Directs the Secretary of Defense, in the case of a member of the armed forces serving outside the United States in Operations Iraqi Freedom or Enduring Freedom who is granted rest and recuperative leave and provided authorized travel and transportation allowances, to pay the member for transportation, or provide transportation for the member, not only between the overseas duty location and the currently authorized locations (a vacation site or a location in the United States), but, at the request of the member, between the currently authorized locations and the member's permanent duty station or home. Makes such allowance retroactive from September 20, 2003.

Directs the Secretary of Defense to: (1) expand the Central Command Rest and Recuperation Leave program for Operation Iraqi Freedom and Operation Enduring Freedom to provide travel and transportation allowances to permit each member of the armed forces granted leave under the program to travel between the deployment location and the member's permanent station or home; and (2) report to Congress evaluating the feasibility and cost of permanently so expanding travel and transportation allowances available to members under future rest and recuperation leave programs.

Calls on the Government of Japan to formally acknowledge and apologize for its World War II war crimes and for Japanese companies that used prisoners of war as slave labor during World War II to compensate those former prisoners (or their survivors) for their labor and for any brutality the companies inflicted.

Health and Education Access for Students with Diabetes Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to prohibit a State or public or private entity from receiving funds under ESEA title IV part A, also known as the Safe and Drug-Free Schools and Communities Act, unless it has a policy in effect against hindering or restricting a student from engaging in diabetes treatment prescribed or recommended by a physician.

Medicaid/SCHIP Optional Coverage for Young Adults Act of 2003 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to give States the option of providing SCHIP and Medicaid coverage, with an enhanced matching rate, to low-income youth up to age 23. Directs the Secretary to provide for grants to small and rural States in order to enable them to implement expansions of eligibility for children and young adults under SSA titles XIX and XXI.

Amends the Homeland Security Act of 2002 to add provisions entitled the Preparing America to Respond Effectively Act of 2003 (PREPARE Act), which direct the Secretary of Homeland Security to establish a Task Force on Standards for Terrorism Preparedness and authorize the Secretary to make terrorism preparedness and response grants to State governments. Designates the Office for Domestic Preparedness as being responsible for administering all terrorism preparedness and response grant programs of the Department of Homeland Security. Requires the Secretary to revise the Homeland Security Advisory System to include a process for activating the System on a regional or critical infrastructure sector basis. Includes among executive branch responsibilities the making of grants to compensate States and local governments for additional personnel costs incurred as a result of elevated threat level designations. Requires: (1) the President to specify the lead Federal agency for sharing terrorism threat information with State and local governments; and (2) the Secretary to make grants to State and local governments to provide the equipment and facilities necessary to handle and store classified information. Makes the Under Secretary for Science and Technology responsible for first responder equipment and training standards. Requires the Under Secretary of Homeland Security for Emergency Preparedness and Response to conduct studies regarding: (1) electromagnetic spectrum and frequency bands for emergency communications; and (2) the establishment of a nationwide emergency notification system. Requires the Secretary to: (1) procure and deploy equipment to facilitate interoperability between emergency communications systems; (2) award grants for programs at public schools to instruct students in preparing for and responding to a man-made emergency or natural disaster; and (3) establish and maintain a clearinghouse of best practices and curricula for instructing students regarding emergency preparedness and response.

Directs the Secretary of Agriculture to designate Department of Agriculture employees to serve as disaster liaisons to State and local Department Service Centers to coordinate assistance with other designated disaster agencies in a federally declared disaster area. Defines "federally declared disaster area" for such purposes.

Expresses congressional concern over the detrimental effects of currency manipulation by foreign governments on the U.S. economy, especially the manufacturing sector. Calls on the President to: (1) vigorously enforce U.S. trade laws dealing with such practices; (2) encourage the harmonization of an international exchange rate policy of freely floating exchange rates based on market forces; and (3) review all tools available to counteract currency manipulation. Urges that: (1) the executive branch take certain steps to enable the dollar and other major currencies to move toward their equilibrium rates; (2) the Secretary of the Treasury include in each semiannual report on international economic and exchange rate policies the currency manipulation practices of foreign governments; and (3) the U.S. Trade Representative take action under section 301 of the Trade Act of 1974 to combat such practices should negotiations fail to produce meaningful results.

Graduation for All Act - Authorizes the Secretary of Education to establish a program that will provide grants to State educational agencies (SEAs) and, through them, subgrants to local educational agencies (LEAs) to establish reading and writing programs to improve overall reading and writing performance among students in secondary schools, including middle and high schools. Limits eligibility for subgrants to LEAs in a State that are among those that have the lowest graduation rates for public secondary school students. Includes among required uses of LEA subgrant funds: (1) hiring and inservice training of literacy coaches to work with classroom teachers to incorporate reading and writing instruction in all subject areas, and to identify students with reading problems and provide remediation or referral for additional services; (2) counseling for students at risk of not graduating on time; and (3) professional development for middle and high school teachers, administrators, and paraprofessionals that addresses literacy needs of economically disadvantaged students, students from major racial and ethnic groups, students with disabilities, students with limited English proficiency, migrant children, and homeless children. Amends the Elementary and Secondary Education Act of 1965 to include public secondary school graduation rates for all students under requirements for: (1) accountability for adequate yearly progress; and (2) annual State report cards. Amends the Adult Education and Family Literacy Act to require annual reports on the number participants who are 16, 17, or 18 years of age in certain programs and services, disaggregated by race, ethnicity, gender, limited English proficiency status, disability, and socioeconomic status.

Increases from $6,000 to $12,000 the death gratuity paid upon the active-duty death of a member of the armed forces. Amends the Internal Revenue Code to exclude any such death gratuity from gross income.

Congressional Tribute to Celia Cruz Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation of a congressional gold medal in commemoration of Celia Cruz (a Cuban-born entertainer who became known as the "Queen of Salsa") in recognition of her contributions to music, Latino culture, and American society.

Authorizes the superintendent of a military service academy to have in effect a policy of offering a voluntary, nondenominational prayer at an authorized academy activity, subject to such limitations as the President may prescribe.

Federal Wildland Firefighter Emergency Response Compensation Act of 2003 - Entitles a wildland firefighter employed by the Department of Agriculture or the Department of the Interior to compensation for the entire period of time such firefighter is engaged in officially ordered or approved duties in responding to a wildland fire or other emergency. Limits such compensation, for any 24-hour period, to the sum of 16 times the firefighter's hourly rate of basic pay, and eight times the firefighter's overtime hourly rate of pay. Treats wildland firefighter compensation received pursuant to this Act as basic pay for Federal retirement pay purposes.

United States Employee Ownership Bank Act - Directs the Secretary of the Treasury to establish the United States Employee Ownership Bank in order to foster increased employee ownership and participation in company decision-making throughout the United States. Lists among the Bank's duties providing loans to enable employees to purchase a business through an employee stock ownership plan or eligible worker-owned cooperative that is at least 51 percent employee-owned. States that such loans are subordinated to the interests of all other creditors, loan guarantees, and technical assistance programs. Amends the Community Reinvestment Act of 1977 to provide that in assessing and taking into account the record of a financial institution, the appropriate Federal financial supervisory agency may consider as a factor capital investments, loans, loan participation, technical assistance, financial advice, grants, and other ventures undertaken by the institution to support or enable manufacturing employees to establish employee stock ownership plans or eligible worker owned cooperatives that are at least 51 percent employee-owned plans or cooperatives.

Bringing America Home Act - Recognizes housing as a basic human right, and declares Congress' goal to end homelessness in the Unites States. Amends the Cranston-Gonzalez National Affordable Housing Act to establish the National Affordable Housing Trust Fund, which shall be used to fund specified housing and related programs. Authorizes appropriations for specified housing and related programs. Federal Homelessness to Housing Mutual Mortgage Association Act - Establishes the Federal Homelessness to Housing Mutual Mortgage Association (Hollie May), which shall provide housing and homeownership opportunities for the homeless in cooperative housing associations. Amends the McKinney-Vento Homeless Assistance Act to: (1) provide for the use of surplus Federal property to assist the homeless; and (2) revise and consolidate specified homeless assistance programs. Establishes in the Treasury the Emergency Rent Relief Fund. Exempts work performed in public housing from consideration as income under specified housing programs. Sets forth conditions for postal delivery service for the homeless. Authorizes grants for public housing police forces. Amends the Internal Revenue Code to: (1) establish a temporary ex-offender low-income housing credit; (2) limit mortgage interest deductions; and (3) repeal the exclusion of gain on a principal residence sale. Expresses the sense of Congress against local ordinances that disadvantage the homeless. Expresses the sense of Congress that: (1) every person in the United States should have access to affordable and comprehensive medical care; and (2) Medicaid should be expanded. Authorizes appropriations for specified health and homeless programs. Amends the Public Health Service Act, with respect to substance abuse, mental health services, and the homeless, to: (1) require the establishment of Federal plans on addiction, mental illness, HIV/AIDS, and homelessness; (2) provide grants for treatment; (3) revise the projects for assistance in transition from homelessness (PATH) program; (4) revise the Ryan White Comprehensive AIDS Resources Emergency Act of 1990. Expresses the sense of the Congress regarding the right to a living wage or similar benefits. Amends the Cranston-Gonzalez National Affordable Housing Act to authorize grants for a homebuild program for affordable housing construction and apprenticeship. Authorizes a Department of Labor apprenticeship program for working people experiencing homelessness. Sets forth day laborer and temporary worker employment and related provisions. Amends the Social Security Act to: (1) require supplemental security income (SSI) and old age, survivors, and disability insurance (OASDI) outreach programs for the homeless; and (2) increase SSI asset limits, and provide presumptive eligibility for persons experiencing or at risk of homelessness.

National Drought Preparedness Act of 2003 - Establishes the National Drought Council which shall: (1) develop a national drought policy action plan; (2) evaluate Federal drought-related programs; (3) coordinate and prioritize enhancement of the national integrated drought system; and (4) provide for the development of a drought information delivery system, drought planning models, and drought preparedness plans. Terminates the Council eight years after enactment of this Act. Requires the Secretary of Agriculture to establish the National Office of Drought Preparedness. Establishes within the Department of Agriculture the Drought Assistance Fund, which shall be used to: (1) assist State, local, tribal, and critical service entities with drought-related activities; and (2) expand the technology transfer of drought and water conservation strategies. Requires: (1) the Secretary to publish guidelines for administering a national technical and financial drought assistance program; and (2) the Secretaries of Agriculture, the Interior, and the Army, and other appropriate Federal agency heads to implement integrated drought preparedness plans. Authorizes States, Indian tribes, local governments, and regional, water providers to develop and implement drought preparedness plans.

Encourages the President to issue a proclamation calling upon employers, labor organizations, veterans service organizations, and Federal, State, and local governmental agencies to lend their support to increase employment of men and women who have served in the armed forces.

Requires the Secretary of Veterans Affairs, as of October 2, 2004, to give a higher priority in the provision of hospital care and medical services under the veterans' patient enrollment system to veterans who are eligible for treatment as a low-income family under the United States Housing Act of 1937 for the area in which the veterans reside, regardless of whether such veterans are otherwise treated as single person families or families under such Act.

Minority Serving Institution Digital and Wireless Technology Opportunity Act of 2003- Amends the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Secretary of Commerce to establish a Minority Serving Institution Digital and Wireless Technology Opportunity Program to assist eligible educational institutions in acquiring, and augmenting use of, digital and wireless networking technologies to improve the quality and delivery of educational services at such institutions. Defines as eligible institutions: (1) historically Black colleges or universities, (2) a Hispanic-, Alaskan Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution with a sufficient enrollment of needy students as defined under the Higher Education Act of 1965. Outlines authorized assistance activities. Directs the Under Secretary of Commerce for Technology to: (1) establish an advisory council to advise on the best approaches toward maximum Program participation by eligible institutions; and (2) ensure that grant awards are made to all types of eligible institutions. Requires Program assessment every three years by the National Academy of Public Administration.

Food Choking Prevention Act of 2003 - Directs the Food and Drug Administration (FDA) to establish an Office of Choking Hazard Evaluation to require warning labels on food primarily consumed by children that pose a demonstrably high choking risk. Authorizes the Office to require informational labels on food consumed by children that pose a demonstrably high choking risk. Grants the Office mandatory recall authority over food determined to pose a significant and unacceptable choking hazard to the general public. Requires the Office to: (1) provide educational materials on food choking hazards, precautions, and life-saving procedures for pediatricians and hospitals to distribute to patients aged 14 and younger; and (2) designate one week a year as "National Child Food Choking Prevention Week" and widely publicize choking hazards and life-saving procedures during that week. Mandates establishment of a Choking Hazard Evaluation Task Force to staff establish criteria to determine whether a food poses a significant and unacceptable choking hazard. Directs the FDA to: (1) ensure the operation of a national database of food choking incidents; and (2) provide a reporting system throughout its field offices, which the health care profession and the general public can readily access to report new incidents.

Motor Vehicle Owners' Right to Repair Act of 2003 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner, a repair facility, and the Federal Trade Commission (FTC) the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act. Authorizes a vehicle owner or repair facility to bring a civil action in Federal district court for violations of this Act without regard to the amount in controversy or the citizenship of the parties. Instructs the FTC to prescribe a uniform methodology for manufacturer disclosure in writing, and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency regarding motor vehicle emissions control diagnostics systems.

Baseball Fan Protection Act - Amends the Internal Revenue Code to revise provisions concerning the basis limitation for player contracts transferred in connection with the sale of a sports franchise to provide that when a sports franchise is sold, unless local television stations are given reasonable opportunity to purchase the right to broadcast the team's games before others are allowed to make bids, there shall be a presumption that the 50 percent allocation of value to player contracts shall be zero. Applies this Act to franchise sales or exchanges after December 31, 1999.

Compact-Impact Reimbursement Act - Amends the Compact of Free Association Act of 1985 to authorize and appropriate to the Secretary of the Interior specified funds for FY 2004 through 2023 for grants to Guam, Hawaii, the Commonwealth of the Northern Mariana Islands, and American Samoa to aid in defraying costs incurred by their governments as a result of increased demands placed on health, educational, social, or public safety services, or infrastructure related to such services, due to the residence of qualified immigrants. Provides food stamp eligibility for such immigrants and qualified nonimmigrants. Authorizes appropriations for grants to the Governments of the Federated States of Micronesia, the Republic of the Marshall Islands, the Republic of Palua, Guam, Hawaii, the Commonwealth of the Northern Mariana Islands, and American Samoa for establishing or continuing programs for the control and prevention of communicable diseases, including cholera and Hansen's Disease. Directs the Secretaries of Defense and Health and Human Services to make medical facilities of the Department of Defense and the National Health Service Corps, respectively, available to the residents of the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palua. Requires the United States to make available to the Governments of such States and Republics necessary sums for the payment of obligations incurred for the use of such facilities.

Providing Our Support to Troops Act of 2003 - Allows personal correspondence or certain parcels to be mailed free of postage if such matter is: (1) sent from within an area served by a U.S. post office; (2) addressed to an active-duty member of the armed forces or a civilian authorized to use postal services at military installations who holds a position or performs a function in support of military operations; and (3) addressed either to such an individual at a military post office established in an overseas area where the armed forces are engaged in operations involving armed conflict against a hostile foreign force, or to an individual who is hospitalized for a disease or injury resulting from service in such an area. Prohibits the free mailing privilege for any mail matter containing any advertising.

Campus Fire Safety Right-to-Know Act of 2003 - Amends the Higher Education Act of 1965 to require, beginning in academic year 2004-2005, each eligible institution participating in any program under the Act to provide to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report containing specified information about the campus fire safety practices and standards of that institution. Requires such institutions to: (1) record all fires reported to local fire departments, including the nature, date, time, and general location of each fire and all false fire alarms; and (2) open such information to public inspection. Requires the institutions to report on such information periodically to the campus community in a manner that will aid the prevention of similar occurrences. Requires the institutions to request their fraternities and sororities to collect and report such information for each building and property they own or control.

Veterans Adapted Housing Expansion Act of 2003 - Authorizes the Secretary of Veterans Affairs to provide specially adapted housing assistance to veterans with permanent and total service-connected disabilities due to the loss, or loss of use of, both upper extremities so as to preclude use of the arms at or below the elbows. Requires the Secretary to provide such assistance to veterans with permanent and total service-connected disabilities if the disability either: (1) is due to blindness in both eyes with 5/200 visual acuity or less; or (2) includes the anatomical loss, or loss of use of, both hands.

Commercial Alien Smuggling Elimination Act of 2003 or the CASE Act of 2003 - Amends the Immigration and Nationality Act to establish within the S visa nonimmigrant classification (criminal or terrorist law enforcement assistance) a category for an alien: (1) who has reliable information about a commercial alien smuggling enterprise; (2) who is willing to supply or has supplied such information to a Federal or State court; and (3) whose presence in the United States is essential to such investigation. Authorizes: (1) up to 400 annual entrants; and (2) status adjustment to permanent resident. Authorizes measures as necessary to protect such individuals and their families. Authorizes increased criminal penalties for a person illegally bringing in and harboring aliens into the United States if: (1) part of a commercial enterprise; and (2) the aliens were transported in groups of ten or more, and in a manner that endangered their lives or presented a U.S. health risk. Establishes in the Department of Homeland Security a rewards program to help eliminate such enterprises. (States that Federal, State, local, or foreign officers or employees performing their official duties shall be ineligible for such rewards.) Directs the Secretary of Homeland Security to implement a related public outreach program.

Wire Transfer Fairness and Disclosure Act of 2003 - Amends the Electronic Fund Transfer Act to require a financial institution or money transmitting business initiating an international money transfer on behalf of a consumer to disclose prominently on its premises and on its forms and receipts: (1) the exchange rate used in the transaction; (2) the exchange rate prevailing at a major financial center of the pertinent foreign country as of close of business on the business day immediately preceding the transaction date; (3) all commissions and fees charged in such transaction; and (4) the exact amount of foreign currency to be received by the consumer in the foreign country. Requires such information to be: (1) included in print, broadcast, and electronic advertisements; and (2) in English and in the same language as principally used by the institution or money transmitting business to advertise, solicit, or negotiate at that office if other than English. Requires the Federal banking agencies and the Secretary of the Treasury to study and report to Congress on the need for fee disclosures for money wire transmissions.

Small Business Federal Contractor Safeguard Act - Amends the Small Business Act to modify contract consolidation requirements. Replaces definitions of "bundled contracts" and "bundling of contract requirements" with definitions of "consolidated contract" and "multiple award contract." Prohibits a Federal contracting agency from executing a procurement strategy that includes a consolidated contract valued at more than $2 million unless such strategy: (1) identifies benefits anticipated from consolidation and alternative contracting approaches that would involve a lesser degree of consolidation; and (2) includes a determination that the consolidation is necessary and the benefits justify its use. Provides that a procurement strategy that includes a consolidation valued at more than $5 million shall also: (1) be supported by market research demonstrating that such contract will result in cost savings, quality improvements, reduction in acquisition cycle times, or better terms and conditions; (2) include an assessment of impediments to participation by small businesses as prime contractors that result from such consolidation; (3) specify actions designed to maximize small business participation as subcontractors; and (4) not be justified by savings in administrative or personnel costs unless such savings are substantial in relation to the total cost of the procurement. Allows a small business, if an agency head solicits offers for a consolidated contract, to submit an offer that provides for the use of a particular team of subcontractors. Requires equal evaluation of such an offer.

Directs the Secretary of Veterans Affairs, in carrying out the pilot program to make direct housing loans to Native American veterans, to do so during FY 2003 at the FY 2002 level, without regard to a certain proviso in title I of the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 2003. Treats such proviso as being of no force or effect. Ratifies any action taken by the Secretary before the enactment of this Act that is inconsistent with such proviso.

Authorizes the Secretary of Commerce to convey to the Utrok Atoll local government a decommissioned National Oceanic and Atmospheric Administration ship in operable condition, in support of radiological monitoring, rehabilitation, and resettlement of Utrok Atoll, whose residents were affected by U.S. nuclear testing. Declares that the U.S. Government shall not be responsible or liable for any maintenance or operation of a vessel conveyed under Act after delivery of the vessel to Utrok.

Expresses the sense of Congress that the Government of Japan should: (1) issue an apology for the sexual enslavement of young women (known as "comfort women") during the colonial occupation of Asia and the Pacific Islands during World War II; (2) pay reparations to the victims; (3) educate future generations about this crime against humanity; and (4) publicly refute claims that the subjugation and enslavement of such women never occurred.

Bill Payment Grace Period Act of 2003 - Amends the Fair Debt Collection Practices Act to prohibit creditors from taking action adverse to the interests of a consumer with respect to certain payments that are due in, or shortly after, the period of a disruption of the mail resulting from a national emergency. Authorizes the Secretary of the Treasury to designate (and extend up to seven additional days) a grace period to make debt payments by mail in such circumstances.

Downed Animal Protection Act - Directs the Secretary of Agriculture to promulgate regulations to provide for the humane treatment, handling, and disposition of nonambulatory livestock by a covered entity, including a requirement that nonambulatory livestock be humanely euthanized. Provides that an entity shall: (1) not move nonambulatory livestock while such livestock is conscious; and (2) humanely euthanize such livestock. Prohibits an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock through inspection. Defines "covered entity," and "humanely euthanize."

Puerto Rico Karst Conservation Act of 2003 - Authorizes the Secretary of Agriculture to acquire land in or immediately adjacent to the Karst Region of Puerto Rico for the purpose of protecting and managing the tropical forest areas of the Region, with particular emphasis on water quality and protection of the aquifers. Authorizes the Secretary to use funds from the Puerto Rico Karst Conservation Fund (established by this Act) as well as funds under the Forest and Rangeland Renewable Resources Research Act of 1978, the Forest Legacy Program, and the Land and Water Conservation Fund. Requires these lands to be managed in accordance with the Forest and Rangeland Renewable Resources Research Act of 1978. Makes all lands in such region eligible for inclusion in the Forest Legacy Program.

Insular Areas Community Development Act - Amends the Housing and Community Development Act of 1974 to make Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands eligible for community development loan guarantees by including them within the definition of "eligible public entity."

Ending Tax Breaks for Discrimination Act of 2003 - Amends the Internal Revenue Code to deny all deductions (including advertising expenses) for business expenses associated with the use of a private club that discriminates on the basis of sex, race, or color.

Indian Health Care Improvement Act Amendments of 2003 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law). Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the IHS and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement. Reauthorizes the Indian Health Care Improvement Act through FY 2015. Amends SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (SCHIP) to conform with this Act.

Theodore Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than: (1) 500,000 $1 coins with the image of Theodore Roosevelt as a Rough Rider on one side and an eagle design on the other side; and (2) 500,000 $1 coins with the image of Roosevelt on horseback on one side and a flaming sword of righteousness on the other side. Calls for the coins to be struck at the U.S. Mint at West Point, New York. Authorizes the Secretary to issue such minted coins beginning on January 1, 2006, and to initiate coin sales before such date (2006 will mark the 100th anniversary of Roosevelt receiving the Nobel Peace Prize). Requires surcharges from the sale of the coins to be paid to the Theodore Roosevelt Association to be used exclusively for educational programs at Sagamore Hill National Historic Site, including for construction and maintenance of a visitor's center.
