HIV/AIDS Emergency Hurricane Relief Act - Requires the President to appoint an HIV/AIDS Emergency Response Coordinator to coordinate the provision of services under federal programs to individuals who: (1) are living with HIV; (2) are residents or were residents of a declared major disaster area at the time of Hurricane Katrina, Rita, or Wilma; and (3) have been displaced by such hurricane or have been unable to access comprehensive medical care and treatment, including housing, case management, drug and alcohol treatment, and other supportive services. Requires the Secretary, acting through the Coordinator, to award grants or cooperative agreements to public and nonprofit private entities that: (1) have experience in providing services to eligible individuals; and (2) have received or are eligible to receive funding from the federal government through the HIV health care services program or the Housing Opportunities for Persons With AIDS program. Allows the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to waive matching requirements and any other appropriate conditions for grants under the HIV health care services program. Allows the Coordinator to award grants or cooperative agreements to public and nonprofit private entities that provide covered services to eligible individuals in order to provide such entities with emergency infrastructure support. Requires the Secretary, acting through the Administrator, to conduct a public awareness campaign directed toward eligible individuals who were receiving services through the federal HIV health care services program and for whom the hurricanes caused the disruption or termination of such services.

Pandemic and Seasonal Influenza Act of 2005 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (the Secretary) to issue a pandemic influenza declaration putting into effect provisions relating to government liability and compensation for injuries with respect to specified countermeasures. Requires the Secretary to establish a compensation program for countermeasure-related injuries or deaths. Establishes the Pandemic Influenza Countermeasure Injury Compensation Fund. Establishes the liability of the United States for claims arising out of the administration of a covered countermeasure by a qualified person during the period of such declaration. Requires states to have an approved state pandemic influenza preparedness plan as a condition of receiving certain bioterrorism funds. Requires the Secretary to: (1) provide for the purchase of excess stocks of influenza vaccine; (2) establish minimum thresholds for state pandemic influenza surveillance; (3) procure antivirals, vaccines, essential medication, and other supplies related to a pandemic influenza for the Strategic National Stockpile; and (4) develop a national system for tracking and distributing antiviral medications and vaccines. Establishes a Global Network for Avian Influenza Surveillance. Provides for: (1) the development of an influenza public education campaign; (2) the expansion and intensification of influenza research; and (3) the development of best practices and social science research. Requires the Secretary of Labor and the Secretary to develop workplace standards to protect health care workers and first responders from workplace exposure to pandemic influenza. Authorizes the Secretary of State to provide assistance to foreign countries to combat the avian influenza virus. Requires the Secretary of State to: (1) designate a coordinator of U.S. assistance to combat the avian influenza virus; and (2) develop country strategies to prevent, mitigate, and respond to outbreaks in designated high-risk countries. Requires the Administrator of the U.S. Agency for International Development (USAID) to establish an early warning system to prevent, mitigate, and respond to outbreaks of the avian influenza virus in foreign countries.

Insular Rate for Cellular Customers Act - Amends the Communications Act of 1934 to state that, for purposes of rate integration for wireless interstate telecommunications services, a provider of a commercial mobile radio service shall, with respect to any interstate services for which there are separately-stated toll charges, be treated as a provider of interstate, interexchange telecommunications services.

Code Talkers Recognition Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal: (1) to persons, including specified individuals, who served as Sioux or Comanche Code Talkers during World War II; (2) honoring the Choctaw Code Talkers of World War I; and (3) to any other Native American member of the armed forces, identified by the Secretary of Defense, who served as a Code Talker in any foreign conflict in which the United States was involved during the 20th Century. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medals struck under this Act and to deposit the proceeds in the United States Mint Public Enterprise Fund to pay for the costs of the medals awarded under this Act.

The Fourteenth Dalai Lama Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro Tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design to Tenzin Gyatso, the Fourteenth Dalai Lama, in recognition of his many contributions to peace and religious understanding.

Angels Nurture Growing Entrepreneurs into Long-Term Successes (ANGELS) Act - Amends the Small Business Investment Act of 1958 to establish within the Investment Division of the Small Business Administration (SBA) the Office of Angel Investment, headed by a Director, to provide support for the development of angel investment opportunities for small businesses. Requires the Director to: (1) establish and carry out a program, to be known as the Angel Finance Program, to provide financing to approved angel groups; (2) establish and maintain a searchable database, to be known as the Federal Angel Network, to assist small businesses in identifying angel investors; and (3) establish and carry out a program to make grants for the development of new or existing angel groups and to increase awareness and education about angel investing. Amends the Internal Revenue Code to provide a small business investment tax credit of 20 percent of the amount paid or incurred for qualified small business investment.

Mammogram Availability Act of 2005 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 (ERISA) to require a group health plan, and a health insurance issuer offering group coverage, that provides coverage for diagnostic mammographies for any woman 40 years old or older to provide no less favorable coverage for annual screening mammographies for such a woman. Prohibits related enrollment and renewal discrimination, monetary incentives to women, and penalties or incentives to providers. Applies such requirements and prohibitions to coverage offered in the individual market.

Calls on the Board of Directors of the National High School Mock Trial Championship to: (1) accommodate the religious beliefs of students participating in the competition; and (2) restructure the competition's rules to allow qualifying students of all faiths to compete fully without betraying their religious beliefs.

Minority-Owned Venture Empowerment Act of 2005 - Directs the Administrator of the Small Business Administration (SBA) to establish a program, to be known as the Pre-8(a) Program, to provide technical assistance to small businesses with respect to the receipt and performance of federal procurement contracts. Prohibits a participating small business from being awarded a contract under the Program which is awarded using procedures other than competitive procedures under section 8(a) of the Small Business Act (wherein the SBA provides for the performance of federal procurement contracts by small, disadvantaged, and minority-owned businesses). Limits to $750,000 the maximum net worth of a small business Program participant. Modifies the 8(a) program under the Small Business Act to require small businesses to complete the Pre-8(a) Program before participating in the 8(a) program. Limits to $100 million the aggregate value of contracts an 8(a) participant may enter into. Requires the Administrator, for the 8(a) program, to establish for each industry classification a maximum level of net worth for an economically disadvantaged individual, but prohibits establishing a net worth of less than $750,000. Makes some small businesses eligible for 8(a) participation in a contract using other than competitive procedures (restricted competition), under certain circumstances. Allows a contracting officer, under specified conditions, to utilize restricted competition in the award of federal procurement contracts for small businesses owned and controlled by socially and economically disadvantaged individuals.

Community Health Workers Act of 2005 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to award grants to promote positive health behaviors for women in target populations, especially racial and ethnic minority women in medically underserved communities. Permits such funds to be used to support community health workers to: (1) educate, guide, and provide outreach regarding health problems among women and especially among racial and ethnic minority women; (2) educate, guide, and provide experiential learning opportunities that target behavioral risk factors, including poor nutrition and tobacco use; (3) educate and guide regarding effective strategies to promote positive health behaviors within the family; (4) educate and provide outreach regarding enrollment in health insurance; (5) promote community wellness and awareness; and (6) educate and refer target populations to appropriate health care agencies and community based programs and organizations. Requires the Secretary to give priority to experienced applicants who propose to target geographic areas: (1) with a high percentage of uninsured or underinsured residents who are eligible for health insurance; (2) with a high percentage of families for whom English is not their primary language; and (3) that encompass the United States-Mexico border region. Requires the Secretary to: (1) encourage community health worker programs to collaborate with academic institutions; and (2) establish guidelines for assuring the quality of the training and supervision of community health workers under programs funded under this Act and for assuring the cost-effectiveness of such programs.

Medicaid Indian Health Act of 2005 - Amends title XIX (Medicaid) of the Social Security Act to: (1) apply 100% of the federal medical assistance percentage (FMAP) to services furnished to an Indian by an urban Indian health program; (2) prohibit the imposition of premiums, deductibles, copayments, and other cost-sharing on Indians; (3) prohibit recovery against estates of Indians; (4) require consultation with Indian tribes prior to approval of "Section 115" waivers; (5) provide for the treatment of medical expenses paid by or on behalf of an Indian by an Indian health program as medical care costs for purposes of determining medically needy eligibility; and (6) give states the option to exempt Indians from reductions in eligibility or benefits. Requires a Medicaid managed care organization contracting with an Indian Health Service (IHS) facility or program that is not a federally-qualified health center or a rural health clinic to provide payment at the highest level and amount that it would make for the services if they were furnished by a provider that is not an IHS facility or program.

Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security, acting through the Director of the Federal Emergency Management Agency (FEMA), to establish a database of small business concerns which must be consulted by federal agencies before awarding a federal contract for a disaster-related activity.

Revises basic educational assistance for veterans' survivors and dependents to: (1) eliminate the present 45 month cap on benefit payments and set an aggregate limit of $80,000; (2) extend from a dependent's 26th to 30th birthday the delimiting age for the use of such assistance; (3) increase the amount of such assistance for survivors and dependents pursuing certain types of education; and (4) authorize the provision of tutorial assistance to such individuals without charge to their educational assistance entitlement.

States that: (1) the deployment of U.S. forces in Iraq, by direction of Congress, is hereby terminated and the forces involved are to be redeployed at the earliest practicable date; (2) a quick-reaction U.S. force and an over-the-horizon presence of U.S. Marines shall be deployed in the region; and (3) the United States shall pursue security and stability in Iraq through diplomacy.

Bringing America Home Act - Declares that it is a national goal to fulfill the basic human need of shelter by ending homelessness in the United States. Establishes in the Treasury the National Affordable Housing Trust Fund. Sets forth provisions with respect to: (1) incremental rental assistance; (2) housing program funding; (3) rural housing and economic development; and (4) veterans homeless comprehensive services programs. Federal Homelessness to Housing Mutual Mortgage Association Act - Establishes the Federal Hopelessness to Housing Mutual Mortgage Association (Hollie Mae) which may develop mutual housing (generally, a nonprofit cooperative ownership housing association) that is affordable for low-income individuals and families. Provides for: (1) use of federal property to assist the homeless; (2) preservation of HOPE VI public housing units; and (3) establishment of an Emergency Rent Relief Fund. Amends the Internal Revenue Code to establish a temporary ex-offender low-income housing credit. Revises assistance provisions under the McKinney-Vento Homeless Assistance Act, including establishing a continuum of care program. Expresses the sense of Congress respecting the need to expand Medicaid and keep it affordable to beneficiaries. Authorizes appropriations, and sets forth program provisions, for mental health, substance abuse, and homelessness programs.

Protection Against Executive Compensation Abuse Act - Amends the Securities Exchange Act of 1934 to set forth additional compensation disclosure requirements, including: (1) a comprehensive statement of the issuer's compensation plan for its principal executive officers; (2) any type of compensation (whether present, deferred, or contingent) paid or to be paid to such principal executive officers; (3) an estimate of the present value of any accrued pension of such officers; (4) the estimated market value of any other benefits received by such officers; (5) any agreements or understandings concerning compensation; and (6) the short- and long-term performance measures that the issuer uses for determining the compensation of such principal executive officers, and whether such measures were met by such officers during the preceding year. Requires a separate shareholder vote to approve such compensation plan. Requires proxy solicitation material concerning an acquisition, merger, consolidation, or proposed sale or other disposition of substantially all the assets of an issuer to disclose any agreements or understandings with any of its principal executive officers regarding any compensation (whether present, deferred, or contingent) based on or otherwise relating to the acquisition, merger, consolidation, sale, or other disposition (golden parachute compensation). Requires mandatory electronic filings to appear in a clear, simple, and readily accessible format.

Community Partners Next Door Act of 2005 - Amends the National Housing Act to provide: (1) a 50% discount for teachers, teacher assistants, administrators, and public safety officers purchasing certain eligible asset properties for use as their primary residence; (2) a $100 downpayment on any related insured mortgage; and (3) a higher Federal Housing Administration (FHA) loan limit for such purchases in high-cost areas. Authorizes such sales directly to a qualifying individual or to a unit of local government or a nonprofit organization for resale to such individual. Directs the Secretary of Housing and Urban Development (HUD) to carry out a program to inform teachers and public safety officers about such program.

Veterans' Right to Know Act - Establishes the Veterans' Right to Know Commission to: (1) investigate chemical or biological warfare tests or projects, especially those carried out between 1954 and 1973, placing particular emphasis on actions or conditions that could have contributed to health risks to any civilian or military personnel who participated in such a test or project or were otherwise potentially exposed to a biological or chemical agent as a result; and (2) report to Congress on its findings and recommendations.

Conveys to the government of the Commonwealth of the Northern Mariana Islands submerged lands surrounding such Islands and extending three geographical miles outward from their coastlines. States that Public Law 93-435 is intended to be applied in a consistent manner to Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands, except to the extent that there is a specific and express exception regarding its application to one or more of these territories.

Medicaid Preservation Act of 2005 - Prohibits reductions in authorized federal funding under the Medicaid program under title XIX of the Social Security Act until full consideration has been given to the recommendations of the Bipartisan Commission on Medicaid. Establishes the Bipartisan Commission to review and make recommendations about: (1) each of Medicaid's major functional responsibilities; (2) issues that either threaten or could improve the long-term financial condition of Medicaid; (3) the way Medicare payment policies impact Medicaid, and ways to address specific payment problems that such policies may create in service delivery to populations typically not covered by Medicare, such as children and pregnant women; and (5) payments to safety net providers. Requires each recommendation to include an analysis of its effect under Medicaid and, if applicable, Medicare and other federal health programs, on: (1) federal and state expenditures; (2) provider payment rates; (3) beneficiary out-of-pocket expenditures; (4) beneficiary access to covered items and services; and (5) coverage of items and services.

Child Health Investment for Long-term Development (CHILD and Newborn) Act of 2005 - Amends the the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to improve the health of newborns, children, and mothers in developing countries, including activities relating to: (1) health systems and medical and health personnel training; (2) health access; (3) pharmaceutical supplies; (4) health education; (5) HIV/AIDS, malaria, and tuberculosis counseling and treatment; and (6) safe water and sanitation access. Directs the President to develop a comprehensive strategy to improve the health of newborns, children, and mothers, including reducing newborn, child, and maternal mortality, in developing countries. Establishes the Interagency Task Force on Child Survival and Maternal Health in Developing Countries.

Hurricane Katrina Recovery, Reclamation. Restoration, Reconstruction and Reunion Act of 2005 - Hurricane Katrina Victim Restoration Fund of 2005 - Provides for the determination of eligibility for compensation for any individual (or relatives of a deceased individual) who sustained economic or noneconomic losses as a result of Hurricane Katrina so that the individual (or relatives) are restored as nearly as possible to their condition before Hurricane Katrina. Directs the Administrator of the Environmental Protection Agency to develop a Comprehensive Environmental Sampling and Toxicity Assessment Plan. Provides for federal and state government to notify hurricane survivors of health risks they may face upon returning to their domiciles. Provides for the offer of alternative land and/or housing as compensation to residents whose homes or businesses have been destroyed or terminally compromised. Revises the TANF Emergency Response and Recovery Act of 2005 to provide for reimbursement of states for Temporary Assistance to Needy Families (TANF) benefits provided under part A of title IV of the Social Security Act to families from other states affected by Hurricane Katrina. Sets forth requirements relating to emergency extended unemployment compensation. Requires the Secretary of Health and Human Services to establish a program of emergency health coverage continuation relief. Sets forth housing and education requirements. Displaced Citizens Voter Protection Provisions of 2005 - Prescribes requirements for the protection of voting rights of Katrina evacuees. Prescribes requirements for: (1) regulatory relief for financial services; and (2) disaster loans and small business relief. Amends the Internal Revenue Code to provide for: (1) a tax credit for an eligible homebuyer who purchases a principal residence in the Hurricane Katrina disaster area; (2) an increase in the housing credit dollar amount; and (3) tax-exempt bonds for qualified Gulf Coast recovery projects. Hurricane Katrina Bankruptcy Relief and Community Protection Act of 2005 - Amends the federal bankruptcy code to exempt victims of natural disasters, including small businesses, from certain requirements for debtors seeking relief. Directs the Director of the Federal Emergency Management Agency (FEMA) to establish a temporary flood insurance buy-in program. Expresses the sense of Congress that the President should present, within six months, a plan to eradicate poverty in the United States by 2015.

Pandemic Preparedness and Response Act - Amends the Public Health Service Act to require the President to appoint a National Director of Pandemic Preparedness and Response to strengthen, expand, and coordinate domestic pandemic influenza preparedness activities. Establishes the Pandemic Influenza Preparedness Policy Coordinating Committee to develop an Interagency Preparedness Plan. Requires states to have an approved state preparedness plan as a condition of receiving certain funds related to bioterrorism. Provides for the integration and coordination of public and private influenza surveillance activities. Directs the Secretary of Health and Human Services to: (1) procure antivirals, developed vaccines, and essential medications for the Strategic National Stockpile; (2) develop a national system for tracking and distributing antiviral medications and vaccines; and (3) assist other counties in preparation for, and response to, pandemic influenza. Provides for the expansion and intensification of influenza research. Directs the Secretary to contract with the Institute of Medicine to study topics related to the pandemic influenza. Establishes the National Pandemic Influenza Economics Advisory Committee. Requires the Secretary of Agriculture to expand and intensify efforts to prevent pandemic influenza. Requires the Secretary of Health and Human Services to: (1) enter into contracts with manufacturers to produce additional necessary doses of the influenza vaccine; and (2) develop a national plan for responding to potential influenza vaccine shortages. Sets forth prohibitions against charging excessive prices during a public health emergency for, reporting false pricing information to the Secretary about, or employing a manipulative or deceptive device or contrivance in connection with the purchase or sale of, drugs, devices, or biologics for the prevention or treatment of influenza at wholesale.

Department of Homeland Security Reform Act of 2005 - Amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security, acting through the Under Secretary for Policy (established by this Act), to conduct Quadrennial Homeland Security Reviews of the Department of Homeland Security (DHS). Establishes in DHS an Office of Intelligence and Analysis headed by a presidentially appointed Chief Intelligence Officer. Transfers to the Chief Intelligence Officer the functions, personnel, assets, and liabilities of the Directorate for Information Analysis and Infrastructure Protection, hereby abolished. Directs the Secretary to establish: (1) the Intelligence Through Employees Generating Resources for Analytical Leadership (INTEGRAL) Program; and (2) an intra-agency task force to study unclassified but security-relevant information. Redesignates the Directorate of Emergency Preparedness and Response as the Directorate of Preparedness and Response (DPR). Amends the Homeland Security Act of 2002 to establish a presidentially appointed Assistant Secretary for Preparedness, who shall perform the functions of the current Office for State and Local Government Coordination and Preparedness, with primary responsibility for the preparedness of the United States for acts of terrorism. Gives the Under Secretary of Preparedness and Response primary responsibility for oversight and coordination with state, local, and regional authorities in the National Capital Region. Establishes in the DPR a presidentially appointed Military Liaison to coordinate DPR activities with the efforts of the Secretary of Defense. Amends the Homeland Security Act of 2002 to eliminate the Office for State and Local Government Coordination and Preparedness, the Office for Domestic Preparedness, and the Office of National Capital Region Coordination (transferring its functions to the DPR). Establishes the Director (who shall be an Assistant Secretary in the DPR) and Deputy Director of the Federal Emergency Management Agency (FEMA). Establishes in the DPR a Chief Medical Officer, who shall also be an Assistant Secretary. Declares the sense of Congress urging merger in DHS of the Bureau of Customs and Border Protection (CPB) and the U.S. Immigration and Customs Enforcement (ICE). Grants the DHS privacy officer authority to conduct investigations. Eliminates the Under Secretary for Management and tranfers its functions to the Secretary. Requires the Chief Financial Officer, the Chief Information Officer, and the Chief Human Capital Officer to exercise joint authority, with the component agency heads, over their respective counterparts in the DHS component agencies and entities. Establishes a Business Transformation Officer, who shall develop an overarching management integration strategy for DHS. Outlines whistleblower protections for DHS employees and other covered individuals. Tribal Homeland Security Act - Establishes within DHS the Office of Tribal Security. Establishes in the DPR a National Cybersecurity Office, headed by an Assistant Secretary for Cybersecurity and Telecommunications, as well as an Assistant Secretary for Physical Infrastructure Security, both appointed by the President. Secure Handling of Ammonium Nitrate Act of 2005 - Authorizes the Secretary to regulate the handling and purchase of ammonium nitrate to prevent its misappropriation or use in an act of terrorism.

Recognizes the 40th anniversary of the Second Vatican Council's Declaration on the Relation of the Church to Non-Christian Religions, Nostra Aetate. Expresses support for the new collaborative relationship that has grown between Jews and Roman Catholics. Requests the President to: (1) issue a proclamation recognizing the 40th anniversary of the Nostra Aetate; and (2) exert U.S. leadership toward ensuring that anti-Semitism and all forms of religious and racial bigotry are not tolerated worldwide.

Expresses support for National Latino AIDS Awareness Day (October 15, 2005). Salutes Latino AIDS survivors, volunteers, and professionals who combat AIDS every day. Recognizes national and community organizations for promoting AIDS awareness and offering AIDS treatment. Urges organizations and health practitioners to promote AIDS awareness and encourage yearly testing.

Expresses the sense of the House of Representatives that: (1) Hurricane Katrina and other such disasters should not be used to weaken, waive, or roll back federal public health, environmental, and environmental justice laws and regulations; (2) state, local, and regional authorities must retain their authority for compliance and permitting of industrial and other facilities and their role in monitoring and cleanup; (3) testing, monitoring, cleanup, and recovery in areas of national emergency should be completed in a manner designed to protect public health and the environment, ensure habitability, and mitigate against the effects of future storms and in compliance with Executive Order 12898 (requires federal actions to address environmental justice in minority and low-income populations); and (4) the federal rebuilding of the Gulf Region communities and economy should be a model of an integrated, diverse, and sustainable society.

Federal Response to Energy Emergencies Act of 2005 - Declares unlawful: (1) unconscionable pricing of gasoline, oil, natural gas, and petroleum distillates during emergencies; (2) intentional reporting of false price information concerning wholesale prices of such products; and (3) market manipulation regarding the purchase or sale at wholesale of such products. Authorizes the President to declare a federal energy emergency upon finding that the national health, safety, welfare, or economic well-being is at risk because of an actual or imminent shortage of such products due to a disruption of the national distribution system, or significant pricing anomalies in national or regional energy markets for the products. Empowers the Federal Trade Commission (FTC) and State Attorneys General to enforce this Act. Sets forth civil and criminal penalties for violations of this Act. Requires fines and penalties collected under this Act to be deposited in a separate fund in the treasury to be known as the Consumer Relief Trust Fund to provide assistance under the Low Income Home Energy Assistance Program. Directs the FTC to facilitate price transparency in wholesale markets for the sale of crude oil and essential petroleum products. Instructs the FTC to transmit a confidential report to Congress on the potential impact on domestic prices of crude oil, residual fuel oil, and refined petroleum products that would result from the disruption for periods of one week, one year, and five years, respectively. Directs the Secretary of Energy and the Energy Information Administration to review and report to Congress on expenditures and activities undertaken by certain size companies to protect the energy supply system from terrorist attacks, international supply disruptions, and natural disasters, and ensure a stable and reasonably priced supply of such products to consumers in the United States. Requires such report to assess the companies' preparations for the forecasted period of more frequent and more intense hurricane activity in the Gulf of Mexico and other vulnerable coastal areas.

Hurricanes Katrina and Rita Flood Insurance Buy-In Act of 2005 - Establishes a temporary flood insurance buy-in program. Instructs the Director of the Federal Emergency Management Agency to make flood insurance coverage available under such program for eligible structures (but not their contents) for flooding resulting from Hurricane Katrina or Hurricane Rita. Limits eligibility to structures located in an area not subject to the mandatory purchase requirements of the national flood insurance program, and which were not covered by such insurance at the time of the hurricanes. Prescribes a formula for determination of premiums, which may be paid by deduction from the amount of any claims payable under coverage by the buy-in program.

Pets Evacuation and Transportation Standards Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to require the Director of the Federal Emergency Management Agency (FEMA) to ensure that state and local emergency preparedness operational plans address the needs of individuals with household pets and service animals following a major disaster or emergency.
