Meat and Poultry Products Traceability and Safety Act of 2006 - Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act to direct that cattle, sheep, swine, goats, horses, mules and other equines, and poultry presented for slaughter for human consumption, and the carcasses or parts of carcasses and the meat and food products of those animals shipped in interstate commerce be identified in a manner that enables the Secretary of Agriculture to trace: (1) each animal to any location at which the animal was held at any time before slaughter; and (2) each carcass or part of a carcass and food product forward from slaughter through processing and distribution to the ultimate consumer. Authorizes the Secretary to: (1) prohibit or restrict entry to a slaughtering establishment of an animal not so identified; and (2) require that each person, firm, or corporation required to identify livestock maintain accurate records. Directs the Secretary to establish a traceability system for all stages of production, processing, and distribution of meat and meat food products and poultry and poultry food products.

Extends the thanks of Congress and the nation to the personnel of those offices, commands, and laboratories and the Socialist Republic of Vietnam for their efforts to achieve the fullest possible accounting of Americans who remain unaccounted for as a result of the Vietnam War. Encourages and recognizes the efforts of the U.S. government, POW/MIA families and veterans, and host nations in supporting such mission. Keeping Seniors Safe From Falls Act of 2006 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) oversee and support national education campaigns focusing on reducing falls among older adults, on preventing repeat falls, and on educating health professionals about falls risk, assessment, and prevention; and (2) award grants for local and state education campaigns. Directs the Secretary to conduct and support research to: (1) improve the identification of older adults who have a high risk of falling; (2) improve data collection and analysis to identify fall risk and protective factors; (3) design, implement, and evaluate the most effective fall prevention and medication management interventions; (4) tailor strategies to reduce falls to specific populations of older adults; (5) maximize the dissemination of proven, effective fall prevention interventions; (6) improve the diagnosis, treatment, and rehabilitation of elderly fall victims; and (7) assess the risks of falls occurring in various settings. Requires the Secretary to: (1) conduct research concerning barriers to the adoption of proven interventions, approaches to reduce falls among high-risk older adults living in long-term care facilities, and strategies in home modifications; (2) evaluate the effectiveness of community programs; (3) provide for a website to serve as an information clearinghouse; (4) oversee and support demonstration projects designed to reduce the risk of falls in frail older adults emphasizing projects that foster collaboration between health care providers and the aging services network or residential and institutional settings; and (5) report to Congress on the effects of falls on health care costs, the potential for reducing falls, and the most effective strategies for reducing associated health care costs.

Comprehensive Veterans' Data Protection and Identity Theft Prevention Act of 2006 - Places upon the Secretary of Veterans Affairs an affirmative obligation to protect from any data breach the sensitive personal information of veterans and any other individuals that the Department of Veterans Affairs possesses, creates, or maintains, as well as information or tools (including passwords and encryption keys) used to protect the integrity of such data. Requires the Secretary to: (1) implement and maintain reasonable security policies and procedures to protect such information; and (2) prescribe policies and procedures regarding employee and third party access to, and use of, such information which the Department receives, maintains, or transmits. Directs the Secretary, upon discovery of a data breach, to: (1) notify the United States Secret Service, the Department's Inspector General, the congressional veterans' committees, and the Federal Trade Commission (FTC); (2) notify each individual whose information was acquired or accessed by an unauthorized person; and (3) place a conspicuous notice on the Department's Internet website. Requires the Secretary, upon request of an affected individual, to: (1) include a fraud alert in the file of the individual with each nationwide consumer reporting agency; (2) apply a security freeze to the file of such individual; and (3) provide free damage mitigation services, including credit monitoring and annual copies of consumer credit reports. Establishes within the Department an Ombudsman for Data Security.

Removes authorization for the National Clearinghouse on Trauma Care and Emergency Medical Services. Allows the Secretary to make grants to entities to carry out demonstration projects to improve emergency medical services in rural areas by increasing communication and coordination with state trauma systems. Revises the matching requirements for states to be eligible for grants to improve emergency medical services in rural areas. Prohibits the Secretary from making trauma care grants to a state unless the state's emergency medical services plan coordinates planning for trauma systems with state disaster emergency planning and bioterrorism hospital preparedness planning. Requires the Secretary to update the model plan for the designation of trauma centers and for triage, transfer, and transportation policies. Directs the Secretary to enter into a contract with the Institute of Medicine or another appropriate entity to conduct a study on trauma care and trauma systems research.

Stafford Disaster Relief and Emergency Assistance Act to require regulations issued for the guidance of personnel providing federal assistance at major disaster sites to include provisions ensuring that relief activities be accomplished without discrimination based on English proficiency. Directs the President to: (1) ensure that all federal entities that provide assistance maintain the capability to administer competent interpreter and translation services; (2) communicate with state and local governments to identify individuals with limited English proficiency and include them in disaster preparedness planning; (3) have available for activation a sufficient cadre of emergency assistance employees; (4) develop and maintain an informational clearinghouse of model language assistance programs and best practices; and (5) report to Congress on the treatment of individuals with limited English proficiency during Hurricane Katrina and on the feasibility of operating a toll-free number by which such individuals can obtain information in their primary language regarding federally funded disaster services and benefits. Includes within the technical assistance the President is required to provide to states assistance to individuals with and without English proficiency following disasters. Requires the Director of the Federal Emergency Management Agency (FEMA) to: (1) conduct an emergency preparedness demonstration program to study the needs of individuals and households with limited English proficiency for use in the design and development of community and family preparedness programs; and (2) develop initiatives to improve disaster awareness and readiness in communities that have individuals with limited English proficiency.

Makes the Secretary responsible for providing any notices and file monitoring required under this Act at no cost to the persons affected by the breach. Requires the Secretary to make available to a person affected, upon request, a service that monitors nationwide credit activity from a consumer reporting agency for six months for free.

Family-Based Meth Treatment Access Act of 2006 - Amends the Public Health Service Act to expand the grant program to provide residential substance abuse treatment to pregnant and postpartum women to include: (1) parenting women substance abuse treatment (including treatment for addiction to methamphetamine); and (2) outpatient treatment services. Requires that such treatment programs be accessible to pregnant and parenting women in health disparity populations. Gives priority in awarding grants to any entity that agrees to use the award for programs serving: (1) an area that is a rural area, an area with a shortage of mental health professionals, or an area with a shortage of family-based substance abuse treatment options; or (2) an area that has high rates of addiction to methamphetamine or other drugs. Requires the Secretary of Health and Human Services, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award grants, cooperative agreements, or contracts for the purpose of assisting local jails and detention facilities in providing comprehensive, family-based substance abuse treatment services to pregnant and parenting adults who are considered nonviolent offenders. Sets forth criteria that must be met if such a grant is used for a family drug treatment program that is an alternative to incarceration.

African Entrepreneurship Act of 2006 - States that it shall be U.S. policy to make available for private sector development in sub-Saharan African countries professional, technical, and other resources for capacity-building for retail banks and small and medium enterprises, including farmers' cooperatives and businesses, to promote entrepreneurship and economic and export diversification, to expand the formal sector, and to increase trade. Amends the Internal Revenue Code to include an African Economic Diversification Fund financing rate in the determination of the tax on petroleum products entered into the United States directly from a beneficiary sub-Saharan country. Terminates the Fund financing rate after December 31, 2011. Establishes in the Treasury the African Economic Diversification Fund. Sets forth permitted expenditures. Amends the Small Business Act to establish in the Office of International Trade the 21st Century African Entrepreneurs Program to provide assistance to qualified small and medium African enterprises. Provides for the establishment of not less than three African Entrepreneurs Program Centers for each of FY2007-FY2012 in qualified sub-Saharan countries. Directs the Administrator of the Small Business Administration (SBA) to establish the U.S.-Africa Private Sector Advisory Council. States that: (1) the Administrator should provide the Secretary of the Treasury with information pertaining to how African Development Bank programs can be used to improve the 21st Century African Entrepreneurs Program; (2) the Secretary of Agriculture should provide the Secretary of the Treasury with information pertaining to how the establishment of a value-added agricultural loan facility can be used to support development of qualified small and medium African enterprises devoted to the processing of agricultural commodities; and (3) the Secretary of State should undertake activities to strengthen internationally recognized labor rights and standards in qualified sub-Saharan African countries. Authorizes the President, through the United States Agency for International Development (USAID), to provide assistance to small and medium enterprises in such countries for: (1) youth entrepreneurship programs; and (2) anti-corruption initiatives.

Veterans Identity Protection Act - Directs the Secretary of the Department of Veterans Affairs (VA) to provide notice to each veteran whose name or other personal identifying information was part of the VA data that was stolen from the home of a VA employee around May 22, 2006, informing the veteran of: (1) the theft; (2) the nature of the breach of confidentiality; and (3) the veteran's right to request a free credit report once every three months and free monitoring of the veteran's credit report for the next year. Directs the Secretary to: (1) include with each notification a form (with a postage-paid return envelope) by which the veteran may make such requests; (2) enter into discussions with the three principal credit reporting agencies and conclude agreements necessary to implement such elections; and (3) fully implement, as rapidly as possible, each of the 16 information security improvements recommended in the VA Inspector General's report on the March 2005 audit of the VA's Information Security Program. Sets penalties for failure to implement this Act.

Fostering Our Future Act of 2006 - Amends the Omnibus Budget Reconciliation Act of 1993 to require, for grants to the highest state courts for foster care proceedings, that the state in which the courts are located has laws and procedures in effect that will ensure that the courts measure their performance with respect to children under the court's jurisdiction. Amends the Higher Education Act of 1965 to authorize the Secretary of Education to forgive the student loan debt of a borrower who: (1) enters a written agreement with the Secretary to remain employed full-time as a family law, dependency, or domestic relations attorney for at least three years; and (2) is not in default on a loan for which the borrower seeks forgiveness. Limits the amount that the Secretary may pay to no more than $6,000 in any year for any borrower or $50,000 in the aggregate for any borrower. Authorizes the Secretary to renew such agreements. Directs the Comptroller General to conduct a comparative study of state dependency courts and foster care systems. Expresses the sense of Congress with respect to: (1) court accountability for improved child outcomes; (2) the organization of state dependency courts; (3) building the pool of attorneys qualified to handle cases in dependency courts; and (4) training, caseloads, and compensation of attorneys for children.

Credit Card Accountability Responsibility and Disclosure Act of 2006, or the Credit CARD Act of 2006 - Amends the Truth in Lending Act to require advance notice of any increase in the annual percentage rate (APR) of interest pertaining a credit card account under an open end consumer credit plan. Imposes a freeze on interest rate terms and fees on canceled cards. Prohibits: (1) penalties for on-time payments; and (2) over-the-limit fees for creditor-approved transactions. Requires disclosure of: (1) the repayment information applicable to the outstanding balance; and (2) late payment deadlines, postmark dates, and any increase in interest rates for late payments. Increases the civil penalty against any creditor who fails to comply with specified requirements in the case of an individual action relating to an open end credit plan that is not secured by real property or a dwelling. Prohibits issuance of: (1) a credit card under an open end credit plan on behalf of a consumer who has not attained the age of 21, unless the consumer has submitted a written application meeting specified requirements; or (2) certain affinity cards to students unless certain requirements have been met.

Indian Health Care Improvement Act Amendments of 2006 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law); and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Directs the Secretary, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Reauthorizes the Indian Health Care Improvement Act through FY2015. Amends SSA title XIX (Medicaid) and XXI (SCHIP) to conform with this Act. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation.

Restoring Emergency Services to Protect Our Nation From Disasters Act of 2006 or the RESPOND Act of 2006 - Reestablishes the Federal Emergency Management Agency (FEMA) as a cabinet-level independent establishment in the executive branch to be headed by a Director appointed by the President. Requires FEMA to: (1) include all functions and authorities prescribed by the Robert T. Stafford Disaster and Emergency Assistance Act; (2) carry out its mission by leading and supporting the nation in a risk-based, comprehensive emergency management system; and (3) be the lead agency for the National Response Plan. Provides for an Office of the Inspector General within FEMA. Requires the Director to develop a human capital strategy. Establishes within FEMA a disaster workforce reserve cadre to meet surge requirements during emergencies. Requires the Director to: (1) establish a program to assist states and local governments representing areas at substantial risk for a catastrophic incident; (2) maintain and operate a national emergency operations center; (3) develop an efficient, transparent, and flexible logistics system for procurement and delivery of goods and services; and (4) establish and maintain an interoperable communications capability. Amends the Stafford Act to require the President, acting through the Director, to establish at least three national response teams, sufficient regional and other response teams, and a national emergency preparedness goal and system. Requires the Director to: (1) carry out a grant program to improve state and local government emergency response capabilities; (2) establish a comprehensive system to assess the nation's overall emergency preparedness; and (3) establish a National Emergency Preparedness Task Force. States that it is U.S. policy to assist foreign governments to secure, remove, or eliminate stocks of MANPADS and other conventional weapons that pose a proliferation, security, or humanitarian threat. Authorizes the Secretary of State to carry out an accelerated global program to secure, remove, or eliminate stocks of MANPADS and other conventional weapons that pose a proliferation, security, or humanitarian threat. States that it should be U.S. policy to hold foreign governments accountable for knowingly transferring MANPADS to state-sponsors of terrorism or terrorist organizations. Directs the President, upon a determination that a foreign government which has repeatedly supported acts of international terrorism knowingly transfers MANPADS to a foreign government or a terrorist organization, to: (1) report such information to the appropriate congressional committees; and (2) impose specified foreign assistance and military assistance sanctions on the transferring government. Exempts humanitarian assistance from such prohibition. Authorizes a national security waiver. Expresses the sense of Congress that the U.S. government should pursue strengthened international diplomatic efforts to: (1) limit the availability and proliferation of MANPADS; and (2) exert diplomatic pressure to influence member country compliance with such efforts. Directs the Secretary to report to the appropriate congressional committees respecting MANPADS and conventional weapons threat reduction.
