Native Hawaiian Government Reorganization Act of 2007 - Establishes the U.S. Office for Native Hawaiian Relations within the Office of the Secretary of the Interior. Establishes the Native Hawaiian Interagency Coordinating Group. Recognizes the right of the Native Hawaiian people to reorganize the single Native Hawaiian governing entity to provide for their common welfare and to adopt appropriate organic governing documents. Establishes a Commission to: (1) prepare and maintain a roll of the adult members of the Native Hawaiian community who elect to participate in such reorganization; and (2) certify that the adult members of the Native Hawaiian community proposed for inclusion on the roll meet the definition of Native Hawaiian. Outlines the process for the reorganization, which includes forming a Native Hawaiian Interim Governing Council. Reaffirms the special political and legal relationship between the United States and the Native Hawaiian governing entity upon certification required by the Secretary regarding the organic governing documents and the election of the entity's officers. Extends federal recognition to the governing entity as the representative governing body of the Native Hawaiian people. Authorizes the United States, upon the reaffirmation of such political and legal relationship, together with the state of Hawaii, to enter into negotiations with the governing entity to lead to an agreement addressing specified matters, including the transfer of lands, natural resources, and other assets, and the protection of existing rights related to such lands or resources.

Native American Methamphetamine Enforcement and Treatment Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to include territories and Indian tribes as eligible grant recipients (or reaffirm that eligibility) under the programs to: (1) address the manufacture, sale, and use of methamphetamine; (2) aid children in homes in which methamphetamine or other drugs are unlawfully manufactured, distributed, dispensed, or used; and (3) address methamphetamine use by pregnant and parenting women offenders.

Stroke Treatment and Ongoing Prevention Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment. Requires the Secretary, acting through the Centers for Disease Control (CDC), to maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse by collecting specific data points and benchmarks for stroke care analysis and by compiling and disseminating information on state, local, and private care system achievements and problems. Defines "stroke" as an attack in which blood flow to the brain is interrupted or in which a blood vessel or aneurysm in the brain breaks or ruptures. Includes stroke and traumatic injury prevention, diagnosis, and treatment within the grant program for emergency medicine residency training. Authorizes the Secretary, through the Administrator of the Health Resources and Services Administration (HRSA), to make grants to qualified entities for education programs for health care professionals in the use of diagnostic approaches, technologies, and therapies for stroke and traumatic injury prevention, diagnosis, treatment, and rehabilitation. Gives preference to qualified entities that will train professionals that serve areas with a significant incidence of stroke or traumatic injuries. Authorizes the Secretary, through the Director of the Office for the Advancement of Telehealth, to make up to seven grants to states and to consortia of public and private entities in any non-grantee state to conduct a five-year pilot project to improve stroke patient outcomes by coordinating health care through telehealth networks.

Communities of Color Teen Pregnancy Prevention Act of 2007 - Requires the Secretary of Health and Human Services to make grants for projects to prevent teen pregnancies in racial, ethnic minority, or immigrant communities with a substantial incidence or prevalence of cases of teen pregnancy as compared to the average number of such cases in communities in the state involved. Allows the Secretary to make grants to: (1) provide necessary social and cultural support services regarding teen pregnancy; (2) provide health and educational services related to the prevention of teen pregnancy; (3) promote better health and educational outcomes among pregnant teens; (4) provide training for individuals who plan to work in school-based support programs regarding the prevention of teen pregnancy; and (5) provide public education and increase awareness with respect to the issue of teen pregnancy and related social and emotional issues. Requires the Secretary to make grants to establish and operate a National Clearinghouse for Teen Pregnancy Prevention. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to conduct, support, and coordinate research on the prevention of teen pregnancy in such communities. Allows a grant to be made under this Act only if the applicant agrees that: (1) all information provided pursuant to the Act will be age-appropriate, factually and medically accurate and complete, and scientifically based; and (2) information, activities, and services under the grant will be provided in the language and cultural context that is most appropriate for individual groups.

Honor Our Commitment to Veterans Act - Directs the Secretary of Veterans Affairs to administer the health care enrollment system of the Department of Veterans Affairs so as to enroll any eligible veteran who applies. (This directive in effect terminates an administrative freeze on the enrollment of veterans in the lowest priority enrollment category.)

Creating Long-Term Energy Alternatives for the Nation Act of 2007, or the CLEAN Energy Act of 2007 - Amends the Internal Revenue Code with respect to the deduction from gross income of any attributable to domestic production activities. Excludes from domestic production gross receipts those derived from the sale, exchange, or other disposition of oil, natural gas, or any related primary product. (Thus denies a deduction for income attributable to domestic production of oil, natural gas, or their related primary products.) Increases from five to seven years the amortization schedule for geological and geophysical expenditures for certain major integrated oil companies. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico (Gulf) tract during 1998 and 1999 to incorporate specified price thresholds applicable to royalty suspension provisions. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Cites conditions for the issuance of new leases authorizing oil or natural gas production in the Gulf. Instructs the Secretary to establish conservation of resources fees for both producing and nonproducing federal oil and gas leases in the Gulf. Sets forth terms restricting the transfer of such leases. Amends the Energy Policy Act of 2005 to repeal: (1) specified incentives for natural gas production from deep wells in shallow waters of the Gulf; (2) royalty relief for deep water production in the Gulf; and (3) the prohibition on cost recovery fees for drilling-related permit application during the Federal Permit Streamlining Pilot Project. Amends the Outer Continental Shelf Lands Act to remove the Planning Areas offshore Alaska from the list of areas for which the Secretary is authorized to reduce or eliminate any royalty or net profit share set forth in the pertinent lease. Amends the Naval Petroleum Reserves Production Act of 1976 to repeal provisions governing oil and gas leasing in the National Petroleum Reserve in Alaska regarding: (1) renewal of competitive oil and gas leases, with or without discoveries; and (2) waiver, suspension, or reduction of rental fees or royalties on leaseholds as exploration incentives. Establishes the Strategic Energy Efficiency and Renewables Reserve to hold federal receipts acquired as a result of the enactment of this Act.

College Student Relief Act of 2007 - Amends the Higher Education Act of 1965 to phase-in cuts in the interest rate charged undergraduate student borrowers under the Federal Family Education Loan (FFEL) and Direct Loan (DL) programs, thereby reducing such rate from 6.8% in July 2006 to 3.4% in July 2011. Limits FFEL lender insurance to 95% of the unpaid balance of such loans. (Currently, 97% of a FFEL issued after June 2006 is federally-insured.) Provides for graduated reductions in the percentage of defaulted FFEL loan collections a guaranty agency is allowed to retain until, beginning in October 2010, it is equal to the average rate paid to collection agencies that have contracts with the Secretary of Education. Eliminates exceptional performer status for lenders, servicers, and guaranty agencies, which rewards such entities for high due diligence in FFEL collection. Reduces special allowance payments made to FFEL lenders to compensate them for the difference between FFEL interest rates and market rates. Exempts small lenders from such reduction. Increases the loan fee charged FFEL lenders from .5% to 1% of the principal amount of loans disbursed after June 2007. Prohibits its collection from borrowers. Increases, after June 2007, the rebate fee charged a holder of FFEL consolidated loans, provided that at least 90% of the total principal and accrued unpaid interest outstanding on loans held by such holder are such loans.

Recognizes, on the 11th anniversary of that attack, the service and sacrifice of the 19 members of the U.S. Air Force who died in the terrorist bombing of the Khobar Towers U.S. military housing compound in Dhahran, Saudi Arabia. Calls upon every American to pause and pay tribute to those brave airmen. Extends the continued sympathies of Congress to the families of those who died. Assures the members of the Armed Forces serving anywhere in the world that their well-being and interests will at all times be given the highest priority.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Family-Based Meth Treatment Access Act of 2007 - Amends the Public Health Service Act to expand the grant program to provide residential substance abuse treatment to pregnant and postpartum women to include: (1) parenting women substance abuse treatment (including treatment for addiction to methamphetamine); and (2) outpatient treatment services. Requires that such treatment programs be accessible to pregnant and parenting women in health disparity populations. Requires the Secretary of Health and Human Services to expand, intensify, and coordinate efforts to provide treatment for methamphetamine addiction to pregnant and parenting women. Requires the Secretary, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award grants, cooperative agreements, or contracts for to assist local jails and detention facilities in providing comprehensive, family-based substance abuse treatment services to pregnant and parenting adults who are considered nonviolent offenders. Sets forth criteria that must be met if such a grant is used for a family drug treatment program that is an alternative to incarceration. Gives priority in awarding grants under this Act to any entity that agrees to use the award for programs serving an area that: (1) is a rural area, an area with a shortage of mental health professionals, or an area with a shortage of family-based substance abuse treatment options; and (2) has high rates of addiction to methamphetamine or other drugs.

Notch Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act with respect to the benefit computation formula for individuals affected by the changes in benefit computation rules enacted in the Social Security Amendments of 1977 who became eligible (at age 62) for (early retirement) old-age insurance benefits after 1978 and before 1989 (and reached age 65 for full-retirement benefits after 1981 and before 1992). Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55% to 5% keyed to the year an individual became eligible for (early retirement) benefits between 1978 and 1989. Provides for an election to receive such payments in a lump sum.

Preservation of Records of Servitude, Emancipation, and Post-Civil War Reconstruction Act - Requires the Archivist of the United States to: (1) establish, as part of the National Archives, an electronically searchable database of historic records of servitude, emancipation, and post-Civil War reconstruction contained within federal agencies for genealogical and historical research; and (2) preserve relevant records. Requires the National Historical Publications and Records Commission to provide grants to states, colleges and universities, and genealogical associations to preserve records and establish databases of local records of such information.

Methamphetamine Remediation Research Act of 2007 - Requires the Administrator of the Environmental Protection Agency to establish: (1) voluntary guidelines, based on the best currently available scientific knowledge, for the remediation of former methamphetamine laboratories, including guidelines regarding preliminary site assessment and the remediation of residual contaminants; and (2) a program of research to support the development and revision of such guidelines. Directs the Administrator to: (1) periodically convene a conference of appropriate state agencies, as well as individuals or organizations involved in research and other activities directly related to the environmental or biological impacts of former methamphetamine laboratories; and (2) enter into an arrangement with the National Academy of Sciences for a study of the status and quality of research on the residual effects of methamphetamine laboratories. Requires the Director of the National Institute of Standards and Technology to support a research program to develop: (1) new methamphetamine detection technologies, with an emphasis on field test kits and site detection; and (2) appropriate standard reference materials and validation procedures for methamphetamine detection testing.

District of Columbia and United States Territories Circulating Quarter Dollar Program Act - Authorizes the Secretary of the Treasury to issue during 2009 redesigned quarter dollars commemorating the District of Columbia and the U.S. Territories, including the Commonwealth of Puerto Rico, Guam, American Samoa, the United States Virgin Islands, and the Commonwealth of the Northern Mariana Islands.

Declares that Marcus Mosiah Garvey (founder of the Universal Negro Improvement Association): (1) was innocent of the charges brought against him by the U.S. government; and (2) should be recognized internationally as a leader and thinker in the struggle for human rights and dignity. Calls upon the President to endeavor to restore Garvey's honor and good name by granting him a full posthumous pardon that proclaims his conviction to have been unjust and affirms his innocence.

Cesar Estrada Chavez Study Act - Directs the Secretary of the Interior to complete a special resource study to determine: (1) appropriate methods for preserving and interpreting certain sites in Arizona, California, and other states that are significant to the life of Cesar Estrada Chavez and the farm labor movement in the western United States; and (2) whether any of the sites meets the criteria for listing on the National Register of Historic Places or designation as a national historic landmark.

Joshua Omvig Veterans Suicide Prevention Act - Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary of Veterans Affairs should take into consideration the special needs of such veterans and of elderly veterans who are at high risk for depression and experience high rates of suicide in developing and implementing the comprehensive program outlined in this Act. Directs the Secretary to develop and carry out a comprehensive program designed to reduce the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline.

Disabled Veterans Tax Termination Act - Amends federal military retired pay provisions to: (1) permit veterans with a service-connected disability of less than 50% to claim both retired pay and disability compensation; (2) eliminate provisions requiring a phase in between January 1, 2004, and December 31, 2013, of concurrent receipt of retired pay and disability compensation; (3) provide a special reduction rule with respect to the concurrent receipt of retired pay and disability compensation in the case of disability retirees with less than 20 years of creditable service; and (4) extend combat-related special compensation to certain veterans with less than 20 years of service who have a combat-related disability.

Military Retiree Health Care Relief Act of 2007 - Amends the Internal Revenue Code to allow a refundable tax credit for premiums paid to enroll military retirees and their spouses and surviving spouses for supplementary medical insurance under part B of title XVIII (Medicare) of the Social Security Act.

Help Establish Access to Local Timely Healthcare for Your Vets (HEALTHY Vets) Act of 2007 - Directs the Secretary of Veterans Affairs, in the case of a veteran for whom Department of Veterans Affairs (VA) medical facilities are geographically inaccessible, to use current authority for contracting out veterans' medical care to non-Department facilities in order to provide the following care to such veterans: (1) primary care; (2) acute or chronic symptom management; (3) nontherapeutic medical services; and (4) other medical services determined appropriate by the director of that geographic service region, after consultation with the Department physician responsible for the veteran's primary care. Outlines conditions under which Department facilities shall be deemed geographically inaccessible. Authorizes the Secretary to waive the requirement of geographic inaccessibility, on a case-by-case basis, if the costs to the Department of providing such care significantly outweigh the benefits of localized health care for the veteran.

Soldiers Targeted by Offensive Profiteering Act of 2007 (STOP Act) - Prohibits any person, except with permission, from using the name or image of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner calculated to connect the protected individual with that individual's service in the Armed Forces. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Civilian Service Recognition Act of 2007 - Requires executive agencies to furnish a U.S. flag to drape the casket of a civilian federal employee who dies in a combat zone, upon request of the deceased's next of kin or a close associate of the deceased. Requires notification of federal civilian employees who are located or stationed in a combat zone to perform one or more functions in support of military operations of the flag ceremony benefit provided for under this Act.

Medicare Prescription Drug Price Negotiation Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to negotiate with pharmaceutical manufacturers the prices that may be charged to prescription drug plan sponsors and Medicare Advantage organizations for covered part D drugs for part D eligible individuals enrolled under a prescription drug plan or under a Medicare Advantage prescription drug (MA-PD) plan.

Amends the Farm Security and Rural Investment Act of 2002 with respect to the senior farmers' market nutrition program to: (1) increase program funding for FY2007 and extend funding through FY2012; (2) expand the program to include locally produced farm products as deemed appropriate by the Secretary of Agriculture; (3) permit up to 10% of program funds to be used for administrative costs; and (4) permit carryover of unused funds.

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Implementing the 9/11 Commission Recommendations Act of 2007 - Provides for implementation of recommendations of the National Commission on Terrorist Attacks Upon the United States (9/11 Commission). Amends the Homeland Security Act of 2002 to set forth provisions governing Department of Homeland Security (DHS) grants for first responders to prevent, prepare for, respond to, mitigate against, or recover from terrorist attacks. Directs the DHS Secretary to: (1) evaluate and prioritize applications based on the degree to which applicants would lessen the threat to persons and critical infrastructure; and (2) ensure that each state receives no less than .25% of grant funds available in a fiscal year (.45% for international border states). Requires the Secretary to establish the Improve Communications for Emergency Response Grant Program. Requires state, local, and tribal governments to pre-identify sites where a unified command system can be quickly established. Establishes the Checkpoint Screening Security Fund. Directs the Secretary to establish a system to inspect 100% of cargo transported on passenger aircraft. Permits containers to enter the United States only if scanned with equipment, and secured by seals, that meet prescribed standards. Directs the Secretary to: (1) take specified actions regarding human trafficking and terrorist travel; and (2) report on international collaboration and a plan to accelerate implementation of an automated biometric system. Requires the Secretary to carry out a Fusion and Law Enforcement Education and Teaming Grant Program. Establishes in DHS the Border Intelligence Fusion Center Program. Homeland Security Information Sharing Enhancement Act of 2007 - Renames the Directorate for Information Analysis and Infrastructure Protection as the Office of Intelligence and Analysis. Directs the Under Secretary for Intelligence and Analysis to implement a Homeland Security Advisory System. Establishes, within the Office, an Internal Continuity of Operations Plan. Homeland Security Information Sharing Partnerships Act of 2007 - Directs the Secretary to: (1) establish a State, Local, and Regional Fusion Center Initiative; and (2) establish a Homeland Security Information Sharing Fellows Program. Establishes, within DHS, an Office of Infrastructure Protection. Protection of Civil Liberties Act - Makes the Privacy and Civil Liberties Oversight Board an independent agency within the executive branch. Privacy Officer With Enhanced Rights Act of 2007 or the POWER Act - Sets forth provisions governing the DHS privacy officer's investigative authority. Directs the Secretary to prepare vulnerability assessments of critical infrastructure and to establish a National Asset Database, a National At-Risk Database, a National Asset Database Consortium. Requires the Secretary to establish a Strategic Transportation Security Information Sharing Plan. Directs the Secretary to implement a program to enhance private sector preparedness for acts of terrorism and other emergencies and disasters through the promotion of the use of voluntary consensus standards. Repeals or modifies limitations on assistance for preventing weapons of mass destruction (WMD) proliferation. Expresses the sense of Congress that the President should strive to expand and strengthen the Proliferation Security Initiative, including by working with the United Nations Security Council to authorize the Initiative under international law. Authorizes appropriations for the Department of Defense Cooperative Threat Reduction Program and for the Department of Energy National Nuclear Security Administration programs to prevent WMD proliferation and terrorism. Establishes: (1) within the Executive Office of the President the Office of the United States Coordinator for the Prevention of Weapons of Mass Destruction Proliferation and Terrorism; and (2) the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism. Nuclear Black Market Counter-Terrorism Act of 2007 - Directs the President to impose sanctions for transfers of nuclear technology involving foreign persons and terrorists. Requires the President to: (1) identify nuclear proliferation network countries; and (2) suspend arms sales to such countries. 9/11 Commission International Implementation Act of 2007 - Declares U.S. policy regarding increasing the availability of modern basic education in Arab countries. Authorizes: (1) the President to establish an International Arab and Muslim Youth Opportunity Fund; and (2) the Secretary of State to fund a private, nonprofit Middle East Foundation. Sets forth authority for providing a surge capacity for international broadcasting activities to support U.S. foreign policy objectives. Requires reports on: (1) expanding U.S. scholarship, exchange, and library programs in Arab and predominantly Muslim countries; and (2) progress towards implementing 9/11 Commission recommendations for developing a common coalition approach toward the detention and humane treatment of captured terrorists. Sets forth statements of U.S. policy and strategy with respect to Afghanistan, Pakistan, and Saudi Arabia.

Fair Minimum Wage Act of 2007 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day. Applies federal minimum wage requirements to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage in the Commonwealth shall be gradually increased to equal the federal minimum wage.

Denounces, demands the cessation of, and condemns the perpetrators of the practices of female genital mutilation, domestic violence, honor killings, acid burning, dowry deaths, and other gender-based persecutions. Expresses the sense of the House of Representatives that: (1) participation, protection, recognition, and independence of women is crucial to achieving a just, moral, and honorable society; (2) regardless of religion, geography, or form of government, women should not be denied equal rights, which should be defended; and (3) the United States should renew consideration of and ratify its signature on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW).

Shirley A. Chisholm United States-Caribbean Educational Exchange Act of 2007 - Authorizes the Secretary of State to establish the Shirley Chisholm United States-Caribbean Educational Exchange Program under which scholars and secondary, undergraduate, and graduate students from the Caribbean would attend U.S. schools, participate in activities designed to promote a greater understanding of U.S. values and culture, and have the option to live with a U.S. host family. Directs the United States Agency for International Development (USAID) to develop a comprehensive program that extends and expands existing primary and secondary school initiatives in the Caribbean to provide: (1) teacher training methods; and (2) increased community involvement in school activities.

Amends veterans' benefit provisions to provide for the payment of dependency and indemnity compensation to the survivors of veterans rated totally disabled at the time of death who were former prisoners of war (currently, to the survivors of such veterans who died after September 30, 1999).

Bainbridge Island Japanese American Monument Act of 2007 - Adjusts the boundary of the Minidoka Internment National Monument located in Idaho to include the Nidoto Nai Yoni ("Let it not happen again") memorial that commemorates the Japanese Americans of Bainbridge Island, Washington, who were the first to be forcibly removed from their homes and relocated to internment camps during World War II. Authorizes the Secretary, for the purposes of defining the role of the National Park Service (NPS) in administering the Nidoto Nai Yoni Memorial owned by the City of Brainbridge Island to enter into agreements with: (1) the City of Bainbridge Island; (2) the Bainbridge Island Metropolitan Park and Recreational District; (3) the Bainbridge Island Japanese American Community Memorial Committee; (4) the Bainbridge Island Historical Society; (5) successor entities to all such named entities; and (6) other appropriate individuals or entities. Authorizes the Secretary to operate and maintain a site in Seattle, Washington, for administrative and visitor use purposes associated with Minidoka Internment National Monument, using the facilities and other services of the Seattle unit of Klondike Gold Rush National Historical Park. Requires the Secretary to coordinate the development of interpretive and educational materials and programs for the Nidoto Nai Yoni Memorial and the Minidoka Internment National Monument site in Idaho with the Manzanar National Historic Site in California.

Twenty-First Century Water Commission Act of 2007 - Establishes the Twenty-First Century Water Commission to: (1) project future water supply and demand; (2) study current water management programs of federal, interstate, state, and local agencies and private sector entities directed at increasing water supplies and improving the availability, reliability, and quality of freshwater resources; and (3) consult with representatives of such agencies and entities to develop recommendations for a comprehensive water strategy. Requires that such strategy: (1) identify incentives intended to ensure an adequate and dependable water supply to meet U.S. needs for the next 50 years; (2) suggest strategies that avoid increased mandates on state and local governments, considering all available technologies; and (3) suggest financing options.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Darfur Accountability and Divestment Act of 2007 - Supports state, city, and university efforts to divest funds from, or restrict investments in, companies that conduct business operations in Sudan. Directs: (1) the Securities and Exchange Commission (SEC) to require all companies trading in registered securities that conduct business operations directly or through parent or subsidiary companies in Sudan to disclose the nature of such operations; and (2) the Government Accountability Office (GAO) to investigate the existence and extent of such companies' Federal Retirement Thrift Investment Board investments. Prohibits U.S. government contracts with such companies, with exceptions for companies whose activities are related to: (1) southern Sudan, southern Kordofan/Nuba Mountains State, Blue Nile State, or Abyei; (2) the implementation of the 2006 Darfur Peace Agreement; (3) the provision of military equipment for nongovernmental organizations in the Darfur region of Sudan, the African Union Mission in Sudan (AMIS), or the United Nations; or (4) the provision of humanitarian assistance that is of immediate and substantial benefit to the majority of people of the Darfur region of Sudan or the majority of people of eastern Sudan, including the Red Sea, Kassala, and Gedaref States. Authorizes a national security waiver of such prohibition on a case-by-case basis.

Teacher Recruitment Act of 2007 - Amends the Higher Education Act of 1965 (HEA) to establish new programs for teacher student loan forgiveness under the guaranteed loan program and the direct loan program. Makes eligible for such student loan forgiveness any new borrower on or after October 1, 1998, who is: (1) employed as a full-time teacher in a public elementary or secondary school in an economically disadvantaged or depressed and underserved rural area; (2) state-certified or state-licensed to teach, and in compliance with state or local accountability standards; and (3) not in default on the loan. Directs the Secretary to establish a formula that ensures fairness and equality for applicants in the selection of borrowers for such loan repayment under this section, based on the amount available. Limits the portion of the outstanding loan obligation which the Secretary may repay to 15% for the first or second year of such service, 20% for the third or fourth year, and 30% for the fifth year.

Amends titles XI and XIX (Medicaid) of the Social Security Act (SSA) to: (1) remove the cap on Medicaid payments for Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa; and (2) adjust the federal medical assistance percentage (FMAP) for those territories.

Full Disclosure in Lobbying Act - Amends the Lobbying Disclosure Act of 1995 to require a registered lobbyist's semiannual disclosure report, in the case of a registrant (subcontractor) retained by another person or entity to engage in lobbying activities on behalf of a third person or entity, to include: (1) the name, address, and principal place of business of the other person or entity that retained the subcontractor; (2) the name, address, and principal place of business of the third person or entity on whose behalf the lobbying activities were performed; and (3) the amount of funds paid, during such reporting period, to the subcontractor as well as to the other person or entity who retained the subcontractor for such lobbying activities.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Melanie Blocker-Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify research and related activities on postpartum depression and postpartum psychosis. Requires the Director of NIMH to conduct or support research to expand the understanding of the causes of, and to find a cure for, such conditions. Directs the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such conditions and their families. Allows the Secretary to provide technical assistance to grant recipients.
