Inclusive Home Design Act of 2003 - Requires, with exceptions, newly constructed, federally assisted single family houses and town houses to include at least one level that complies with the following accessibility features for persons with disabilities: (1) accessible entrance; (2) accessible interior doors; (3) accessible environmental controls; and (4) accessible habitable space and an accessible bathroom. Requires: (1) each applicant for Federal financial assistance to submit compliance assurances to the relevant Federal agency, and (2) each person who arranges for design or construction of a covered dwelling to submit architectural and construction plans for State or local approval. Prohibits Federal financial assistance to a State or local government unit unless the recipient is taking certain enforcement actions with regard to covered dwellings. Permits: (1) private civil actions in a United States District Court or State court for violations under this Act; and (2) the Attorney General to commence civil actions or intervene in civil actions under this Act.

Revitalizing Cities Through Parks Enhancement Act - Directs the Secretary of Housing and Urban Development to make grants to qualified community organizations to develop as open space municipally owned vacant lots in urban areas.

States that the House of Representatives supports the efforts of organizations such as Second Harvest to provide emergency food assistance to hungry people in the United States, and encourages all Americans to provide volunteer services and other support for local antihunger advocacy efforts and hunger relief charities, including food banks, food rescue organizations, food pantries, soup kitchens, and emergency shelters.

Assured Funding for Veterans Health Care Act of 2003 - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2005 130 percent of the amount obligated during FY 2003. Adjusts the amount provided for fiscal years after FY 2005 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capital baseline amount for FY 2003, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of State home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Directs the Secretary of Veterans Affairs to conduct during fiscal years 2004 and 2005 a pilot program to determine the effectiveness of contracting with private memory care facilities to provide services for veterans suffering from Alzheimer's disease as an alternative to the provision by the Secretary of inpatient or home health care for such veterans. Requires the pilot program to be conducted through five medical centers of the Veterans Health Administration selected by the Secretary.

Species Protection and Conservation of the Environment Act - Authorizes the Secretary of the Interior to make renewable two-year Aldo Leopold Native Heritage Grants for harmful nonnative species control projects to States, local governments, interstate or regional agencies, or private persons with adequate personnel, funding, and authority to carry out and monitor or maintain such a project. Authorizes a grant to a State to carry out an assessment project to: (1) identify harmful nonnative species occurring in the State; (2) assess the needs to restore, manage, or enhance native fish and wildlife and their natural habitats and processes; (3) identify priorities for actions to address such needs; (4) identify mechanisms to increase capacity building in a State or across State lines to conserve and protect native fish and wildlife and their habitats and to detect and control harmful nonnative species within the State; and (5) incorporate, where applicable, the guidelines of the National Management Plan referred to in Executive Order 13112 of February 3, 1999, and entitled Meeting the Invasive Species Challenge. Authorizes the Secretary to assist financially a rapid response to outbreaks of harmful nonnative species when rapid eradication or control is possible. Establishes: (1) the National Invasive Species Council to provide leadership and coordination among Federal agencies, and between the Federal Government and State and local governments; and (2) the Invasive Species Advisory Committee.

Amends the Elementary and Secondary Education Act of 1965 to establish a program to assist States and local educational agencies (LEAs) to recruit, train, and hire additional school-based mental health and student service providers, including additional school counselors, psychologists, and social workers (in order to reduce the student-to-counselor ratios nationally, in elementary and secondary schools, to an average of one school counselor for every 250 students, one psychologist for every 1,000 students, and one social worker for every 800 students, as recommended in a report by the Institute of Medicine of the National Academy of Sciences relating to schools and health). Directs the Secretary of Education, after reserving certain funds for schools in outlying areas and schools run by the Bureau of Indian Affairs, to make program allotments to States according to a specified formula. Requires States to allocate funds from Federal and State shares of program costs to LEAs according to specified formulae.

Health Promotion and Disease Prevention for Persons with Disabilities Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants, contracts, or cooperative agreements for the promotion of good health and the prevention of secondary conditions in persons with disabilities through demonstrations and interventions, surveillances and studies, public education, and training health professionals. Directs the Secretary to establish a National Advisory Committee on Health Promotion and Disease Prevention for Persons With Disabilities to set program priorities.

Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to prescribe procedural guidelines for the collection of child support arrears in interstate cases, including: (1) accelerated transmission of income withholding orders to employers; and (2) certification by the Secretary of Health and Human Services to the Secretary of the Treasury for collection on behalf of the State by the Internal Revenue Service of specified child support arrears owed in a case in which the amount is at least $5,000, and in which the State has undertaken collection proceedings, but income withholding is not available, or diligent efforts have not succeeded.

Loan Forgiveness for Head Start Teachers Act of 2003 - Amends the Higher Education Act of 1965 to extend to certain Head Start teachers student loan forgiveness under both the Federal Family Education Loan program and the William D. Ford Federal Direct Loan program.

Meat and Poultry Pathogen Reduction and Enforcement Act - Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act, respectively, to direct the Secretary of Agriculture to: (1) prescribe initial and final pathogen performance standards for raw meat and raw poultry, and meat and poultry products processed in establishments inspected under such Acts; (2) identify, and publish a list of, such pathogens; (3) initiate pathogen surveys to determine existing levels of meat and poultry contamination; (4) perform microbial compliance testing at such establishments, and prohibit non-complying establishments from labeling such products as "inspected and passed "; and (5) report on the scientific feasibility of establishing health-based performance standards for pathogens in raw meat and meat products. Directs the Secretary to establish a National Advisory Committee for Microbiology Criteria for Foods. Directs the Secretary to enforce Hazard Analysis and Critical Control Point (HACCP) System requirements and other sanitation requirements in any official establishment. Authorizes the Secretary to prohibit non-complying establishments from labeling any meat or meat product, or poultry or poultry product, as "inspected and passed."

Tribal Government Amendments to the Homeland Security Act - Amends the Homeland Security Act of 2002 to include the participation of Indian tribes with respect to activities of the Secretary of Homeland Security, including information analysis and infrastructure protection, science and technology, the Directorate of Border and Transportation Security, emergency preparedness and response, treatment of charitable trusts for members of the Armed Forces and other governmental organizations, coordination with non-Federal entities, and training of law enforcement officers by the Bureau of Alcohol, Tobacco, and Firearms of the Department of Justice. Amends the Cyber Security Enhancement Act of 2002, the Omnibus Crime Control and Safe Streets Act of 1968, the Federal Rules of Criminal Procedure, the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA Patriot Act), and the Foreign Intelligence Surveillance Act of 1978 to include Indian tribes among the participating entities.

Motherhood Protection Act of 2003 - Subjects any person who engages in violent or assaultive conduct against a pregnant woman resulting in that person's conviction of any of specified offenses, and thereby causes an interruption to the normal course of the pregnancy resulting in prenatal injury (including termination of the pregnancy), to specified penalties (including life imprisonment) in addition to any penalty imposed for the violation.

Start Healthy, Stay Healthy Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option to expand coverage to certain pregnant women; (2) provide for enhanced matching funds with respect to certain pregnant women if certain conditions are met; (3) pay for such Medicaid expansion costs out of the SSA title XXI (State Child's Health Insurance) (SCHIP) allotment; and (4) no longer require that a newborn child be a member of the mother's household and that the mother remain eligible for Medicaid during the one year period after birth in order for the newborn child to continue to be eligible for Medicaid. Amends SSA title XXI to give certain States the option of providing pregnancy-related assistance for targeted low-income pregnant women in accordance with this Act, which includes: (1) automatic enrollment for children born to women receiving such pregnancy-related assistance; (2) additional allotments for providing coverage of pregnant women; and (3) no cost-sharing for pregnancy-related services. Provides for coordination of SCHIP with the program under SSA title V (Maternal and Child Health Services). Increases the income eligibility for low-income children under SCHIP. Amends SSA title XVI (Supplemental Security Income) to direct the Commissioner of Social Security to review determinations, made by State agencies in connection with applications for benefits under this title on the basis of blindness or disability, that individuals who have attained 18 years of age are blind or disabled as of a specified onset date.

Hispanic Health Improvement Act of 2003 - Amends the Social Security Act to provide incentives for States to grant title XIX (Medicaid) and title XXI (SCHIP) coverage to parents and pregnant women. Grants automatic enrollment of children in State child health assistance who are born to title XXI parents. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to permit States and localities to provide certain health care benefits to aliens that current law prohibits States and localities from granting. Amends Title XIX of the Social Security Act (Medicaid) to make children enrolled in SCHIP eligible for the pediatric vaccine distribution program. Latina Adolescent Suicide Prevention Act - Directs the Secretary of Health and Human Services to establish a program for the prevention of Latina adolescent suicides. Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; (2) the Director of the National Cancer Institute; and (3) the Director of the Indian Health Service to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to make grants to Hispanic-serving health professions schools to carry out programs to recruit Hispanic individuals to enroll in and graduate from the schools. Amends the Public Health Service Act to revise and extend the programs of the Office of Minority Health. Directs the heads of certain agencies within the public health service to establish individual offices of minority health. Establishes in the Department of Health and Human Services an Assistant Secretary for Civil Rights.

Amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security to develop and implement an emergency telephonic alert notification system (the Responsive Emergency Alert and Dissemination of Information Call System or READICall System) to: (1) alert persons of imminent or current hazardous events caused by terrorist acts and other man-made disasters; and (2) provide information to individuals regarding measures to alleviate or minimize threats to their safety and welfare. Directs the Secretary to: (1) make use of national private sector networks, technology, personnel, and infrastructure to develop and implement the System; (2) develop coordinated infrastructure for the System that will be able to provide immediate notification and warning to all telephone subscribers in the United States in a national crisis resulting from a terrorist act and to target specific locations and warn just the affected areas; and (3) collaborate with other Federal, State, and local agencies to allow interoperability between different sources of terrorist threat information, allow the immediate dissemination of information from all levels of governmental sources, and develop standards, protocols, procedures, and terminology to minimize inconsistencies and miscommunication with intelligence information. Authorizes the Secretary to conduct research and pilot programs as may be necessary for improving the effectiveness of such System.

Veterans Burial Benefits Improvement Act of 2003 - Increases the authorized allowance for burial and funeral expenses for deceased veterans who: (1) at the time of death were in receipt of veterans' disability compensation or veterans' pension benefits; or (2) were veterans of any war or were discharged or released from active military service for a service-connected disability and for whom there is no next of kin or sufficient resources to cover funeral and burial costs. Increases the burial plot allowance for veterans who, at the time of death, were receiving hospital or nursing home care in or through the Department of Veterans Affairs. Authorizes the annual adjustment of such allowances based on increases in Social Security benefits.

National Museum of African American History and Culture Act - Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work. Requires the Secretary of SI to appoint a Museum Director. Establishes the Office of Education and Liaison Programs within the Museum to work with educational institutions and museums throughout the Nation. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. Directs the Board of Regents to select the Museum's site from one of four specified sites on or adjacent to the national mall. Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106).

Encourages: (1) Americans to demonstrate their support for veterans on Veterans Day by treating that day as a special day of reflection; (2) houses of worship and other institutions to ring bells at 11:00 AM on such Day; and (3) people to then observe a moment of reflection in recognition of veterans. Authorizes and requests the President to issue a proclamation each year in connection with the observance of Veterans Day calling on Americans to observe it with appropriate ceremonies and activities.

Supports the goals and ideals of a National Epilepsy Awareness Month. Urges: (1) an increase in Federal funding for epilepsy research programs at the National Institutes of Health and at the Centers for Disease Control and Prevention; and (2) that initial funding be provided to the Department of Health and Human Services to create demonstration projects to serve people with epilepsy who may lack access to adequate medical care.

Expresses the sense of Congress that the President, acting through appropriate Federal agencies, should provide assistance for women and women's organizations in Iraq in order to strengthen and stabilize emerging Iraqi democracy, including through the protection of the rights of Iraqi women and their families, the revitalization of the agricultural sector, the restoration of the healthcare system, increased educational opportunities for women and girls, and increased employment opportunities for women in order to afford full participation by women in all aspects of public life, including government.

National War Permanent Tribute Historical Database Act - Authorizes the Secretary of the Interior to establish and maintain the National War Permanent Tribute Historical Database for identifying and cataloging the many thousands of permanent tributes that commemorate U.S. military conflicts and the service and sacrifice of U.S. Armed Forces. Requires the Database to be publicly accessible through the Internet or other means in a format that permits the public to submit information for the purpose of updating and expanding the Database. Directs the Secretary to report to Congress assessing the efficacy and desirability of establishing a permanent fund within the Treasury for the repair, restoration, and maintenance of the memorials identified and cataloged.

Directs the Secretary of the military department concerned to pay the applicable premium to continue in force during the duty period any qualified health benefits plan coverage of a member of the reserves who is called or ordered to active duty for more than 30 days during a war or national emergency. Prohibits the private health insurance issuer of such a member from declining coverage or re-enrollment, imposing re-enrollment exclusions, or increasing premiums during such benefits coverage continuation period.

Insular Areas Tax Credit Guarantee Act of 2003 - Amends the Internal Revenue Code, with respect to the coordination of United States and certain possession individual income taxes, to direct the United States to pay to: (1) any possession whose income tax laws mirror the Code an amount equal to the refundable portions of the child care and earned income credits paid by such possession; and (2) Guam, American Samoa, the Virgin Islands, or the Northern Mariana Islands, the amount of taxes withheld from Federal personnel who are temporarily assigned or deployed in such possession for more that 30 days in a calendar year.

Uterine Fibroid Research and Education Act of 2003 - Directs the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate programs for the conduct and support of research with respect to uterine fibroids. Directs the Secretary of Health and Human Services to develop and disseminate to the public information regarding uterine fibroids, including on: (1) the elevated risk for minority women; and (2) the availability of a range of treatment options. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to develop and disseminate to health care providers information on uterine fibroids, including on: (1) the elevated risk for minority women; and (2) and treatment options.

Immigrant Children Protection Act of 2003 - Amends the Homeland Security Act of 2002 to provide that each accompanied (with written consent of the parent or accompanying adult) or unaccompanied alien child, with specified exceptions, shall be transferred from the Department of Homeland Security to the Office of Refugee Resettlement within 72 hours of apprehension, and shall be released from custody and placed into the community with a qualified relative or caretaker within 15 days of such apprehension. Includes children with special needs within the Office's responsibilities in the care and placement of unaccompanied alien children.

Rite of Passage Community Service Act - Amends the National and Community Service Act of 1990 to establish a Rite of Passage Community Service Program. Requires such program to be a community-based after-school and summer service corps for eligible young people who are between the ages of 12 and 16, inclusive, at the time they begin such service. Requires such program to offer participants service-learning curricula linked to academic goals, as well as opportunities for: (1) service in their communities; (2) activities that train in certain critical skills; and (3) working with older AmeriCorps members who can organize service projects and act as mentors. Requires each individual program participant to: (1) agree to participate in such after-school or summer program for at least 150 hours during a period of at least two months and not more than one year; and (2) receive a $500 education award upon completion of such required hours of service.

Recognizes the major contribution Head Start has made to the Nation's children and families. Urges the program to continue to improve the quality of their classrooms through attention to the facilities, equipment and supplies, educational activities, schedule, and interaction with children. Recognizes Head Start as an apolitical Federal-to-local partnership based on community needs. Supports maintaining the current administrative responsibilities of the Department of Health and Human Services over the program and continuing the Federal-to-local structure of the program.

Access to Medical Treatment Act - Permits any individual to be treated by a health care practitioner with any medical treatment that the individual desires (including a treatment that is not approved, certified, or licensed by the Secretary of Health and Human Services) if: (1) the practitioner agrees to treat the individual; and (2) the administration of such treatment does not violate licensing laws. Authorizes health care practitioners to provide any method of treatment to such an individual if certain requirements are met. Requires a practitioner to report: (1) administering such treatment and discovering it to be a danger to an individual; and (2) the positive effects of an unconventional medical treatment for a life-threatening medical condition. States that nothing in this Act shall in any way adversely affect the distribution or sale of dietary supplements.

Includes such allowance under authorized adjustments tied to increases under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Jobs and Growth Reconciliation Tax Act of 2003 - Amends the Internal Revenue Code to accelerate: (1) the increase in the child care credit and the increase in the refundable portion of the credit; (2) the increase in the standard deduction for joint filers to twice that of single filers; and (3) the expansion of the ten percent bracket for married taxpayers filing jointly. Increases the earned income credit phase-out amount on a joint return by $3,000. Extends the work opportunity credit to long-term unemployed individuals. Unemployment Benefits Extension Act - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to: (1) extend the TEUC program; (2) provide for additional weeks of TEUC benefits; (3) revise unemployment rate triggers for TEUC benefit periods; and (4) provide for regular unemployment compensation for certain individuals based on part-time work or an alternative base period. Establishes a program of payments to States to provide: (1) regular unemployment compensation benefits for individuals who otherwise would be ineligible because the base period does not count wages earned in the most recently completed calendar quarter or the individuals seek or are available for less than full-time work; and (2) enhanced unemployment benefits. Establishes in the Treasury the Pressing Domestic Needs Trust Fund. Increases: (1) and extends certain bonus depreciation provisions; and (2) small business expensing limits. Allows a ten percent deduction for income attributable to a corporation's domestic production, with a 2006 through 2009 phase-in period. Eliminates: (1) top individual income tax rate reductions scheduled to began as of 2004 (provides for restoration under specified circumstances); and (2) scheduled elimination of income-based phase-outs for deductions and personal exemptions. Repeals the extraterritorial income exclusion, with a 2004 through 2008 phase-in period. Revises tax shelter provisions to, among other things: (1) define economic substance; (2) impose a penalty for the failure to include in a return information concerning a reportable transaction, a reportable transaction understatement (including imposing the penalty for certain understatements which were based on unreasonable legal or factual assumptions), a noneconomic substance transaction understatement, and interests in foreign financial accounts; (3) modify rules concerning the failure to furnish information regarding reportable transactions and the penalty for such failure, the failure to maintain lists of investors in potentially abusive tax shelters and the penalty for such failure, the authority to seek an injunction to enjoin promoters of abusive tax shelters; and (4) deny a deduction of interest on underpayments attributable to nondisclosed reportable transactions and noneconomic substance transactions. Amends other provisions to, among other things: (1) place a limit on the transfer or importation by a corporation of built-in losses; (2) provide for the partnership treatment of certain contributed property with a built-in loss; (3) repeal part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts); and (4) modify rules concerning the disallowance of a deduction on certain debt instruments of corporations, passive foreign investment companies, and the reduction in a corporate shareholder's basis in stock by the nontaxed portion of extraordinary dividends. Revises corporate expatriation provisions to treat acquiring corporations in "corporate expatriation transactions" as domestic corporations. Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" an "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction. Medicaid Community-Based Attendant Services and Supports Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to mandate State Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines provisions for: (1) an enhanced Federal medical assistance percentage for ongoing activities of early coverage States that enhance and promote the use of community-based attendant services and supports; and (2) increased Federal financial participation for certain expenditures incurred by the State for the provision of community-based attendant services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible States which have established a Consumer Task Force to assist the State in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.

Asthmatic Schoolchildren's Treatment and Health Management Act of 2003 - Directs the Secretary of Health and Human Services, in making any asthma-related grant to a State educational agency or a local educational agency, to give preference to any such agencies in States that require schools to allow students to self-administer medication to treat that student's asthma or anaphylaxis. Expresses: (1) the sense of Congress regarding the strategies identified by the Centers for Disease Control and Prevention for addressing asthma within a coordinated school health program; and (2) the support of Congress for the goals and ideals of such strategies.

Asthma Act - Authorizes appropriations to the National Heart, Lung, and Blood Institute to expand the National Asthma Education and Prevention Program. Directs the Program coordinating committee to report concerning the scope of, and Federal programs concerned with, asthma problems in the United States. Directs the Secretary of Health and Human Services to collaborate with the States to expand specified asthma-related activities. Authorizes the Secretary to make grants to nonprofit private entities to carry out related outreach activities. Gives grant priorities to communities disproportionately affected by asthma or underserved by health programs and in which a significant number of low-income individuals reside. Authorizes the Secretary to make matching grants to States to carry out activities to assist children with respect to asthma. Authorizes the Secretary of Education to make grants to local educational agencies in communities with significant numbers of low-income or underserved individuals for elementary and secondary school asthma-related activities. Expresses the sense of Congress that: (1) hospitals and managed care plans should undertake certain efforts to increase asthma-related education and training; and (2) Federal, State, and local activities should promote Public Health Service asthma diagnosis and management guidelines.

Medicare Paramedic Intercept Services Coverage Act of 2003 - Amends the Balanced Budget Act of 1997 to revise requirements for payment for paramedic intercept service providers in rural communities. Changes from discretionary to mandatory the authority of the Secretary of Health and Human Services, in promulgating regulations for coverage of ambulance services, to cover advanced life support intercept services (ALS intercept services), regardless of the area involved. (Currently they must be provided in a rural area). Includes new conditions of coverage that define ALS intercept services as consisting of a qualified paramedic providing ALS level services in connection with the transport of a patient by an ambulance qualified to provide only a basic life support level of services. Requires that: (1) the entity providing the ambulance transportation be a public, non-profit, or volunteer organization; and (2) the paramedic providing such services is not employed or compensated by the entity providing the ambulance transportation. (Currently the ALS intercept services must be provided under a contract with one or more volunteer ambulance services which are required to be prohibited by State law from billing for any such services.) Requires, in addition, that: (1) such services be medically necessary based on the medical condition for which they are dispatched (currently they must be medically necessary based on the health condition of the individual being transported); and (2) the paramedic providing the intercept services accompanies and provides an ALS assessment or ALS intervention to the patient during the transport. Prohibits the Secretary from taking into account any payments made pursuant to this Act in determining payment amounts under the Medicare ambulance fee schedule, or the aggregate amount of payments under such fee schedule, for any year.

Health Care Tax Credit Enhancement for Workers and Steel Security Act of 2003 - Amends the Internal Revenue Code with respect to the trade adjustment assistance-related health care tax credit to: (1) decrease age eligibility for Pension Benefit Guaranty Corporation pension recipients; (2) eliminate the three-month coverage requirement concerning State-based coverage; and (3) revise covered month eligibility for the spouse of an individual entitled to Medicare. States that the steel import licensing and monitoring program established by the Secretary of the Treasury and the Secretary of Commerce shall remain in effect until not later than March 6, 2010.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to: (1) restrict the application of the windfall elimination provision to individuals whose combined monthly income from the individual's primary insurance amount under such title and the portion of the monthly periodic payment attributable to noncovered service performed after 1956 exceeds $2,000; and (2) provide for a graduated implementation of such provision by specified percentages with respect to incremental amounts above such threshold, up to 100 percent for combined amounts over $3,000.

Office of Correctional Health Act of 2003 - Amends the Public Health Service Act to establish within the Office of Public Health and Science of the Public Health Service the Office of Correctional Health. Requires the Office to carry out public health activities for employees in Federal, State, or local penal or correctional institutions or for persons incarcerated in such institutions (collectively referred to as correctional populations). Includes among such activities disease prevention, health promotion, service delivery, research, and health professions education activities. Authorizes the Secretary to make grants to States to provide for correctional populations screenings, immunizations, and treatment for hepatitis A, B, and C. Sets forth a matching requirement for such grants. Requires a portion of each grant to be expended to carry out such activities at penal or correctional facilities that are not facilities in which individuals serve terms of imprisonment, including remand facilities.

Public Housing Drug Elimination Program Reauthorization Act of 2003 - Amends the Anti-Drug Abuse Act of 1988 to authorize appropriations for the assisted housing drug elimination program. Limits activities for programs designed to reduce drug use in and around assisted low-income housing to: (1) providing drug abuse treatment through rehabilitation or relapse prevention; (2) providing education about the dangers and consequences of drug use or violent crime; (3) identifying drug users, and assisting drug use discontinuance through education or treatment programs; (4) providing after school youth activities; and (5) providing capital improvements and security services to discourage or eliminate drug use or violent crime.
