and seminars, courses taken to prepare for licensing or certification tests, and the repayment of federal student loans; (5) allow for withdrawal of the election not to enroll in the program; (6) state that such assistance shall not reduce eligibility for other financial aid; (7) extend the increase in benefits for certain individuals pursuing apprenticeships or on-job training; (8) modify the amount for reimbursement of state and local agencies administering veterans' education benefits; (9) provide educational assistance for veterans discharged under a general discharge; (10) increase the reporting fee payable to educational institutions that enroll veterans receiving assistance; (11) provide additional areas of work-study for veterans; (12) require a five-year pilot program for on-campus work-study positions; (13) increase the number of employees in the Education Service of the Department of Veterans Affairs (VA); (14) require an action plan for upgrading VA information technology used in the administration of educational benefits; and (15) modify the advance payment of initial educational assistance or subsistence allowance.

Women's Business Ownership Act of 2008 - Establishes the Commission on Women's Business Ownership to review and make recommendations concerning: (1) the status of women business owners nationwide, and the progress made since the 1980 White House Conference on Small Business; (2) the role of the federal government in aid to and promotion of women business owners; and (3) data collection procedures with regard to women-owned businesses and federal initiatives and procurement.

First-Time Homebuyers' Tax Credit Act of 2008 - Amends the Internal Revenue Code to: (1) allow an income-based, one-time refundable tax credit for first-time homebuyers of ten percent of a principal residence's purchase price ($3,000 maximum credit, $6,000 maximum credit for joint filers); (2) allow transfer of such credit (within 30 days of transfer application) as payment towards related downpayment and closing costs; and (3) apply the credit to purchases made on or after January 1, 2008, and before January 1, 2013, and to binding contracts made between such dates, and in which the residence is occupied before July 1, 2014.

National Sea Grant College Program Amendments Act of 2008 - Amends the National Sea Grant College Program Act to substitute "extension services" for "advisory services" in the definition of "project" and to add definitions for "regional research and information plan" and "National Ocean Research Priorities Plan and Implementation Strategy." Adds regional and national projects as elements of the national sea grant college program. Removes a reference to the sea grant review panel from provisions relating to the administration of the program. Refers to regional or national strategic investments being developed in consultation with the board and with the approval of sea grant colleges and the sea grant institutes. (Current law refers to the approval of the sea grant review panel as well as the colleges and institutes.) Revises the program director's duties. Modifies requirements regarding limits on: (1) grants and contracts to assist sea grant programs and projects; and (2) special grants to promote a strong educational base, research and training, dissemination of knowledge and techniques, and multidisciplinary approaches to environmental problems. Requires that sea grant colleges provide extension services (currently, advisory services). Redesignates the sea grant review panel as the National Sea Grant Advisory Board and modifies it's duties. Authorizes appropriations through FY2014. Repeals provisions regulating the distribution of any appropriated amounts exceeding the amounts appropriated for FY2003.
