Calls for legislation to be enacted by October 1, 2008, to guarantee that every person in the United States is entitled to receive all medically necessary care under a system of care that meets specified requirements, including that: (1) the system provides a single universal standard of excellence in care; (2) such care is affordable to all and there are no financial barriers to needed care; (3) the system provides comprehensive benefits and promotes prevention and early intervention; and (4) the system maximizes consumer choice of health care providers.

National Emergency Management Reform and Enhancement Act of 2006 - Amends the Homeland Security Act of 2002 to provide for the establishment within the Department of Homeland Security (DHS) of a Directorate of Emergency Management (DEM) (replacing the Directorate of Emergency Preparedness and Response). Requires DEM to be headed by an Under Secretary for Emergency Management and to include Deputy Under Secretaries for: (1) Emergency Preparedness and Mitigation; and (2) Emergency Response and Recovery. Directs the Under Secretary to serve as a Cabinet Officer during an Incident of National Significance. Establishes within DEM: (1) an Office of State, Local, and Tribal Government Coordination and an Office of Public and Community Preparedness; (2) a National Citizen Corps Council; (3) a National Incident Management System and National Response Plan Integration Center; and (4) a National Urban Search and Rescue Response System. Establishes in DHS Offices of Grants and Planning, Training and Exercises, Emergency Communications, Infrastructure Protection, and Cybersecurity and Telecommunications. Establishes the Emergency Communications Preparedness Center. Directs the Secretary of DHS to: (1) regularly update, revise, or replace essential capabilities for state, local, and tribal government emergency preparedness; (2) require any state or urban area that applies for federal homeland security assistance to maintain a catastrophic emergency plan; (3) establish the National Advisory Council on Emergency Management, a System Assessment and Validation for Emergency Responders Program, a Homeland Security Education Program in the National Capital Region, a Prepositioned Equipment Program, and a National Asset Inventory Program; (4) develop an integrated national public alert and warning system; and (5) establish within DHS a Gulf Coast Long-Term Recovery Office. Redesignates the Directorate for Information Analysis and Infrastructure Protection as the Office of Intelligence and Analysis. Requires the Secretary to: (1) ensure that all programs within DEM administering federal assistance maintain proper internal management controls to prevent and detect fraud, waste, and abuse; and (2) annually certify that such controls are in place. Provides for the establishment within DHS of a Deputy Inspector General for Response and Recovery.

Credit Card Accountability Responsibility and Disclosure Act of 2006, or the Credit CARD Act of 2006 - Amends the Truth in Lending Act to require advance notice of any increase in the annual percentage rate (APR) of interest pertaining a credit card account under an open end consumer credit plan. Imposes a freeze on interest rate terms and fees on canceled cards. Prohibits: (1) penalties for on-time payments; and (2) over-the-limit fees for creditor-approved transactions. Requires disclosure of: (1) the repayment information applicable to the outstanding balance; and (2) late payment deadlines, postmark dates, and any increase in interest rates for late payments. Increases the civil penalty against any creditor who fails to comply with specified requirements in the case of an individual action relating to an open end credit plan that is not secured by real property or a dwelling. Prohibits issuance of: (1) a credit card under an open end credit plan on behalf of a consumer who has not attained the age of 21, unless the consumer has submitted a written application meeting specified requirements; or (2) certain affinity cards to students unless certain requirements have been met.

Family Fairness Act of 2006 - Amends the Family and Medical Leave Act of 1993 to make an employee eligible for coverage under such Act if that employee has been employed for at least 12 months by a covered employer with respect to whom such leave is requested. (Eliminates the requirement, under current law, that the employee have served at least 1,250 hours during the 12-month period before the leave request.)

Lawful Intelligence and Surveillance of Terrorists in an Emergency by NSA Act or LISTEN Act - States that specified provisions of federal criminal law concerning wire and electronic communications and their interception and the Foreign Intelligence Surveillance Act of 1978 (FISA) shall be the exclusive means by which domestic electronic surveillance may be conducted. Directs the President to ensure that: (1) all electronic surveillance of persons in the United States is conducted within those exclusive means; and (2) the procedures for applying for an order for electronic surveillance under FISA continue to be adequate for the timely and efficient electronic surveillance of appropriate targets. Requires: (1) the President to report to the congressional intelligence and judiciary committees upon a determination that such procedures are inadequate; and (2) the report to contain findings and recommendations with respect to emergency or routine applications for such orders. Authorizes appropriations to the National Security Agency (NSA) and the Department of Justice (DOJ) for activities of the Office of Intelligence Policy and Review to ensure the timely and efficient processing of applications to the Foreign Intelligence Surveillance Court.

HOPE VI Reauthorization Act of 2006 - Amends the United States Housing Act of 1937 to extend appropriations for FY2007-FY2011 for demolition, site revitalization, replacement housing, and tenant-based assistance grants for public housing projects. Extends the sunset date for such assistance to September 30, 2011.

Library of Congress Employee Transition Assistance Act of 2006 - States that any employee of the Library of Congress who at any time before or after this Act's enactment has satisfactorily completed a probationary period with the Library under a nontemporary appointment acquires a competitive status for appointment to any position in the competitive service for which such employee possesses the required qualifications. Prohibits an employee who acquires a competitive status under this Act from being required to complete a probationary period upon appointment to a position in the competitive service. Treats a displaced Library of Congress employee as an employee of an executive department, government corporation, or independent establishment who is eligible for a special selection priority under the career transition assistance program for surplus and displaced federal employees administered by the Director of the Office Personnel Management (OPM). Defines such employees as certain employees, or former employees, of the Library of Congress who were separated from employment not more than 90 days prior to the date of the enactment of this Act.

Accountability in Government Act of 2006 - Prohibits a federal agency head from continuing in office without reappointment by the President, with the advice and consent of the Senate, in any case in which the Comptroller General's annual report under the Federal Financial Management Improvement Act of 1996 states that the agency is not in substantial compliance with federal financial management systems requirements, applicable accounting standards, and the U.S. Government Standard Ledger at the transaction level.

Expresses the sense of Congress that the United States Fish and Wildlife Service (USFWS) should incorporate consideration of the effects of global warming and sea-level rise into the comprehensive conservation plan for each coastal national wildlife refuge. Calls for such plans to address how global warming and sea-level rise will affect: (1) the ecological integrity, archaeological and cultural values, and distribution, migration patterns, and abundance of fish, wildlife, and plant populations and related habitats of the refuge; (2) areas within the refuge that are suitable for use as administrative sites or visitor facilities; and (3) opportunities for compatible wildlife-dependent recreational uses of the refuge. Calls for the Director of the USFWS to conduct an assessment of the potential impacts of global warming and sea-level rise on coastal national wildlife refuges.

Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to: (1) extend the 2006 and 2007 initial enrollment periods for the Medicare prescription drug benefit; (2) suspend the late enrollment penalty through December 31, 2007; and (3) permit Medicare beneficiaries to change enrollment in a prescription drug plan during the first 12 months of enrollment. Prohibits a PDP sponsor, beginning with 2006, from removing a covered part D drug from the plan formulary, or imposing a restriction or limitation on the coverage of such a drug, other than at the beginning of each plan year, except as the Secretary may permit to take into account new therapeutic uses and newly covered part D drugs. Requires each PDP sponsor to furnish to each plan enrollee, at the time of each annual coordinated election period, a notice of any changes in the formulary or other part D drug coverage restrictions or limitations that will take effect for the upcoming plan year.

Fannie Lou Hamer, Rosa Parks, and Coretta Scott King Voting Rights Act Reauthorization and Amendments Act of 2006 - Amends the Voting Rights Act of 1965 to revise requirements for: (1) the use of election examiners and observers; (2) declaratory judgment on the issue of voting qualifications or standards intended to diminish the ability of U.S. citizens to elect preferred candidates; and (3) award of attorney fees in enforcement proceedings to include expert fees and other reasonable costs of litigation. Extends bilingual election requirements through August 5, 2032. Revises the requirements for determining states and political subdivisions covered by them to require use of 2010 American Community Survey census data. Amends the Voting Rights Act of 1965 with respect to the prohibition against the use of tests or devices to deny the right to vote in any federal, state, or local election. Extends both the prohibition and the date for mandatory congressional reconsideration of it.

Preservation of Records of Servitude, Emancipation, and Post-Civil War Reconstruction Act of 2006 - Requires the Archivist of the United States to: (1) establish, as part of the National Archives, an electronically searchable database of historic records of servitude, emancipation, and post-Civil War reconstruction contained within federal agencies for genealogical and historical research; and (2) preserve relevant records. Requires the National Historical Publications and Records Commission to provide grants to states, colleges and universities, and genealogical associations to preserve records and establish databases of local records of such information.

National Defense Enhancement and National Guard Empowerment Act of 2006 - Expands the: (1) authority of the Chief of the National Guard Bureau (Bureau) to include membership on the Joint Chiefs of Staff (JCS) (and raises the grade of the Chief from lieutenant general to general); and (2) functions of the Bureau to include facilitating and coordinating, with other federal agencies and the states, the use of Guard personnel and resources for, and in, contingency operations, military operations other than war, natural disasters, and support of civil authorities. Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Establishes within the JCS an Assistant to the Chairman of the Joint Chiefs of Staff for Reserve Matters. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general.

Allows the Director of the United States Patent and Trademark Office (USPTO) to accept an application for an extension of the term of a patent which claims a product, a method of using a product, or a method of manufacturing a product if: (1) such application is filed no more than 5 days late; and (2) the applicant files a petition showing that the delay in filing the application was unintentional. Deems such petition to be denied if no determination has been made on the petition within 30 days of filing. Establishes the fee for filing such a petition. Applies this Act to any application for patent term extension which: (1) is pending on the date of enactment; (2) is the subject of a request for reconsideration of a denial of a patent term extension; or (3) has been denied a patent term extension in a case in which the period for seeking reconsideration of such denial has not yet expired.

Expanding American Homeownership Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development (Secretary) to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Sets limitations upon the Secretary's authority to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a 1-to 4 family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area.

Henry J. Hyde Scholarships for Haiti Act of 2006 - Directs the President, acting through the Administrator of the United States Agency for International Development, to provide undergraduate scholarships, in the form of student loans followed by loan forgiveness, to needy Haitian students who, upon completion of their studies in the United States, promptly return to Haiti for a period at least one year longer than the duration of such scholarships. Authorizes appropriations for FY2007-FY2009. Reserves a specified minimum amount of certain authorized development assistance appropriations under the Foreign Assistance Act of 1961 for literacy and basic education programs in Haiti. Expresses the sense of Congress that the President, acting through the Director of the Peace Corps, should make available again to the Government of Haiti qualified Peace Corps volunteers who would serve under hardship conditions to: (1) assist the people of Haiti to improve literacy rates and meet other basic needs so that they can become economically self-sufficient; and (2) promote mutual understanding between the peoples of the United States and of Haiti. Urges the President to: (1) design a program to match scholarship contributions from private and public sectors in either country; (2) seek to engage domestic and international businesses in Haiti to maximize the opportunities of returning scholarship recipients for the development of Haiti; and (3) provide the scholarships through existing scholarship programs, such as the Cooperative Association of States for Scholarships program.

Cesar Estrada Chavez Study Act - Directs the Secretary of the Interior to complete a special resource study to determine: (1) appropriate methods for preserving and interpreting certain sites in Arizona, California, and other states that are significant to the life of Cesar Estrada Chavez and the farm labor movement in the western United States; and (2) whether any of the sites meets the criteria for listing on the National Register of Historic Places or designation as a national historic landmark.

Expresses the sense of the House of Representatives that: (1) the Department of Education's Additional Clarification of Intercollegiate Athletics Policy: Three-Part Test--part Three issued on March 17, 2005, violates the intent and spirit of the mandate of title IX of the Education Amendments of 1972 to provide equal opportunities in athletics, changes prior Department of Education policies and long-standing title IX law, and should be withdrawn; and (2) the Department should honor its 2003 commitment to enforce the standards of long-standing title IX athletics policies, including the 1996 Clarification.

Puerto Rico Self-Determination Act of 2006 - States that Congress reaffirms the inherent authority of the government of the Commonwealth of Puerto Rico to call, and hereby expressly authorizes the calling of, a constitutional convention through the election of delegates for the purpose of establishing a mechanism for self-determination. Provides that, upon the approval by a constitutional convention in the Commonwealth of a self-determination option, the convention shall submit a self-determination proposal to Congress for approval. Requires submission of the proposal, upon approval by Congress with or without modifications, to the people of the Commonwealth for appoval or rejection in a referendum. Requires enactment of a joint resolution of Congress approving the terms of the proposal, including implementing provisions, if the people of Puerto Rico approve the proposal in the referendum. Provides that, if a self-determination proposal is not approved by Congress or by the people of Puerto Rico in a referendum, the Government of the Commonwealth should call for a new constitutional convention, including an election by the people of Puerto Rico of new delegates to the convention, for the purpose of formulating and submitting to Congress a new self-determination proposal.

Security and Accountability For Every Port Act or the SAFE Port Act - Directs the Secretary of Homeland Security to develop and implement a strategic plan to enhance the security of the maritime transportation system. Directs the Secretary to develop protocols for the resumption of trade in the event of a transportation security incident that necessitates the suspension of trade. Directs the Secretary to develop and implement a plan for improving the Automated Targeting System for identifying high-risk containers moving through the international supply chain. Requires states to submit to the Secretary biographic information on current and future employees who have access to secured areas of seaports and to compare such information against terrorist watch lists. Establishes in the Department of Homeland Security (DHS) a Director of Cargo Security Policy to coordinate DHS cargo security policies and programs with other executive agencies relating to cargo security. Establishes minimum standards and verification procedures for securing containers in transit to an importer in the United States, including international standards for the security of containers moving through the international supply chain. Directs the Secretary to submit to the appropriate congressional committees a strategy for the deployment of radiation detection equipment at all ports of entry. Establishes the Container Security Initiative (CSI) to identify and examine maritime containers that pose a risk for terrorism at foreign ports before they are shipped to the United States. Establishes: (1) the Customs-Trade Partnership Against Terrorism (C-TPAT) to strengthen and improve the overall security of the international supply chain and U.S. border security; and (2) a third tier of C-TPAT (Greenlane) that offers additional benefits to validated C-TPAT participants that demonstrate a sustained commitment beyond the minimum requirements for participation in C-TPAT. Establishes a port security grant program to allocate federal assistance to U.S. ports on the basis of risk and need

Expand and Rebuild America's Schools Act of 2006 - Amends the Internal Revenue Code to allow a nonrefundable tax credit to holders of school construction bonds. Sets forth requirements for issues of school construction bonds, including that: (1) 95% of the proceeds of such bonds must be used to construct new elementary and secondary school facilities and provide equipment for such schools; (2) local education agencies must require private business contributions of not less than 10% of the proceeds of an issue; and (3) bonds must be used for schools which meet specified criteria relating to curriculum, the alleviation of classroom overcrowding, and student-teacher ratios. Provides for a national school construction bond limitation of $400 million in 2007 and 2008.

Military Retirees' Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after December 31, 2005, in: (1) a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) after December 31, 2005, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Common Sense Budget Act of 2006 - Requires certain reductions in amounts appropriated for FY2007 for specified Department of Defense (DOD) and Department of Energy (DOE) programs. Makes amounts from such reductions available for: (1) modernization of school facilities; (2) state child health plans; (3) adult and dislocated worker employment and training activities; (4) programs to increase energy efficiency and conservation and increase investment in sustainable and renewable energy alternatives; (5) sustainable development and humanitarian assistance programs to alleviate global poverty, illiteracy, unemployment, disease, and disaster; (6) homeland security safeguard improvements; (7) reduction of the deficit; and (8) medical research.

Vietnam Veterans Memorial Visitor Center Deadline Enforcement Act - Amends federal law which authorized construction of a Vietnam Veterans Memorial Visitor Center (Center) in Washington, D.C. to require: (1) the Center to be located in the triangular land area between Henry Bacon Drive, 23rd Street, Constitution Avenue, and the Lincoln Memorial; and (2) final approval for the Center no later than 30 days after the enactment of this Act.

Infant and Toddler Durable Product Safety Act - Instructs the Consumer Product Safety Commission (CPSC) to: (1) promulgate a consumer product safety standard for durable infant or toddler products; and (2) establish an Infant and Toddler Product Review Panel to advise the CPSC on guidelines and standards for such products. Amends the Consumer Product Safety Act to declare the limitation on maximum civil penalties inapplicable to this Act.

Katrina Health Access, Recovery, and Empowerment Act of 2006 - Requires the Secretary of Health and Human Services to provide low-interest loans to small business concerns located in a Hurricane Katrina-affected area for the restoration of health care and health care services. Provides for tax credits, deductions, and grants for medical malpractice insurance and medical liability insurance for providers located in such areas. Amends the Public Health Service Act to require the Secretary to make payments from the Health Safety Net Infrastructure Trust Fund (established under this Act) for capital financing assistance to eligible health care facilities located in such an area for replacement, modernization and renovation projects, and capital equipment acquisition. Requires the Secretary to enter into cooperative agreements to enable higher education institutions in such an area to resume health care-related programs. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA) and the Director of the Office of Minority Health, to designate as medically needy Katrina recovery zones areas located in a Hurricane Katrina-affected area that experience disproportionate racial and ethnic disparities in health status and health care. Provides for grants to: (1) such recovery zones; (2) public health facilities for constructing, modernizing, or repairing health facilities damaged as a result of Hurricane Katrina; and (3) organizations in a Hurricane Katrina-affected area seeking to improve health of minorities and reduce health disparities. Requires states to provide Disaster Relief Medicaid Assistance to Katrina survivors as a condition of participation in the Medicaid program.

Plan to Restore Excellence and Professional Accountability in Responding to Emergencies Act or the PREPARE Act - Amends the Homeland Security Act of 2002 to require that the Federal Emergency Management Agency (FEMA): (1) be headed by a Director appointed by the President from individuals who possess demonstrated ability in, knowledge of, and extensive background in emergency or disaster-related management; and (2) have one Deputy Director appointed by the Director from individuals with such qualifications. Replaces the Under Secretary for Emergency Preparedness and Response with an Under Secretary of Preparedness and Response, who shall be responsible for: (1) FEMA and service as the Director of FEMA; (2) the Chief Medical Officer; (3) the Assistant Secretary for Grants and Training; (4) the U.S. Fire Administration; and (5) functions performed by the Assistant Secretary for Cyber Security and Telecommunications, the Assistant Secretary for Infrastructure Protection, and the Director of the Office of National Capital Region Coordination. Requires the Under Secretary to report directly to the President during the effective period of an Incident of National Significance declared by the Secretary of Homeland Security under the National Response Plan.

Federal Aviation Administration Fair Labor Management Dispute Resolution Act of 2006 - Amends federal transportation law to revise certain federal aviation administration personnel management system requirements to prohibit the Administrator of the Federal Aviation Administration (FAA) from implementing any proposed change to the FAA personnel management system in cases where the services of the Federal Mediation and Conciliation Service do not lead to an agreement between the Administrator and FAA employees unless a bill is enacted into law by Congress that authorizes the change during the 60-day period beginning from the time Congress received the proposed change. (Current law does not require congressional action.) Requires the Administrator and FAA employee bargaining representatives to submit the proposed change to binding arbitration if Congress does not enact a bill into law within the 60-day period.

Heart Disease Education, Analysis, and Research, and Treatment for Women Act or the HEART for Women Act - Amends the Federal Food, Drug, and Cosmetic Act and the Public Health Service Act to require an application for approval or for investigation of a drug, device, or biological product to include information stratified by gender, race, and ethnicity, including any differences in safety and effectiveness. Requires the Secretary of Health and Human Services to: (1) withhold approval of such an application or place a clinical hold on an investigation if such information is not included; and (2) report to the scientific community and make information available to the public on such stratified data upon approval of an application. Requires the Comptroller General to study the drug approval process to ensure compliance with this Act. Requires the Secretary to require that all nonidentifiable patient safety work product reported to a patient safety database be stratified by gender. Amends title XVIII (Medicare) the Social Security Act (SSA) to require the Secretary to make hospital quality data relating to the quality of care in inpatient settings available to the public stratified by gender. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to report to Congress concerning the quality of and access to care for women with heart disease, stroke, and other cardiovascular diseases. Requires utilization and quality control peer review organizations to offer quality improvement assistance aimed at eliminating gender disparities. Amends title IX (employment security provisions) of SSA to require that data be stratified by gender when collected and used in surveys evaluating whether Medicare providers meet applicable conditions of participation or coverage. Provides for an educational campaign relating to heart disease, stroke, and cardiovascular diseases in women.

Recognizes and commends the National Association for Stock Car Auto Racing, Inc. (NASCAR), the NASCAR Universal Technical Institute, and a collaboration of Historically Black Colleges and Universities for their creation of a strategic alliance to increase the number and quality of job opportunities for African-American students in key racing and other related automotive business activities. Encourages the Departments of Education and Labor and other appropriate federal agencies to support this effort.

Expresses support for the federal and state missions of the Army National Guard and the Air National Guard. Recommends that the Department of Defense (DOD) propose to fully fund the National Guard's equipment needs. Urges DOD to consult with the states' chief executive officers and Congress on any proposed changes to the National Guard force structure. Requests that: (1) any DOD plan regarding force structure take into account the National Guard role in homeland defense and other state missions; (2) DOD prepare budget projections that detail cost savings from any changes in force structure, as well as projected costs in the event large personnel increases are necessary to respond to a national emergency; and (3) DOD assure Congress and the chief executive officers that potential changes in force structure will not impact the safety and security of the U.S. people.

Encourages each state to establish a program, similar to Operation Recognition, to award high school diplomas to veterans who left high school in order to serve in the Armed Forces during a time of war but never received a diploma.
