GEAR UP Enhancement Act of 2007 - Amends the Higher Education Act of 1965 to revise the Gaining Early Awareness and Readiness for Undergraduate Program (GEAR UP) created to facilitate the transition of low-income high school students into postsecondary education. Establishes a seven year GEAR UP grant period. Requires grantees to provide services to students through their first year of postsecondary education. Revises GEAR UP matching requirements to allow: (1) matching funds to accrue over the duration of a grant; (2) grantees to request that the match be reduced; and (3) each non-federal dollar obligated for student financial aid to be treated as two dollars toward the match. Expands permissible uses of grant funds to include promoting student financial and economic literacy and facilitating family and community involvement in the program. Permits state grantees to use program funds for technical assistance to middle or secondary schools or partnership grantees located in the state. Provides that GEAR UP scholarships are to supplement aid to which students are already eligible. Alters the formula used in determining the minimum GEAR UP scholarship to factor in the minimum, rather than maximum, Pell Grant. Reauthorizes GEAR UP appropriations through FY2014.

HIV Nondiscrimination in Travel and Immigration Act of 2007 - Amends the Immigration and Nationality Act to eliminate the human immunodeficiency virus (HIV) bar to U.S. admission. Directs the Secretary of Health and Human Services to: (1) convene a panel of public health experts to review immigration policies regarding HIV as a communicable disease of public health significance (and thus a health-related ground for inadmissibility); and (2) make a determination and report to Congress regarding the continued listing of HIV as a health-related ground for inadmissibility.

Student Credit Card Protection Act of 2007 - Amends the Truth in Lending Act to limit by a specified formula the total credit which may be extended by a creditor during any full calendar year to a full time, traditional-aged college student under a college student credit card account, unless a parent, legal guardian, or spouse of the student assumes joint liability for debts incurred. Prohibits increasing the credit limit on an account for which a parent, guardian, or spouse has assumed joint liability without that person's written approval. States that a creditor must require adequate proof of income, income history, and credit history, before any such college student credit card account may be opened. Prohibits a creditor from opening a credit card account for, or issue any credit card to, any college student who: (1) has no verifiable annual gross income; and (2) already maintains a credit card account under an open end consumer credit plan with the same creditor or any affiliate. Directs the Board of Governors of the Federal Reserve System to promulgate implementing regulations.

Veterans Burial Benefits Improvement Act of 2007 - Increases the authorized allowance for burial and funeral expenses for deceased veterans who: (1) at the time of death were in receipt of veterans' disability compensation or veterans' pension benefits; or (2) were veterans of any war or were discharged or released from active military service for a service-connected disability and for whom there is no next of kin or sufficient resources to cover funeral and burial costs. Increases the burial plot allowance for veterans who, at the time of death, were receiving hospital or nursing home care in or through the Department of Veterans Affairs. Authorizes the annual adjustment of such allowances by the same percentage increase as adjustments to benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

New Direction for Energy Independence, National Security, and Consumer Protection Act - Incorporates various legislative initiatives for energy conservation, independence, and security. Green Jobs Act of 2007 - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to: (1) establish an energy efficiency and renewable energy worker training program; (2) collect and analyze labor market data to track workforce trends resulting from energy-related initiatives under this Act; and (3) award National Energy Training Partnerships Grants to community based nonprofit organizations to carry out training programs that lead to economic self-sufficiency and develop an energy efficiency and renewable energy industries workforce. International Climate Cooperation Re-engagement Act of 2007 - Establishes in the Department of State an Office of Global Climate Change to be headed by an Ambassador-at-large with the primary responsibility of advancing U.S. goals for reducing global greenhouse emissions and for addressing the challenges posed by global climate change. Requires: (1) the U.S. Agency for International Development (USAID) to support policies and programs in developing countries that promote clean and efficient energy technologies; (2) the Secretary of Commerce to direct the United States and Foreign Commercial Service to promote U.S. exports in clean and efficient energy technologies and to direct the International Trade Administration (ITA) to encourage private sector trade and investment in clean and efficient energy technologies; (3) the Director of the Trade and Development Agency to fund projects for using clean and efficient energy technologies; and (4) the President to provide assistance to the Interagency Working Group to support a clean energy technology exports initiative. Authorizes the Secretary of State to establish a global climate change exchange program. Establishes the International Clean Energy Foundation to promote projects outside the United States for reducing greenhouse gas emissions and to work with foreign governments and private entities to address climate change issues. Small Energy Efficient Businesses Act - Amends the Small Business Investment Act of 1958 to: (1) authorize the Small Business Administration (SBA) to provide assistance to state development companies for projects that reduce energy consumption by at least 10% and generate renewable resources; (2) authorize small business investment companies to issue Energy Saving debentures; and (3) require the SBA Administrator to establish a Renewable Fuel Capital Investment Program. Amends the Small Business Act to: (1) direct the SBA Administrator to make small business loans to purchase energy efficient equipment or fixtures; (2) authorize a small business development center to apply for an additional grant to carry out a small business sustainability initiative project; and (3) direct the SBA Administrator to develop and coordinate a program for small business education on energy efficiency. Establishes: (1) the Advanced Research Projects Agency-Energy (ARPA-E) within the Department of Energy (DOE) to overcome the long-term and high-risk technological barriers in the development of energy technologies; and (2) the Energy Transformation Acceleration Fund to fund energy technologies research. Marine Renewable Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of marine renewable energy production; and (2) award grants to institutions of higher education to establish one or more National Marine Renewable Energy Research, Development, and Demonstration Centers. Advanced Geothermal Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of geothermal energy production; (2) extend the DOE's GeoPowering the West program throughout the entire United States; and (3) award grants to institutions of higher education (or consortia thereof) to establish two Centers for Geothermal Technology Transfer. Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish: (1) a research and development program on thermal energy storage technologies for concentrating solar power; (2) a grant program for solar industry workforce training and internships; (3) a research and development program for direct solar light pipe technology; (4) a solar air conditioning research and development program; and (5) a grant program to states to demonstrate advanced photovoltaic technology. Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy to: (1) establish a technology transfer center for information on research, development, and commercial application of technologies related to biofuels, biogas, and biorefineries: (2) award grants for biofuel production research and development in states with low rates of ethanol and cellulosic biomass ethanol production; and (3) conduct studies on increasing biodiesel production and consumption of ethanol-blending gasoline. Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Global Change Research and Data Management Act of 2007 - Directs the President to: (1) establish an interagency committee to ensure cooperation and coordination of federal research activities pertaining to processes of global change; (2) establish an interagency United States Global Change Research Program to improve understanding of global change; (3) develop a National Global Change Research and Assessment Plan to implement the Program, including recommendations for global change research; (4) establish a Global Change Research Information Exchange; and (5) establish an interagency climate and other global change data management working group. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the National Science Foundation (NSF) to contract for a study of the potential impacts of climate change on patterns of hurricane and typhoon development. Biomass Research and Development Act of 2000 - Expands and extends agricultural-based energy programs established by the Farm Security and Rural Investment Act of 2002 through FY2012, including programs for biofuels production, biorefineries, cellulosic biomass feedstocks and production, and forest bioenergy research. Carbon-Neutral Government Act of 2007 - Requires: (1) federal agencies to annually inventory and report their greenhouse gas emissions for the preceding fiscal year and to reduce net emissions to zero by FY2050: (2) the Administrator of the Environmental Protection Agency (EPA) to promulgate annual greenhouse gas emission targets for FY2010-FY2050; (3) federal agencies to develop plans and publicly report progress for meeting emission targets; (4) federal agencies to purchase low greenhouse gas emitting vehicles; and (5) new federal buildings to be designed to reduce fossil-fuel generated power consumption and meet green buildings standards. Energy Policy Reform and Revitalization Act of 2007 - Amends the Mineral Leasing Act: (1) repeal the Bureau of Land Management (BLM) Permit Processing Improvement Fund; and (2) extend deadlines for consideration of applications for permits for oil and gas drilling on federal lands. Amends the Energy Policy Act of 2005 to require the Secretary of the Interior to: (1) establish a cost recovery fee for applications for a permit to drill for oil and gas on federal lands; (2) develop a strategy for oil shale and tar sands leasing and development; and (3) modify best management practices guidelines for oil and gas development on federal lands. Federal Consistency Appeals Decision Refinement Act - Amends the Coastal Zone Management Act of 1972 to increase from 160 days to 200 days the amount of time allotted to the Secretary of Commerce to compile a record of decision (ROD) used in an appeal of state consistency with federal coastal zone management programs. Requires the Secretary of the Interior to conduct no less than 550 audits of oil and gas leases on federal lands by FY2009. Establishes a Wind Turbine Guidelines Advisory Committee to study impacts on wildlife and their habitats related to land-based wind energy facilities. Directs the Secretary of Energy to conduct an analysis of the existing capacity of regional transmission systems in the states of California, Oregon, and Washington. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of the Interior to make grants to states for surveys of federal and state coastal waters. Establishes pilot programs for the development of strategic solar reserves and for biomass activities on federal lands. National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Requires the Secretary of the Interior to: (1) conduct a national assessment of the geological storage capacity for carbon dioxide; and (2) establish a National Resources Management Council on Climate Change to address the impact of climate change on federal lands, the ocean environment, and the federal water infrastructure. Global Warming Wildlife Survival Act - Requires the Secretary of Energy to promulgate a national strategy for assisting wildlife populations and their habitats in adapting to the impacts of global warming. Establishes a science advisory board to assist the Secretary and a National Global Warming and Wildlife Science Center within the U.S. Geological Survey (USGS). Establishes a state and tribal wildlife grants program. Directs the Secretary of Commerce to promulgate a national strategy to support state and federal agency efforts to mitigate the impacts on ocean and coastal ecosystems from global warming. National Integrated Coastal and Ocean Observation Act of 2007 - Establishes a National Integrated Coastal and Ocean Observation System to support national defense, marine commerce, energy production and other activities and to promote greater public awareness and stewardship of the Nation's ocean, coastal, and Great Lakes resources. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico tract during 1998 and 1999 to incorporate specified price thresholds. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Establishes in the Treasury the Oil Shale Community Impact Assistance Fund. Transportation Energy Security and Climate Change Mitigation Act of 2007 - Establishes in the Department of Transportation (DOT) a Center for Climate Change and Environment to plan, coordinate, and implement efforts to reduce transportation-related energy use and mitigate the effects of climate change. Directs the Secretary of Transportation to establish programs for: (1) purchasing hybrid locomotives, including hybrid switch locomotives; (2) rehabilitating, preserving, or improving railroad tracks; (3) short sea transportation; and (4) environmental mitigation demonstration projects at public-use airports. Establishes standards and programs for public building energy efficiency and renewable energy systems. Requires the installation of a photovoltaic system in the headquarters building of the Department of Energy. Prohibits the use of a general service incandescent lamp in Coast Guard facilities after 2009. Authorizes the Architect of the Capitol (AOC) to: (1) study the feasibility of constructing a photovoltaic roof for the Rayburn House Office Building; and (2) construct a fuel tank and pumping system for E-85 fuel near the Capitol Grounds Fuel Station. Directs the Architect: (1) to include energy efficiency and other environmental measures in the Capitol Complex Master Plan; and (2) install technologies for the capture and storage or use of carbon dioxide. Establishes the 21st Century Water Commission to address future water supply and demand and the impacts of climate change on water availability and quality. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to study the effects of climate change on FEMA preparedness, response, recovery, and mitigation programs. Energy Efficiency Improvement Act of 2007 - Establishes new energy efficiency standards and testing procedures for residential appliances, electric motors, residential boilers, external power supplies, light bulbs, incandescent reflector lamps, and other lighting fixtures. Authorizes the Secretary of Energy to establish regional standards for space heating and air conditioning products. Sets forth new energy efficiency standards for residential, commercial, and federal buildings. Establishes: (1) an Office of Federal High-Performance Green Buildings in the General Services Administration (GSA); and (2) an Office of Commercial high-Performance Green Buildings in the Department of Energy. Directs the Secretary to study to use of power management software by DOE and other federal facilities to reduce the use of electricity in computer monitors and personal computers. Directs the EPA Administrator to establish a Recoverable Waste-Energy Inventory Program to survey all major U.S industrial and commercial combustion sources. Establishes in the EPA a Waste Energy Recovery Incentive Grant Program. Establishes Clean Energy Application Centers (previously named Combined Heat and Power Application Centers) for the deployment of clean energy technologies. Sustainable Energy Institutional Infrastructure Act of 2007 - Directs the Secretary of Energy to: (1) provide information and technical assistance to institutional entities for developing sustainable infrastructure; (2) create a Sustainable Institutions Revolving Fund to provide loans for the construction or improvement of sustainable energy infrastructure to serve institutional entities; (3) create a training program to educate federal contracting officers to negotiate energy efficiency contracts; (4) establish an Energy Efficiency Block Grant Program to make grants for energy efficiency programs; and (5) provide education and technical assistance to state and local governments on energy efficiency practices. Reauthorizes energy efficiency grant programs through FY2012. Smart Grid Facilitation Act of 2007 - Directs the President to establish a Grid Modernization Commission to implement Smart Grid technologies, coordinate efforts with States and utilities, and develop and implement a National Action Plan on Demand Response. Creates a federal matching grant program to reimburse one-fourth of the costs of implementing Smart Grid technologies where consumers, utilities, States or other participants contribute three-quarters of the costs. Directs the Secretary of Energy to: (1) develop programs to assist deployment of Smart Grid technologies and to perform cooperative demonstration projects with as many as five electric utility systems; and (2) make grants for the installation, replacement, or conversion of motor fuel storage and dispensing infrastructure to store and dispense renewable fuel. Mandates studies on the feasibility of dedicated ethanol pipelines, gasoline with increased ethanol levels, the adequacy of railroad transportation of domestically produced renewable fuel, and the impact of increased use of renewable fuels on the U.S. economy United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing certain energy cooperation agreements between the United States and Israel, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources. Establishes a program of incentives for advanced plug-in hybrid motor vehicles and components. Directs the Administrator of the Energy Information Administration to establish a five-year plan to improve data collection for information needed for energy markets and related financial operations. Renewable Energy and Energy Conservation Tax Act of 2007 - Amends the Internal Revenue Code to extend: (1) the tax credit for producing electricity from renewable resources through 2012; (2) the energy tax credit for investment in solar energy and fuel cell property through 2016; (3) the special rule for treatment of gain from electronic transmission transactions by certain electric utilities through 2009; (4) the tax credit for installing nonhydrogen alternative fuel refueling property through 2010; (5) the income and excise tax credits for biodiesel and renewable diesel used as fuel through 2010; and (6) the tax deduction for energy efficient commercial building expenditures through 2013. Allows new tax credits for: (1) investment in new clean renewable energy bonds, qualified energy conservation bonds, and residential energy efficiency assistance bonds; and (2) the production of plug-in hybrid motor vehicles, cellulosic alcohol fuel, and electricity from marine and hydrokinetic renewable energy sources. Allows a tax exclusion for bicycle commuting reimbursements. Revises certain tax incentives for investment in the New York Liberty Zone. Revises tax credit amounts for certain energy efficient household appliances produced after 2007. Allows a five-year recovery period for the depreciation of qualified energy management devices. Denies a tax deduction for income attributable to the domestic production of oil, natural gas, and any related products. Increases to seven years the amortization period for geological and geophysical expenditures for major integrated oil companies. Revises tax rules relating to foreign oil and gas extraction income and foreign produced fuel used or sold outside the United States.

Freedom to Save Act of 2007 - Amends the Food Stamp Act of 1977 to modify the asset test for food stamp program eligibility by increasing the amounts of allowable financial resources, with annual inflation adjustments, and excluding from countable financial resources any retirement accounts, education accounts, and licensed vehicles. Prohibits the use of any asset test under the temporary assistance for needy families (TANF) program under part A of title IV of the Social Security Act. Prescribes an administrative penalty for any state imposing such a test. Eliminates any asset test for disabled persons under title XVI (Supplemental Security Income (SSI)) of the Social Security Act (SSA) and for any eligible individual under SSA title XXI (State Children's Health Insurance Program (SCHIP)).

Commends and supports the efforts of the U.S. public and advocacy groups to raise awareness about and help end the humanitarian crisis and genocide in Darfur, Sudan, and to promote peace, defend human rights, and improve the lives of those affected in Sudan and Chad. Urges the United States to work with the international community to implement a more robust set of multilateral measures until President El-Bashir accepts a full-scale international peacekeeping force in Darfur.

Path to Success: Gang Prevention through Community Partnerships Act - Authorizes the Secretary of Education to award grants to community colleges to establish partnerships with juvenile detention centers and secure juvenile justice residential facilities to provide assistance, services, and education to individuals age 16 through 19 who have served or are serving time in juvenile detention facilities for a gang-related offense who reenter the community and pursue: (1) a secondary education graduation certificate, a general equivalency diploma (GED), or equivalent certificate or diploma; (2) a certificate of completion for a specialized area of study; or (3) an associate's degree. Requires such education programs to establish a uniquely designed education plan for each individual program participant that requires the individual to receive at least a secondary education certificate or diploma in order to complete the program successfully.

National Women's Rights History Project Act - Authorizes the Secretary of the Interior to designate a vehicular tour route, to be known as the Votes for Women History Trail Route, to link properties in New York State that are historically and thematically associated with the struggle for women's suffrage in the United States. Requires the National Park Service to administer the Trail through the Women's Rights National Historical Park (established under prior law). Authorizes the Secretary to: (1) enter into cooperative agreements and memorandums of understanding with, and provide technical and financial assistance to, other federal agencies, the State of New York, localities, regional governmental bodies, and private entities; (2) make annual grants to state historic preservation offices for up to five years for assistance in surveying, evaluating, and nominating women's rights history properties to the National Register of Historic Places; and (3) make matching grants and give technical assistance for development of a network of governmental and nongovernmental entities providing interpretive and educational program development of national women's rights history, including historic preservation.

National Park Centennial Fund Act - Establishes in the Treasury the National Park Centennial Fund, in which in each fiscal year from FY2008 through FY2017, there shall be deposited into the Fund amounts collected from new fees or fee increases for commercial activities, including leases, on federal lands administered by the Secretary of the Interior totaling $100 million each fiscal year. Requires the Administration's annual budget submission for the Department of the Interior to include a list of National Park Centennial Proposals. Specifies that the list include proposals that meet the requirements of one or more of : (1) an Education in Parks Centennial Initiative; (2) a Diversity in Parks Centennial Initiative; (3) a Supporting Park Professionals Centennial Initiative; (4) an Environmental Leadership Centennial Initiative; (5) a Natural Resource Protection Centennial Initiative; and (6) allowing the President to submit proposals for projects prioritized in the existing National Park Service Line Item Construction Program for funding from the Fund. Requires submission of a report detailing a service-wide strategy for increasing diversity among National Park Service employees and visitors to units of the National Park System. Makes, from FY2009-FY2018, unobligated amounts in the Fund available only for National Park Centennial Projects submitted pursuant to this Act approved in appropriation Acts for the Department. Provides for the distribution of such unobligated amounts among the six Initiatives.

Flood Insurance Reform and Modernization Act of 2007 - Instructs the Comptroller General to study and report to Congress regarding: (1) national flood insurance program coverage for pre-FIRM properties: (2) amending the Flood Disaster Protection Act of 1973 for properties subject to mandatory flood insurance coverage purchase requirements; and (3) ways to increase participation by low-income families in the national flood insurance program. Amends the Flood Disaster Protection Act of 1973 to increase civil monetary penalties for the failure of a regulated lending institution to require flood insurance or notify borrowers of its availability. Amends the National Flood Insurance Act of 1968 to: (1) provide phase-in actuarial rates for nonresidential properties and non-primary residences; (2) provide multiperil coverage for flood and windstorm; (3) prohibit duplicative coverage; (4) revise maximum coverage limits; and (5) provide coverage for additional living expenses, basement improvements, business interruption, and replacement cost of contents. Requires the Director of the Federal Emergency Management Agency (FEMA) to promote notification of the availability of flood insurance coverage to tenants in special flood hazard areas. Increases the annual limitation on premium increases. Requires FEMA to: (1) participate, upon state request, in state disaster claims mediation programs; and (2) submit an annual financial status report to Congress regarding the national flood insurance program. Authorizes: (1) FEMA grants for outreach to encourage purchases of flood insurance protection; and (2) grants for direct funding of mitigation activities for individual repetitive claims properties. Extends a pilot program for mitigation of severe repetitive loss properties. Declares property demolition and rebuilding eligible for flood mitigation assistance. Amends the Real Estate Settlement Procedures Act of 1974 to require that a lender's good faith estimates of settlement services include notice: (1) of the availability of the national flood insurance; and (2) that escrow of flood insurance payments is required for certain loans. Reiterates the directive to FEMA of the Bunning-Bereuter-Blumenauer Flood Insurance Reform Act of 2004 to establish an appeals process for flood insurance policyholders. Directs FEMA to establish an ongoing program to review, update, and maintain national flood insurance program rate maps. Requires FEMA to use plain, easy to understand language in materials that explain replacement costs, insurance forms, and policies. Authorizes FEMA to employ additional staff. Extends: (1) the deadline for filing proof of loss; and (2) the national flood insurance program.

Prohibits funds from being obligated or expended for military operations or activities within or above Iran's territory or within Iran's territorial waters except pursuant to a specific congressional authorization enacted after the date of the enactment of this Act. Exempts from such prohibition military operations or activities: (1) to directly repel an attack launched from within Iran's territory; (2) to directly thwart an imminent attack to be launched from within Iran's territory; (3) in hot pursuit of forces engaged outside the territory of Iran who thereafter enter into Iran; and (4) connected with U.S. government intelligence or intelligence-related activities. Requires the President within 24 hours after determining to use funds for such a military purpose to report to the Senate Committees on Armed Services and Foreign Relations and the Select Committee on Intelligence, and the House Committees on Armed Services and Foreign Affairs and the Permanent Select Committee on Intelligence.

Ocean Thermal Energy Tax and Energy Credits Act of 2007 - Amends the Internal Revenue Code to allow the tax credit for electricity produced from renewable resources and the investment energy tax credit for ocean thermal energy conversion. Extends eligibility for the tax credit for production of electricity from ocean thermal energy conversion resources to transactions taking place in: (1) Guam, American Samoa, the Commonwealth of the Northern Marianas Islands, the U.S. Virgin Islands, or Puerto Rico; (2) the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau; or (3) any U.S. installation worldwide, including military bases, embassies, and other facilities.

Northern Mariana Islands Covenant Implementation Act - Extends U.S. immigration laws, as defined by the Immigration and Nationality Act, to the Commonwealth of the Northern Mariana Islands, subject to a transition period through December 31, 2017. Northern Mariana Islands Delegate Act - States that: (1) the Commonwealth of the Northern Mariana Islands shall be represented in the U.S. Congress by the Resident Representative to the United States (authorized by the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union With the United States of America); and (2) the Resident Representative shall be a nonvoting Delegate to the House of Representatives and elected as provided for by this Act.

South Pacific Economic and Educational Development Act of 2007 - Authorizes funding for South Pacific exchanges carried out under the educational and cultural exchange programs of the Department of State. Directs the United States Agency for International Development (USAID), upon request, to provide technical and other assistance to: (1) the Cook Islands; (2) the Federated States of Micronesia; (3) the Independent State of Samoa; (4) the Kingdom of Tonga; (5) Niue; (6) Papua New Guinea; (7) the Republic of Fiji; (8) the Republic of Kiribati; (9) the Republic of the Marshall Islands; (10) the Republic of Nauru; (11) the Republic of Palau; (12) the Republic of Vanuatu; (13) the Solomon Islands; and (14) Tuvalu. Directs the Secretary of State to review and report to Congress on the marginalization of Pacific Island students in the awarding of Fulbright Scholarships. Requires the Secretary to establish an annual one-year program within the J. William Fulbright Educational Exchange program providing scholarships to Pacific Islands students who are citizens of any of the listed countries for study in the United States pursuant to the terms of such Exchange program.

Veterans Claims Processing Innovation Act of 2007 - Directs the Secretary of Veterans Affairs to establish a work credit system for evaluating regional offices of the Veterans Benefits Administration (VBA) with respect to veterans' claims processing. Requires the Secretary to: (1) develop and maintain a system for processing veterans' disability compensation claims using artificial intelligence that utilizes medical and military service data to generate disability rating recommendations; and (2) maintain a regional office at which all such claims are processed exclusively electronically. Provides that if a veteran who is a claimant dies before completing the submission of a claim for benefits, the person who would receive any accrued benefit(s) due to such veteran shall be treated as the claimant for purposes of completing submission of the claim. Directs the Secretary to contract with a private entity to evaluate the training and assessment programs for VBA employees.

Military Spouses Memorial Act of 2007 - Authorizes the Military Spouse Legacy Association, Inc., to establish a commemorative work on federal land in the District of Columbia and its environs to honor all those who have put their country first as military spouses throughout our Nation's history. Prohibits the use of federal funds to pay any expense of the establishment of the commemorative work. Makes the Military Spouse Legacy Association, Inc., solely responsible for acceptance of contributions for, and payment of the expenses of, the establishment of such work.

Health Equity and Accountability Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a technical clearinghouse on health workforce diversity; and (2) Regional Minority Centers of Excellence Programs. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, and primary language. Directs each federal health agency to implement a strategic plan to eliminate disparities and improve the health and health care of minority populations. Requires the Secretary to establish: (1) an Office of Health Disparities within the Office of Civil Rights; and (2) civil rights compliance offices in each HHS agency that administers health programs. Reestablishes the Indian Health Service as an agency within the Public Health Service of HHS to be administered by an Assistant Secretary of Indian Health. Requires the establishment of an Office of Minority Health within specified agencies. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Provides for the establishment of health empowerment zone programs in communities that disproportionately experience disparities in health status and health care. Requires the Secretary to designate centers of excellence at public hospitals and other health systems that demonstrate excellence in providing care to minority populations and reducing health disparities. Makes immigrants from certain U.S. territories and possessions eligible for specified federal programs. Requires the Secretary to expand the Minority HIV/AIDS Initiative. Provides for grants for strategies to eliminate racial and ethnic health and health care disparities. Requires the Secretary to establish the Rural Health Quality Advisory Commission.

21st Century High-Performing Public School Facilities Act - Requires the Secretary of Education to make grants in each fiscal year to local educational agencies (LEAs) in each state for the construction, modernization, or repair of kindergarten, elementary, or secondary schools to make them safe, healthy, high-performing, and technologically up-to-date. Gives priority to LEAs serving a high number or percentage of disadvantaged children and those whose public schools are in relatively poor condition. Requires LEAs to contribute funds toward the costs of the program, but uses a sliding scale that factors in the relative poverty of an LEA's service area. Requires the Secretary to make low-interest loans to LEAs in each fiscal year for the same purposes and with the same priorities given in the distribution of the grants. Establishes the School Construction, Modernization, and Repair Revolving Fund consisting of amounts derived from the low-interest loans and appropriations made to the Fund by this Act. Amends part D of title II of the Elementary and Secondary Education Act of 1965 to authorize and make appropriations for educational technology.

Rural Veterans Services Outreach and Training Act - Directs the Secretary of Veterans Affairs to carry out a program to make competitive grants to provide financial assistance to state departments of veterans affairs for the training of rural county veteran service officers in order to improve outreach and assistance to veterans, as well as their spouses, children, and parents, who may be eligible to receive veterans' or veterans-related benefits and who are residing in rural counties. Limits each grant to $1 million. Requires grants to be made on an annual basis.

Amends title XVIII (Medicare) of the Social Security Act to create an exception to the 60-day limit on Medicare reciprocal billing arrangements in the case of arrangements between two physicians over a longer continuous period during all of which one of them is ordered to active duty as a member of a reserve component of the armed forces.

Josephine Butler United States Health Service Act - Establishes the United States Health Service as an independent executive branch entity to provide health care and supplemental health services to all individuals within the United States. Requires the President to appoint members to a National Health Board to exercise the authority of the Service. Establishes an Office of the Inspector General for Health Services. Requires the Service to ensure that every individual is given certain basic health rights, including the right to receive high quality care and supplemental services from any facility within the Service capable of providing such services without charge and without discrimination. Amends the Fair Labor Standards Act of 1938 to provide employees with leave to receive necessary health care services. Requires the Board to: (1) establish any necessary health care facilities; (2) establish guidelines for the classification, certification, and employment of health workers by job category; (3) provide for the education of health workers through health team schools and loan repayment; (4) establish a health advocacy program to ensure the realization of patients' rights; (5) oversee occupational safety and health programs; and (6) conduct research concerning health and health care delivery. Transfers to the Board the agencies of the Department of Health and Human Services (HHS) that conduct research on health and health care. Requires the Board to establish additional research institutes. Amends the Internal Revenue Code to impose a health services tax on the income of individuals and corporations to fund the Health Service Trust Fund (established under this Act). Transfers to the Service certain authority of the Secretary of HHS.

Graduation Promise Act of 2007 - Authorizes the Secretary of Education to make grants to states and, through them, subgrants to local educational agencies (LEAs) for differentiated high school improvement systems targeting support to schools with low student achievement and graduation rates after the school fails for two consecutive years to make adequate yearly progress (AYP) pursuant to state academic performance standards. Requires LEAs also to use funds to: (1) improve feeder middle schools; and (2) identify and support struggling students before they reach high school. Requires state grantees to establish comprehensive school performance indicators and minimum annual improvement benchmarks for use, in addition to current AYP measures, in analyzing school performance and determining the improvement category into which a school is placed. Directs LEA subgrantees to convene a local school improvement team for each school placed in an improvement category that will use performance indicators to conduct a school needs assessment and develop a multiyear school improvement plan tailored to the school's need categorization. Authorizes the Secretary to award competitive grants to: (1) LEAs, nonprofit organizations, and institutions of higher education to develop and implement, or replicate, effective school models for struggling students and dropouts; and (2) states to adjust their policies to allow for educational innovations that improve high school graduation rates while ensuring rigorous education content standards and assessments, if such states implement differentiated high school improvement systems and statewide longitudinal student data systems.

State and Local Education Flexibility Act of 2007 - Amends part A of title I of the Elementary and Secondary Education Act of 1965 (ESEA) to revise requirements for determining whether states, local educational agencies (LEAs), and schools are making adequate yearly progress (AYP) toward state academic performance standards. Provides for state and local flexibility, under specified conditions, to: (1) exclude from AYP and academic assessments the performance of certain limited English proficient students; (2) include in favorable AYP graduation rates certain students who require extra time to graduate due to exceptional circumstances or disability; (3) modify academic content and achievement standards in the individual education plans of students with disabilities; (4) develop assessments locally and use multiple assessments; and (5) have alternative qualification requirements for special education teachers and rural teachers. Subjects social studies teachers to ESEA competence requirements. Treats teacher competence in general science or social sciences as competence in those subjects' subdisciplines. Directs the Comptroller General to study the adequacy of ESEA school improvement funds. Allows states, which meet certain requirements, to measure AYP using individual growth models measuring individual student progress from grade to grade. Requires that each school be given a grade based on the percentage of AYP factors it has attained. Gives grade A schools greater flexibility in the use of school improvement funds and states and LEAs greater flexibility in choosing the ESEA intervention they consider appropriate for lower-graded schools that fail to make AYP for two years. Requires schools to provide parents with student progress report cards showing the school's AYP grade. Requires states to include their performance on the National Assessment of Educational Progress on schoolwide and statewide progress report cards.

Declares that it is the policy of the United States not to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; and (2) exercise U.S. control over Iraqi oil resources. Prohibits any funds made available by any Act of Congress from being obligated or expended to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; or (2) exercise U.S. economic control of the oil resources of Iraq.

Benefit Rating Acceleration for Veteran Entitlements Act of 2007 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Housing Fairness Act of 2007 - Instructs the Secretary of Housing and Urban Development to conduct, and report to Congress on, a nationwide testing program to: (1) detect and document differences in the treatment of persons seeking to rent or purchase housing or obtain or refinance a home mortgage loan; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, home buyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. Amends the Housing and Community Development Act of 1987 to reauthorize the fair housing initiatives program. Expresses the sense of Congress that the Secretary should: (1) fully comply with such Act's requirements to establish, design, and maintain a national education and outreach program for the development and dissemination of the fair housing rights of individuals who seek to rent, purchase, sell, or facilitate the sale of a home; (2) use all amounts appropriated for such program; and (3) promulgate regulations on the fair housing obligations of each recipient of federal housing funds to affirmatively further fair housing. Directs the Secretary to implement a competitive matching grant program to assist private nonprofit organizations in: (1) conducting comprehensive studies of specified aspects of the causes and effects of housing discrimination and segregation; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

Star-Spangled Banner and War of 1812 Bicentennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue $1 coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner and the War of 1812. Requires a coin design emblematic of the War of 1812, particularly the Battle for Fort McHenry that formed the basis for the Star-Spangled Banner . Authorizes the Secretary to issue the coins only during the calendar year beginning on January 1, 2012. Requires specified surcharges in sales of the coin, which shall be paid to the Star-Spangled Banner and War of 1812 Bicentennial Commission for: (1) the purpose of supporting bicentennial activities; and (2) preservation and improvement activities relating to the sites and structures relating to the War of 1812.

Section 202 Supportive Housing for the Elderly Act of 2007 - Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly. Changes from discretionary to mandatory the authority of the Secretary of Housing and Urban Development to adjust the annual amount of a contract for project rental assistance to provide for reasonable project costs. Directs the Secretary to delegate review and processing of selected capital advance projects to a state or local housing agency meeting specified criteria. States that owner deposits shall be used only to cover operating deficits during the first three years of operations and shall not be used to cover construction shortfalls or inadequate initial project rental assistance amounts. Allows a national private nonprofit organization that owns multiple housing projects assisted under such Act to satisfy the local governing board requirement by having a local advisory board to its national governing board. Amends the American Homeownership and Economic Opportunity Act of 2000 to revise requirements governing: (1) prepayment of debt for project-based rental housing assistance programs; (2) use of unexpended amounts; and (3) use of project residual receipts. Sets forth requirements governing senior preservation rental assistance contracts in order to: (1) prevent displacement of elderly project residents in the case of refinancing or recapitalization; and (2) further project preservation and affordability. Directs the Secretary to carry out a demonstration program to sell to state housing finance agencies portfolios of mortgages associated with loans related to supportive housing for the elderly. Expands the definition of assisted living facility with respect to grants for conversion of elderly housing to such facilities. Amends the United States Housing Act of 1937 with respect to rental assistance on behalf of a family that uses an assisted living facility as a principal place of residence. Provides that a family may be required at the time it initially receives such assistance to pay rent in an amount exceeding 40% of its monthly adjusted income.

Conveys to the U.S. Virgin Islands specified submerged lands in the area between the island of Saint Croix and the islands of Saint Thomas and Saint John. States that for purposes of U.S. laws, except as otherwise provided by international law or international agreement in force for the United States, the U.S. Virgin Islands' territorial waters shall extend nine miles seaward from the line of ordinary low water along that portion of the coast which is in direct contact with the open sea and the line marking the seaward limit of inland waters.

Improving Classroom Learning and Student Performance Act of 2007 - Directs the Secretary of Education to award five-year grants to states that receive funds under title I of the Elementary and Secondary Education Act of 1965 to enable them to: (1) collaborate with institutions of higher education, other research institutions, and other organizations to improve the quality, validity, and reliability of state and local academic assessments, including performance assessments that evaluate the application of knowledge to real-world tasks; (2) develop the capacity of local education agencies (LEAs) to assess student academic achievement using multiple measures, including school-based performance assessments; and (3) develop, together with LEAs, the capacity of teachers and school leaders to develop, use, and reliably evaluate the results of locally-administered performance assessments. Requires state grantees to ensure that state and local assessments are aligned to learning standards, unbiased, valid for the purposes for which they are used, reliably scored, and meet professional standards.

Ledbetter Fair Pay Act of 2007 - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a discriminatory compensation decision or other practice is adopted when an individual becomes subject to the decision or practice, or when an individual is affected by application of the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge. Accrues liability, and an aggrieved person may obtain relief including recovery of back pay for up to two years preceding the filing of the charge, where the unlawful employment practices that have occurred during the charge filing period are similar or related to practices that occurred outside the time for filing a charge. Applies the amendments of this paragraph to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge with the Secretary.

National Financial Literacy Act of 2007 - Amends the Community Reinvestment Act of 1977 to require federal financial supervisory agencies jointly to prescribe regulations establishing: (1) minimum standards to be met by a community-based financial literacy program in order to be eligible for consideration as a qualified community-based financial literacy program; (2) procedures for financial institutions to apply to a federal financial supervisory agency for approval of such a program; and (3) a requirement that financial institutions submit a regular report on how the institution supported and promoted financial literacy in its entire community, including low- and moderate-income neighborhoods. Authorizes a federal financial supervisory agency to take an institution's direct support of a qualified community-based financial literacy program into account when it assesses the institution's record of meeting the community's credit needs.

Directs the Secretary of Veterans Affairs to designate, establish, and operate at least six Department of Veterans Affairs (VA) health-care facilities as locations for epilepsy centers of excellence. Requires the Under Secretary for Health of the Veterans Health Administration (VHA) to establish a peer review panel to assess the scientific and clinical merit of proposals for the designation of such centers. Requires a VHA national coordinator for epilepsy programs to: (1) supervise the operation of the centers; (2) coordinate and support throughout the VA health-care system better access to diagnosis, research, care, and education for epilepsy and traumatic brain injury; and (3) conduct regular evaluations of the centers.

Severs the United States relations with the Cherokee Nation of Oklahoma until the Cherokee Nation is meeting all of its treaty obligations and other federal statutory obligations, including all obligations with the Treaty of 1866 and has restored the rights of Cherokee Freedmen disenfranchised from the Cherokee Nation in the March 3, 2007, Cherokee Nation vote to remove them from the Cherokee Nation. Requires a report from the Government Accountability Office (GAO) on the Cherokee Nation's expenditure of federal funds, as well as other specified reports from federal agencies, the Secretary of the Interior, and the National Indian Gaming Commission. Suspends the Cherokee Nation's authority to conduct gaming operations until it is in compliance with all treaty and other obligations with the United States. Grants any Cherokee Freedman a private right to bring actions for injunctive relief, declaratory relief, or monetary damages against the Cherokee Nation, officials of the Cherokee Nation, or federal officials. Directs the Attorney General to issue a finding on whether the federal civil rights of the Cherokee Freedmen have been violated by the Cherokee Nation and/or the Department of the Interior.
